threateninging. no word yet on any arrest. this is two blocks from where a woman's body found in a recycling bin sunday but it's unclear whether it's related. we have a crew headed to the scene. stay with us. we'll keep you updated. as firefighters rushed to save property and lives, the chase begins for those trying to make a profit. they're called fire chasers. >> guys, yo. come on. >> two of them fighting at a fire scene in philadelphia. good evening. >> when the fire is still smoldering and you're in a vulnerable state, you might meet these fire chasers. nbc 10 investigators looking into the companies. >> we see firsthand why some of their business tactics are raising concerns. >> it was poof. it was everywhere. >> reporter: marilyn called 911 when the kitchen caught fire. philadelphia fire department showed up and so did a group of

people looking for work. >> my son said, there was at least like five or six cars out there, people just sitting and waiting. >> reporter: she tells us once the fire department left, two men walked into the house an gave her a sales pitch. >> i didn't invite them in. they came in. i needed help. >> reporter: she said she was still dazed by the fire and signed a contract. now she is concerned they took advantage of her. >> i was devastated. i was vulnerable. >> reporter: the men at the house, called fire chasers. two types of companies looking to make a buck when tragedy strikes. the restoration company board up the damaged homes and help rebuild. the insurance adjusters work with the insurance company with a promise of a wigger payout for you and a percentage for them. it is not illegal to run either business. they can help people. not everyone appreciates some of their tactics. >> they get in the way. >> reporter: andrew thomas said they listen to scanners and often get to scenes before the

fire department does. >> they can prevent medic units from getting in or prevent medic units from getting out. >> reporter: he thinks some use aggressive tactics. >> we have got to the point loading them into the medic unit and people stuff iing i want to say pieces of paper or anything to sign a letter i have responsibility for your car, your vehicle, your house while you go get taken care of at the hospital. >> reporter: they can be aggressive against each other. this youtube video shows two companies fighting at a fire scene. >> doesn't happen a whole lot. >> reporter: michael hear ri is owner of protect restorations and one of the men in the video. he says a personal issue spilled over to the job. >> doesn't look good. doesn't look good. >> reporter: he tells us on occasion things escalate. >> might be a, you know, a pushing. argument. things like that.

>> physical? >> sometimes. very, very rare. >> reporter: he says sometimes although not intentional they can get in the way of firefighters. >> let's be real. it happens. you know? nobody's here to act like it's perfect. >> reporter: o'leary he never saw someone aa person on the way to ambulance. >> pushy? yes. can be. >> reporter: overall he says there's a misrepresentation and most are trying to help. >> there's a service that needs to be provided. we're there to provide it. that's it. >> reporter: we have some other restoration companies and insurance adjusters speak to us for the story. those told us to call their lawyer or hung up on us or feared speaking out because of the nature of the business. for the investigators, harry hairston, nbc 10 news.

>> tomorrow at 4:00, new efforts to regulate the restoration companies and also give you tips on what to do when you're faced with tragedy and these companies come knocking at your door. tonight, people all over our area are making repairs after powerful storms ripped through. bucks downty, this tree tore through a house. hi winds brought down this billboard. gloucester city high school, you see there the sign just lying in the grass. tonight heavy machinery cleaning here. the winds ripped the roof off a barn. >> another roof torn apart in philadelphia. this time at a boys club. >> nbc 10's randy gyllenhaal got a look at the damage inside. >> reporter: that sudden wind literally picked the roof up off the boys club, tossed it in the yard. there are shingles across the backyard here. and this is a voluntary club with a healthy outlet for kids and now they're asking for help.

