commute time, temperatures right around freezing, kind of marginal so it's hard for this to stick to the road so have to be fairly heavy. most of the snow will be melting in south jersey and department with the borderline temperatures and heavy enough we could see it stick. it's going to be slippery. philadelphia area, some light snow possible for the morning drive. temperatures right around that freezing mark again. so, it is going to be fairly marginal around the philadelphia area. north and west at or below freezing but in these areas we're going to have the least amount of snow. coming up we'll take a look at the timing through the rest of the morning, and we also have some 70-degree temperatures in the forecast, we'll show you how much snow you may be able to expect that's straight ahead. >> and the snow could impact school start times in the morning, be sure to check for closing delays first thing in the morning on the nbc 10 app, you can also track the snow as it moves through your neighborhood with the first alert radar that's on your smart phone or tablet.

were co-workers commuting home after work last night. sky force 10 was over this mangled mess on route 222 last night. police tell nbc 10 the driver of the car crossed the center grass median and slammed head on into a tractor-trailer, all five people in the car died. the driver of the tractor-trailer wasn't seriously hurt. we have new information in the murder of a transgender woman in philadelphia. police announced a second arrest today. jose pena is charged with murder and conspiracy. investigators arrested tiffany floyd on the same charges earlier this week. they say the two killed 25-year-old maya young in frankford. she was found dead last month along penn street. she had been stabbed to death. with the possible strike looming new jersey transit says riders should brace for some slow riding. today transit officials announced their contingency plan in case railroad workers walk

off the job next weekend, the plan is beefed up bus ferry and rail service. that will accommodate a third of the customers who commute into new york by train every day. the pass train is expected to extend rail. the average train commute from hamilton mercer county takes 65 minutes, that would change dramatically in the event of a strike. if workers do walk off the job next weekend, the same commute from hamilton to new york would take well over two hours using a bus or pass train. >> it would take so much longer, and vid to be at school at 8:00 a.m. so i already wake up early so that wouldn't work. >> under federal law march 13 is the first day railroad workers can strike, that means we're now just over nine days from the possibility of that happening. unions have authorized the

strike if an agreement isn't reached. the first and only new jersey transit strike took place in 1983. philadelphia mayor jim kenney revealed a budget plan, in at tax on soda that would help pay for universal pre-k and other initiatives. it propose as 3 cent per ounce tax on sugary drinks. he also wants $600 million to repair and reorganize city rec centers, parks and libraries and money to pay for police body cameras and an energy efficiency campaign. the budget is now in the hands of city council which is opposed similar drink taxes twice before. denise joins us more with more on the plan how it would help the children. >> the mayor spoke about five programs but the one that got the largest response was on

education, specifically expanded pre-k. >> the first is prek. >> support for mayor kinney's budget came loudest with the mention of quality pre-k. people sitting in the balcony above council chambers held up signs in support of expanded pre-k at the cost of 2$256 million including state and federal funding. >> we could have 25,000 quality pre-k seats over the next five years. >> as he spoke about the need for early education across the board the superintendent of the philadelphia school district nodded his head. >> i thought he hit a home run in the speech. i think the priorities were consistent with what he campaigned on. clearly all of the issues that are important to me, pre-k, community schools. >> caller: ken ayee says the future starts with early learning wrapping up with a personal story visiting young students and then a prison inmate.

he is serving life sentence for the shooting death of johnny moss. his family says he was building a crib for his nephew at the time of the shooting. >> today we have to ask this district attorney to reopen the case. what we want to get out of this is freedom. >> coffee's filed appeal after appeal but the state supreme court upheld his conviction in 2013. lynn abraham was the d.a. at the time. her office said she was not available for comment. >> track star turned killer, oscar pistorius is preparing for his return to prison this afternoon. that's after south africa's highest court dismissed his laterest appeal. it clears the way for a judge to sentence pistorius next month. he killed his girlfriend in his home three years ago. his appeal claimed a court was wrong to overturn his conviction and declare him guilty of murder. he faces a minimum of 15 years

