let's get right to meteorologist bill henley. bill? >> problem north and west, allentown, reading, pottstown, all below freezing. really not an issue for trenton, northeast philadelphia, philadelphia and wilmington, just above freezing to start with. and aç warmup is on the way. we'll see sunshine today. clear at 6:00, 36 degrees with sunshine and a light northerly wind will be up to 38 degrees and the temperature takes a leap by noontime, 47 and still climbing. get your sunglasses ready. i'll go through the forecast neighborhood by neighborhood when i'm back in ten minutes. jessica boyington is taking a break. katy zachry has your first alert traffic. >> we like these numbers on the board behind me. your drive times are looking really good this morning. on 95 southbound if that's part of your morning commute, headed between woodhaven and the vine street expressway, 14 minutes, same if you're headed into center city philadelphia on the schuylkill expressway from the blue route and then the blue route southbound between 76 and 95, that's just a 15-minute

drive. speaking of the blue route, a live look outside. this is the blue route around route 1, light traffic, very little volume. again, no issues to report, no active construction that should delay you in any way. moving into new jersey, this is a look at camden, 76 at market street. we'll take a look at the 42 freeway in a few minutes. now to the breaking news. nbc news named hillary clinton the winner of the democratic iowa caucus. bernie sanders and clinton are both at 50% but clinton edged out a win with just five votes. vermont senator bernie sanders spoke out last night, saying when he started campaigning about nine months ago he had no name recognition and knew he was taking on a powerful political figure. on the republican side, texas senator ted cruz takes iowa. he pulled ahead of the pack with 28%, followed by donald trump, marco rubio and ben carson. senator cruz spoke to his supporters saying his won shows that the next president will not be chosen by the media or

news at 5:30. george spencer will follow the candidates in new hampshire as they prepare for the first primary election next week. disgraced comedian bill cosby will appear in a montgomery county court today. today his defense team hopes to get the case dismissed. nbc 10's matt delucia live at the courthouse in morristown where a former prosecutor is expected to be cosby's key witness. walk us through this, matt. >> reporter: tracy, media outlets from around the country are here waiting for bill cosby's arrival later on. what happens today could mark the end of the criminal case against him. it comes down to a supposed agreement between then d.a. bruce caster and cosby. back in 2005 caster promised not to prosecute him in exchange for a deposition. in that deposition, cosby admitted to giving a woman quaaludes before engaging in sexual contact with her.

the district attorney kevin steele filed charges last month. at issue is whether or not that alleged agreement holds up. as far as anyone knows, it is not no writing and there was no court order. bruce caster is expected to take the stand to testify about that agreement, if there was one, what was said. but defense attorney bill brennan does not represent cosby. he has been following this case closely. than having the district ter attorney at the time say, i made a deal and it should be honored. that's as powerful as it gets. >> reporter: if the judge agrees and the criminal case could be dismissed, cosby has been out on bail. we will be here and we'll let you know what happens. live in norristown, matt delucia, nbc 10 news. also today, a hearing is scheduled in a civil case against bill cosby in california. judy huth wants a judge to order

cosby to give another deposition in her case. nbc 10 will be in the courtroom for this morning's hearing. we have you covered. stay with us on air and online for the latest developments. you can get updates any time with our nbc 10 app. the search is on for two missing children in camden. the bother and sister who are 1 and 3 were last seen with their mother kenya garrett sometime last night. all three are reported missing. police are asking anyone with information to give them a call. new from overnight, philadelphia police told us a woman has been found safe after reports of a possible kidnapping. the woman and man were arguing last night near 20th and walnut. the woman was thrown into a mini van, witnesses told police. she was later found safe. how to get philadelphia kids into pre-k, a report will be released. a commission has been analyzing early childhood education in the

city. today's report should also include how to fund the initiative. now your nbc 10 first alert weather with meteorologist bill henley. seven minutes after 4:00. temperatures are faing right now, under clear skies and not everything dried out after yesterday. you can see that there is some dampness left over, treat it as ice. the temperatures are coming down. you'll find icy spots. not this afternoon. beautiful, bright sunshine, a mild day today. it's tomorrow that we will see record warmth and some pretty good rain. in fact, the potential for some heavy rain in the area tomorrow. for today, we're starting off just below freezing in doylestown. northeast philadelphia, millville and the upper 30s. some of the colder spots, even in and around the city could have ice this morning. it's not widespread, however. otherwise, it is clear. we will see sunshine today. it's going to be bright, it's going to be a quick warmup during the day. there's satellite imagery, the

clouds hanging with us through the day yesterday have now pushed offshore, cleared the way for sunglasses for today. and a pretty decent day, second day of february, groundhog day, 44 degrees in mt. pocono, upper 40s for allentown, quakertown and reading. you'll see bright sunshine in doylestown, trenton and mt. holly. and at the shore, near 50 degrees for cape may and atlantic city up to 52 this morning noon. vineland, plenty of sunshine for westchester, drexel hill and swedesboro. 50s today but we'll break records tomorrow. a look ahead at the future cast when i'm back in ten minutes. let's check your ride to work and reminded you about a construction project that began yesterday that has a lot of people making a detour around. first alert traffic reporter katy zachry is looking at that. >> it will add five or ten minutes to your morning commute if you take the falls bridge into or out of philadelphia as part of your commute. in east falls, the falls bridge is closed, it closed yesterday. it's scheduled to re-open in april because of emergency

