>> beautiful shot of the sunshine over center city. hopefully you enjoyed time outside today, guess what, big changes are coming. good evening. i'm jim rosenfield. >> i'm denise nakano. we're tracking days of rain that could start during your morning commute. >> let's get details from first alert meteorologist sheena parveen. wet week ahead. >> we have a couple days of rain, i should say a few days bass it will go into thursday morning i think. but not just yet. here is a live look out center city. a little bit of a change right now from what we had most of today. you notice high clouds in this picture here and clouds are going to keep increasing as we go through tonight. we're going to stay dry and overnight. but there you see our next weather system to the south, two areas of low pressure here. we're going to see the clouds move in and then the rain gets here early tomorrow. so all of this is heading in our

direction. so for the morning commute tomorrow, much of the area will start to see rain moving in. here is a look at future weather. we're going to pay close attention to temperatures too. tonight we stay dry. look at tomorrow. 7:00 a.m., areas north and west at freezing. the rest of the area and parts of south jersey and delaware we expect well above freezing so this would be rain moving in by 7:00 a.m. i think it's going to be a race between the moisture and the temperatures because if this moisture holds off until the temperatures north and west can warm up a little bit above freezing, then we would have wintry mix that would be melting on the roadways. we'll have to keep a close eye on that either way we expect a bit of a wintry mix through the lehigh valley into the poconos, this is 11:00, but look at the rest of the area seeing the rain spreading in with temperatures warming up and it's not just tomorrow that we'll see the rain, we'll have another area of rain moving in as we go into wednesday and late wednesday night and along with that we're going to see gusty winds and a threat for coastal flooding.

crash that happened last july on sandmeyer lane near redline r d road. three were passengers in the car that crashed, all three were killed. the family of yvette shared their reaction over charges being filed in the case. >> i think that this is what we've all, all of the families pushed for, we don't want our loved ones to be forgotten. >> it was bittersweet because you know, it's what i've been waiting for but i still don't have my daughter. >> police arrested christopher bloomfield and charged him with homicide by vehicle. investigators say he was going three times the speed limit when he slammed into a tree, killing his three passengers. police say he also left the scene. again, police now searching for the suspected driver of the second vehicle, ryan farrell. a sussex county man accused

of stealing a car with a 1-year-old child inside. this is the man police say took the car on sunday a father and his two sons drove to a relative's home on by state boulevard. the older son and father went inside leaving the 1-year-old in the back seat of that car. two minutes later the car was gone. police found it two miles down the road. they arrested the suspect later that night. right now at 5:00, the mayor of atlantic city compared his own state to a fascist dictatorship. the mayor said the plan to take over his struggling city is unfair and he wants a do over. cydney long is live in ac for us. some strong words from the mayor. >> reporter: jim, extremely strong words, the mayor told the state of new jersey to take its help and shove it. if it can't drop dictator-like stipulations. this even though atlantic city is set to run out of money in two months.

in costs from last month's blizzard. wolf wants president obama to declare a major disaster in the state in order to reimburse 31 counties, the governor says the storm wiped out an entire year's budget for snow response and removal in many places. here's a look at our local counties that could benefit. berks, bucks, chester, lehigh, montgomery, northampton and philadelphia. he took a ride with an alleged killer. passenger says he warned police before this man allegedly went on a deadly rampage in kalamazoo. what he saw that had him calling 911. a shake-up in the ted cruz campaign. why he asked his spokesman to resign and how it involves a tweet about one of his opponents. plus, check your floors, the government raising new concerns now about the cancer risks of one company's product. that's coming up on "nbc 10 news" at 5:00.

>>. >> new information this afternoon on the uber driver accused of going on a deadly shooting rampage in kalamazoo, michigan. one man called police before the rampage. matt claims that dalton was speeding, sideswiping cars and driving over medians and lawns, when they came to a stop he ran from the car and called police. well, today dalton made his first court appearance. >> prosecutors think they know what happened but still trying to figure out why. dalton has admitted to prosecutors he's their guy and nbc's chris pollone has the story. >> reporter: 45-year-old jason

dalton, a husband, and father of two, and uber driver, now charged with six counts of murder plus two counts of assault with intent to murder along with weapons charges. >> the defendant did murder mary lou nye. >> he remained in jail as a judge arraigned him. prosecutors in kalamazoo say dalton conducted the killing spree over about six hours saturday night all while continuing to give rides to unsuspecting passengers, but as of now they still don't know why it happened and what if anything ties the victims together. >> this was not a owe just a momentary lapse. this was not just a crime, there was nothing that provoked this. there is videotapes of these incidents. he walked up on these people and he shot them. >> in all eight were shot in three locations, a woman at an apartment, father and son at a car dealership and five in a restaurant parking lot. among the dead there bart's mother and aunt, best friends

