sam bradford is staying put in philadelphia. in the past hour the team announced they have re-signed the quarterback for two more years. the terms have not yet been disclosed. bradford led the eagles to a 7-7 record in 14 starts last year, his first season with the birds. john clark will have more on this breaking news coming up at 5:30. and more breaking news coming in. sources confirm to nbc 10 that police have made an arrest in the murder of a transgender woman in philadelphia's frankfurt neighborhood. 25-year-old maya young was found dead sunday along penn street. she had been stabbed multiple times. we are talking to police right now to learn more information about the suspect. right now at 5 we're following the latest in bill cosby's criminal case in montgomery county. an appeals court put a preliminary hearing in the case on hold. it was supposed to take place
5:03 pm
next week. the temporary stay comes as the pennsylvania superior court weighs whether or not to reject cosby's pretrial appeal. he is accused of drugging and molesting a woman in 2004. he has maintained his innocence. also tonight a play ground at the jersey shore has become the focus of a hate crime investigation. an act of vandalism appears to reference the atrocities of the holocaust. >> it's all happened as the community is embroiled in a cultural controversy. nbc 10's ted greenberg has more. >> reporter: within feet of children playing innocently, words of hate targeting jews. >> very upsetting. >> reporter: we were there when toms river police came to the playground to investigate the vandalism reading burn the jews, a day after the lakewood scoop website post add photo of the graffiti. >> this is not nazi germany.
5:04 pm
this is america. >> this is absolutely a hate crime and a bias crime. i'm hoping we're going to be able to find out who did it. >> reporter: the discovery comes following rising tensions between residents of toms river and neighboring lakewood which has a booming orthodox jewish population that is expanding into nearby towns. >> this is a community that's very diverse. >> last week toms river council barred real estate agents from door-to-door soliciting in two parts of the town near the lakewood border following numerous complaints about aggressive and harassing tactics by agents pressuring people to sell their houses. >> you can be on different sides of either a political issue or social issue and that's perfectly fine. when you attack people based on religious preferences, sexual preferences it crosses the line. >> reporter: township crews removed the panel this afternoon. earlier seth said he was glad his two children are still too
5:05 pm
young to read. >> there is no reason to write anything negative about anybody. take that up with yourself, especially in a kids play ground. >> reporter: authorities are urging people to be on the lookout for anyone suspicious here. and starting today police and park security officers are also patrolling this area more frequently. in toms river, ted greenberg, "nbc 10 news." turning to our first alert weather, the warm weather is moving out, hope you enjoyed it and the nbc 10 radar shows rain moving in. >> sheena parveen has a closer look. what a nice day today. but that rain you saw on the radar it's moving in. >> you would never guess it's about to rain, but it will later tonight. you can enjoy the rest of your evening. a live look, nice and dry, still comfortable. still near 60 degrees. we don't have the rain around yet. it's not going to be here until mainly after 10:00 tonight. but there it is, back off to the
5:06 pm
west and it will be moving in while many of you are sleeping. and hopefully gone by the morning commute. that's what a lot of models are showing. temperatures are mostly in the 50s, mid to upper 50s across the area, 55 in millville. 50 in dover, 53 in wilmington. we'll mostly stay in the 50s overnight as the rain moves through. so don't count on any of this becoming snowfall. this is 1:00 in the morning. a good portion covered in rain. mid-50s in allentown, even the poconos well above freezing. 46 by 1:00 a.m. with rain moving through. we can't rule out maybe a thunderstorm overnight tonight. but for the morning commute we'll see a lot of this clearing up. it will be getting colder for the morning so despite the nice weather today you probably want the heavy coat in the morning, temperatures much colder and it will be windy, we also have a chance for snow before the week is over it i'll show you details and timing coming up. and this just in. the second man accused in a carjacking crash that killed a mother and three children in
5:07 pm
north philadelphia will spend 50 to 100 years in prison. cornelius crawford apologized for his role in the july 2014 case. he pleaded guilty to four counts of third-degree murder and several other charges. the other suspect jonathan rosa pleaded guilty in january. >> now to our decision 2016 coverage of super tuesday. it is the biggest day so far in the race for the white house. with 12 states holding primaries or caucuses and hundreds of delegates at stake. >> nbc 10's lauren mayk with a breakdown of the front-runners and the states to watch. >> this could be a very big day for gop front-runner donald trump. he is even looking beyond super tuesday laying the groundwork in winner take all states voting two weeks from now. like ohio. trump campaigned in columbus, ohio with new jersey governor chris christie. both trump and christie slammed their primary opponent and
5:08 pm
democratic candidate hillary clinton. the two republicans say they are trying to shake up washington. >> i haven't even started at hillary yet. hillary cannot make america great. she was talking about something yesterday making america whole. whole. no, i don't want whole. i want great again. i want great again. >> we're just warming up. because we're getting ready for the biggest, the biggest washington politician of them all, hillary clinton, here we come. >> despite his event in ohio trump says he is thinking about the 12 states voting today for the republicans, so let's take a look at what we're talking about here. this is the map for the republicans. primaries alabama, arkansas, alaska, georgia, massachusetts, oklahoma, tennessee, texas, vermont and virginia, and then voters in colorado and minnesota, they will be caucusing. the same goes for the democrats. let's look at them. these, this is the map for them.
