brine on roads. here is a look at the radar as that system you see out west approaches. the first alert weather team has you covered. we begin with chief meteorologist glenn "hurricane" schwartz. when will it start? >> in parts of the area it will take a few hours, probably not until at least 8:00. and then it's going to be light and then the temperatures are going to be above freezing so initially it will melt. but the first alert goes from tonight into wednesday morning. this is an extended period of time, it's not going to be snowing constantly, there will be periods of snow. and at times low visibility. not all the time. the heaviest we think it's going to be late tuesday and into tuesday night. with the greatest chance of accumulation. and more very significant coastal flooding is likely. we have winter storm warning for the philadelphia aerks down through central delaware, the

entire southern half of new jersey. nothing on the radar close by, but it's starting to make a little progress from the washington baltimore areas and some of that is not reaching the ground. that's the leading edge of the moisture and there is plenty of moisture. the thing is this is very large, it's disorganized. and that may limit the amount of snow that we eventually get. that doesn't look like it's going to come together into one giant storm. so, the latest computer models show us just above the freezing mark for much of the night in philadelphia. the snow could start before 11:00 p.m. butác it certainly looks likely toward the middle of the night and for the morning rush. more on the snow totals coming up. and also, the seven-day forecast. right now we go back to jim. >> the city of philadelphia is ready for this storm, ready but running out of money already to handle all of the snow. lauren mayk is joining us live from norristown where she spoke

with penndot how it plans to deal with the roads. >> reporter: bringing you up to date. they started actually the preparations this morning putting that salty liquid, that brine on the highways. let me show you what they are doing over the past hour. you can see all of that salt there, we have been seeing trucks coming in here and scooping up loads of that and heading out. they should have enough, they have about 100,000 tons of that salt. they only used about 27,000 tons during the blizzard so they should have quite a bit of that to use. and then tonight, plow trucks are going to head out, staged around the region ready for when that snow starts to come down. this is what the blizzard of 2016 left in south philadelphia two weeks ago. >> what did it look like? >> bad. bad. i don't know how long it took to get out the street. >> reporter: now this neighborhood could be in for another dose, this time much

smaller. >> i don't want the snow up to here. that means a lot of work. >> reporter: across the region salt and brining operations are under way, for a weather event that this time will land in the middle of the week. in philadelphia, last month's blizzard was costly, the city has already spent its snow budget for the year. i asked the mayor about that today. >> how does that affect things for snow going forward? >> you have to get it up. you know you can't i mean, another administration of $5 million we spent 3 or so over that. there is no choice. you can't just let it melt away. people have to getmt(i to school and work. things need to get back to normal. >> reporter: basically you do what you have to do and deal with the finances later. now, one thing to keep in mind if you live in the city of philadelphia, trash collection for tuesday, that has been canceled. that will wait until next week. i also checked in with philadelphia schools, no decision on whether there will be delays or closures yet.

wildwood, debris and belongings ruined by last month's nor'easter started floating downstream. >> we're still not finished from the last storm. i have more stuff to come out. >> the concern is tomorrow. >> because the morning high tide is expected to bring the possibility of major coastal flooding to some parts of the jersey shore, more severe than today's high water and the already battered community concrete blocks serve as a temporary barrier where a protective wall was washed away in the january 23rd storm. >> that should help some. we never expected to have a storm so quickly. >> reporter: in long beach township flooding fears are coupled with major concerns about beach erosion, after last month's nor'easter washed away protective dunes and left towns in peril, crews used 1,000 truck loads of sand to build a temporary berm. then wind driven waves this morning took their toll. >> it eliminate add good

one-third of the dune that we pushed up. >> reporter: more sand is set to be trucked in tomorrow so crews can make emergency repairs yet again. >> we have one tide left in us if we have two more tides we're going to have a problem. >> seems like every time we get a bad nor'easter the whole end down here gets pretty beat up. >> reporter: back in west wildwood, a permanent steel wall is expected to be installed along the bay this weekend to replace the one that was destroyed. certainly that will be a relief to people here, but first, they have to get through this latest flood threat. live in west wildwood, ted greenberg, "nbc 10 news." >> people in atlantic city can park cars for free to avoid the flooding and the snow, minutes ago the wave parking garage opened for local residents and guests until wednesday at noon because of the approaching storm. and the jersey shore not alone, coastal flooding is a concern in delaware as well. look at this driver in odessa