killed after going to a play. >> i don't know how i'm going to explain it to my son. >> people in the community still stunned over the seemingly random killings have come together to pray for the victims. >> six people, of all ages, all walks of life, innocent, minding their own businesses, so violently taken from us. >> uber says dalton passed a background check, police say he has no prior criminal record. chris pollone, nbc news, new york. right now at 5, bill cosby's wife camille is answering questions under oath. this is part of a civil case involving seven women who allege they were sexually abused by cosby and that his denials amount to defamation. of course he is facing criminal charges in montgomery county where he is accused of drugging and molesting a temple university employee more than a decade ago. nbc 10 legal analyst joins us.

>> thanks for being here again. what about spousal privilege? how can camille cosby be forced to testify against her own husband? >> the cosby camp tried to keep her from being able to testify. however, a massachusetts judge ruled that just because in this case you cannot talk about anything that has to do with the private communications between the husband and the wife. however, in this case she's also the business manager so she's not also under investigation for any criminal case. therefore, she can testify and they can talk to her about any information regards to his business dealings and things of that nature. >> why is camille cosby being deposed? what are lawyers hoping to learn? >> if you ask her she is saying she's being deposed to embarrass her, to make her testify and talk about supposed infidelities about her husband. the lawyers are saying that you are the business manager, so you would be able to corroborate or

deny information about the accusers in this case that maybe said you know, a particular place or time that these actions took place by bill cosby, her as the business manager would have inside information about those dates and times and places that mr. cosby was or was not. >> what about the timing of all of this? why would a judge order her to testify when there is an ongoing criminal case in pennsylvania? >> she is not under threat of criminal prosecution. now, this is a defamation case that's taking place in massachusetts. far away from the cosby case that's taking place here in our area that's a criminal case so this is a separate civil case, not a criminal case. therefore in that civil case we continue to move forward, she's not under threat of any prosecution and therefore this case can move forward. >> thanks as always for your insights. >> thank you. stick around for full coverage of camille cosby's deposition on "nbc nightly news" with lester holt. that's ahead at 6:30 here on nbc

10. more than a dozen members of the centers for disease control and prevention are heading to the epicenter of the zika outbreak. they are doing a study in brazil to find out if the virus really does cause babies to be born with a devastating birth defect. the team will fan out through the country to track down babies and mothers. blood samples will help determine if they had zika before giving birth. well, the weather will be changing from what you maybe got used to over the weekend as we go through the next few days. so we have two rounds of rain that are moving in and some of this rain will be heavy, also it's going to bring gusty winds starting tomorrow and going into wednesday especially wednesday night. we do have a coastal flood threat because of strong winds are going to be strong onshore winds. right now we're seeing a little

bit of a change. clouds increasing a bit across the area. mostly high clouds. but as we go over night more clouds move in and temperatures dropping in the 30s so around the philadelphia area mostly mid to upper 30s but if you north and west through the lehigh valley you should be bottle tooing out around 30 degrees which we'll have to watch closely tomorrow morning with all of this moisture starting to move in. i'll show you that in a second. the rain we're watching for tomorrow starting in the morning was down in the southeast now. so it's still far away but we are starting to get an increase in cloud cover from it. although we are still dry. there you see more clouds down to the south. clouds are going to keep increasing and the rain will be here for part of the area for the morning commute tomorrow. so this is future weather as we go overnight temperatures drop, we stay dry and here's 7:00 in the morning. now we're looking at rain. through south jersey and delaware, temperatures well above freezing. but areas north and west through the lehigh valley by 7:00 a.m. we expect to be at or below freezing at least slightly. so it's really going to be a race between the precip and the

temperatures trying to warm up. as we get closer to 10, 11:00 in the morning. now, many models have been pretty consistent about putting maybe a wintry mix through parts of the lehigh valley in the poconos, everybody else getting rain at this point. but just be careful if you're traveling in those areas through the afternoon. the rain continues to spread up to the north and then we see a bit of a break later tomorrow evening. this is going to be in between the two weather systems that i was telling you about. so later tomorrow night and into wednesday morning, we will have a bit of a break. then by wednesday afternoon everyone should be in the 40s, possibly 50s to the south. this is wednesday 4:00 p.m., our next round of rain, some of it locally heavy and this is what it looks like wednesday night. heavy rain around the area, some spots could be in the 60s. now we're looking closer to midnight into early thursday morning. still raining a lot of this will be heavy rain and aside from that some very strong onshore winds. by 8:00 thursday morning,