5:09 pm
again, this is a huge number of states, 12 states holding contests. the most of any tuesday hence the name super tuesday. let's stay on this democratic map and take a look at one of the states we are watching here. that would be massachusetts. massachusetts of course is right next to vermont, so that is a big reason we're watching this, that's where bernie sanders is from, he is voting this morning in burlington, vermont. it has 42 delegates, and it is also where hillary clinton has been campaigning. you see her in springfield, massachusetts here. she has been campaigning hard there as well. both recent polls show her with a slight lead in massachusetts but it's a single digit lead so we're going to keep an eye on that. let's go back to the democrats and look at this larger map here. i want to take a look particularly at these southern states. look at these. we've got texas, arkansas, alabama, georgia, tennessee, and virginia.
5:10 pm
those states i touched there, that's 571 delegates up for grabs. now, bernie sanders, he has raised more than $40 million last month. but he has not made a big play for these states right here with that huge number of delegates so that raises the question of whether tonight that could be where we see big numbers for hillary clinton. >> thank you, lauren. nbc 10 has you covered this super tuesday. coming up tonight, a full hour of "nbc nightly news" starting at 6:30. then, get all of your results and analysis during nbc's special coverage starting at 10:00. >> they want to get back in their homes but three years after hurricane sandy, people at the jersey shore say the state has let them down. >> hard to explain what it does to you but it actual ly gets to the fiber of your soul. you think you've done everything right, you work, you retired and think things are going to be all right and they are not.

all new at 5:30 the nbc 10 investigators expose the ongoing devastation for thousands of new jersey homeowners, more than three years after hurricane sandy. >> right now the state's largest recovery program has only rebuilt about one out of every three homes. >> frustrated neighbors came to the nbc 10 investigators looking for answers, so nbc 10's george spencer took their questions straight to the top. >> this is our front door. >> the red and white door at penny's little egg harbor home sits well above her head with no stairs. the backyard where her six children played remains a mud pit. >> here where we are standing we had a deck. >> reporter: the family house is still unlivable a full 40 months after hurricane sandy. >> we're still living this
5:15 pm
devastation. >> we can't live here. we cannot live in this house. >> reporter: 40 miles to the north sue's retirement dream is also still not rebuilt, neither is lori's home across the street. >> i just feel almost hopeless. >> reporter: the three women are each a face of the sandy recovery, each frustrated by the pace of that recovery, and by public claims seeming to indicate the recovery is complete, like governor chris christie explained at his last presidential debate twice. >> when the worst natural disaster in your state's history hits you, they expect you to rebuild their state which is what i've done. i'm proud to have rebuilt my state after hurricane sandy. >> reporter: so the nbc 10 investigators dug into the data for new jersey's largest recovery initiative, the reconstruction, rehabilitation, elevation, and mitigation program or rim which either reimburses homeowners or pays
5:16 pm
contractors directly for the work. we discovered that 7,774 rem grant agreemented have been signed since the storm yet nower than 2800 homes have been rebuilt. barely more than one out of every three approved projects. >> what's going on with this? >> total chaos. >> no one in this group expected to be out of their homes for this long. >> i have two binders, this is a summation. >> reporter: ryan says rem was unprepared for the contractor. the crew didn't repair her foundation and rem wasn't able to find a new contractor to do the more expensive follow-up, leave herg with township code violations in the meantime. >> you get things like this, and you sit on the couch and you cry. >> reporter: she blames her delays on inconsistency in rebuilding standards between rem, her insurance and her township.
