this is nbc 10 news first alert weather. >> happening right now, light snow is falling here in cape may and the southern most sections of our area. it's part of a winter storm that will bring us ice, rain and the threat of flooding through tomorrow. the extreme cold is being blamed on a wet mess for temple students. a frozen pipe burst flooding a dorm. it's back to class for ursinus students. i'm tracy davidson. let's get right to meteorologist bill henley with his first alert forecast, talk about the brutal cold and the snow. >> it's not quite as cold yesterday. temperatures will be climbing

during the day today. we've issued a first alert for accumulating snow. you'll see that this morning in delaware and south jersey, slowly spreading across the rest of the area. light accumulations of snow of 1 to 2 inches. then it warms up and there is a fhreat of some freezing rain which could make for an icy evening in parts of the area. then come tomorrow, heavy rain, a flood threat. minus the why. radar screen shows very light snowfall. a dusting in the cape may area, trying to reach into the philadelphia area, falling just short of the immediate philadelphia area. light snow? central and southern delaware. light accumulation this morning. the snow will be light through the day today and the temperatures climbing but it's a very cold start. 12 right now in allentown. 0 for mt. pocono and 18 degrees in wilmington. hour by hour forecast is calling

for a bit of snow to start with. easterly winds at 7 miles an hour, 16 degrees. by 9:00, 19 degrees. it's going to be spotty snow on and off to begin with this morning. then a steadier snow as we head into the afternoon. look at that massive temperature warmup, 28 degrees at noontime and still climbing. we'll go through the forecast neighborhood by neighborhood when i'm back in ten minutes. jessica boyington watching your first alert traffic. >> we are watching the vine street expressway right now, all open both directions through center city. this is our camera around 24th street. the westbound lane, typically where we see the jam up in the morning time. the schuylkill expressway, to get to 30th street station, no problems there. eastbound on 95, we're doing okay as well. this is right around the black horse pike on 295. no problems in the work zone in either direction. southbound from 38 to this point at the black horse pike. if you head up to princeton and your morning commute.

route 206 in princeton township is closed in new jersey from mountain avenue to princeton avenue due to an earlier accident. the pennsylvania emergency management agency is activating the state's emergency operation center at noon today ahead of the impending winter storm. this means additional oversight, planning and support.ç the roads are clear now. snow is expected throughout the day and freezing rain could come tonight. that can cause problems on your drive if you're working today. even with fewer people on the road because of the presidents' day holiday, road crews are getting ready for a messy winter storm. matt delucia is live in lansdowne, delaware county. >> penndot are planning to hit the road with some 200 plow trucks and vehicles out here. along lansdowne avenue, it is dry and easy going for people on the roads. fewer cars on the roads because of the presidents holiday.

penndot says they'll be tracking the radar nonstop so they can react once the snow changes to freezing rain and ice. that is the biggest concern they have, the ice. the morning commute not be that bad. throughout the day it could get worse. over the weekend we saw that chain reaction crash involving 64 cars and trucks. this morning, penndot is asking drivers to give plenty of space, slow down and avoid another pileup like that one. to that end, you see plenty of salt and brine supply throughout the area. that will be going down on the roads to prevent the slipping. at least today, some have the day off. live in lansdowne, delaware county, matt delucia, nbc 10 news. a code blue emergency rem n remains in effect until 7:00 this morning. yesterday. people went to the library in voorhees not just to read but it also doubled as a warming center. >> this is fantastic. i mean, if you had one of the only places to go to get out of

while the cafeteria was closed. >> i just didn't go anywhere. i stayed in my dorm. didn't go to the dining hall, didn't go to the library. >> school officials don't know how the virus spread so quickly. the montgomery county health department hopes to have an answer in a week. police are trying to identify the body of a woman fond stuffed in a recycling bin in lehigh county. she is described as an asian woman between 18 and 30 with short black hair. police tell us she was wearing pink nail polish and blue stockings. investigators are calling her death suspicious. in philadelphia's point breeze neighborhood, two men posing as utility workers burst into a home and attack aid woman. this happened yesterday morning on south mole street. the woman suffered cuts to her head and is expected to be okay. 470 students are back in their dorm rooms at temple

