let's get right to meteorologist bill henley with his first alert forecast. >> it's 47 degrees. that's about right for the normal high temperature this time of year. a mild start indeed. we are starting off with cloudy skies. dry in the area, look to the west. moving out the door right now, 47 degrees in philadelphia. it's warmer in northeast philadelphia and 50 degrees in millville, 51 in dover. forecast for today, hour by hour, calling for temperatures to climb in spite of showers coming in by midmorning, 49 degrees. still rain and wind at noontime today. 57 degrees. and we will be clearing out nicely for this afternoon. neighborhood by neighborhood forecast when i'm back in ten minutes. jessica boyington has your first alert traffic. je jessie? >> this is the pa turnpike. no problems around this off ramp. as well, we're on the pa turnpike right here, just talked about that as well.

we're in the green, 23 minutes westbound from route 1 to valley forge. speeds up there into the 60s.ç eastbound, average speeds of 68 miles per hour. that's pretty quick. mass transit looking great so far this morning with no problems or delays for septa, patco, amtrak, new jersey transit and d.a.r.t. teenagers shot, this morning, two philadelphia teens are hospitalized after a drive-by shooting and the violence was caught on tape. "nbc 10 news today's" matt delucia is live for us outside children's hospital in university city with more. matt, what are you finding out? >> well, katy, both of these teens were taken to the hospital, within a 15-year-old was taken here to children's hospital of philadelphia as a result of this shooting. surveillance video that shows what police have been telling us. this was just before 6:00 last night at 31st and tasker. two teens standing outside a chinese restaurant when a white car rolls by and the teens are shot. one runs away, the other ducks inside the restaurant.

witnesses say they heard multiple shots. police say a 17-year-old was hit in the leg and arm. he was able to run to a neighbor's house for safety where police found him inside. he is in stable condition over at penn presbyterian hospital. the 15-year-old who is here at c.h.o.p. was hit in the abdomen and foot. he was the more seriously injured of the two. police have not specified a motive for the shooting as of yet. they are looking for that white car seen in that surveillance video. i'm live in university city, matt delucia, nbc 10 news. >> matt, thank you. happening today, one of the men involved in the kidnapping and torture a philadelphia jewelry store employee is scheduled to be sentenced. khayree gay pleaded guilty last year. gay and another man did surveillance on the store after being recruited by another person. the female approached a female employee in a parking lot garage in april, using a stun gun on

her, bound her and dumped her in a cemetery. jahid was sentenced earlier this month. his accomplice, basil buoy was given a 15-year sentence. a woman was found dead inside her home in boothwyn earlier this morning. the husband is recovering from burns at a hospital. also today, a federal appeals court in philadelphia is scheduled to hear arguments in the corruption case involving new jersey senator bob menendez. menendez is charged with bribery and fraud. prosecutors say he took gifts and campaign contributions from a florida eye doctor in exchange for political favors. menendez has pleaded not guilty. a key issue the judges will consider is a constitutional protection given to house and sfat members when they perform legislative duties. in new castle county, police

are looking for the driver in a hit and run that killed a man. the accident happened last night in hockessin. . police detoured traffic around the area while investigators did their work. in philadelphia, investigators are looking into if two robberies at nearby convenience stores in ronhurst are connected. one holdup happened at theç wa at caster and sully avenues yesterday morning. the other was before a mile away at a 7-eleven on cottman avenue. the robber in both cases used a crowbar to threaten the clerk. hamilton township police officers are one step closer to wearing body cameras. tomorrow, township council will officially receive the request for funding for the cameras. it would be part a five-year contract. if approved they'd begin wearing

cameras sometime in the first half of this year. a pennsylvania man is dead after a skiing accident at a western pa resort. jeffrey bear was killed after another skier collided with him near the main lodge at seven springs mountain resort. seven springs is located about 60 miles southeast of pittsbu h pittsburgh. bear suffered injuries to his head and neck and was pronounced dead at the scene. it was the last skate of the season. yesterday people hit the ice at penn's landing for the final day of the blue cross winterfest. the ice seemed to hold up well to the spring-like temps we had yesterday. great for late february. all right. with a look at the mild start to the week, we'll go to meteorologist bill henley. bill, i like this trend of good news you have. >> yes, i know it's not bad at all. this morning we're running 10 degrees warmer than it was yesterday at this time. we have brilliant sunshine