5:17 pm
the rem program is intended to help residents rebuild even despite such complications but these homeowners say rather than speeding the process rem inefficiency and inadequate communication have often slowed it further and sometimes even added new hurdles. >> i have been working so hard to try to move forward and i continue to hit obstacles. >> reporter: after rem representatives declined our interview request we caught up with governor christie on the snowy campaign trail in new hampshire last month, but didn't get much further. >> are you satisfied with the recovery now? >> i'm never satisfied until everybody gets back in their home but going from 355,000 -- >> what about the rem program? >> the governor's office never responded to our request for a more complete interview, the state department of community affairs points to other numbers saying nearly all rem grant agreements have been signed and about 6700 of 7700 participants
5:18 pm
have received a notice to proceed with construction. that doesn't mean construction has actually begun. the agency often publicizes photos like these of rem homeowners whose rebuilding is complete. >> we missed so many things in life. >> but for many in the larger groups, still unfinished, frustration grows. >> it's hard to explain what it does to you but it actually gets to like the fiber of your soul. >> reporter: you heard governor christie cite 355,000 homes destroyed. that is closer to the total number of homes either destroyed or some how damaged by the storm. the residents we talked to are part of a group called the new jersey organizing project, state officials say they have personally met and frequently communicate with that group to address their concerns. >> you can really hear the
5:19 pm
frustration in their voices. is the state doing anything to speed things up here? >> so, denise, that's kind of been our primary question in all of this. it's what the main question we wanted answered when we went to state officials asking for an interview. here's what we know. by may 1, several of the so called housing recovery centers will be closed and consolidated into just two offices. officials say that will allow them to focus more resources specifically on the rebuilding and project completion, which they admit is really the, quote, predominant need of rem homeowners. hopefully that will adjust things in a way that gets this moving forward more quickly. >> you wonder if homeowners wonder if that's even going to happen. >> and they don't have a date at this point which obviously is the hardest part. >> george, thank you. appreciate it. let's get an update on our first alert weather from meteorologist sheena parveen. >> well, we had a beautiful last couple days but we're going to
5:20 pm
see that all change a lot after we go through tonight and into tomorrow. so tonight we have rain moving in. all of the beautiful conditions you saw today it's going to be ending for a while but they come back. then we have windy conditions setting up for tomorrow, and temperatures really start to drop through the day. then we go into tomorrow night. 20 degrees returnings over the next few mornings. not tomorrow morning though. we'll be seeing the temperatures dropping throughout the day, then bottoming out in the 20s, by thursday morning and before the week is over we'll see our next snow chance come back in with colder temperatures, and a clipper system moving in as we go mainly into friday. here's a live look outside, beautiful conditions now, but more clouds than we had earlier. 56 degrees is the temperature, the average high is actually 48 degrees. we're still very mild right now but in fact we did get up to 60 for this afternoon, same thing yesterday, look at the temperature drop, wednesday, 40, thursday 39 and below normal
5:21 pm
into the middle of the week and by the end of the week. there is the rain moving in tonight. it's back off to the west. locally we are still nice and dry. we're going to stay that way for the rest of this evening too, so if you have outdoor plans later tonight, you'll be fine. it's really not going to be until after 10:00 p.m. this is what future weather shows, rain, 10, 11:00, showing us midnight now, mostly north and west, look at the temperatures as the rain moves in. we are still going to be in the 50s, so we still have the warm air mass in place and as it moves through overnight 3:00 in the morning there you see it. still in the 50s. then the rain starts to clear out around the time of the morning commute. so now look at 7:00 a.m. look what's happening to the temperatures, very quick drop, once the rain leaves, cold air rushes in. 34 for the temperature. by 7:00 a.m. possibly in allentown. 40 philadelphia so you want the heavy coat tomorrow morning. it's going to get windy, that's going to stay the case through the afternoon too. temperatures are only going to be reaching around 40 degrees because we will see numbers drop
5:22 pm
from tonight. then early thursday morning there you see it. 20s come back on the map. so it's going to start to get cold again and there's the snow moving in just in time with the cold air. so this is late thursday into early friday. small clipper system, we could see couple inches out of this storm. mostly north and west of philadelphia, possibly the philadelphia area. it's not a major storm though it looks to be impacting the friday morning commute. so of course as we go through tonight and tomorrow, we'll have a lot more updates and timing on that. for tonight, though, rain moves in, mainly after 10:00 p.m. can't rule out a thunderstorm. temperatures will be well above freezing. then tomorrow we'll be dropping through the day, temperatures falling quickly, it's going to be gusty. about the upper 30s to around 40 degrees. big change from what we had the past couple days, thursday will be a cold day too, around 40 for the afternoon high. then we'll be watching that rain and snow moving in late thursday into friday. the weekend looks nice around 48 degrees by sunday. and we keep on warming as we go into next week.

after much speculation the eagles announced late this afternoon they have signed quarterback sam bradford to a new deal. >> joining us now with more is john clark from comcast sportsnet. john, what is the deal? >> it's friendly for the team and friendly for sam bradford. he get as two-year deal for a reported $36 million, $26 million guaranteed. sam will be the eagles starting quarterback next season but this does not mean the birds won't

draft a quarterback and groom a young qb. sam set eagle records, 346 completions and a career high 65 completion percentage and doug pederson said last week that sam earned the right to be the quarterback with the way he played the second half of the season. jordan matthews when the season ended said sam has to be the guy point blank period. sam did have a much better second half of the season. he took over as a leader and got more comfortable with the entire team. here is jenkins in the last two weeks on phillies sports talk. >> when he came back he decided to take the team, you know, by the horns, basically, and he really started to be a lot more vocal, started to break down the huddles, to speak to the team before every game and when he did that he gained the trust of his teammates and started playing better. the back half he played really well for us. i think from a player's perspective we got behind him in that back stretch.

