this is nbc 10 news first alert weather. >> we have issued a first alert weather day and one look at the radar tells you why. heavy rain is on the way for today and tonight. rain isn't the only concern.ç we could see record high temperatures today and with plenty of snow piles along the streets, that increases the threat of flooding. and caught in the crosswalk, philadelphia police need your help finding the driver who hit a mother and her two young children and then kept going. and bill cosby will be back in court today. a montgomery county judge is expected to decide if the criminal case against the comedian can move forward. it's 4:00 a.m. good morning, this is "nbc 10 news today." i'm tracy davidson. let's get right to meteorologist bill henley with his first alert forecast. find out about that rain and the concern of flooding. bill? >> the rain is not here yet but i'm tracking it to our west.

there's a flood watch. the threat of flooding will come with heavy rainfall this afternoon and tonight. it's falling on ground that's still covered in snow by many areas. harrisburg is seeing the first rain drops. there's more rain on the way in western pennsylvania. i do expect it to be here this afternoon and into this evening. this morning, pretty quiet to start with. we will see showers develop during the morning hours as the temperatures climb. 43 degrees at 6:00. 51 at 9:00 with some light scattered showers at 9:00. then steadier rain will move into the western suburbs at noontime. the temperature is moving up. look at the winds. they really kick in, 19 mile-an-hour southerly wind will have us in record temperature territory this afternoon. the record is 62 degrees. i'll go through the forecast neighborhood by neighborhood when i'm back in ten minutes. right now the roads are dry. that's a temporary situation. jessica boyington has first alert traffic. >> at least dry for right now

for some people heading out the door. here's the vine street expressway around 24th street. no problems in either direction. westbound to the schuylkill expressway, eastbound to 95 you're good to go and no construction projects active at this point. heading to the actual schuylkill expressway eastbound from the blue route to the vine, average speeds all in the 60s and we're 11 minutes into center city. no problems on 95 into center city. the blue route is doing just fine as well. mass transit, no problems or delays so far this morning for septa, amtrak, new jersey transit, d.a.r.t. and patco. heavy rain and record high temperatures are possible today. with mounds of snow still on the streets and sidewalks, there's also the threat of flooding. katy zachry is live in warrenton to explain more. >> it's early february. as bill said, we're talking about record temperatures, temperatures in the low to mid-60s. normally we'd be celebrating that but take a look behind me because this is a reality for so many people, whether it's in your yard, whether it's in your business. mounds and piles of snow. of course, with the record

temperatures, much of this snow is going to melt. couple that with the rain that we're going to get, starting in some parts later this morning and really intensifying this afternoon and over into the evening hours. that coupled with the warm weather is just going to wash so much of this water into areas. so where are the concerned areas? areas where there's poor drainage, large parking lots like where we are, there are very few drains. this is a major concern for a lot of people throughout our coverage area. over the next hour i'll be calling public works departments and areas where they don't have goodç drainage to find out wha they're doing to prevent massive flooding problems throughout the day. reporting live in warrenton township, katy zachry, nbc 10 news. and first alert meteorologist bill henley returns with the updated forecast in just a few minutes. make sure you're prepared for today's rain with the nbc 10 app. track the storm with radar, get alerts and warnings and customize it to get weather

information for your particular neighborhood. just about four minutes past 4:00 right now. 42 degrees in philadelphia. happening today, back to court for bill cosby and his legal team. they're arguing to get the criminal case against the comedian tossed out. it all hinges on a deal they say was made with the former montgomery county d.a. matt delucia is live outside the courthouse in norristown to walk us through that. >> there was only one witness on the stand, the former district attorney bruce castor. he was peppered with questions for hours. most of them pointed toward that supposed deal. here's video from yesterday of the 78-year-old comedian walking into court. it was inside the courtroom where we learned more about this agreement or deal regarding a decade old allegation that cosby drugged and assaulted a woman. bruce castor testified that he thought he could not get a conviction because the accuser's credibility was tainted on a

