nbc 10 news starts now. winners in new hampshire, donald trump and bernie sanders both notched victories and add to their delegate totals after the new hampshire primary. >> you're going to take a deep breath, see what the final results are tonight because that matters. >> new jersey governor chris christie is on the losing end of the primary. now he's headed back to the garden state to decide his next move. here's a look at traffic on i-95. major roads are clear of snow but some side streets may be a little bit slick. this is "nbc 10 news today." i'm tracy davidson. y we have a handful of schools

opening delayed. you can see those at the bottom of your screen. we go to meteorologist bill henley. >> you can see light snow in berks county, montgomery and chester county. this is very light snowfall and it might lead to more slippery conditions but most treated areas will be just fine this morning. very light snow. these are tiny snowflakes, not going to amount to much or last all day. they'll be moving through this morning and out of here. right at the freezing mark in philadelphia. it's dropped to freezing in dover. 28 degrees in pottstown. just cold enough for refreezing overnight. be on the lookout for icy spots. during the day,ç a few scatter snow showers at 6:00 and then we're dry. mostly cloudy at 9:00. look at the temperatures climbing into the upper 30s this afternoon with winds out of the west to 19 miles an hour. winds start to kick in as we go into the afternoon hours. jessica boyington right now has

your first alert traffic. >> we are watching the vine street expressway right now. definitely slippery conditions out there. you can see traffic moving along nicely. not a lot of cars in the area. at 24th street. no problems heading to the schuylkill or 95. watch out for the off ramp in case they are damp or slippery. no problems on schuylkill or 95 into center city. the blue route is still okay. we're still in the green from the schuylkill to 95. over in new jersey, some reports of flooding again this morning, brooklawn around route 130 and mantua around route 40. donald trump and bernie sanders are basking in their first place finishes in new hampshire. here are the numbers on the republican side. with 92% of the vote in, trump has 35%. john kasich is in second at 16%, ted cruz and jeb bush are battling it out for third. on the democratic side with 93%

of the vote count, bernie sanders took 60% of the vote, hillary clinton took 39%. there are several reports that say sanders will meet with reverend al sharpton in new york city this morning. meantime, new jersey governor chris christie had a disappointing sixth place finish in new hampshire. he's heading home to the garden state. he would not answer a question about whether he'll continue his campaign. what he did say is that he needs some time. >> we're going to take a deep breath, see what the final results are tonight, because that matters. >> christie said once he knows what the final vote count is he'll be able to mack a decision about what's next for him. here's a look at the latest delegate count on the gop sdl. you need 1,237 to win the nomination. donald trump 17, ted cruz 10, marco rubio 7, john kasich 4. you need 2,382 to win on the

democratic side. hillary clinton has 394 thanks to endorsements from superdelegates, party officials who support her. bernie sanders has 42. nbc 10's george spencer is in manchester where he takes a closer look at what the primary results there mean. >> the big winners were decided quickly but the results out of new hampshire likely mean almost as much for the republican rru runner-up, john kasich. the results are a defeat for hillary clinton at donald trump's primary night party in manchester, an ebulent crowd. he turned months of strong poll numbers into a resounding win at the ballot box. >> new hampshire, i want to thank you. i love you. we're going to be back a lot. you started it, remember, you started it. >> reporter: the night's other big winner, bernie sanders for the democrats. the vermont senator with his

focus on economic equality taking a decisive win over the national democratic front-runner, hillary clinton. >> that the government of our great country belongs to all of the people and not just a handful of wealthy campaign contributors. >> reporter: in her concession speech, clinton took a note from sanders playbook, emphasizing wall street and campaign finance reform and promising she will work harder than anyone to improve americans' lives. >> here's what we're going to do. now we take this campaign to the entire country. we are going to fight for every vote in every state. >> reporter: clearly new momentum for governor kasich. we're told he was emotional as he reflected on the new hampshire results. the results coming out of this state do not bring a whole lot of clarity to the republicaéhó%o side of things, besides highlighting trump as the front-runner. reporting in manchester, new

hampshire, george spencer, nbc 10 news. people wanted us to do well. but they just weren't sure that we would or that we could. and now by doing as well as we have, i think it's going to have a lot of people wanting to take a seat at the table. >> that's john kasich telling nbc news last night he feels good after his second place finish. he heads to south carolina. he'll hold a noontime rally. that state's primary is less than two weeks away. coming up, george spencer joins us live from new hampshire and what the results mean for the rest of the field. new details from the republican front-runner, donald trump, tells us just how much his wall along the mexican border will cost. it's 4:06 and 31 degrees. in other news, zika virus is a growing global health crisis and it's now in our area. we have learned of three cases, two in pennsylvania, one in