repair work they're doing. it is open to bikers or walkers. so i'll have an alternate for you when i see you in ten minutes. if you know the area, you probably know a local route. this is route 1 and fox street. no issues to report along the boulevard in either direction, inner or outer lanes. moving into new jersey, the 42 freeway if you're headed northbound between 55 and the walt whitman bridge, that will only take you five minutes. coming up, we'll take a look at areas inç and around delaware. the last moments of amtrak 188 caught on camera as it suddenly left the track. how victims of the crash are reacting to the findings just released. new jersey governor chris christie ended up at the bottom of the pack in iowa. next, hear what he told support he's he's focused on now.

we continue to follow breaking news out of iowa. nbc news named hillary clinton the winner of the democratic iowa caucus. bernie sanders and clinton are both statistically at 50% of the vote with just before 4:00 a.m., we learned the latest totals. clinton edged out a win with just five votes over sanders. meantime, governor chris christie pushes forward despite his poor performance in the iowa republican presidential caucus. >> iowa is now in the rearview mirror. what we need to do is focus on what's going to happen here in new hampshire eight days from now. that's exactly what i'm focused on. >> the new jersey governor ended up at the bottom of the pack with just 2% of the vote along with three other candidates, but not everyone is moving on.

republican mike huckabee and democrat martin o'malley both ended their race for the white house after the numbers came back from last night. huckabee got 2%, o'malley got 1%. stay with nbc 10 all morning long for more coverage of decision 2016. be sure to tap the nbc 10 app for new developments. we're getting a new revealing look into amtrak 188's final moments in philadelphia's port richmond neighborhood. these grainy images show the moments the train derailed last may. the images were released yesterday as part of a national transportation safety board's report into the deadly derailment. 2,200 pages were released. they detail the investigation into the accident that left 8 dead and more than 200 hurt. they inc$ude interviews and mechanical findings but they do not name a cause or assign blame. engineer brendan bostian's

interviews right after the crash and six months later were different. that's what we saw in the document. in the days after the crash, he said the last memory he had was approaching and passing the platforms in philadelphia. six months later, he described holding the controls tightly and realizing the train was tipping and seeing objects fly nag front of him. amtrak 188 was doing 106 miles an hour when it derailed on a curve built to handle 50 miles an hour. >> this is not a casual increase. that's not a momentary distraction. that's not a, oh, i wasn't paying attention for a second and off i went. >> right now bostian is suspended without pay. he's not been criminally charged. lawyers for more than two dozen crash victims say the engineer's changing memory is a red flag. vai sikahema is live in the digital operations center with reaction to the derailment report. vai? >> good morning, tracy. attorneys say brandon bostian's inconsistent story speaks volumes. they want to hear from him under

oath. eight people were killed when the train crashed last may, including a naval midshipman, a bank executive and a tech company ceo. more than 200 others were injured. 60 personal injury and unlawful death cases were filed in this case. joshua gotbalm is a survivor. he says most of the time it's fine when trains shake. he says he has faith the ntsb will get answers. >> what i hope comes out of the ntsb process and out of whatever legal process follows it is two things. one is some justice andç two i changes in the way amtrak operates so that this doesn't ever happen again.

>> right now on the nbc 10 app, read both engineer brendan bostian's interviews with the ntsb and we've also posted brand new photos from the derailment scene. in the digital operations center, live here, vai sikahema, nbc 10 news. >> thank you. 4:16. police are searching for three men who brutally beat and stabbed a customer at a chinese restaurant in the north philadelphia. the violent attack was caught on surveillance cameras. this is very graphic, we do want to warn you. this is video from the lucky garden takeout saturday night. three guys tackled the customer, stabbed him more than a dozen times. at one time, the suspect whipped the victim with his own belt before stealing his watch. bystanders begged for the men to stop. >> one of the guys had a knife. he bleed a lot. >> it did look personal. they're pulling out belts. they are laughing like it's

funny like they wanted to do that to him. >> that's sick. that's messed up. >> here's a closer look at the men that police want to identify. they do believe the man was targeted by the group. at last check, the victim was hospitalized in critical condition. the southern california weather caused problems for home owners, a house being remodeled collapsed during heavy rain and strong wind this weekend. the home was under construction because of cracks in the foundation and that combined with the fierce winds may have led to the collapse. and it's groundhogs day. punxsutawney phil will come out of his borough and tell us about winter. if he sees his shadow, six more weeks of winter, if not, spring is around the corner. it's fun and all but i'm going to stick with meteorologist bill henley. >> i think i'll pay attention to what he has to say. i'd like an early spring. it's not like that's going to