number of issues. castor did not think a jury would believe her. he set up a situation where if cosby offered statements in a civil case he would never be prosecuted criminally for it. castor says there was an agreement but here's the thing. the judge asked him at one point yesterday, why not make that agreement in writing? why would now not do that? castor responded he did not think this was necessary. now we enter day two of this hearing. the judge is expected to make a decision later this afternoon. that could end up with the criminal charges being dismissed. matt delucia, nbc 10 news. we're following developments in a civil case in california against bill cosby. yesterday a judge ordered the comedian to attend a second deposition in a lawsuit filed by judy huth. she claimed cosby sexually assaulted her at the playboy mansion in the '70s when she was

15 years old. cosby denies those accusations. huth is represented by gloria allred. the dates of the alleged assaults span from 1965 to 2008 by more than 60 women. cosby maintains his innocence and has repeatedly denied the allegations. count on nbc 10 for the latest updates from inside the courtroom. we'll post updates on social media and the nbc 10 app. find full coverage at nbc10.com. it's 4:06. happening today, the zika virus is on the agenda at the montgomery county board of health meeting. the meeting is open to the public. the zika virus has been spreading fast across latin america and the caribbean. and now there are concerns about it spreading here in the u.s. experts say the virus can cause severe birth defects. currently thereç are no confird cases of the virus in pennsylvania, new jersey or delaware. the virus is transmitted by

mosquitos but health officials in texas are reporting the first sexually transmitted case of the zika virus. the infected person had not traveled to any zika infected regions but recently had sex with someone who got sick after visiting venezuela. philadelphia police are on the lookout for a hit and run driver who ran down a mother and her two children in south philadelphia. a red honda accord plows through an intersection at broad and dickinson while the family entered the crosswalk. the car hit the mother, her 5-year-old daughter and 4-month-old son. >> they left somebody there to almost die, a mother and two children. >> here's another view of the same car, shortly before the crash. police say it is missing a side passenger mirror. the children are in stable condition, their mother is in critical but stable condition. detectives are hoping she may be able to provide more information about the crash or the driver when they speak with him later today. a bucks county school

district is warning parents about an attempted child luring. administrators with the penn ridge school district say a man in his 20s tried to lure a child into his car after school yesterday at main and callowhill in perkasie. the child ran away and was not hurt. police are looking for a man who exposed himself to a student at the university of pennsylvania campus. a woman told authorities she saw a man walking toward her with his private area exposed. she called campus police but the money got away. now your nbc 10 first alert weather with meteorologist bill henley. >> eight minutes after 4:00. it is dry and it is above freezing. but heavy rainfall is moving into western pennsylvania. i'm tracking that for our area for this afternoon and this evening. it will come along with record warmth which leads to a quick snow melt. especially with the gusty winds that will be here this afternoon. there is a flood threat because of both of these things. that threat will continue into tonight.

christie continues to campaign in new hampshire today. ahead in our next half hour, hear what people from his home state are saying about his chances in the next primary. it's 4:17 and 42 degrees in philadelphia. happening today, millionaire new york real estate heir robert durst is expected to enter a guilty plea on a felony firearm and drug charge in new orleans. he's also facing first degree murder in los angeles. he remans a suspect in the disappearance of his first wife. last year hbo featured durst in a crime documentary about his life. new information about the helicopter crash that killed 12 marines in hawaii last month. officials now say they have found trace elements of dna from the victims. two helicopters crashed during a training exercise. authorities are still investigating. one of the marines killed in the crash is from cumberland county, another is from chester conte. alabama is bracing for more severe weather this morning. check out this video. a tornado tore through the state

yesterday taking out several trees, power lines and damaged homes. no reports of anyone hurt. six tornadoes have been reported in mississippi and alabama. and while parts of the south are getting hammered by the tornadoes and rain, the same storm system hits minnesota with snow. a snow emergency was declared in minneapolis and st. paul. the blizzard-like conditions forced an interstate to close there. state patrol reported 287 accidents on icy, low visibility roads across minnesota. in michigan, there is a winter storm warning. meteorologists say parts of that state could get 5 to 10 mpls of snow by this evening. that same storm system brought winter warnings to 1 states from new mexico to michigan. it will not deliver snow to us, just rain. let's get details on that from meteorologist bill henley. bill? >> that will arrive this afternoon, this evening. the first of it starts this morning. right now, dry, clouds are moving in. the temperatures they're holding up this morning. 43 degrees.

