meteorologist glenn "hurricane" schwartz. give us a better picture when the rain starts and also when it could snow. >> well, in the philadelphia area it's going to take several hours before the rain starts, it's started here in cape may. the sand is kind of wet already. parts of south jersey and delaware have seen some light rain. nobody's getting snow now or at least till midnight. we have a first alert for tomorrow morning because there is going to be snow. it's going to affect philadelphia, south jersey, the jersey shore especially, the rain is spreading now until 8:00 p.m. and changing to snow generally 3 to 6:00 a.m. and ending by 10:00 a.m. it's not a big long lasting storm. but the timing affects the morning rush with low visibility and some possible slippery roads. look at the radar, you can see the rain moving right up the coast. extends all the way down to the carolinas, plenty of moisture coming up.

but it's not snowing anywhere yet. so the rain spreads across the area over the next few hours, it's rainy up until 2:00 a.m. with temperatures in the 40s. so the roads are warm at least. by 2 to 6:00 a.m. the rain is changing to snow. temperatures dropping into the 30s, may not drop all the way to the freezing mark. it's going to be those big wet sticky snowflakes. 6 to 9:00 a.m., the snow ends west to east. across the area. and watch the temperatures as we go through the night, of course they are going to be critical, and by 1:00 a.m. it's still 40-plus, but here's the change over. we go from heavier rain to heavier snow, the darker blues very quickly. this is happening right at the start of the morning rush. that's why we have a first alert out for tomorrow, and that's why even a couple of inches of snow can be significant. meteorologist sheena parveen has more on how much. >> yeah, glenn, and through

parts of the area we expect a couple inches of snow, so really depends where you are because again, this is not going to be falling at a good time. it will be here for the morning commute. the totals, most will be in parts of new jersey and delaware, so as we zoom in here we're looking at southern delaware, sussex county, parts of southern kent county, cape may, cumberland, atlantic counties. we could see higher amounts. this is going to be wet snow could be heavy at times. most of new jersey should expect about 2 to 4 inches. the closer to i-95 near philadelphia and wilmington expect about 1 to 2 inches that's going to cover most of kent and new castle county once we see that change to snow. it's going to extend into trenton, mercer county 1 to 2 inches. north and west you go where we see the snow cut off for parts of montgomery, bucks county, chester county expect up to one inch. so as this snow falls, the impacts will be during the morning commute for much of the area seeing the snow.

so areas north and west that are expecting the least amount, mainly grassy accumulations for bucks, montgomery and chester counties. closer to the philadelphia area for trenton down to wilmington, grassy accumulations mainly but low visibility the time the snow is falling. i think the biggest impacts in much of new jersey and parts of delaware where we expect the wet snow which could be heavy at times and that would be even lower visibility more in these areas so this is why we do have that viz rye out for this area because we expect some issues with the morning commute because of this. coming up i'll show you a closer look at the timing and what you can expect into the weekend. >> thank you. in the meantime, download the nbc 10 app to keep track of the rain and snow. you can use the interactive radar or watch the latest forecast from our meteorologists. we'll have a full list of any school delays. also tonight, important warning for people who use the popular trail for philadelphia, police now are investigating a series of attacks on the

schuylkill river trail right near the art museum. nbc 10's cydney long shows us how a group of thieves is going after each victim. >> it makes me nervous. >> reporter: for amy, what police say has been happening on the schuylkill river trail since sunday night brings back a painful memory. >> got attacked by a group of about like 15-year-olds and they tried to steal my bike from me. so a little different. i was on the bike, they were walking. >> reporter: her attack happened in may in fish down. last night a group of 16 to 20 somethings flashed a gun and robbed and assaulted a man. >> prior to leaving they asked him to unlock his phone. they begin to assault him punching and kicking him before fleeing. >> because two similar armed robberies happened sunday night along the trail, thineth district police were close by, they chased the men, caught and arrested two but the others got away. >> i don't carry much. i try to leave my things home and carry my car keys and phone. but i guess if someone's robbing

