narcan. >> it's not the strength of what the doctors have or anything like that but it's strong enough to reverse all the symptoms and bring you right back. from death. >> i hope she's going to be okay. >> reporter: that's what happened in this case. the woman had to be taken to the hospital but she survived as onlookers watched in horror. >> it's a problem in every neighborhood from winslow to camden. >> reporter: lou watched the video. he co chaired the opiate and heroin addiction awareness task force in camden county. they provide intense counseling to patients who is given narcan. >> even after you are clinically dead and brought back to life, folks are not convinced they should get help. >> reporter: last year alone it saved 450 people in camden county. it's the antidote for heroin

of people walking near 21st and walnut. >> a black smoke and you could hear the small explosions from the electrical components. i was about 20 feet away. >> around 5:30 is when i heard the explosions. >> reporter: this noise across from her house was different. >> not knowing what the threat was and how imminent an additional explosion could be was worrisome. >> reporter: a line leading to a transformer underground failed. >> the power went out and i didn't think much of it because of the wind. and i started smelling electric burn smell. >> reporter: fire crews evacuated residents until they could isolate the fire and make sure it wouldn't spread. >> anything under ground you don't know. >> reporter: well, was it the

21 in philadelphia. we don't have the 35-mile-an-hour wind gusts we saw earlier today. but there are several places gusting over 25 miles an hour and with those kind of temperatures, that's pretty brutal. as we go through the rest of the night we're going to see temperatures drop to about 14 degrees in philadelphia by 7:00 a.m. doesn't really go up very much by 11:00 a.m., does it? and over the weekend we're talking more about dangerous cold and we have the first alert for saturday and sunday. near record cold in many parts of the area with dangerous wind chills, minus 10 to minus 30 in parts of the area and more snow showers for the weekend. and a winter storm early next week. and the latest on that in the seven day in a few minutes. police are looking for a woman who left her 3-year-old daughter at a center city store after she allegedly shoplifted. security handcuffed that woman

tonight. they accused her of stealing $1400 in merchandise. police say she got out of the handcuffs and ran away. the toddler she left behind is in the custody of dhs. a new york city police officer was convicted of ls f manslaughter for shooting an unarmed man to death. the rookie police officer is on trial for shooting into a dark stairwell killing a person in 2014. the officer said the shooting was an accident and he could face 15 years in prison. classes are cancelled as crews sanitize in the wake of a stomach illness spreading around campus. 185 students have become sick in the past few days. it could be the norovirus. many students are going home for

the weekend to get away from it. new developments in the nightclub fight that may have involved lesean mccoy. it centers around this video. philly influencer document recorded the video last night and quoted mccoy saying he made a mistake. but his attorney says his client was misquoted and mccoy said i will make a statement. tmz released this video of the brawl. sources saying that investigators have subpoenaed tmz for unedits versions of this or other video of the brawl. governor chris christie is asking the federal government to help new jersey pay for last month's winter storm. christie sent a letter to the president saying it cost $82 million to clean up from the blizzard.

he asked for a disaster declaration for 17 of the 21 counties. christie made this comment about why he wasn't in new jersey helping with clean up efforts after the storm. >> you want me to go down there with a mop? >> governor christie made that remark while campaigning for president in new hampshire last month. now to the latest in decision 2016. tonight, hillary clinton and bernie sanders went head to head. >> we have a recap of tonight's democratic debate. >> just minutes ago, these two candidates were sparring about someone not on stage with them, president obama. they were arguing over who has agreed and disagreed with him in the past. they won't want to succeed him and in a close race, they are fighting for the voters who got him elected and also the young people who may now be voting for the first time. they came out two winners, he in new hampshire, she in iowa.

in central jersey. >> the smoke is so thick you can see it from space and neighboring are being told to stay in their homes tonight. >> reporter: it takes an army to fight a fire of this magnitude. nearly 5,000 square feet of warehouse place engulfed in flames. a view from overhead shows you the size of this raging fire. >> we heard a couple loud bangs and you could see all the big black smoke in the air. >> reporter: the smoke is so thick and dark it practically blended in with the night sky and shuts down parts of highway 206. >> i don't know if it is under control. >> it's not as bad as earlier but there is a lot of fire there. >> reporter: the warehouses are leased out. they house everything from plastics to clothing apparel. what they don't have, upgraded fire systems, making

firefighters jobs incredibly difficult. the water tankers have to be shuttled in to douse the flames. >> we could not keep up with it. there was too much fire for the water we had here. >> reporter: add to that the wind, pushing the flames burning more square footage fast. firefighters have a tough time to keep up and it's cold. icicles forming on hoses, hi hydrants and uniforms. >> we are taking a beating tonight. >> reporter: the fire is raging at this hour and all the smoke filling the air. the people downwind from the smoke are being told to stay indoors and the air quality is being monitored in that area. officials hope to have the fire under control some time this evening but they will be on scene for the next week. i'm here in hillsborough township for nbc 10 news. patients across the country have spoken.
