nbc 10 breaking news. flames shoot from the roof of a restaurant in germantown overnight. we're live on the scene as firefighters continue to douse hot spots. new details emerging about the deadly mass shooting at a kansas factory. four people, including the gunman are dead andç more than dozen people are hurt. crash report, pilot error. we're learning new details about what the ntsb says caused this u.s. airways plane to crash at philadelphia international. 4:00 a.m., good morning, this is "nbc 10 news today." i'm tracy davidson. tgif. let's find out about the forecast where meteorologist bill henley. bill? >> tracy, it's a cold one this morning and the temperatures feel even colder with the wind blowing. 37 degrees in philadelphia. right at the freezing mark for pottstown, reading. it's coming down in dover, 37 and 39 in cape may.

but the wind is blowing. see the flag in center city. a gusty wind, already of more than 35 miles an hour. wind chills in the 20s. during the day today, few scattered clouds to start with. we have them overhead right now, 35 degrees at 6:00. by 9:00, colder, winds west/northwesterly at 20 miles an hour. finally sunshine at lunch time. jessica boyington following your first alert traffic. >> we're stating off on route 73 right around route 38. no problems getting on or off the off ramps. you can see the roadways are nice and clear and we're dry. definitely good news there. 95 through delaware. that ramp is still closed because of the weather we had earlier this week, they had the opening rescheduled for the off ramp until february 29th, the southbound ramp from i-95, exit

7b. mass transit, no problems or  delays so far. we begin with breaking news from philadelphia's germ betown neighborhood. check out these flames shooting from the roof of a restaurant overnight. drew smith is live on scene. what are officials telling you, drew? >> reporter: good morning, tracy. right now we know the fire is under control but you can see there is still a lot of firefighters out here. they're pouring water on this restaurant from both sides. a lot of cleanup will be retired here. the restaurant pretty much destroyed inside. those flames ripped through the roof of the house of gin beginning around 1:00 this morning. you can smell the smoke at the corner of chelton and pulaski. they bashed through the windows at one point to get access to the inside. this is a chinese and japanese restaurant. according to its facebook page it's been here in this neighborhood for more than a

decade. we do know from firefighters on scene that no one was hurt in this fire. >> drew, thank. 4:03 and 37 degrees outside. new from overnight, police say an argument between twoç broths led to a shooting in northeast philadelphia. according to investigators, one of the men shot the other in the chest at a home along woodhaven road. police took one brother into custody. right now the other, 50 years old, is in critical condition. now to new developments in the deadly mass shooting in kansas. four people, including the gunman are dead and 14 others are hurt. nbc 10's matt delucia following new information coming out of kansas, live in the digital operations center. matt? >> tracy, people in hefting, kansas say it was near the end of the workday when they were called to a shooting, report of a shooting and then there was another report of a shooting as well and then finally, they were called to an active shooter situation inside an industrial plant. police say the gunman worked at that plant. here's what it looked like after

the attack. police say the man first shot two people who were driving their cars, then when he got to the parking lot of excel industries, he shot someone else and that's when he went side. a police officer eventually shot and killed the shooter. now take a look at what just happened overnight. police are at the home of the gunman. early reports from neighbors led authorities to believe more victims were a possible sec shooter could be in the home. teams eventually forced their way inside to find nobody there. >> we had to deal with it as a volatile situation, especially after we saw in colorado where there were booby traps. we had to treat this, for the safety of everybody, we had to secure it so investigators could do their job. >> where this happened, hefting, kansas, is about 35 miles north of wichita. it's a very small town. the sheriff is calling this a horrible incident. i'll be working on updates throughout the morning. live in the digital operations center, matt delucia, nbc 10 news. >> matt, thanks. this morning, dogfighting is

at the center of an animal abuse investigation at a home in germantown. the spca found seven dead dogs at the house on tuesday. when nbc 10 got there yesterday, we discovered even more suspicious conditions across the street. we tipped off the spca, they searched the area, finding three more pitbulls dumped in plastic bags. they think the vacant home is being used as a venue for dogfighting. >> animal fighting and brieing of these dogs, there's big money in it. a lot of money in it. >> officials found two dogs alive. the pspca is taking care of them right now. police want your help to solve a deadly drive-by shooting. look at this video from delaware county. the van pulls up to the car on third street in chester on wednesday. the gun is being fired from the open door. if you recognize the vanç or t gunman inside, call chester

police. it's 4:06. a hospital in atlantic county is warning dozens of patients they may have been exposed to hiv. shore medical center sent out letters to 213 patients last week. the center warned them they could have been exposed to hiv or hepatitis at the hospital through contact with the blood of a now former employee. we spoke to a patient who got the letter urging her to get tested for hiv and hepatitis b and c. >> hysterical. i've called my daughter crying. you're not going to believe this letter i just received in the mail. >> authorities arrested frederick mccleesh. state health department officials say the risk of infection is very low but they're asking patients to get tested out of an abondance of caution. happening this weekend, your last chance to get out and enjoy the blue cross river rink winterfest.

here's a look at penn's landing. the closing weekend begins this afternoon with food and entertainment that runs through sunday. the summer season on the water front is right around the corner. they are getting ready for a science fair carnival, the spruce street summer park and the summerfest. a colder start, the ice is going nowhere at the river rink this morning. the wind is gusty and it will make it feel colder all day long. we have clouds overhead but those will be clearing. the big news this morning is the cold that's making a come back with temperatures falling and will wind up in some areas below freezing this morning. the gusty winds making it feel like it's in the 20s. the winds have topped 30 miles an hour in the region. a weekend warmup, we're still on track for that. no problem there. sunshine, we'll see it today. starting off with clouds in real estating, 32 degrees. cloudy skies over philadelphia and cape may.