you that's going to be enough. >> the schuylkill trail is usually a secure place to run. i hope this doesn't continue. >> reporter: police will continue increased patrols. >> some you see in the increase and some will not. >> automatically brings that back for me so i feel like i have more fear than most people probably. >> reporter: now she is reminding others to be aware of your surroundings. >> i don't usually come out at night and i certainly wouldn't come by myself even without knowing about these situations. >> police do tell us that the gun that has been displayed is a bb gun but to the average victim they may not know the difference. and that could make the circumstances tragic, especially when police respond. they are asking walkers and joggers to be aware of surroundings and to exercise with a friend. cydney long, "nbc 10 news." we're hearing from frantic 911 callers from people witnessing a deadly crash in cumberland count evolving a

school bus. >> is anybody hurt? >> definitely has to be. >> okay. >> the car is crushed. >> four students between the ages of 11 and 17 had to climb out of the emergency exit of the bus after it ended up there on its side this morning. state police say the driver of an suv crossed into oncoming traffic on route 49 in fairfield township and struck the bus, that driver the man on the screen larry waller, of bridgeton, died there. the 82-year-old bus aide is in critical but stable condition, the children from the bridgeton district were shaken but not seriously hurt. >> one girl they were holding her up. >> you couldn't make out words. crying, screaming. everybody was frantic. >> the students and the bus driver were checked out as a precaution at the time of the crash they were headed to a special services school outside bridgeton. >> if the you file your taxes this year before you do that you've got to hear this.

the irs has seen a surge in phone scams, and they don't want you to be the next victim. >> we're calling from the tax crime investigation unit. >> there is a notice on your name and serious allegation pressed against your name. >> this is a few of the examples of the calls people are getting around the country, the scammers threaten people with arrest or even deportation. you might think you are too smart to fall for a scam but since 2013, the irs says it's heard from 5,000 victims who lost more than $26.5 million. we've reported on this earlier today. we got an immediate response from our viewers. tim furlong spoke to some of them. he joins us live. a good warning. >> reporter: i saw it and was amazed at the responses. my facebook has been blowing up, many of you told me about you received these calls as well. if you haven't received one, you need to listen up.

we want to help you keep your money safe. >> it's awful. >> it's a scary call to get. and a viewer sent us the call he got. the callers say they work for the irs and you owe them money that you knew ed to pay right now over the phone. >> they made it sound scary. you need to take care of this right away or you'll be arrested. >> at the h & r block office they received calls from scared customers who got a similar scam phone call, tax preparers say the irs would never call you about money you owe, if the you get a scam call they say -- >> don't freak out and don't answer questions and don't give them information. nothing over the phone. >> you should go to your accountant or a tax preparer like h & r block. they can help you contact the irs to make sure you're in the clear. we can't make it clear enough. the irs simply doesn't make these types of calls.

man watching the store from across the street, made his move when no customers were inside. >> a man accused of assaulting a police officer is on the run in voorhees camden county. this is jeffrey petit. he hit an officer with his car. the officer is okay, petit is accused in several burglaries. he may also be driving a ford focus with a maryland license plate. if you see him, call police. switching gears, pennsylvania governor tom wolf and philadelphia mayor jim kenney went to school today. nbc 10 at west philadelphia community center, the two trying to visit at least one school a week. the goal is to hammer home governor wolf's message about the importance of education and harrisburg footing more of the bill. governor wolf will deliver his budget address in harrisburg on tuesday. well, the nbc 10 first alert weather team tracks a new round of snow. people at the jersey shore are