happen. we have a system we're watching for next week which might make the groundhog see his shadow today. no shadows. the sun's not up. 39 degrees in philadelphia. we're 5 degrees colder than yesterday. cold across the board. it's above freezing in philadelphia. many of the outlying areas of the suburbs are just down to the freezing mark or below. they may run into icy spots. look at trenton and wilmington. some colder surfaces could have ice, doylestown, pottstown and chester county, just below freezing for westchester, fair meadow farm and chadds ford. and in the 20s right now in chester springs, phoenixville. if it looks damp, it could be ice this morning. good news, bright sunshine. the clouds are completely out of here. a nice warmup this afternoon. for tomorrow, look to the west. that's snow and rain. that's going to be coming our way, potentially as some heavy downpours on wednesday. hour by hour future weather will

give us a good chance of also breaking records on wednesday. wednesday morning at 9:00, we start at 51 degrees at 9:00. we see the rain moving in from the west during the morning hours. at 11:00 a.m., 60 degrees in philadelphia. as the rain moves in, it gets warmer. 63 degrees. that would break the record wednesday afternoon. there's a possibility it could go warmer than that. today, though, it will be 50s later today with bright sunshine after a cold start we'll see enough sunshine to warm into the 50s this afternoon. north winds just light, below 10 miles an hour during the day. if you're looking ahead toward the weekend, a cold morning on saturday. look at the warmup, 49 degrees. close to 50 degrees, again on sunday with bright sunshine. then things start to change into next week, got the seven-day forecast when i come back in the next half hour. tracy? >> all right, bill, see you then. thanks so much. for your ride to work, we're taking a look at wilmington drive times.

katy zachry has that. >> a few construction issues to tell you about on 95 in pennsylvania, north of wilmington.ç things are running smoothly in and around the wilmington area. if you're taking 95 and headed northbound between 295 and 495, that will take you 11 minutes, if you're going southbound, it will take you ten minutes time. 76 in pennsylvania, this is a live look outside, right at girard avenue. eastbound, this is your drive time, headed into center city philadelphia from the blue route westbound headed out of philadelphia it will take you about 11 minutes to make that trip from the vine to the blue route. things are looking pretty good right there. on 95 northbound, if you're trying to make your way on to 95 northbound from girard avenue, you can't. that ramp is blocked because of long-term construction. be aware of that. there are plenty of detour signs in place right there. coming up in a bit, we'll take a look at area bridges and let you know how mass transit is running at this early hour. 20 minutes past 4:00. it will be unseasonably warm again today but the winter blood

clinton edged out a win with five votes over sanders. the truck driver involved in the deadly accident that injured comedian tracy morgan has pleaded not guilty. kevin roper appeared in a mercer county courtroom yesterday facing aggravated manslaughter and other chaçrges. the crash happened on the new jersey turnpike in june of 2014. roper was driving a walmart truck that slammed into a van that morgan was in. another man in the van was killed. federal investigators say roper hadn't slept for 28 hours before the crash. roper's lawyer disputes that. this comes as morgan is preparing to go on a stanup comedy tour. the picking up the pieces tour launches friday in indiana, the comedian will also make several stops in our area, including atlantic city, wilmington and reading. 4:24. happening today, a chance to save a life. as we first told you on friday, there's an urgent need tore blood donations. the blizzard of 2016 canceleds

conditions and the warmup to come today and later in the week with first alert meteorologist bill henley. he joins us this morning with his first alert forecast. good morning, bill. >> good morning, tracy. it is cold outside. just enough so that it could be icy in some spots. not everything dried out yesterday's rainfall. 39 degrees in philadelphia. shouldn't be an issue for most parts of the city. you don't have to go far to find temperatures below freezing in pottstown, reading, lancaster and allentown. a cold start. today we'll see plenty of sunshine. the clouds already clearing out. 37 degrees in 6:00. above freezing at 9:00 with bright sunshine to melt the snow still lingering on the ground. at noontime, we'll be at 47 degrees, into the 50s this afternoon. your neighborhood by neighborhood forecast when i'm back in ten minutes. right now, katy zachry has first alert traffic. katy? >> bill, i'm happy to report that drive times throughout the majors in pennsylvania, 95, 76, 476 looking good. i want to focus in on 202.

202, no issues to report, no overnight construction. if you're headed between route 30 and 76 headed northbound or southbound, you have a smooth ride ahead of you. also taking a look at the new jersey turnpike right now, if you're headed between route 1 and the exit for valley forge, it will only take you 23 minutes in both directions. none of that overnight construction is tieing anything up on the turnpike in pennsylvania. heads up for drivers in and around the philadelphia area who may take the falls bridge in east falls, that closed yesterday. it's scheduled to re-open in ç april. they're doing emergency bridge repair work. it is open to bikers and walkers. if you drive, you're out of luck there. taking a live look in south philadelphia, 95 at island avenue around the airport, if you're headed to the airport, you're going to want to call ahead. from what i can see right now from my computer, nothing is majorly delayed. 4:30. we're following breaking news. presidential candidate hillary clinton wins the iowa democratic caucus. nbc news called the r