5-year-old nick bates and his mom had to see it for themselves. the power of the wind ripping the roof off the building where kids play sports. >> i like playing hockey here. >> reporter: water is leaking on the court and gaps in the ceiling. >> the coaches live for the kids and really, really heartbreaking to see that, this happen. >> reporter: the sudden afternoon wind caused damage across northeast philly. in port richard, this construction site is toppled over. >> the house was collapsing. >> reporter: witnesses say the wind picked up out of nowhere and the crash sounded like a ballot of lightning. >> we watched the building fall just like blocks pulled out and went down, down, down. >> reporter: and in camden county tonight, this neighborhood is in the dark after a utility pole crashed into homes. no power means no heat. >> we have candles and trying to stay warm. >> reporter: the damage totals

are still being calculated but back at the boys club, it could cost thousands to replace the roof. >> we are looking at tragedy right now. that's, you know, a shame for families, the kids that come here. you know? everybody's a volunteer. >> reporter: the boys club have a fund-raiser. we have a link on the we are site. in just the past few hours, they have already raised about $5,000 in donations. randy gyllenhaal, nbc 10 news. let's bring in meteorologist sheena parveen. >> the area that randy was showing you around philadelphia and new jersey, so as the storms moved through, take a look at the radar of today. a lot of heavy rain, very strong winds. that's all cleared out and the wind damage what we have seen in the area left behind. here's the storm damage from today around philadelphia. mostly in dannew jersey. most around the philadelphia area, the airport. also cherry hill. many areas around gloucester

city. this is thunderstorm wind damage here and where we saw trees and wires down earlier today. now, aside from that, we are drying out n't temperatures in the 30s now. and there's the chance we could see some areas icing over early tomorrow morning. north and west of philadelphia and philadelphia by 7:00 a.m. mid-30s and north and west you go, below freezing and at least nice and dry tomorrow. we'll take a look at the rest of the forecast into the weekend coming up. all right. now a different type of damage of sky force 10 in the air above when's left of a pizza shop in camden county. a van smashed through the front in summerdale. here's a look at the closer damage. police saying the 88-year-old driver thought he put the van in reverse but it was actually in drive. the shop owner and several workers inside when that van came crashing through. >> everyone started screaming and making -- everybody thought i was hurt. i was in the dining room. i come back to the register.

they look for me. i was in the dining room, we called each other's name. an employee helping me out. everybody was okay. >> we're told the driver of the van and as you just heard everyone in the shop are all okay. new at 11:00, denim thieves on the loose in center city. police say this evening nine people stole $2,000 worth of jeans from the bloomingdale's outlet at liberty place. investigators say the suspects were wearing ski masks. tonight, a nurse who reused syringes at a new jersey flu clinic said she was sent the wrong supplies. happened last fall in a clinic at the pharmaceutical company of otsuka using two singers on 67 workers and now says she was only sent two syringes with a few bottles of vaccine and expected to see prefilled for

each patient. all of the patients tested for hiv as a precaution. the nurse is no longer along to practice until the board of nursing finishes the review. the public will get the chance to pay respects to late supreme court justice antonin scalia. his body lie in repose at the supreme court on friday. current and retired justices will line the steps of the high court while skal why's casket is carried into the great hall. a funeral mass saturday in washington. scalia died over the weekend at 79. president obama says there is more than enough time for the senate to consider a supreme court nominee this year. the president says his selection will be an outstanding legal mind to his indisputably qualified an ena few words for the republicans who want him to leave the nomination to the next president. >> i'm amused when i hear people who claim to be strict interp t interpreters of the constitution suddenly reading into it a whole

series of provisions that are not there. >> the president has a list of possible nominees that is said to include federal judges of washington, d.c. and of iowa. now to decision 2016. and a new poll showing a tight race for second place behind donald trump in friday's republican primary in south carolina. the poll comes from south carolina's house republican caucus and shows trump at 33%. next comes florida senator marco rubio, virtually tied with texas senator ted cruz at 14% and then former florida governor jeb bush at 13%. but bear in mind, the margin of error is less than 3% so any of them could be in second place. all of the major candidates made the filing deadline for pennsylvania's primary. the paper work needed to be in by tonight. in addition to the key players, two business men from san diego and chicago will also be on the democratic ballot. voters head to the polls on