needed to get rescued because of flooding in new castle county. right to sheena parveen with more on these flooding concerns. >> you saw the water today already up and i would say moderate levels for most of the area. we have another coastal flood warning for tonight and tomorrow morning's high tide. all of the counties in new jersey along the shore all of our delaware beaches, coastal flood warning is up with high tide happening. moderate coastal flooding expected so the high tides are between 7 to 8:00 p.m. tonight and 7:30 to 8:30 tomorrow morning. so here is a look at the high tide times for parts of sussex county, rehoboth beach, lewis, delaware, 8:06 tomorrow morning. this is a look at storm surge that could be in place in these areas, the dark blue about a foot, the lighter blue is about two feet. cape may county about a foot to two feet in the bays in these areas. with storm surge high tide 7:54, tomorrow morning 8:16. atlantic city high tide 7:20,

tonight and the 7:42 tomorrow morning. again, keep in mind near ocean city and the back bay we expect storm surge areas to be higher. we know that water rushes in and has nowhere to go. we'll be watching this closely. coming up glenn will be back with a closer look at the timing for the snow tomorrow. to a developing story now. former eagles star lasean mccoy is under investigation after police say he was involved in a bar fight this weekend with off-duty philadelphia police officers. one officer has a possible skull fracture. nbc 10's cydney long is joining us from old city. cydney, no charges or arrests, right? >> reporter: that is correct. no one arrested so far. they still need to speak with all four of the suspects involved and detectives are also in touch with the d.a.'s office today. police tell us that 2:45 sunday morning surveillance cameras here outside of the recess lounge captured everyone involved being thrown out of the club but so far they don't have footage of the brawl itself.

former eagles star running back lasean mccoy may return to philadelphia for allegedly assaulting two off-duty philly cops in the recess nightclub in old city. drops of blood still visible. >> i can't come up with any type of argument again over a bottle of champagne that would lead to knee knocking someone to the ground, stomp them and kick them in a brutal way. >> reporter: police say both officers were hospitalized after an argument over a bottle of champagne, suffering from broken ribs and skull fractures. police are not naming suspects until charges are filed sbat there are four involved. >> they are reported to be members of the national football league. >> reporter: mccoy plays for the buffalo bills, the bills said we are aware of reports regarding lasean mccoy and in the process of gathering more information. a friend staying at mccoy's new jersey home now up for sale told nbc 10 he was unaware of the incident. police say no one in the private

v.i.p. nightclub dialed 911 but video shows all parties involved being thrown out of the club. >> that's captured on video but the actual incident is not. >> police say the injured cops and witnesses have identified the suspects involved but they are still investigating. >> someone out there was present during this incident and they have video whether cell phone or anything like that, by all means we would love to see that and have that footage. >> reporter: we have also reached out to several contacts for lasean mccoy, also checking his twitter page as well as his social media for some of the other players allegedly involved. mccoy's agent did in fact e-mail me back but he says he has no comment right now. live in old city, cydney long, "nbc 10 news." >> prison time for the woman convicted in the beating of two gay men. a judge sentenced kathryn knott to 5 to 10 months in prison. jurors convicted her of simple assault in this 2014 attack.

the judge found the daughter of a local police chief threw a punch. her co-defendants pleaded guilty and did not get jail time. they got probation. >> you can now find out how your favorite restaurant did on health inspections in mercer county. it's after a hepatitis square. on line for 500 restaurants, back in 2014 an employee at rosa's restaurant had hepatitis a customers had to be tested. >> the first in the nation primary is hours away and people from our area are here on the ground making an impact. i'm george spencer in manchester where we're watching the new hampshire ground game the night before the big vote. >> plus, will temple build a new football stadium and leave the linc? one hurdle is cleared after the university met with concerned neighbors. >> well, i'm tracking snow totals from this storm and how

prote protests, that vote after a hearing with public comment. the plan calls for a 35,000 seat stadium at a cost of more than $100 million. new hampshire at the center of the latest political blitz. tomorrow primary day there and all the candidates are making stops across the state today. nbc 10 tracked down governor chris christie and george spencer is live this evening in manchester, new hampshire. >> reporter: jim, primary day itself is really off limits so the candidates at this point only have a matter of hours left to campaign in this state without primary impact. the voters are still willing to listen. hundreds packing the verizon arena for a rally for donald trump. one rally among many happening tonight. >> i feel the momentum is strong. you see the crowd, double what we thought it would be. >> reporter: nbc 10 caught up