during the day yesterday, into the 60s. indeed it was the perfect day on the ice. the ice is taking a break but the mild weather is going to hang in there with us. however, today it's not bright sunshine you'll see. i'm already tracking showers. they're moving into western pennsylvania. they should be in our area by midmorning and into the afternoon hours. along with gusty winds. we're already feeling the wind. that will ramp up this afternoon. the mild weather continues today and tomorrow. we will get some sunshine later today. we're on track for lots of sunshine for tomorrow, too. clear skies, 47 degrees in doylestown, northeast philadelphia, 49. and 50 degrees in millville. our temperatures should be in the low 30s at this hour this time of year. doing okay on this leap day, the 29th of february. clouds will be taking over. we will see rain moving into the area. right now it's completely clear but the clouds are just to the west as expected. it's western pennsylvania into the ohio valley that is seeing

the rain. neighborhood by neighborhood forecast calling for rain showers to arrive this morning in the pocono mountains. look at the temperatures, upper 40s for the mountains, upper 50s for allentown and reading. morning showers develop and they're out of here this afternoon. temperatures topping out at 57 degrees for norristown and 58 degrees in mt. holly. we'll warm into the upper 50s at the shore for atlantic city and rehoboth. chance of showers by afternoon and then clearing later this afternoon. 58 degrees in vineland. dover hitting the 60 degree mark today. up to 56 in west chester, upper 50s for drexel hill and swedesboro. wind and rain come through this morning, 9:00 to noon for most of the area right in the drexel hill area, west chester, by afternoon, though, we've got sunshine. the futurecast will show youç e track of the system that will move through and how quickly it will leave when i'm back in ten minutes. thank you so much.

when we last talked to jessica boyington, the roads were quiet. she now has a look at the vine street expressway. pretty much same thing, jess? >> same thing, katy. we're still quiet again headed through center city. for a while we had ongoing construction on the vine closing in both directions. we haven't had that for quite some time. westbound in here, not really a car. i spoke too soon. headed westbound towards the schuylkill expressway or 30th street station, no problems there or eastbound to 95 right now. speaking of the schuylkill and 95, let's check in with the drive times there. eastbound on the schuylkill from the blue route to the vine street expressway, a 13-minute trip. 13 minutes also on 95, headed southbound towards the vine street expressway. the blue route still doing okay as well. when i come back in the next ten, we'll have another check on your morning drive. more trouble on the high seas for new jersey-based cruise ship. coming up next, hear from passengers aboard the anthem of the seas about a one-two punch aboard that ship. >> leonardo dicaprio.

welcome back. 4:12. double trouble. the royal caribbean cruise ship that cut short a recent voyage because of bad weather, it's done it again, due to sickness and a storm. anthem of the seas is headed back to the port of bayonne in new jersey. the cruise line said it has seen several cases of norovirus every day for the last week. nbc 10 spoke with a couple on board celebrating their honeymoon. >> there was a note saying there's been a confirmed case of

norovirus and they were going to heighten sanitation measures to try to keep infections down. >> the ship also heeded a storm warning off cape hatteras, north carolina. it is expected back in new jersey on wednesday. turning to decision 2016. today is the final day of presidential campaigning before the super tuesday contest in about a dozen states. the latest nbc news/"wall street journal"/maris poll shows donald trump leading the republican field in georgia and tennessee. senator ted cruz is ahead in his home state of texas. the poll was taken before last week's gop debate. on the democratic side, the polls show hillary clinton leading bernie sanders by nearly a two-to-one margin in three key states, her biggest lead in georgia with 64% of likely voters compared to 30% for the vermont senator. hillary clinton is riding the wave of her victory from south carolina. the former secretary of state beat bernie sanders by nearly 50