delaware. we expect to get more details about the delaware victim later today. matt delucia is live at philadelphia international airport. matt, these local cases all involve a local trip out of the country. >> women affected arrived back in pennsylvania and delaware after traveling to countries where this virus is prominent. these are the areas where the outbreaks have been happening. pennsylvania's secretary of health says that the cases here pose no threat to the public. the zika virus is transmitted by mosquitos. it is mostly happening in south and central america but now we are seeing the cases pop up here in the u.s. a doctor specializing in infectious disease tells us that it is theoretically possible that come summertime our local mosquitos could spread the virus but the chances are minimal. either way, it is likely this virus will eventually show up in all 50 states. >> there are many people in our country who travel to the large area where zika outbreaks are occurring, mexico, central ç

america, the caribbean, south pacific. this will be pretty much an expected occurrence. we'll have people come back who have been infected. >> reporter: the zika virus usually presents mild symptoms. but for pregnant women there is an added risk of birth defects. the symptoms include fever, rash, joint and muscle pain, conjunctivitis and headache. the department says that the woman is not pregnant, so that is not an issue but it is travel related. coming up at 4:30 we'll hear from a woman who just traveled back here to philadelphia from cancun and she is pregnant. she's talking about the precautions that she took when she went down there for vacation. i'll have more on that coming up in 30 minutes. live at philadelphia international airport, matt delucia, nbc 10 news. >> with zika concerns spreading we wanted to know if it's

office. a senate resolution introduced yesterday said there is reasonable cause to put her out of office on the grounds that her suspendedç law license has made it impossible for her to do her job. she's facing grand jury charges. now your nbc 10 first alert weather with meteorologist bill henley. >> 4:10. temperatures have been dropping overnight. the rain and snow has tapered off. i'm tracking a few light snow showers right now this morning. some slippery spots. just below freezing for much of the area. treated surfaces are fine. the side streets and sidewalks could be more slippery this morning. out the door, a very light snowfall in reading and philadelphia. don't expect to see anything more than a dusting with this and it's going to be a very thin coating at that. 30 degrees in reading, 34 in cape may.

above freezing there. you can see south philadelphia is looking just fine. traffic is moving on 95. no serious threat here but it's the last little bit of snow coming from the system that was with us all day yesterday and through most of the night. this is light snowfall now in chester and montgomery county. delaware county seeing a few snowflakes as well. neighborhood by neighborhood forecast. we'll see breaks of sunshine this afternoon, 36 degrees in allentown, 35 in quakertown and reading. any snowflakes this morning done by later this morning. and then it's into the middle 30s in doylestown, near 40 in mt. holly and trenton. and at the shore, a few flakes this morning and then it's done. 38 degrees this afternoon for cape may. rehoboth, 39 and upper 30s in dover. for philadelphia, wilmington and narberth, a warmup, above freezing, near 40 degrees this afternoon. isolated snow, light stuff this morning and then we're done for the rest of day. a look at the cold that's coming

our way, the weekend forecast when i'm back in ten minutes. >> all right, bill, thanks for that. we'll see you then. let's check your ride to work, especially if it includes route 100. jessica boyington has that. >> we areç watching route 100 because the roads are particularly wet. you can see that right around route 30 and even through this intersection. not a lot of cars in the area. definitely this morning when you wake up and head out the door, some areas and some roadways will be more wet than the others. and potentially slippery if they have frozen overnight. here's the new jersey turnpike. looking drier but you can actually see if you look closely, snowflakes falling around the delaware memorial bridge. that's around exit 1. watch out for the snowflakes in areas that do have potentially slippery conditions this morning, especially those on and off ramps. watch for speed restrictions, the commodore barry, the betsy and the ben franklin bridge. the ben franklin bridge walkway

is also closed. the bridges are down to 35 miles an hour. no problems on the walt. the vacation nightmare will be over in just hours for 6,000 people aboard a cruise ship rocked by bad weather. the video from inside the ship shows the decks and interior trashed. next, hear about precautions that were in place that were supposed to prevent this from happening. also ahead, the case against shady. video appears to show former eagle lesean mccoy brawling with o offoff-duty police inside a bar.