finally it starts to taper down. so warm and windy over the next couple days, the rain, gusting near 50 miles an hour inland we can see gusts around 40 miles per hour. so there is a threat of coastal flooding late wednesday into thursday is going to be i think the biggest threat. but also later in the day tomorrow too. as we go thursday night into early friday the storm moves out. we start to dry up. cold air moves in so wet roadways, well, we have, again, the threat of ice especially farther north and west. of course we'll talk more about that as we get closer to thursday night and friday morning. tonight though we see the clouds increase, rain holds off. 37 for the low in philadelphia, 30 north and west, tomorrow rain moves in for the morning commute. we could see a chance of the wintry mix north and west of philadelphia so if you are in the lehigh valley in the poconos be careful for that. winds increase through the day, temperatures mid to low 40s with that rain and wind and we keep it going as we go into wednesday. again there's going to be a bit of a break between the two

>> well, as the saying goes, all good things must come to an aend. the national afternoon price of gas increased for the first time in nearly three weeks, up a penny to $1.71. aaa believes the trend will continue and drivers should expect prices to rise. in our region drivers in the philadelphia area are paying $1.91 for a gallon of regular gas. in delaware the afternoon is $1.63 and the cheapest prices in the area are in south jersey at $1.55 on average. the irs says that tax-related e-mail phishing and scams surged 400%. fraudsteres sending e-mails that look like they come from the federal agency.

patrick meehan urges people to be vigilant. in delaware county police have gotten more than 50 calls to report scams. it's important to keep in mind the irs will normally reach out through the mail, not over the phone or e-mail. so don't give out bank accounts over the phone and don't post personal information online. that makes it possible for thieves to get your refund and create havoc on your life. >> you are filing for tax returns in your name, because the irs will pay the claim first, and only later go back to determine whether it's accurate or not. >> the irs reports they have seen nearly 1400 reported phishing schemes this year, that's more than in all of 2014. a comment about women and kitchens has one presidential candidate trying to explain his words. we'll have that story next on "nbc 10 news" at 5:00. ellen unveils a big surprise for

see the rain. so coming up i'll show you a look at that and the timing of the rain as we go into the next few days. that's straight ahead. today philadelphia paid tribute to one of its most respected journalists, the funeral for acel moore was held in germantown. moore was the first african-american reporter for the "philadelphia inquirer" and founded the philadelphia association of black journalists. >> the service wasn't just about saying good-bye, it was saying thank you. lauren shows us why. >> reporter: acel moore worked at the inquirer more than four decades enough time to make an impact but that is not what he did. his influence went so much further. filling the pews today are friends, colleagues and loved ones who knew acel moore personally. >> the number of people that walk up, look at acel, take their glasses off, wipe their eyes, that's real.

influence now officially carries on without him f. there is any question that his legacy will continue, look at the back of your program. journalism scholarship in his name. lauren mayk, "nbc 10 news." >> take a look at this new video of a trio of suspects wanted for shooting a taxi driver. the two men and a woman were caught on surveillance video leaving the broad street subway station just after 3:00 in the morning february 6. police say the three then waved down a cab driven by alex destin. the two men pulled guns and fired, one of them hitting destin in the shoulder. he crashed into parked cars. the passengers ran. destin was treated for a gunshot wound and later released from the hospital. >> a husband and wife are recovering after a firefighters rescued them from their burning home. now investigators say the fire was intentionally set and they

are looking for whoever is responsible. crews pulled the couple off of a porch after they kroulcrawled o a second floor window. they were treated at the hospital along with a firefighter who hurt his ankle. advocates for immigrants protesting against the lehigh valley detention center that continues to operate without a license. >> shut down. >> these activists demanding the release of 100 immigrants and calling on the center to shut down immediately. the state refused to renew the center's license which expired yesterday but federal immigration and customs enforcement officials say immigrants will stay in the facility while the county appeals the ruling. >> little kids, 2, 3 years old, chanting that they want their freedom. that's pretty powerful to see children that age. it feels like a concentration camp when you see it. >> the state says the facility

was licensed as a child residential center not a federal immigration facility. >> again new jersey lawmakers trying to restrict smoking at the beach and violators have to pay up. a committee is considering a bill today that would ban smoking at public beaches and parks. the bill includes creating designated smoking spots but anyone lighting up in the restricted areas will face a fine of $250. violate that ban again and you could be paying $1,000. governor chris christie vetoed a similar bill two years ago. if the delaware mem yam bridge is part of your trip, working on the main cables on both sides of the bridge. they are installing a dehumidification system. it promises to protect and preserve the cable. the bridge is the second in the world to have this system and work begins at the end of the month and will take two years to complete. in less than an hour