ahead of next tuesday's new hampshire primary. and this just in. a new nbc news/"wall street journal" poll has sanders with a 20-point lead over clinton in the granite state. the poll was taken after clinton's narrow victory in monday's iowa caucus. clinton and sanders go head to head debating the issues in durham, new hampshire. nbc's andrea mitchell and casey hunt are with the candidates today and have more on what they each plan to focus on. >> in tonight's debate hillary clinton needs to try and appeal to younger voters, her campaign manager after the results in iowa showed bernie sanders won 70% of those. now clinton created a new problem after making a remark why she accepts $675,000 from wall street in speaking fees after leaving office saying well, that's what they offered. opening herself up to a new attack from bernie sanders

voting. and it's important for the candidates to draw distinctions between themselves and their opponents. so you can bet that hillary clinton is going to talk about guns and bernie sanders' record on it and bernie sanders talking about wall street money and hillary clinton's record on that. >> so, iowa was close, a virtual tie between the two. new hampshire expected to be a big win for sanders, the new nbc news/"wall street journal" poll saying 20 points now. but you expect a big swing once the candidates leave the northeast. >> absolutely. i think the reality is for most people that are informed the way democratic primaries work, it is very likely that hillary clinton will ultimately be the democratic nominee. she will lose new hampshire, she barely won in iowa, but the states bernie sanders has the greatest appeals white liberals, once the electorate moves to different states where it moves south, where it moves west, where there are more diverse electorate, more hispanics, african-americans, those are

we expect snow to be developing and really impacting these areas the most. so, rain is moving in right now. we'll see that change to snow overnight. and for the morning commute we have wet snow in the forecast, that's really going to lower visibility so just be very careful tomorrow morning. of course we'll be updating you throughout the morning tomorrow. we have a winter weather advisory across almost the entire area. the snow is not going to make it into the lehigh valleyy but the counties in purple snow developing overnight. the viadvisory until noon tomorrow. before that we're going to see issues on the roadways. right now we have the rain around, we don't have the snow yet. it's too warm for that. there you see the rain mostly in new jersey and delaware, we're going to keep watching this move in for tonight. areas north and west you do see that they are on the drier side. this is really our focus. new jersey, delaware, and up in the philadelphia area. not so much the poconos or lehigh valley for this storm. we do have light rain from

atlantic city up toward parts of philadelphia. cape may county seeing the lighter rain, also through parts of sussex county, georgetown seeing more moderate rainfall. it's fairly consistent. here's what we expect as far as the snow. we have that coming, here's what you can expect for new jersey. 2 to 4 inches, this extends into delaware for kent and new castle county. locally higher. the farther north you go closer to the i-95 corridor 1 to 2 inches and up to an inch for our suburbs to the north and west. so that's with the snow falling overnight. a lot of you will be sleeping when it starts accumulating. here's what future weather shows. right now temperatures are mild. right around the mid-40s to upper 40s. some spots around 50 degrees. by 9:00 p.m. we still expect the rain, so it's not going to be cold enough by 9:00 for the snow to be falling. tweel see the rain in new jersey and delaware and you see it kind of edging up to the philadelphia area. 3:00 in the morning temperatures start to drop, to the 30s.

now not so much at the freezing point so a lot of this will not be sticking right away. but by 3:00 a.m. around trenton we could start to see the change to snow. 37 degrees, still rain for south jersey and delaware, then watch as it transitions over to snow by 6:00 in the morning. if you leave at 6:00 a.m., be very careful if you are in new jersey or the philadelphia area, we do expect snow around the major interstates. dry to the north and west. look at the temperatures by 6:00 a.m. in the 30s. a lot of this will be accumulating on mainly grassy surfaces, you notice these darker purple colors. if we see heavy wet snow and enough of it falling it could certainly stick to roadways, we do expect reduced visibility. i think it's going to be a messy morning commute for us especially interior sections of new jersey, parts of delaware. by 8:00 in the morning snow still falling but starting to taper off. and by 10:00 a.m. i think a lot of it will be cleared out. through the afternoon we'll actually see developing sunshine. but it will be a little bit cooler of a day through the afternoon too. tonight, though, rain will

continue to move in, but then it changes to snow late tonight. 34 philadelphia, 32 for the low areas north and west, we'll be watching for that transition over to snow for the early morning hours, it's going to be wet snow so kind of that messy snow. clearing through the afternoon, though, breezy with temperatures in about the mid to low 40s, so again be careful in the morning, tomorrow especially for new jersey, the philadelphia area, wilmington, trenton, parts of delaware. but for the weekend looks good, 45 on saturday and dry, upper 40s for super bowl sunday then next week another round of snow comes as we go into tuesday. >> thanks, sheena. 3 words for you, free dental care. see who is offering it and how you can get it.