4:15. passengers on bored that cruise ship caught in rough seas will be back on dry land today. the royal caribbean ship will be

back at cape liberty. cruise ship ran into hurricane force winds when it sailed straight into the path of a winter storm over the weekend. lawmakers are calling for an investigation into their voyage as 30-foot waves shook the ship for ten hours. even the captain admits it was a rough trip. >> yesterday turned out to be one of my worst days i've seen. >> obviously financial reasons captains, of course, areç encouraged to get under way if they can. >> captain joseph alstrom teaches at suny maritime college. passengers are upset. he says there could be consequences. >> i would have to support myself against the wall to keep myself from rolling off of the bed. i'm on the seventh deck. the waves were crashing over top

of the life boats. it was listing left and right frequently. it was scary. >> cruise ship captains are required by an international safety code to choose the safest route. the u.s. coast guard is supposed to enforce the code but experts say they don't have the enough manpower to check every ship. from our delaware bureau, authorities are looking for a missing airman who did not report for duty at dover air force base. keefer human is a member of the 436th communications squadron. he was last seen at his apartment complex in dover just before the super bowl on sunday. if you have any information, call police. it's 4:17 this morning we have new information on the battle between the department of justice and the city of ferguson, missouri over a deal to reform the city's courts and police. council members voted to amend the propose settlement between the groups.

leaders in ferguson say the original agreement was too costly and could bankrupt the city. one of the changes they want is to remove a requirement to give police officers and other city workers raises. this is all the result of the shooting of michael brun and the department of justice study into police department practices there. meantime, the water crisis in flint, michigan, could result in criminal charges. a switch to the city's drinking water source allowed dangerous levels of contamination. meantime, çflint's mayer annoue a $55 million proposal to remove the lead piping from the city's water system. it is a bid to fix the water crisis as quickly as possible. the project would start with the high-risk homes that have children under the ages of 6 and pregnant women. president obama is going to have a tough sell for his eighth and final budget. the $4 trillion proposal arrived

on capitol hill yesterday. it calls for a $10 a barrel tax hike on oil. it includes a $19 billion increase in cyber security funding. the budget heads to a republican-led congress which guarantees many of the proposals would be rejected. 4:19. at the jersey shore, a judge says he will rule by early march on the state's long-running effort to seize properties in margate. he has to decide if the state was justified in seizing 87 properties in margate through eminent domain. the state wants to widen beaches and build protective sand dunes following damage caused by superstorm sandy. but some margate residents are opposed to the plan, insisting that a bulkhead system would provide more protection. in florida, gale force winds caused three boats to capsize during an olympic qualifying race. organizers called off the competition. they hope to finish the race over the next few days, weather

permitting. now your nbc 10 first alert weather with meteorologist bill henley. >> clouds are overhead. temperatures are dropping and we're watching for a few snowflakes, none seen on this view of center city from the adventure aquarium. but there are some very light snow showers, the tail end of the system that was with us all day yesterday. barely moving the wind. that changes today and gets stronger tomorrow as colder air moves in. a few light snowflakes at philadelphia international. 32 degrees with winds now out o the west at 8 miles an hour, they'll get stronger. there you can see some of the snowflakes now on this camera. that just changed the last couple minutes. this is what's barely moving through. you can see howç light it is. that's what we'll see to start with this morning but it won't last all day. however, the temperatures did get colder overnight. now we're looking at 20s. just below freezing for trenton and the low 30s. this is where we could see slippier spots this morning. in montgomery county, down to

30, glenside as well, 29 in willow grove. there are the clouds. they will break. you see some breaks to the west. sunshine, that will help warm things up this afternoon. but that's some of the last of the warm that we will see as we head toward the weekend. you can see a little bit of snow. this is one line of snow that extends through maryland into pennsylvania and it is just starting to fall in new castle county and delaware. that's the light snow we just saw in that live picture from south philadelphia. 6:00 this morning, some of the light snow still here. it moves into portions of delaware and south jersey. at 7:00, then watch. from 7:00 to 8:00, disappears and we'll see breaking clouds, get sunshine and warm to near 40 degrees afternoon. a few light snowflakes to start with. 34 degrees at 9:00 and then at noontime, we'll be up to 38 degrees. and then the weekend. this is what we'll turn our attention to, cold, gusty winds on saturday. 21 in the afterintoen.

4:26. new this morning, police arrested a bucks county man accused of sex crimes dating back to 1996. investigators say roberto cruz sexually assaulted a 7-year-old girl as many as 50 times in bucks and montgomery county. they also say he assaulted a 13-year-old girl and two women. according to police, the offenses happened over a 16-year period. the assault case against lesean mccoy is now in the hands of the philadelphia district attorney. tmz sports provided us with this video of the fight that allegedly involved the former eagles running back, two off-duty police officers were injured in that brawl at recess nightclub allegedly over a bottle of champagne. their lawyer says the attack was unprovoked. espn is reporting mccoy has