university after a pipe burst. the students in residence hall 1940 were the first to evacuate on sunday morning and weren't allowed back into their rooms until last night. school officials tell us the frigid temperatures froze a steam pipe, causing it to burst which led to a water leak. >> i walked out and saw there was water pouring from the ceiling down the hallway. i figured it might be time to get out. and i just put all my valuables on top of my bed and grabbed what i could and gotç out. >> industrial fans are being used in the dorm to get rid of the musty smell. 4:07. today is presidents' day. the day the u.s. pays tribute to george washington and abraham lincoln. there will fun activities for the kids and adults across the delaware valley. valley forge national park will host a party for george washington's 284th berth day. starting at 10:00 this morning, children will be able to make birthday cards, play 18th century games and meet the

another cold start. dry, not for some. i'm already tracking light snow in the area. snowfall during the day but temperatures will be climbing as the day goes on. unfortunately, that means the snow changes over to rain. with the ground still cold, an icy evening commute for parts of the area. tomorrow it's just rain. but heavy rain and a threat of flooding for parts of the area. 0 in mt. pocono. 14 in trenton, light snow is falling with 19 degrees in dover. the warmer air pushes into the area including cape may. this mnbning it's cold enough that we've seen a dusting of snow on beach avenue this morning. during the day, a steadier snow arrives. for now, it's just barely moving into pennsylvania, south jersey and delaware seeing light snow. dover reporting that light snow. a little more impressive now in eastern cumberland county, just between bridgeton and vineland. it's slowly moving into the area. this is light snow coming down.

the first flake is not even reaching the ground. this afternoon, the temperatures climb. a big warmup from 0 to 21 degrees in the pocono mountains. 20s for allentown, quakertown and reading. by this afternoon, right at the freezing mark for trenton. light accumulating snow, 1 to 2 inches possible during the day today. changing over to rain in south jersey. look at the afternoon temperatures, 40 for cape may, 41 in rehoboth and above freezing in dover. the rain will wash away much of the snow. in between the snow and the rain, we could see icing during the evening hours as the temperatures will be just right around freezing for westchester and drexel hill. wilmington 32 degrees and 34 this afternoon in philadelphia. take a look at the icing threat, where it is most likely with the future cast when i come back in ten minutes. 4:10 right now. let's check your ride to work if you're working today. jessica boyington is here with that. jessica? >> we are on route 309 around

route 202. no problems right around this intersection. not a lot of cars in sight, really. on the rest of our drive time, the schuylkill 95 eastbound into center city a 12-minute trip from the blue route to the vine street expressway. speed still in the 60s. no problems on 95 as well. the blue route is okay from the schuylkill to 95, 14-minute drive time there. the body of antonin scalia is back home. after the tribute, some questionsç about who could fil scalia's spot on the high court. skiing scare. find out why a trip to the slopes quickly turned into an unexpected waiting game for dozens of skiers 40 feet off the ground.

vai sikahema is live in our digital operations center with the details on the power struggle over a successor to justice scalia. >> good morning, tracy. justice scalia died saturday the aa west texas ranch. his body is back home in virginia. it arrived at dulles airport last night and was loaded on to this hearst. the supreme court justice died of natural causes. he was 79 years old. now the battle over who will replace him -- is on in washington. president obama says he will nominate a new justice and expects the senate to consider his choice fairly. but some republican presidential hopefuls are questioning president obama's authority to nominate a replacement during this election season. >> there is no way the0snate should confirm anyone that barack obama tries to appoint in his last year in office to a lifetime appointment. >> these are responsibilities that i take seriously as should everyone. they're bigger than any one

party. they are about our democracy. >> that the president gets to seat his third justice, that change would make the court more liberal. only three have died in office in more than 60 years and only one has been confirmed during an election year since 1940. and justice scalia is being remembereds is a legend of the legal community. >> he was like sitting down at a table with your father, your grandfather, especially with his italian heritage and my italian heritage. it was just a tremendous day. >> as you can see, the judge held on to the letter from justice scalia and also has a framed photo of their meeting. in pennsylvania, governor wolf has ordered u.s. and state flags to fly at half-staff in honor of the late supreme court justice.