37 in both locations. but it is dry. look at the wind blowing, the flag here at the nbc 10 studios. you can see some of the clouds are still with us overhead. cloudy, dreary day yesterday. those clouds will break this morning. a look at the winds. coming out of the northwest, they're steady at more than 20 miles an hour in philadelphia and wilmington. look at the pocono mountain, 23 mile-an-hour winds with gusts beyond 30 mile-an-hour this morning. that's giving us wind chills that range from single digiis in the mountains, 7 is what it feels like in mt. pocono, 19 in reading. middle 20s for wilmington, philadelphia, trenton ab northeast philadelphia, 27 degrees. even at the shore, it feels like it's in the 20s this morning. a blusteryç morning. you'll need your winter coat. watching the radar, there are some snow showers well to the west in central pennsylvania. and that the pocono mountains. if you're going skiing today, you'll probably see snow showers this morning blowing in with the clouds, a few snow flurries, very light and most likely not

even reaching the ground. don't be surprised if you see awe flurry. certainly cold enough this morning. during the day, sunshine will break through the clouds. the temperatures warm into the middle 30s for allentown, quakertown and reading. a gusty wind all day long for doylestown, norristown and mt. holly. at the shore, sunshine, that wind will be working, too, 39 the high temperature for cape may and rehoboth. up to 39 for vineland. while it warms to 39 in wilmington, drexel hill will streak out a 40 in philadelphia and swedesboro. >> there are warmer temperatures ahead on the weekend. got the weekend forecast, tracy, when i'm back in ten minutes. i like that. 4:09. first alert traffic reporter is watching the vine street expressway. >> around 24th street, no problems heading through center city. you can is he all lanes moving along. this on our westbound side right here if you're headed to the schuylkill expressway, that's typically where we see volume

or near the registers. it's 4:13. 37 degrees. feels much colder with the wind chills this morning. we have new information about a crash at philadelphia international airport nearly two years ago. the ntsb says it was pilot error that caused the u.s. airways plane to crash. a passenger took this video after the incident in the march of 2014.

according to the ntsb, the captain took off but once the plane was airborne he realized that a mistake was made. procedures had not been followed and a key piece of information had not been inputted into the cockpit. ultimately, investigators blamed the pilot and co-pilot. a spokesperson for the airline says it has made changes to procedures and training programs. now to decision 201. the republican presidential candidates brawled with each other in last night's debate in houston. with the multistate super tuesday primaries coming in just four days, marco rubio and ted cruz went after front-runner donald trump. they sparred on immigration and the subject of illegal immigrants. >> i really find it amazing that donald believes he is the one who discovered the issue of illegal immigration. >> you haven't hired one person. >> he hired workers from poland and pay a million dollars in adjustments. >> moderators pressed the candidates to release tax information. trump said he can't until the

irs completes the audit of his returns. cruz and rubio promise to release information on their returns in the next few days. now to the next showdown for the democrats. hillary clinton and bernie sanders will compete in tomorrow's presidential primary in south carolina. clinton spent the day campaigning in south carolina where she capitalized on her advantage with african-american voters. very wrapped up the day with a town hall meeting in north charleston. bernie sanders focused his attention on key battleground states in the midwest. he made stops yesterday in ohio and michigan. and at this rally in chicago, sanders says he's not writing off any of the deep south states with upcoming primaries. today, a judge will sentence a massachusetts teenager convicted of raping and killing his math teacher in 2013. prosecutors are asking the judge to sequence phillip chris -- chism.

the judge will decide when he will be eligible for parole. a university of missouri professor is out of a job of aa confrontation with a student journalist last fall. the university announced their decision to fire melissa click yesterday. she was caught on video calling for muscle to help eject a student reporter from a protest on campus last november. they were protesting the administration's handling of a series of racially charge incidents. university officials say they fired click for interfering with the rights of student journalists. happening this weekend in hollywood, they celebrate its biggest night but a number of african-american actors with ill not support this year's academy awards. they say the academy lacks diversity. also reverend al sharpton says he will stage a rally before the event on sunday. it will push for a nationwide tune-out of the oscars. in philadelphia, aç committee called monitoring hollywood met last night at temple.

