the flakes fell from the sky tonight. >> and camden, footsteps in the snow. nbc 10 on broadway avenue coated in white. good evening. >> despite the snow we just showed you, the cold is the big story tonight. we are expecting near record lows which means a nbc 10 first alert for the weekend. >> we have live team coverage on the dangerous cold beginning with meteorologist glen "hurricane" schwartz. we still haven't felt the worst yet. >> we haven't seen the beginning of the worst yet and by the time you get up tomorrow morning and head outside, you're going to feel it and see it in the form of the wind blowing things around. traffic is moving just fine. snow area has moved out. we have got the first alert for saturday and sunday. near record cold. dangerous windchills some windchills lower than we have seen in quite a while and potential gusts as high as 50 miles per hour. the temperature now in the teens to the low 20s.

not really dropped a lot during the evening hours. and that makes the windchills 9 degrees in allentown and double digits in much of the rest of the area. but it's really going to be dropping as we head toward the morning. take a look at this. hour by hour. the temperature itself goes down a little bit but look at the windchill as the wind picks up. right around 6:00 a.m., it just keeps going down. by noon, it's going to feel colder than it will when you get up and that's just the beginning. we'll see how cold it will get and the next winter storm in a few minutes. >> see you then, glenn. code blue in effect for philadelphia to keep the homeless off the streets in the cold blast. nbc 10 and chosen 300 ministries made sure they had a hot meal and then a shelter far warm place to spend the night. >> some boy scouts are spending the night outside.

voluntarily. they're continuing their long tradition of camping outside on presidents day weekend. >> nbc 10 is live in lower providence township. the motto is be prepared. they better be, right? >> reporter: very prepared. they had to have special training to participate this weekend. take a look around me. so many of them unfazed by how cold it is out here. hundreds are here right now like they are every single year and years past camped out in the snow. for the boy scouts, braving the frigid temperatures is not only a badge of honor but a tradition. >> it's freezing cold. what are you doing out here? >> we are paying tribute to general washington from back in 1777 when he had the encampment at valley forge park. >> reporter: troops come together. first to started with a commemorative pilgrimage.

camping added later. >> all the boys trained for several weeks and made sure that they have the gear they need. >> reporter: we had to take a look for ourselves. >> one of the tricks is to put a lot of layers untds beneath you. >> reporter: to see how they keep warm. >> we have extra wool blankets for tomorrow truly cold. >> reporter: and a lot of layers. the fire helps, too. it is a weekend they're preparing for and looking forward to. even though colder days are ahead. now, precautions have been taken. there is a medical tent heated out here, also we are told that adults are walking around at night literally listening for chattering teeth and listening and seeing if people are shivering out here. we're also told in the worst-case scenario there is a plan to move things inside. reporting live, nbc 10 news. >> all right. the water's back on and the street is reopened in a west philadelphia neighborhood after a water main break left an icy

mess this morning. caused the water to freeze on the road and as you see there on cars. a woman used a hammer to crack through the ice. >> nothing but ice. i can't even open the door. rather deal with the snow than this right here. >> seen vehicles with icicles on the cars and tires. very doing rus. >> the water department tells nbc 10 the arctic air made repairs a challenge. down load the nbc 10 app to stay ahead of the forecast. the lights are all back on now after yesterday's underground fire in center city. officials say the company restored power to all the customers left in the dark near 21st and walnut streets. investigators are looking for the cause of that fire. tonight, a warning for pet owners about a growing scheme, at least six more pet owners say they have had people try to steal their dogs impersonating

the spca. >> nbc 10 brought you the story of a woman of philadelphia saying it happened to her. the real spca helped get her dog back but as nbc 10's randy gyllenhaal reports, she is not the only victim. >> reporter: in kind of thing starts on social media. somebody posts a picture of a dog claiming it's been abused and then others decide to take justice into their own hands. maxim the put bull had a confusing video. he starred in this facebook video appearing to show him in the cold with no food. cue the instant internet outrage. some people went to the owner's house pretending to be animal welfare agents to take him away. >> somebody taking mat earls into their own hands. >> reporter: but the pennsylvania spca says max is healthy. their investigation found zero violations. >> good health, seems to be very happy. >> reporter: the story is one

example of dog lovers resorting to vigilante justice. there's been six cases of people posing as spca officers with fake badges and threatening arrest in one of those cases the imposters got away with two dogs. >> probably feel like they're doing the right thing, that they're saving an animal from, you know, bad situation. >> reporter: but they're breaking the law so this is what a humane law enforcement will look like with the state i.d. card, a real badge and a warrant. >> we have to do our investigations based on factual information and not just one photo that may go viral on the internet. >> reporter: dog owners we spoke with think the authorities should handle the allegations. >> seems like having an oversight to the process might be important for various reasons. i don't know what these people's motives are. >> reporter: randy gyllenhaal, nbc 10 news. pope francis touched down in mexico city tonight for the first papal visit to mexico and

