11:00 am
this is nbc 10 news first alert weather. well, now at 11:00, it's going to be a soaker today. and we have the potential for flooding. that's why we have issued a first alert for today. here's a live look at the radar showing the rain moving across our area. and here is the reason why there are a lot of concerns about flooding. snow piles like this from the blizzard that hit our area nearly two weeks ago, the warm temperatures will cause a lot of this snow to melt. skyforce 10 was over parking lots in conshohocken in montgomery county just a short time ago. and we could record -- break a record today rather with temperatures expected to soar into the 60s. but we also have to deal with some gusty winds along with the heavy rain as we take a live look now at center city,
11:01 am
philadelphia. that flag is flapping pretty well, pretty good. nbc 10 first alert meteorologist glenn "hurricane" schwartz is tracking all of this. glenn, what can you tell us? >> that rain is already moving into philadelphia. it's already in most of the rest of pennsylvania. today is a first alert weather day especially for later today and into this evening. unfortunately the timing is right with the afternoon rush. we have a flood watch for much of the area. and that snow covered ground adds to the moisture that could eventually end up into the streams and rivers. there's the advisory, the flood watch that goes until thursday afternoon. so we're not just talking about localized flooding while it's raining, then the streams and then the rivers can go up too. so this is maybe over a couple of days. so look at this. a wall of rain that is just come into philadelphia now. it goes all the way back west of harrisburg. some of it is on the heavy side. a little bit ahead of the main
11:02 am
area here in bucks county. the heaviest of the rain still back by harrisburg. that's the afternoon rush stuff. but we have in the meantime some heavy rain just north of warrington right now about to move into new jersey and lower montgomery county right along the pennsylvania turnpike. the temperature, look at this. 62 degrees in philadelphia. so we have already tied a record while it's only 42 in pottstown. got a strong southerly wind here, 61 degrees in mt. holly. only 41 in lancaster. so that strong southerly wind pushing temperatures farther into the 60s. wind gusts to 40 miles an hour. and then that heavy rain comes in. here's the timing of that heavy band as we go through the afternoon. again, temperatures extremely warm for this time of the year. and some of that rain on the heavy side right as we start the
11:03 am
afternoon rush. so it's going to get pretty messy around here. we'll have some localized flooding and then we'll see how high those streams go after the rain is over. more on the timing of this when it's going to end and when it's going to feel like winter again with the seven-day in a few minutes. >> all right, thank you, glenn. you can make sure you're prepared for today's rain with the nbc 10 app. you can track the storm with the radar, get alerts and washinrni and custom siize it to get specc wespecific weather information for your neighborhood. breaking news, entertainer bill cosby is in krourt right court right now for a second day of testimony in a pretrial hearing on a sex assault charge. his attorneys are arguing for the charge to be thrown out. and here's a look at where the case stands right now. judge steven o'neil today will hear arguments about whether a former prosecutor had an unwritten argument not to charge cosby. current d.a. says there's no

11:05 am
what this agreement was that supposedly prevents cosby from being prosecuted. castor said it came to his belief that a jury would not convict cosby. that the accuser lost credibility by going to a lawyer instead of police. that there was a lack of evidence and inconsistencies in her story. castor said he did promise that there would be no prosecution. so that would in turn allow cosby to make statements about the case for a civil matter without fear of being charged. well, now there is a new d.a. and he filed charges. that gets us to where we are now. the deal from 11 years ago, that was not put in writing. castor said he did not feel he needed to. so cosby's legal team wants this whole case thrown out. one legal expert observing this whole thing says whatever happens this battle is not likely to end today. >> i think any decision the judge makes can be appealable through the state appellate structure. and then ultimately a petition go to the u.s. supreme court. so appealing the judge's
