family whose loved one on the run tonight. police say he's responsible for the deaths of three young people. but first, tracking rain. nbc 10 first alert radar shows the system that could bring us a wintry mix tomorrow. good evening. >> this rain will arrive tomorrow in the morning. so let's bring in first alert meteorologist sheena parveen. will it impact the morning commute? >> yes. the wintry mix is one to keep our eye on. right now we are dry and the rain down to our south is just around parts of maryland at the moment. or virginia i should say, as well. that's going to be moving in tomorrow. area of low pressure, sliding up the eastern seaboard and wednesday into wednesday night. two rounds of rain and wind. future weather tonight. dry, clouds increase and then here's the morning commute tomorrow. 7:00, 8:00 in the morning, rain from the south and this is just

rain in south jersey and delaware. temperatures above freezing. up to the north and west, allentown, the poconos at 28. only a few hours with the precip to make a difference here and watch this very closely. either way, going through the day, the rain spreads to the north and a wintry mix for areas further north and west of philadelphia. a lock at the rest of the timing and more rain and wind going into the middle of the week. sky force 10 over the scene of a fire in northeast philadelphia. you can still see some smoke out of the back of the home. officials say two victims are taken to the hospital. a witness says she saw a woman jump from a third story window to escape the fire. >> she just jumped. steps broke or whatever. couldn't get down them and jumped. >> second victim a 65-year-old suffered smoke inhalation. no word on what caused the blaze. tonight philadelphia police say they're searching for a

second driver in a street racing crash that killed three young people. >> officers say ryan farrell is on the loose. police arrested another driver in the case. >> reporter: it took seven months but the driver of this crumbled acura will face charges. police say 20-year-old chris blimfield went drag racing drunk, crashing and killing three of his friends. he is now in custody. >> we didn't feel like it was ever going to happen. >> reporter: amber is cousin of 17-year-old sabrina who died on impact. >> we are happy to finally not have him on the streets enjoying his life after he took the lives of three others. >> reporter: but the families of those young victims known there was another car racing that summer night. it didn't crash. and police say it was caught on surveillance video fleeing the accident scene. and today, that mystery driver was identified.

police issuing an arrest warrant for ryan farrell who remains at large. >> eventually he is going to be caught. >> reporter: nbc 10 cameras were rolling at the family's home in the northeast. they weren't happy to see us. >> why do you [ bleep ] out of here now! you [ bleep ] get out of here. >> reporter: he was nowhere to be found, families of the victims say he needs to come forward and face what he's done. >> i just think that we have been through enough. it's been hard enough on us. i don't think he needs to make it harder. i think he should do the right thing and come forward. >> police in bethlehem need your help to find a man accused of assaulting a woman with his bodily fluids. these photos by the victim. she said she was out monday morning and the suspect threw what's believed to be semen on her. if you recognize the man in the photos, contact police. tonight, we have a look at what driving 108 miles per hour looks like on the ben franklin

bridge. today nbc 10 got the footage. he was clocked in the mercedes on the bridge. you can see from the dash cam video, chasing after okafor. the speed limit is 45 miles per hour. last friday, the rookie pleaded guilty and was ordered to pay about a $400 fine. tonight we have the name and picture of a woman accused of running away from security officers and leaving her child behind. >> police say mahogany terry was thought shoplifting and ran away without bringing a young daughter. nbc 10's denise nakano is live with more. denise? >> reporter: well, new information at this hour. sources say that police just picked up mahogany terry from the north philadelphia home and plan to bring her here to central detectives. the 27-year-old mother of a 4-year-old trying to get away with more than $1,400 in stolen

items leaving her daughter behind on february 11th security in center city took her into custody. accusing her of stealing and concealing 17 items from the men's department. she was handcuffed, managed to escape and ran from the store leaving her 4-year-old daughter to fend for herself. police had been searching for her for 11 days now. they had an arrest warrant out for her and i learned she is in custody facing charges of theft and endangering the welfare of a child. i spoke with her grandmother tonight and called her a good mother but terry had charges of arrest for shoplifting. two previous times and her daughter, 4-year-old daughter, is now in the custody of her father. reporting live outside central detectives, denise nakano, nbc 10. camille cosby's turn to testify in a civil suit against bill cosby. she was deposed today by attorneys for the eight women who sued her husband for

defamation. they claim that cosby let the defense team paint them as liars. the plaintiff's lawyer says a second deposition is set now for march 14th. >> at the end of the day, a jury is going to determine who has more credibility. is it the seven women that we represent or is it bill cosby? >> cosby's also accused of drugging and molesting temple university employee constand in 2004. he's pleaded not guilty. now to a woman who touched countless lives and those of us here at nbc 10. >> we remember former miss new jersey cara mccollum. she was a news anchor at sngment she died today, a week after a car crash. the loss hits close to home as cara was the long-time girlfriend of our friend and