in prison. >> an uber driver accused in a deadly shooting spree in michigan will have a mental exam. that will delay the case of jason dalton until may. police say dalton shot and killed six people while driving for uber in kalamazoo last month. investigators say dalton did not know the victims. two other people were wounded, one a 14-year-old girl originally pronounced dead but doctors say she opened her eyes tuesday and recognized her parents. the other survivor is a woman who was moved from a hospital to a rehab facility this week. you may soon be able to fly direct from philadelphia international airport to cuba. frontier american jetblue and others have filed applications with the federal government for the coveted routes. frontier requested one round trip on saturdays from philly to deal between the u.s. and cuba allows for 30 daily round trip flights. >> add one more item to the list of things offered by wawa. the first compressed natural gas

fueling station opened today at the store on berkley road. compressed natural gas is popular among truck fleets. it cuts pollution and is cheaper than regular gas. today sam bradford officially signed a two-year deal to stay in philadelphia and lead the eagles as quarterback. >> amy is joining us live with more on what bradford had to say about the decision to stay in philly. got to be glad to have this done. >> exactly. at least for a couple of years. the quarterback questions can now stop. it was the hot topic as soon as the season ended even while the season was going on. sam bradford is the eagles starting quarterback, he addressed the media after signing the contract. tweeting out this picture, taking his pen to paper, signing the contract at the team training facility. he took to podium after that and left no questions about why he signed this deal to keep him here in philadelphia. >> this is where i wanted to be.

going to show you there's that. winning picture there. he suffered a season-ending injury the following year and in 2010, the st. louis rams selected bradford as the number one pick in the nfl draft. you recall he was the rams' offensive rookie of the year in 2010 but it was again sidelined by those injuries. now fast forward to last march, he was traded to the eagles in exchange for nick foles. you remember that. y started 14 games and now he will be with the birds again for two more years. jackie. >> all eyes on bradford. snow may be in the forecast tomorrow but signs of spring are blooming in store fronts. businesses decorated the windows in anticipation of the philadelphia flower show. they received the award for categories like most historic, best use of natural elements and best representation of a national park. the flower show kicks off this saturday at the pennsylvania

convention center. well, yes, we are tracking snow moving into the area. wilt mainly start overnight tonight and it is going to continue for the morning commute. now, not everyone will see a big impact from the snow, but it will be messy especially in new jersey and delaware tomorrow morning. and as the snow is fall, it's going to be more on the wet side so roads will be slippery. i'll show you the timing and totals. next week it's going to feel like spring. temperatures will be in the 70s. right now we have overcast skies in philadelphia so that's ahead of our next system. that will be bringing us snow. 38 in philadelphia, feels more like 33 degrees with a light wind out there. but as we go overnight, temperatures aren't going to get extremely cold. borderline around the freezing mark. so overnight temperatures drop to around 31 degrees by 3:00 a.m. staying that way into the early morning commute and really that's the time the snow is going to be falling.

so we'll see that snow moving in but because temperatures are borderline and also because of the sun angle now we're really not going to see it sticking very easily. now here's the weather system. there you see the snow, some rain with it too. locally we are still dry. the closest kind of approaching the washington area. still very light at this point. it wouldn't be until late tonight that we start to see the snow move in and lingering overnight into the early morning hours. here's what future weather is showing. we stay dry for the rest of the evening. so you have plans you should be fine. then we go into about 11:00 p.m. midnight into early tomorrow morning. and then here you see the snow moving in 7:00 in the morning. look at these temperatures, right around freezing. not extremely cold, so it's going to be a little hard for the snow to stick. by 8, 9:00 in the morning there you see the snow continuing for new jersey and delaware. that's going to be the biggest impact for the morning commute, new jersey and delaware. maybe even closer to the philadelphia area. but these are going to be some of our highest totals and when i

say high totals i really only mean a couple inches bauts because it's going to be a little difficult for the snow to pile up. flew the afternoon that all clears out, temperatures right around 40 degrees. so as we go into the morning hours, here is the snow accumulation across the area. less than an inch farther north and west. maybe up to an inch around the philadelphia area. then we're looking at possibly 1 to 2 for parts of south jersey, could also be the case in central delaware. so as we go through the morning keep that in mind because it will be causing i think travel delays. as far as the roads are concerned, like i mentioned the temperatures around freezing, the lighter snow should be melting but that heavier snow maybe even moderate snow could be sticking. it is going to be the slushy type of snow, so the roads are still going to be slippery, there could be school delays, not enough for cancellation though. that would mostly be in new jersey and delaware. we are watching as we go through tomorrow morning, any heavier wet areas developing, that would be causing the low visibility.