april 26th. tonight a group of undocumented immigrants says they'll find a judge's decision to send them back to central america. dozens of immigrants at a facility in burkes county asked the judge to declare part of the process unconstitutional. the lawyers plan to appeal. meanwhile tonight, immigration took center stage at the national constitution center. constitutional scholars debated whether president obama's executive order against immigration is legal. it protects millions from deportation. republican lawmakers insist the president does not have that authority. this is like before you go on the tower of terror. >> nervous parents hoping today's their lucky day. the lottery to open new doors to their children. kathleen kane said she is not running for re-election and nothing to do with the scandal surrounding her. why the attorney general of

we transport anyone because you're under arrest because of a warrant. we have to put you in handcuffs. >> this video of princeton professor continues to have a life of its own. perry posted on social media following the video's release saying race may have played a role in the arrest. now in another online post, she is claiming police didn't release the portion of the video that showed her alleged mistreatment. perry says due to the unwanted attention, she'll no longer comment on the arrest. pennsylvania's embattled attorney general kathleen kane will not seek re-election. the scranton native made the

announcement today. this comes after a tumultuous few years in office for kane. her law license suspended by the supreme court after being charged with leaking grand jury information and lying about it. but that's not the reason kane said she's not seeking a second term. >> today's decision's about family. today's decision is about the fact that i have been in this office for three years. my sons were 8 and 9 when i decided to run and now they're growing older. >> kane is the first woman and first democrat to be elected pennsylvania attorney general. protesters with mops in tow cleaned up the steps of the new jersey state house today while governor christie gave his budget address. the mops a reference to the comment made on the campaign trail in new hampshire last month. a woman asked why he was there instead of helping at the shore after the blizzard last month. >> i don't know what you expect me to do. go down there with a mop? >> as for today's budget proposal, governor christie says

new jersey will spend a billion more than last year to $34.8 billion to conduct the state's business. he says lawmakers will explore tax failness, not a gas tax hike to replenish the trust fund. the pennsylvania supreme court says the school reform commission does not have the power to cancel portions of the charter law and school code. the ruling stems from a kiss of a charter school fighting the school district's enrollment caps and could affect how the src handles the charter schools and teacher layoffs. is a drain on local public schools. >> lauren mayk has details. >> reporter: this is all coming as philadelphia public schools are still dealing with harr harrisbu

harrisburg's budget stalemate and money is an issue. but this is also a personal, emotional issue for parents. heather was in tears by the time she shared the news. her niece vanessa was in. >> the best feeling in the world. >> reporter: it's a spot at mast charter schools, something she wants for her own kids. >> trying to get my son in for three years. >> reporter: they come every year. >> i'm worried. i hope i hear the name. >> reporter: families hoping to win an education at a school where kids learn robotics and technology at a young age. 8,000 applications this year for 99 spots. the demand at this northeast philadelphia school comes as charter school expansion creates tension in local education. >> i feel slammed as a teacher. >> reporter: philadelphia public schoolteacher robin lowry came to watch the debate over charter school applications in philadelphia today. >> i teach health and phys ed and looking at 3,000 seats for children and schools that are

i would say right around sun rise. and then bego into the weekend and we start to warm up closer to 60 degrees and nice and dry for your weekend. a couple of showers before that, though. i'll show you that in a second. upper 30s through the lehigh valley. 37 in philadelphia. 38 degrees in trenton. poconos below freezing and north and west in the upper 20s tomorrow morning. 37 degrees philadelphia. millville and dover. so pretty uniform across the area but with that cooler air in place, tomorrow morning, it will be a little bit colder than this morning. areas of ice most likely around about 7:00 a.m. for the philadelphia area and only dropping below freezing briefly and then 40 degrees by 11:00 a.m. nice weather pattern for us. the rain is far offshore. locally, nice and dry. we don't have a chance of showers until we go into late friday night. this is future weather. going into your wednesday, nice, dry pattern for us and a chance to see a couple of snow showers and flurries in the poconos, lehigh valley around 6:00 p.m.
