henley. good morning, bill. >> good morning. the winds have died down and much of the areas have dried out but those areas still damp during the melting yesterday have refrozen overnight. look at the temperatures this morning. teens for al lens town, pottstown, and reading, colder than yesterday. 10 degrees colder than philadelphia. it'll well below freezing for millville and 20s in delaware. the wind that was so strong yesterday, barely moving today. a light breeze. the temperatures will be climbing. 20 degrees to start with by 6:06:0 6:00. by lunchtime still freezing. i'll go through neighborhood by neighborhood. jesse gray has your traffic. good morning, jesse zbhood morning.

there were slippery spots off of the off ramps but i think we're doing okay. 14 minutes here, average speeds in the 50s on 95 right now. no problems heading into center city or toward wood harhaven ro. eastbound to the schuylkill expressway speeds are up with an eight-minute drive way. here in hamilton township near sloane avenue you can see we're starting to dry up. over the past few days we had snow. pretty much cleared out of the way. all lanes open and no restrigss there. tracy. >> we're following breaking news. police arrested a man who threatened officers online. nbc 10's deanna durante is there. deanna, what do we know about the suspect. >> reporter: we know he's 23 years old, his name is david mill bourn and he's under

arrest. investigators say he threatened police here on his accounts on facebook. this comes after the arrest of a 17-year-old girl yesterday morning. yesterday the girl threatened students in the upper school districts and chi area threat threatening to go in and shoot up the schools. that girl was arrested yesterday very early. we don't know what connection if any this 23-year-old man has to the 17-year-old girl and what his motivation was, but investigators are tell uggiing this morning he posted those threats after the arrest of the 17-year-old girl. school opened yesterday morning and there were no issues. that girl, again, taken into custody very early yesterday morning. she's expected to be in court by the end of the week and

investigators have charged david millborn with harassment and terroristic threats. >> thanks. breaking news from overnight. police are looking for the gunmen in an apparent shoot-out in north philadelphia where officers fell at least 20 shell casings. the shooter hit a man once in each arm. he was in the car at the time. police took him to the hospital. bullets also hit an suv in a nearby home. chester city police are investigating two deadly shootings. three men were shot outside the village deli on morton avenue. one died and two others are being treated. and then later about a half mile away sky 4's 10 was over another shooting scene. a man was found shot dead in his car in the 1600 block of upland street. police have not made any arrest in either shooting. they say it's too early to know

if the shootings are related. happening in philadelphia, two city council members plan to introduce a resolution regarding the deportation aim across the country. the measure takes aim at obama's undocumented immigrants in the stoukt and across the border. just a few weeks ago mayor jim kelly named the city as a sanctioned city. and just this week nearly 300 5 clergy signed an open letter calling for an immediate end to the raids. now from our south jersey bureau, police are warning families to be on the lookout after two separate child luring attempts. one happened in oakl ykn county. the driver stops two boys, 10 and 11. they run off. police later learn that same car

was involved in an attempting luring of three boys an hour earlier in oaklyn. >> he stopped and asked them if they'd like any candy. the 11-year-old pulls out a cell phone and pretends he's calling the police. >> the driver in both cases was in his 60s with gray hair. the police are still working to come up with a suspect. this afternoon the department's holding a career fair hoping to land female recruits. they'll be there to answer questions and share their experience about their jobs. >> it's a great career. you get to meet different people, you get to give back to the community. you also can be an asset to different cultural backgrounds. >> right now women represent 30% of the philadelphia police

also what's next when the president leaves office. hear one idea hillary clinton and supporters threw around. it's 4:16. big changes could be on the way for the forget sob police department. a year and a half after the department killed an unarmed teenager. the department agreed to overhaul its training and practices as part of the deal with the justice department. the deal stems from the 2014 police shooting of michael brown. they found patterns of racial bias in the department. as part of the agreement, officers will be required to wear body cameras. city council votes on the changes next month. happening today in philadelphia, a community will come together for the philadelphia police officer recovering after being shot during an ambush. the fraternal order of police log number 5 will hold a fund-raiser for jesse hartnell and all of the proceeds will go toward his recovery. yesterday member os testify police department came to

philadelphia to personally show their support. >> they'll be silently walking beside you, silently cheering you on the entire time. >> officers from the nypd 17th precinct gave him a plaque for his heroic actions. they spent time visiting him and took group pictures. three weeks ago he was shot several times but managed to chase after him and fire at him. officer hartnell came home from the hospital last friday. 18 minutes after 4:00. the temperatures are coming down. a few things have combined to allow them to be so much colder this morning. our skies, they're clear. the wind has died down, and the air is very dry. you have those three things working together and you have temperatures 18 degrees colder in philadelphia than yesterday. it's 26 degree.

the wind is calm for the entire area and they're back to making snow. couldn't do it yesterday. it was too warm in pocono mountains. 's the view from blue mountain where the snow is being made but otherwise clear. we'll see sunshine from the city to the shore to the mountains today. plenty of sunshine and temperatures will be warming back in the 40s this afternoon for much of the area. wet weather, that's a possibility tomorrow. clouds will move in late today, and tomorrow morning, these 8:00 in the morning, 30 degrees in philadelphia. look at the clouds in delaware and south jersey and snow showers to the north. we could see some scattered snow showers tomorrow morning, mainly allentown, doyletown into the trenton area. you might see some snowflakes. but by the afternoon the clouds will be clearing out. for today, mostly sunny sky. there will be a few clouds late this afternoon. look at the temperatures into the 40s. the weekend will turn milder after a cold morning on

by a raccoon. he was walking to school with his mom yesterday when the raccoon jumped onto his back. >> i started screaming for help. a neighbor who was getting ready for work heard the mother screaming and ran over to help. he was able to get the animal off the boy. the animal is dead. this serves as a good reminder. if you see raccoons out during the day, it usually means they're rabid. while we're dealing with the aftermath of the blizzard, some baseball fans are in florida fulfilling a fantasy. some 150 fans joined time on the diamond with phillies legends. they got to play on a major league field with major league coaches. a reminder players report for spring training february 17th. a dry start this morning.