license or i.d. card and also sign up online. and we posted links on nbc 10.com and the nbc 10 app. tonight, the mayor of atlantic city compared his own state to a fascist dictatorship saying the state's plan to take on the city is unfair. the mayor said no to the state's plan to bail the gambling city out of a financial crisis. but without it, atlantic city could run out of money in two months. the mayor admits they need help and not if it means the state strip atlantic city of the sovereignty. and allow assets like the city's water utility to be privatized. >> allow us to be representative, talk about the benchmarks and the plan of action to move the city forward and accompany that with this pilot legislation from the casinos. if that happens, there's no problem. >> the plan isn't sitting well with many who live in atlantic city either. those we spoke to said they'll take the fight to trenton if

they have to zwrirks a community fighting to save their elementary school here as parents, students and teachers rally to save the he canman elementary school. they plan to vote in april whether to shut down the school to save money. parents tell us they see heckman has a part of their family and if the board votes to close the school, students would be sent to a school under construction. neighbors in burlington county say they're fed up with brown water from the faucets. township leaders went over the details to temporarily fix the water supply. last week crews shut down the only working well after finding contaminants in the water supply. in decision 2016 tonight, donald trump is hoping for his third win in a row in tomorrow's nevada republican caucuses. right now he's favored to win. that has the republican establishment panicking and

throwing support behind marco rubio. today rubio picked up support of gop leaders like bob dole and orrin hatch but history on trump's side. no moderate republican has ever won new hampshire and south carolina and then lost the nomination. just one day ahead of nevada, shake-up for ted cruz's campaign. he fired the campaign spokesperson for tweeting this video. video featured captions that falsely claimed marco rubio said there aren't many answers in the bible. it was recorded by the university of pennsylvania's student newspaper daily pennsylvanian. today ted cruz asked rick tyler to resign after he tweeted out the video. but rubio claims this controversy is just the latest example of the cruz campaign's dirty tricks. should the government provide clinics for addicts to shoot up? a mayor new plan for fighting

♪ a vigil was held today in kalamazoo, michigan, to remember the victim of saturday night's deadly rampage of a uber driver. >> jason brian dalton? >> yes. >> jason brian dalton was arraigned on 16 felony charges including 6 counts of murder today. uber says they received a complaint of the driving the night of the shootings. and uber passengers said he called the company to report dalton more than an hour before the shootings. police arrested dalton early sunday after they say he

admitted to killing six people over a 7-hour span. new at 11:00, mayor in an upstate new york town has a plan to stem the heroin epidemic opening a clinic for users to shoot up and will introduce the proposal on wednesday saying it would allow them to get the fix with medical professionals available. the injection clinics are already in use in canada, europe and australia. from the delaware bureau tonight, first time in two decades, a group of state lawmakers is pushing for a gas tax hike. a group of democrats hoping to introduce legislation to raise the gas tax 10 cents. proponents say it would only be for a year. and the extra money would be used to much-needed repairs to state roads and bridges. gas tax in delaware, 23 cents a gas. pennsylvania drivers paying the highest in the country at about 50 cents a gallon and new jersey

there with the onshore wind. a strong wind. going into the day tomorrow, we're going to see the rain moving in for the morning commute so philadelphia area, you will see it by 8:00 in the morning and that extends to south jersey and dell we are and through noon, poconos, starting to see it by the later part of the morning and a wintry mix most likely and parts of the lehigh valley and the shore seeing rain in the morning and that will be lasting through the evening. so here's the weather system. in the southeast. not here just yet but getting closer and only rain at this point. really moving in stays as rain. locally, the clouds increasing. the rain just to the south in virginia and moving north into the day tomorrow. here's future weather. take a look at the temperatures. this is 8:00 in the morning. we are in the 40s for south jersey and delaware. well above freezing. north and west like allentown and the poconos we will have to watch the areas to see if it moves in earlier and keeping

that wintry mix in the forecast. this is now 1:00 in the afternoon. rain spreading up to the north and expecting a wintry mix in the poconos and lehigh valley. rest of the areas with rain and then the bit of a break late tomorrow night and overnight and then we start with wednesday morning. next weather system approaches. we expect all rain for this one. take a look at wednesday. 6:00 p.m. we could see some thunderstorms with this. temperatures could be near the 60s and warm with this rain moving in and watching that heavy rain and even gusty winds. by 11:00 p.m. wednesday, another line trying to move in and then we finally clear out as we go into thursday and warm and windy with the rain but also along the shore, a strong onshore wind and late wednesday night i think the main concern because of that strong wind, gusting near 50 miles per hour. coastal flood threat there and then once it leaves, cold air starts to rush in and could have a threat for icing, especially north and west and expecting to