right now on nbc 10 we're tracking rain and snow. the rain moves in tonight, but by the time you wake up flakes could be falling for people headed off to work or school tomorrow, this could affect your morning commute. so the the first alert weather team is breaking down the timing and the totals for you. we'll begin with nbc 10's chief meteorologist glenn "hurricane" schwartz. what is the timing of this? >> keith, it is starting as rain, not only at the shore but throughout the area. wherever the precipitation starts it's rain. that's why they can't pretreat the roads. this is i-95 and south philly, can't pretreat it. it will rain, it will be wet, and then the snow will fall on top of that.

we issued first alert because this is all going to be happening, this changeover, during the morning rush. mainly affecting philadelphia, south jersey and the jersey shore. we have the rain spreading through the area through 8:00 p.m. changing to snow generally between 3 and 6:00 a.m. so you wake up and there it is. but if you wake up late enough it's not snowing because it ends by 10:00 a.m. low visibility, possible slippery roads during the morning rur. at least in parts of the area. you can see in the past hour a good bit of rain moving up the coast. it's all rain. nobody is reporting snow. we're not even close to getting snow at this point with temperatures in the 40s to near 50. these things are going to have to develop so. the rain spreads across the area. 8:00 p.m. to 2:00 a.m. it's raining. temperatures are in the 40s. after 2:00 a.m., though, it starts changing to snow. temperatures go into the 30s,

some cases the snow could be coming down fairly hard for a brief period especially in new jersey. 6 to 9:00 a.m., the snow ends, west to east, by 10:00 a.m. it is all over with and then the sun's going to be coming out. so as we go through the night tonight there is the rain, temperatures generally in the 40s, but here's the changeover. coming from north to south, we can change from fairly heavy rain to fairly heavy snow just like that. big wet sticky flakes. reduced the visibility and so all of a sudden conditions can deteriorate. that's why we've got the first alert. now let's go to meteorologist sheena parveen to find out how much is going to fall. >> in many areas, glenn, we're going to expect to see more snow than other and the heavy wet snow is going to reduce visibility for the morning commute time. so especially/ in new jersey an delaware this is where we expect the most snow and some areas could see locally higher amounts. and this is because the areas

with the wet snow we could see heavier bursts moving in too so 2 to 4 inches sussex and kent county, cumberland, atlantic county. locally higher amounts we have to keep our eye on that is going to reduce visibility and the morning 2 to 4 for gloucester and burlington counties, 1 to 2 the closer to wilmington and philadelphia you get so closer to the major interstates the totals about a couple inches and again that's still going to be wet snow. that's going to extend up to trenton and mercer county. in the farther north and west for bucks, montgomery, chester county up to about an inch. as far as the impacts are concerned at the time that the snow is falling during the morning commute, well in the areas north and west for parts of bucks, montgomery and chester counties mainly grassy accumulation here. and then the farther you go toward i-95 where we'll see a grassy accumulation but also low visibility. that is also going to extend into new jersey. so in those areas we do expect mostly grassy accumulations, but

hundreds came to a funeral today for a 13-year-old girl who police say was kidnapped and kill bid two virginia tech students. a prosecutor alleged today that david eisenhower and natalie keepers decided together to cut nicole lovell's throat, then bury her body. authorities say nicole was killed after she climbed out of her bedroom window.