with governor christie hurrying through the snow as he left this standing room only town hall. an indication he says of growing support for his campaign and of the intense focus among new hampshire voters hours before this first in the nation primary day. >> it's like a rock show for me. it's very exciting. >> david young is on the other side of the political spectrum, but he's also here in new hampshire this morning attending this bernie sanders rally and then volunteering to canvas for his candidate. we also found beverly here up in new hampshire from the poconos to witness history. >> very important to the people in new hampshire, very important to everybody in this country. to take part and step up and get interested and educated. >> reporter: in the town of windham we caught up with these engaged college students called wake the vote, with ryan wolf among them, eager to see how tomorrow's vote totals shake out. >> since the last two debates

you can kind of feel that things are changing really, really fast. iowa was a bit more slow motion. >> in final campaigning moving quickly here, among new hampshire voters known for thoughtful and deliberate political discourse. >> how do new hampshire politics compare to pennsylvania? >> people are more independent minded. it's not black or white. you know, people kind of choose for themselves. >> reporter: and besides the trump rally going on here we know that candidates clinton, bush, rubio, and sanders, all have similar rallies just in a half hour drive of this location. of course at this point new hampshire's undecided voters, remaining undecideds, are the biggest prize of all. we'll be following it. back with you live again tonight on the news at 11:00. for now we're live in manchester, new hampshire. george spencer, "nbc 10 news."

and of course a little snow isn't going to bother people in that state from getting out there to vote. if it was snowing in florida it would be a different story. the wind not very strong here. a different kind of storm. a first alert from tonight into wednesday morning, it's going to extend the period, periods of snow with low visibility at times. it's not going to be all like this. the heaviest of the snow late tomorrow, tomorrow night. tomorrow afternoon's rush hour is probably going to be more difficult than the morning rush. and we have more coastal flooding. unfortunately some moderate flooding at least coming tomorrow. 39 degrees right now. the wind is out of the east at 10 miles an hour. and the temperatures are in the upper 30s for the most part. well above the freezing mark, lows on the warmer side. that snow would have to be coming down pretty hard or the

temperature's got to drop significantly for the snow to stick on the main roads. the live radar, nothing much to show but outside of radar range we're seeing a build-up especially in virginia there, some snow in pennsylvania, on the lighter side. this is a huge system. i want to show you the last six hours you can see the spin of the whole thing. but the bigger it is the harder it is to get organized. and that is going to be the issue here. we're going to get little pieces of that system coming through. the winter storm warning from philadelphia area down to central delaware and all of south jersey, the coastal flood warning till noon tomorrow, the high tide, 7 to 8 tonight, and a higher tide tomorrow morning. 7:30, 8:30, later a it the back bays where we expect moderate to perhaps major coastal flooding at least in some spots. 8 to midnight the light snow starts, and melts. then midnight to 4:00 a.m. it's

mostly light and mostly melts. maybe north and west some spots untreated surfaces will get increasingly slippery as we get to the morning rush. but it's just, again, kind of scattered around and probably not in the big cities where all of the concrete is. during the daytime hours tomorrow mainly melts as well, the sun's rays a little stronger this time of the year. manage to get through those clouds. despite the thick cloud cover. so we expect 4 to 6 inches from parts of chester county, and into new castle county. 1 to 3, the southern portion of delaware, extreme southern new jersey, 2 to 4 inches across much of the philadelphia area, and montgomery and bucks couldn't and mercer county and camden and gloucester counties, delaware county. but there is 4 to 6. chester and new castle county you may end up winding the snow total battle by the time it's over. and it's going to take a while. the snow develops mainly after

midnight. 30 degrees in philadelphia, 26 north and west. during the day tomorrow we have periods of snow, most of it melting. most of the area. high temperatures in the upper 30s, then it just gradually gets colder. not that cold wednesday but colder thursday, even colder friday. and look how cold it gets over the weekend. valentine's day is brutal. with lows in the single digits, wind chills below zero. >> thaufrpgs, i'm john clark, how much do the eagles save. villanova, the number one team in the country. that is next.