got quite a warm welcome. the pontiff greeted by mexican leaders, live performers and cheering crowds. mexico is most catholic country in the spanish speaking world. francis is scheduled to visit the places most affected by poverty, violence and immigration problems. south philadelphia, members of the mexican catholic community came together to watch the pope's arrival and take part in prayer time, as well. now to decision 2016. you can expect a slimmed down republican field at tomorrow's debate in south carolina. there are now just six candidates in the race for the gop nomination. and now donald trump has threatened to sue ted cruz. trump says if cruz doesn't clean up the act and stop negative ads, he'll sue him for not being a natural-born citizen. trump accused pope francis of playing politics because of his planned visit to the mexican

border. democrats bernie sanders and hillary clinton pitched their campaigns in minnesota tonight. they both delivered speeches at the humphrey mondale dinner in st. paul. clinton and sanders are competing for minority support as they gear up for primaries in south carolina and nevada. lawyers for bill cosby are once again trying to have the sex assault case dismissed. today they filed a state supreme court appeal. cosby's lawyers say the case should be thrown out because they claim there was a nonprosecution agreement between cosby and former montgomery county prosecutor castor. you'll remember a judge rejected that claim last week. a pennsylvania cyber school says the state budget impasse forced them to lay off employees. they're not saying how many people are being laid off or if positions. it serves more than 8,500 students from nearly every school district in pennsylvania. winter weather kept gamblers

annual senior sweetheart dance. enjoying an evening of dancing and getting information about how to lead a healthy lifestyle. ♪ a night to shine and shake. nbc 10 and hope community of church of king prussia hosted a prom for people with special needs. dinner and dancing. all part of an international event sponsored by the tim tebow foundation. what happens when you fall asleep in the back of a uber car? >> guy in washington, d.c. tells us what happened after he woke up and found out he'd been driven around for two hours. he requested a ride around 2:00 in the morning to drive him about a mile to his home. now, he admits he didn't enter the destination into the app and says he told the driver the address and then, yeah, he fell asleep. two hours and six minutes, 71 miles and a $171 fare later, he

was home. >> i mean to be dramatic, could have been like taking pictures of me, having other people in the car, you could have been stopping other places. i don't know what you were doing and it's like that just makes maefl little uncomfortable. >> all right. so uber refunned his money. the company suggests passengers enter their destination into the app before the trip. spokesperson would not answer questions about policy should a passenger fall asleep. he needs to take naps elsewhere. >> yeah. he was tired. >> yeah. well, this is a really colorful weekend at the pennsylvania convention center. >> because the philadelphia tattoo arts convention under way. >> and when we last saw nbc 10's keith jones he was in the artist's chair. let's check in. >> huh oh. >> reporter: okay. i didn't get a tattoo but plenty of people did. this is the largest tattoo convention on the east coast.

all to kick off the fun. they didn't seem to mind the cold a bit. >> not yet. wait until tomorrow, right, glenn? >> picked a better night to be outside tonight. tomorrow night is going to be a much, much colder and that's why we have a first alert for saturday and sunday. near record cold coming saturday night. with some dangerous windchills. and potential gusts up to 50 miles per hour. now, the temperature is not dropped a whole lot this evening. we are still waiting for the arctic front to come through and near 20 degrees but by the time you get up in the morning, considerably colder than that. and it's going a lot windier. of course, continue to make snow in the pocono mountains and also the place with the lowest windchills, 30 to 35 below. at the lowest point. that's why there's a windchill warning for the area sunday 1:00 p.m. the rest of the area, a windchill advisory until 9:00 a.m. on sunday. so gives you an idea that sunday

afternoon may be a little bit more comfortable than saturday afternoon. let's see if that indeed is the case. here's the hour by hour forecast. you can see what happens just between 4:00 and 6:00 a.m. that's when the wind picks up. temperature doesn't go down very much. look at that. windchill. by noon, feeling alike it's zero. here in philadelphia. and then, it goes down from that. by 9:00 tomorrow, 13 degrees. feeling like 5 below. by midnight, it's feeling like 9 below. by sunday morning, 10 below 0. and the temperature's into the single digits down to the shore. ocean city 8 with a windchill as low as 18 below. the 2 degrees in philadelphia. if we get there, that would tie a record. 4 degrees in wilmington and feels colder than that. doylestown, 1 below and a windchill of 22 below.

minus 3 in allentown. they have the best chance of setting a record. and with conditions like this, you can get frozen and bursting pipes, you can get hypothermia. if you're wet and then go out into the cold and then frostbite. you have to cover up everything. and don't forget the pets. because they can suffer, too. there's a little bit of snow showers. still ready to come in. another little round here. we had some come through earlier this evening. put a little bit of a coating on. and we've got some more coming in the next several hours. nothing too extreme. then we look to the west for our next storm. it looks like it's going to be starting as snow. on monday. with high pressure keeping that arctic air in and then it disappears. the warm air comes up and there's no way it stays as a complete snowstorm. this is going to change from snow to rain. limiting the cumulations.