that's 4 degrees warmer than yesterday. warm enough that the snow melt continues. it's a slow melt this morning. but that's going to be accelerated as rain moves in with gusty winds, even in the pocono mountains it's going to be raining today. that's a view from the blue mountain area this morning which will see clouds through the day and the heavy rain by later this morning and into this afternoon. satellite shows the clouds have already started to move in. it's a massive storm system. as tracy mentioned, produced severe weather in alabama, stretches into canada and we will see it roll into our area today. right now, the heavier rainfall is moving through tennessee and kentucky. and the showers, looking more impressive in western pennsylvania than in central pennsylvania at this point. it won't be heavy to begin with but during the late afternoon hours, probably right around commute time, that's when we'll see heavier downpours in the area and thatç could lead to se flooding. by 11:00 this morning, barely any rain coming down in philadelphia. just a light rain for pottstown

and doylestown and still light showers in the allentown and reading area. but as we go into the afternoon, by 2:00, now we're seeing more significant rainfall. more than half an inch on the ground at that hour in reading while still very light rainfall in philadelphia. and then the heavy rain rolls through during the afternoon commute, 5:00 today. look at the rainfall coming down in philadelphia and into south jersey and delaware. by then it's already clearing out for areas north and west. by 7:00 this evening, the heaviest rainfall is pushing offshore. but we could see some flooding due to not only the heavy rain but melting snow and some snow is still on the ground and that's going to make it difficult for the ground to absorb the rain that is coming down. a few issues today as we go into afternoon and evening commute. this morning, we'll have no problems getting around. this afternoon, windy and warm. temperatures in record territory but heavy rainfall coming through late this afternoon and this evening. winds gusting to 30 miles an

hour today. good news is, things are looking a whole lot better by the weekend. the temperatures won't be as warm. we wouldn't be setting records. it won't be bad, either, for february. first weekend of february will be dry for saturday and sunday. partly sunny on saturday up to 49 degrees. and then we warm into the 50s sunday afternoon. >> boy, that's a lot of rain and there's still a lot of snow to melt. >> it is. we have a couple things going on. first of all, snow is covering the ground so the threat comes from heavy rainfall and melting snow and water that's not being absorbed into the ground. >> right. >> the first threat this afternoon will be some road flooding or low-lying areas that tend to flood naturally. overnight tonight, the flood threat is from the rivers. all that water is going somewhere. >> right. >> heading to the rivers, the schuylkill river basin in pennsylvania is something to watch, pennsylvania and new jersey for late this afternoon and this evening. >> okay, bill, thanks. now let's get you updated on

this is "nbc 10 news today." i'm tracy davidson. let's check with meteorologist bill henley with his first alert forecast, talking about that rain headed our way, bill. >> it will be heavy rainfall for this afternoon. we have issued a first alert. there is a flood threat for later today, tonight and into tomorrow. flood watch for many of the area. heavy rain expected this afternoon and this evening during the commute and that will lead to some melting snow. the temperatures take off into record territory this afternoon. we will see a first alert day today and the rain that is causing it is just starting to move through delaware and baltimore. a few sprimplgs in delaware. the steadier rainfall is in north central maryland. look at the rain in western pennsylvania. that's what we'll be dealing with this afternoon. the first of it will start to move in this morning with temperatures climbing, 45 degrees at 6:00. really not cold outside this morning. 51 degrees at 9:00. scattered light showers but look at those winds. that's going to pump the temperature to 60 degrees by lunch time. i expect it wil