she reportedly showed her friend text from an 18-year-old man she planned to meet named david. nicole was active on teen dating and flirting but think she met him on an app called kick. it lets users connect to users anywhere one on one or in group chats. kick claims it has more than 240 million users with 40% of american teens using the app. it's one of many apps fbi agent adam s. lee warns parents about. >> the spectrum from cyber bullying to exploitation, all the way to overseas terrorist recruiting is happening on applications like this. >> kick says they developed new safety measures to block, filter inappropriate behavior. they say we have a dedicated team working 24/7.

morning commute tomorrow. we have rain that will be changing to snow overnight. philadelphia, new jersey, and along the jersey shore will be the most impacted areas especially along the major interstates from wilmington to trenton early tomorrow, so the a.m. rush tomorrow be careful if you're in these areas we expect wet snow to be falling and that will be lowering visibility for your morning drive. right now, though, if you look at the temperatures you would never think that we had snow coming. we're in the mid-40s, 44 pottstown, 48 degrees in philadelphia right now. still in about the mid to upper 40s through parts of new jersey and delaware. but we do have snow coming in, temperatures will be dropping. take a look at the winter weather advisory around the philadelphia area, chester, montgomery, bucks counties all of new jersey and all of delaware now this is because of the snow developing overnight it will run until noon tomorrow but that snow will be starting to move in by about 1:00 a.m. to 3:00 a.m. tomorrow morning. so we are looking at a messy morning commute for the area. again, all of the counties here

in purple, that is the winter weather advisory. we expect low visibility, we expect heavy wet snow across the area. so, this will be the case for the overnight hours and also leading into the early morning rush. here is a look at the radar tcht rain is moving in now for new jersey and delaware, we mostly have the light scattered showers, so atlantic city seeing the light rain over to vineland, cape may seeing the rain now and much of kent and sussex county scattered light rain. at the moment you're seeing the rain, overnight and early tomorrow you'll see it change to snow. here is what future weather is showing, mild temperatures, mild by 10:00, watch those temperatures drop by 3, 4:00 in the morning we're dropping in the 30s, snow developing for trenton, moving into the philadelphia area. then by 6:00 a.m., much of new jersey if not all of new jersey by the early morning commute will be seeing snow through the i-95 corridor, even by 8:00 p.m., then starting to taper off. not long lasting but will last to cause problems for the morning commute.

10:00 a.m. the snow is moving away and we'll see developing sunshine as we go through friday afternoon. now here is a look at the snow forecast. 2 to 4 inches, close to the shore, most of delaware, locally higher amounts here we could see heavy sfwhot which is an issue with the lowering of the visibility. 1 to 2 inches wilmington up to trenton, up to an inch possibly for chester, montgomery and bucks count is. so for tonight, rain will continue to develop across the aerks changing to snow. overnight tonight, 34 for the low in philadelphia, 32 areas north and west, then tomorrow we'll have the morning snow early in the day, wet snow here, clearing but breezy through the afternoon. so the snow's only going to be in the morning, temperatures will be in the mid to low 40s but that's after the snow gets here and then leaves. then we go into the weekend, take a look at saturday and sunday we have a lot of sunshine in the forecast for your weekend, but temperatures mid to upper 40s, so enjoy it while you can. nice and dry for super bowl sunday because by the beginning of next week, winter comes back

6:00 a.m. in the middle of the night, beginning of the morning rush. ending by 10:00 a.m. not a long lasting event here. we have low visibility though and possibly slippery roads when the snow is coming down at its hardest. you can see the rain coming down and spreading up toward new england, solid area pretty much. and it goes way back down south. but there's no snow with this thing yet. a little bit unusual. but the problem is you can't pretreat the roads because it's going to start as rain. and that's what's happening. it's going to be spreading to the north by 8 to 2 a.m. it's just raining. temperatures are in the 40s. and then the colder air comes in, rain changes to snow between 2 and 6:00 a.m. and 6 to 9 a.m., the snow ends west to east. so watch this temperature go down, it's going to take a while after 2:00 a.m., there it is. a change can be