journalists, actors and filmmakers talked about the philly perspective on how african-americans are underrepresented in hollywood. they reacted to this year's oscar nominations and called for changes. >> the academy needs to be more diverse and i know they are making efforts to make it more diverse by 2020 but why can't it be done next year? >> we have to continue to talk about this on a regular basis. this issue can't be something that can only come up during awards season. >> organizers of monitoring hollywood say it's also important for the academy to diversify its membership to include more african-american filmmakers. experts say it was the tornado that caused that destruction in lancaster county. skyforce 10 got a bird's-eye view of the damage in salisbury township. it packed winds up to 125 miles an hour, destroying dozens ever buildings in its path, including an amish schoolhouse. >> there's nothing left. it's just a foundation.

everything was completely on the ground. it almost looked like a bomb exploded the school. >> many nonamish people in town got the warnings on tv and their mobile devices, some ran over to warn their amish neighbors who don't use technology. the tornado also hit two chicken houses. we found workers sifting through the damage and removing live chickens from the scene. it's not clear how many of the 16,000 chickens can be saved. now your nbc 10 first alert weather with meteorologist bill henley. >> 18 minutes after 4:00. clouds are still with us this morning. but it is dry and colder. the wind is blowing the clouds through the airy. the wind has been gusting to more than 30 miles an hour. steady at 21 miles an hour, which is giving us a colder morning, we're 20 degrees colder right now than it was this time yesterday. so warm yesterday morning. but it got colder as the day went on. right now, 37 degrees, feels like 26 when you factor in the wind. the camera has been shaking,

looking at the art museum this morning. that's the view from the mellon bank building. we'll see sunshine on the cameras during the day. 36 in wilmington, 37 for millville and philadelphia, pottstown is down to 32 degrees, lafayette hill at 34. everybody is in the cold and still falling at this hour. as far as clouds are concerned, even though it's a cloudy morning, you can see there are thin spots just off the north and west. we'll see thinning of the clouds during the day and get sunshine. what will steer clear of us are the snow showers hitting the pocono mountains and into central pennsylvania. they won't make it over the mountains other than a brief flurry first tl'g this morning. your hour by hour forecast is calling for wind and cold. 35 degrees at 6:00. by 9:00, we'll be holding at 35 degrees and we'll break through the clouds for sunshine at lunch time. the winds will be increasing 22 miles an hour at noontime today. and it's not going to get a whole lot warmer this afternoon. the weekend, that's when we'll

4:24. happening this weekend, the american red cross and the philadelphia fire department are teaming up to help prevent fire deaths. it's called the no more fire deaths campaign and organizers say every family needs a smoke alarm and an escape plan. they will make sure that people have those things by going neighborhood by neighborhood to give out detectors and offer a customized escape plan for every home. the red cross and firefighters will visit neighborhoods starting tomorrow. they'll be at the corner of 12th and west cortland streets tomorrow morning at 11:30. to hear more, go to our website, nbc10.com or check out the nbc 10 app. white marsh township in montgomery county has a new police chief. chris ward was appointed to

acting chief last month. he was promoted to the position of chief during a ceremony last night. he went onç to become chief deputy of the montgomery county sheriff's department. major league baseball has a new slide rule and many insiders say former philly chase utley had something to do with it. they are hoping to avoid a repeat of this utley slide. the slide broke the leg of the shortstop, tejada. he has to be within reach of the bag with either a hand or a foot. it also says the runner cannot change his path to make contact with the fielder. now your nbc 10 first alert weather. it's a cold start. 37 degrees in philadelphia. yes, that's above freezing but the ice will stay in place through the weekend.

flames shoot from the roof of a germantown restaurant overnight. we'll take you live to the scene as firefighters work to determine a cause. apple versus the fbi. we'll break down the latest move by the tech giant as it fights a controversial court order to unlock the cell phone of one of the san bernardino terrorists. and cold and windy, right now temperatures feel like they're in the 20s because of the strong wind gusts. the weekend, though, is looking warmer. just about 4:30 and 37 degrees outside. good morning. this is "nbc 10 news today." i'm tracy davidson. let's get right to meteorologist bill henley with his first alert forecast. talk about the cold temperatures this morning to start with. bill? >> you'll need to bundle up this morning. the wind gusts, check it out. winds have been strong already this morning. now at 32 miles an hour in wilmington and philadelphia. pocono mountains seeing gusts near 40 miles an hour. that is giving us wind chills in the 20s. the temperatures are just above freezing for most locations. allentown 33. 35 in trenton and 37 degrees in philadelphia.

and upper 30s across delaware and south jersey. we will see clouds to start with. the clouds will be breaking during the day. we'll see more sunshine by lunch time. look at the winds. those are steady, in fact, increasing by lunch time. we'll see a minimum warmup with the sun breaking through this morning. 9:00, 35 degrees. then just 38 degrees at lunch time today. you'll have to bundle up. i'll show you how warm it's going to get where you live when i'm back with the neighborhood by neighborhood forecast in ten minutes. jessica boyington is watching your first alert traffic. >> we're watching the schuylkill expressway to be exact right now. this is around route 202. youç can see no problems or delays in either direction. i have the eastbound drive time up here, 13 minutes from the blue route to the vine street expressway. right here are the eastbound lanes as well. you can see this car traveling through. no problem getting to center city right now, especially with those average speeds up into the 60s. if you're out the door on 202, no problems there as well. we are in the green, 11 minutes no