5:34 pm
know, sustain more severe injuries, she is lucky to be alive to be that close to someone stabbing you with a knife. >> reporter: the good news is there are surveillance cameras all across the septa station, anybody who does recognize that man caught on that surveillance video is asked to call police, police say he's about 5 fot wait a light beard and he is clearly very dangerous. >> let's get an update on your first alert forecast. tracking rain you see moving in and could stick around for the morning commute. >> sheena parveen is tracking the timing for us. how does it look? >> looks like mostly while you're sleeping the rain will be here and many models show it moving out around the time of the morning commute. a lot of us should be missing it tomorrow but it's going to bring along big changes once that rain leaves we're going to see conditions get windy and also colder. so enjoy the rest of your evening because it's very mild outside now.
5:35 pm
a live look at center city, just mostly cloudy so we're starting to see those changes. more clouds moving in ahead of the rain. but we are still dry. parts of western p.a. starting to see the edge of the rain but there it is, it's a cold front and once this moves through and clears out tomorrow, we get colder and winds will be gusting near 40 miles an hour. a big difference. you want the heavier jacket with you through the afternoon. today right now we're still in the 50s, mid-50s through most of the area. we actually topped out in the mid-60s, in philadelphia. but as we go overnight we'll be staying mild. we're not going to get very cold, temperatures in the 50s by 8:30. we'll still be dry by about 10:00, then after that going into the overnight hours, rain starts to move in, starts to get gusty and temperatures stay in the 50s. i'll show you how cold it's going to drop to tomorrow and our next chance of snow before the week's over. >> now to decision 2016, super tuesday has arrived. that means the presidential

candidates are fighting it out for 12 states and hundreds of delega delegates. a live look at a polling place where many are in line in worcester, massachusetts. right now, national polling is in donald trump and hillary clinton's favor. trump has hit a new high. he's got 40% of support among registered republicans and on the democratic side hillary clinton is leading bernie sanders among registered democrats by 10 percentage points. nbc news has reporters following the candidates. >> i'm jacob rascon on the trail with donald trump. who was so confident he has moved on to states like ohio and florida, must wins for his opponents where he will also point out he is ahead in the polls. >> am andrea mitchell in miami. hillary clinton is hoping to hold a victory tonight. she is far ahead of sanders in most of the southern super tuesday states, she's hoping to

make inroads and try to win massachusetts or minnesota. >> i'm in miami, marco rubio's hometown, where he will be as his campaign looks forward to the crucial primary here on march 15. but first, super tuesday and while rubio trails donald trump in every state, his campaign hopes to pick up delegates as it labels donald trump a con artist. >> following ted cruz's campaign at his home state of texas is one cruz must win to be viable moving forward, hoping to play in arkansas and oklahoma too. cruz predicated his campaign on being strong in the south. tonight it will prove if he can be or not. >> and for more on the impact of super tuesday we are joined by jim schultz. >> there has been quite a bit of controversy around donald trump, particularly in the past few days. and a lot of mud slinging between rubio and trump, nasty insults and attacks from both of them. do you think this could affect
5:38 pm
tonight's results as it's been so recent? the polling shows it's trump's race to lose. >> there's no place for racism, sexism or bigotry in the republican party, in the country, certainly not in the white house. that's what donald trump needed to say when asked about david duke's endorsement. he didn't do that. and he's going to have to eventually answer to the american people on that in a more meaningful way than my ear piece wasn't working well. that being said he still is the man to beat in this race. and he's -- we're seeing more and more that his numbers seem to increase, it doesn't seem to have much of an impact. he's got a better message that's getting out better than ted cruz on reform, a message that is carrying the day and he has marco rubio getting down in the mud puddle and slinging it around with insults. these are all good things for donald trump because it smacks somewhat of desperation and the
5:39 pm
gop establishment. there is even mitt romney out there, he's not a candidate and he's coming after dwt a vengeance. so donald trump is the one to beat and in the short-term certainly super tuesday i don't think it's going to make much of a difference. >> why is super tuesday so important? you mentioned that donald trump is ahead and gained momentum. so what do marco rubio and ted cruz need to do to stay in this race? >> well, every state is assigned a number of delegates. today there are 595 delegates on the line. to win the republican nomination, 1237 of them are necessary by one of these candidates. it's a big day today, it's 11 states and some big states in play. for marco rubio to stay in the race he has to win virginia and come up big in places like georgia and tennessee. and for ted cruz to remain viable, he's got to win texas and win texas handedly or he might not be in the race much longer either. >> such an important day.