the flags will remain at half-staff until justice scalia's interment. he was appointed by ronald reagan in 1986. i've in the digital operations center, i'm vai sikahema, nbc 10 news. tracy? 4:17. happening today, president obama will be in california for a two-day summit with leaders of asian nations. it is the first meeting of the association of southeast asian nations ever held in the u.s. the group will cover issues including security, trade and climate change. analysts say the meeting comes as the u.s. steps up efforts to counter china's growth. michigan's governor wants to offer more health coverage to some people inpacted by the flynn the water crisis. governor rick snider is asking the federal government to expand medicaid coverage to people under 21 and pregnant women in flynn the. he says the state would line up doctors and specialists. lead leaked from old pipes into theç water supply from the fli river for more than a year. the u.s. surgeon general will visit flint tomorrow.

someone dropped off a rental car with a bomb attached. avis rental car employees spotted the device while checking in cars at the albuquerque, new mexico airport. the car was dropped off there, but rented some place else. the bomb squad disabled the device. no flights were delayed. in new hampshire, a scare for some skiers. crews rescued 48 people from two tram cars sat a ski resort. they got stuck 40 feet off the ground in subzero temperatures. it happened yesterday afternoon at cannon mountain aerial tramway in franconia. there was a service break issue in no one was hurt. heavy snow is being blamed for this massive pileup on an indiana highway. a 40-car crash left 30 people hurt yesterday. interstate 65 was closed for about five hours for cleanup. it happened in the town of lebanon, nearly similar to the pileup yesterday in lebanon,

county, ence, where three were killed, more than 70 others hurt in this pileup on i-78. bitter cold has its grip on much of the country. it was the coldest valentine's day on record in the northeast. the frigid temperatures caused problems for firefighters in north jersey as water lines froze. in new york city, the icy air almost scared off a tourist in london. >> we got off the plane yesterday and i nearly ran back into the airport. i've never known cold like that, ever. >> the national weather service said the temperature in new york city's central park fell to 1 below, a record for yesterday's date. a winter storm is just starting to enter our area, too. >> the cold is set. now comes the wet weather. we've seen snow in delaware and south jersey. still waiting for it here at the nbc 10 studios. it is quiet. the wind has died down. another cold sta@t though not as brutally cold as yesterday

morning. 17 degrees, 6 degrees warmer than yesterday at this time. a light breeze at the airport, southeasterly wind at 6 miles an hour. it's been low, so the first snowflakes, the humidity is so low are likely to evaporate in the very dry air to begin with. the radar will show up before you'll see it on the ground. right now we're not seeing any on the ice rink at penn's landing. snow will develop and change over to rain this evening. radar shows the snow falling across delaware and south jersey. it's very light snowfall. dover is seeing some light snow into south jersey, cape may has picked up a dusting and light snow in chester county and into delaware county in pennsylvania. still dry for much of the area. watch how that changes during the day. the hour by hour futurecast shows at 8:00 we're still waiting for a steady snowfall. but it is coming by noontime, snow across delaware, south jersey, pushing across the rest of the area, 3:00 this

afternoon, just about everyone will see snowfall. exception to the south where rain starts moving in. this storm is going to bring some warm air with it. the problem is, the ground is still frozen. so even though snow will change to rain, there's this period in between where we could see some freezing rain and sleet in the area. by 6:00 this evening, parts of bucks, montgomery, chester, into berks and lancaster county could see a large area of icing. snow will have fallen first. that's a good scenario. there's warmer air to come. if you don't have to hit the road, that's good news. it should wash away much of the snow and the ice as the warm air pushes farther to the north. so during the day today, what you'll see are some snow showers this morning. 16 degrees, very cold at 6:00. by 9:00, mostly cloudy skies, parts of the area will see snow.

others will be looking at clouds. 19 degrees at 9:00. and then by lunch time, a steadier snow as we head into the afternoon hours. and the temperatures will be climbing through the day. it's brutally cold as it is right now, we'll wind up above freezing later today. that's when we'll start to see change over to rain. >> we have the issue the icing and tomorrow, flooding with the rain coming in. >> heavy rain for tomorrow. most likely tomorrow afternoon and evening. we could see 1 to 2 inches of rain exacerbated by the snow that's still on the ground by for a lot of areas. let's see what you're facing if you're working today and heading out on the roads. nbc 10 first alert traffic reporter jessica boyington is watching the schuylkill expressway. jessica? >> yes, tracy, the schuylkill expressway is doing great. this is garden street. eastbound and westbound, heading into center city, a 13-minute trip from the blue route to the