parents, community members and elected officials will rally to keep an elementary school open. next month the school board in bucks county will vote whether to close oliver heckman. if that happens students would be bussed to a new school in lower south hampton. oliver heckman is the only elementary school in the northern part of that district. the district issued a statement saying if p oliver heckman remains open the district would face significant budget challenges. the school hasn't been significantly upgraded since 1966, and doing so would be costly. >> u.s. senator chris coons made history today. he delivered president george washington's farewell address on the senate floor today. he is the first delaware senator to deliver the annual address, it was an honor of washington's birthday. >> i anticipate with pleasing expectation that retreat in which i promise myself to

the top u.s. dog breed, the longest reign since the akc started ranking canines in the 1880s. other breed skrs a lot to bark about, see what i did. german shepherds, golden retrievers and beagles part of the top five. the akc says it shows americans prefer family fun dogs. the rankings based on registrations of 184 recognized breeds. a lot of dog lovers here. right? warmer weather is a great time to clean the dirt and salt off your car. >> all it takes is a bucket of water, soap and a dog. that's the police canine helping a trooper wash his car. trooper nicolas posted this on facebook. the caption read it's warmer today and a good chance to clean all of that winter grime off

select vegss of flooring could cause 6 to 30 cancer cases per 100,000 people. lumber liquidators has stopped selling floors made in china. there is a racial divide when it comes to surviving certain cancers according to the cancer society. the number shows the mortality gap between blacks and whites is decreasing for some cancers but disparities remain for two common ones, the gap has not narrowed for colorectal cancer in men and breast cancer in women. the gap has increased. authorities of the report -- authors of the report i should say this is likely due to inequalities in access to care including screening and treatment. >> when charlie sheen announced he was hiv positive no one knew what an impact it would have. he told the world back in november and the number of searches online soared. the new study found the announcement prompted the greatest number of hiv-related google searches recorded in the

here later in the day wednesday. both will be bringing gusty winds. it's going to get windy, especially along the shore. it's going to be an onshore wind so we have the threat for coastal flooding especially into wednesday night. a live look across the area, we have more clouds moving in now than we did earlier today. that's going to be the trend as we go overnight. more clouds moving in. 52 degrees right now in philadelphia. but we are on the dry side. all the rain is down to our south so it's around the southeastern part of the country, it will be moving in as we go into tomorrow morning. now, locally like i mentioned we're dry. you see the rain down to our south. thicker cloud cover down there too. and that will be moving up through the overnight hours. then the rain moves in for the morning. so this is future weather. looking at temperatures here, too. so we go into the morning hours, 8:00, temperatures through most of the area by this time, south jersey and delaware we'll be in the 40s. well above freezing. we'll be watching sections north and worst through the lehigh valley and the poconos, the sections we expect to see a wintry mix. we'll see the rain spreading to

the north throughout the early part of the day, and there you see the wintry mix up to the north and west. the rest of the area dealing with mainly rain and then the rain continues spreading to the north by 5:00 p.m. notice how we get a break tomorrow evening. that's the first round of rain moving through. a bit of a break before the second one, and even by wednesday morning we could still be in that quieter area before more rain moves in. so now here it's 4:00 p.m. wednesday, rain along the shore, everyone above freezing. everyone will see rain on wednesday. here is wednesday night. 9:00 p.m., heavy rain, some areas could be in the 60s. and even overnight into thursday, this is a very warm air mass president can't rule out thunderstorms with this either. this midnight going into thursday morning. and then we finally start to clear up as we go into the morning hours thursday but it will be getting colder thursday night. as far as rain, looks around maybe 1.5 to 2 inches, 2.5 locally. we expect heavier pockets as we go through the next few days. it will be staying warm and

windy over the next couple days, i mentioned that coastal flood threat. the onshore winds especially wednesday night. will be gusting near 50 miles per hour. so i think we'll have a threat of flooding along the shore and after that going into thursday night and early friday morning, we'll have much colder air moving in. so temperatures here are expected to be below freezing areas north and west especially, so we could be looking at the threat for some freezing of precip. in the meantime, make sure you have the umbrella with you. for tonight, clouds increase, some patchy fog around sun rise. 30 north and west. 37 for the low tonight in philadelphia. tomorrow, rain around, moving in for the morning commute, chance of that wintry mix, mostly north and west of philadelphia. the winds will be increasing through the day gusting near 30 miles per hour. 42 to 45 for the high temperature. we keep on warming into wednesday, and especially wednesday night i think that's when we'll see our heaviest round of rain for that second system, that onshore wind with the coastal flood threat.