points there. yesterday in the south, both democrats took a more national approach to their campaigning. >> i believe that america is great. what we need is to be whole. we need to be whole, where all of us have a place. >> there would be nothing that would give me more pleasure than to defeat donald trump. >> sanders says his campaign is just getting started despite polls showing him trailing clinton in many of the super tuesday contests. in the republican race, senators ted cruz and marco rubio are keeping up the pressure on front-runner donald trump. yesterday, the billionaire businessman denied cruise's accusations of having ties to the mafia. still cruz and rubio both trailing trump in polls stayed in attack mode on the campaign trail. >> i need you to go out and get your friends to vote for me on tuesday. remember, friends do not let friends vote for con artists. >> the only campaign, the only candidate in a position to beat

her injuries. it was her first day on the job. >> she clearly had a passion to serve others in a way that went beyond herself. >> the two wounded officers remain in critical condition this morning. the suspect's 11-year-old son who was inside the home during the gunfire was not hurt. police in salt lake city are bracing for more protests after officers shot a teenage boy on saturday night. the 17-year-old remains in critical condition. the shooting sparked protests with some people throwing rocks and bottles in officers at riot gear. authorities say the boy and a man were hitting another man with metal sticks. they say officers ordered them to stop but when the teen did not comply, police shot him. in michigan, family and friends said good-bye to a teacher killed in the kalamazoo shooting spree. a memorial service was held yesterday for 60-year-old mary joe nigh. nigh was one of six people killed last saturday. former students shared commitments to her teaching

inside and outside the classroom. meantime, a 14-year-old survivor of the shooting spree is improving. she's off a ventilator and breathing on her own. former delaware bureau now, there's a flu outbreak at the howard r. young correctional institution in dover. health officials confirm 18 cases there so far. and they're evaluating six more potential cases. the prison canceled all visits and programs until further notice to prevent further spread of the virus. now your nbc 10 first alert weather with meteorologist bill henley. >> 17 minutes after 4:00. we're down to 46 degrees. temperatures running warmer than over the weekend. and we'll stay on the mild side through the day. live view of boathouse row, a little bit of a breeze is blowing. you see a little move on the schuylkill this morning. in the pocono mountains, getting ready for rain. philadelphia international is 47 degrees. that mild air is around for the entire area. so this will be one of the first spots to see the rain that's

moving in later this morning. that's shawnee in the pocono mountains. the sun will be breaking through this afternoon but the wind will also be kicking in. not much right now in lancaster and reading and allentown, it's calm. look at the winds across delaware and south jersey, 22 mile-an-hour wind. that's steady at 22 miles an hour in dover. that southwesterly wind will help to warm us up. in spite of the clouds that are already moving toward our area and with these clouds will come some wet weather. right now it's raining in western pennsylvania. that's on track for us by midmorning. in fact, futurecast shows at 9:00 light rain for allentown, reading and into chester county, sweeping into philadelphia at 10:00 this morning. it will be on the move by 11:00, right along the shore, by this afternoon, it's out of here. there go the clouds, too, as we go into the afternoon hours. we'll see more and more sunshine. also a gusty wind blowing during the day today. the forecast for today is calling for temperatures to climb and umbrellas to go up as

we are on the schuylkill expressway right now, around route 202. no problems here, right behind me as you can see. these are the eastbound lanes in here. we put up an eastbound drive time from the blue route to the vine street expressway. still a 13-minute trip. average speeds dropping into the 50s but they are still okay. if you're on 95 headed through the delaware area, we have the off ramp closed on 95 southbound to exit 7b, route 52. it's scheduled to re-open at some point today. tomorrow we'll obviously keep you updated on that as well. be prepared to watch out for crew on the scene in case they get out there early. north or southbound from 295 to 495, 11-minute trip. i'll be back in the next ten with more of your drive times. the 2016 pink invitational college meet wrapped up yesterday at the pension convention center. as you see there, dozens of gymnastics teams participated in the event. all donations collected over the weekend will benefit the unite

leonardo dicaprio. >> well, leonardo dicaprio finally has his oscar. he won the academy award as best actor as his role in "the revenant." along with leo, "spotlight" took home best picture honors. best actress went to brie larson for her role in "room." and best supporting actor went to mark rilance for "bridge of spies." he beat out sylvester to lone. he was nominated for "creed."