so again, that would be an issue not good timing for the morning hours of course. the light snow moves in late, slick spots overnight. 3,500 for the low, 25 degrees areas north and west. through the afternoon after the snow leaves by about lunch time for new jersey and delaware, we'll see gradual clearing through the day, temperatures right around 40 degrees. so still cold in the afternoon, we go into the weekend, mid-40s saturday, cloudy conditions action could see early showers on sunday. otherwise we're clearing, mid-40s and next week's forecast, monday and tuesday, just beautiful sunny getting warmer near 70 on tuesday, low 70s on wednesday, that could get close to a record high and we go into thursday, some showers but we are still in the mid-60s. >> can we keep that the way? moving on forward? that would be great. right. the academy award winning actor will be in our area and fans can meet him. >> when and where you can see robert deniro. plus, the tooth the surprise one

two other people were also hurt in this accident. a driver try escaping from a deputy when he took off in new mexico but he took the deputy along for the ride. watch how it started. you see the deputy asking the driver to get out of the car. the driver refused, the deputy tried to pull the driver out, and the man drives off with the deputy still in the car. the deputy was not hurt, the suspect turned himself in to police. >> wild. >> you live in florida alligators come with the territory. >> but you don't really expect one that's 9 feet long in your pool. right? >> no. >> one family near tampa did that. and they have the video to prove it. they noticed bubbles streaming to the surface at first. then they realized yeah, a 300-pound reptile had taken up residence here with big teeth. wildlife experts wrangled him out of the pool and brought him back home. >> this is what i see on the

a sunny but brisk day across the area. people had on their heavy coats earlier today. but the nbc 10 first alert weather team is tracking changes moving in. take a look. the nbc 10 first alert radar is tracking snow headed our way. some will see the first flakes falling in a few hours. you can count on nbc 10 to help you prepare now for what's coming. i wond irif it's our last snow of the season. >> we'll find out from first alert meteorologist sheena parveen. she has more on the timing of this. >> yeah, we're going to see the snow move in as early as overnight tonight. so some will be seeing that tonight and especially early tomorrow morning.

right now the snow is not here yet. what you have noticed is these overcast skies developing. we had sunshine, now the clouds have rolled in and it's ahead of the next weather system. there it is right on the doorstep. snow off to our west and southwest with rain farther south. this is the area that we are watching as we go into overnight tonight and early tomorrow morning for the morning commute. so the timing it's not very good for tomorrow morning but we don't expect a large accumulation. right now temperatures are above freezing, so the temperatures are going to be the one thing that will also be a little bit tricky for accumulation across the area. 34 now allentown, 35 in pottstown, upper 30s for philadelphia, south jersey and delaware. and as we go through tonight temperatures will be dropping but kind of marginal around the freezing point. we go overnight here is future weather. we're looking at 11:00 tonight. temperatures still above freezing, showing the snow moving in. so it's going to move in as snow. but really with the temperatures

alert radar right on your smart phone or tablet. from our delaware bureau, the family of a man shot and killed by police while he sat in his wheelchair filed a lawsuit against the wilmington police department. the entire incident was captured on cell phone video. the family says the officers didn't need to use deadly force but the department disagrees. nbc 10 reporter tim furlong has new developments. >> show me your hands. >> reporter: responding to reports after man with a gun police told jeremy paralyzed and in a wheelchair to put his hands up. the cell phone video doesn't let us understand all the details. we know how his life ended. in the days after the shooting wilmington's chief said the officers, three white and one hispanic, were justified in their actions. >> the officers perceived what was a threat and responded. >> reporter: his family and the attorneys standing around his

wheelchair announce they are suing the police department they say mcdowell wasn't armed and no athlete the officers. >> their lawsuit asserts that jeremy was not suffering mental health issues and was unlawfully shot, 16 times, by poorly trained, and unqualified police officers. >> reporter: the attorney general and the police say they are investigating the unnamed officers' actions that day. the family says it is time they get answers and their attorney says they believe race played into this shooting. >> the lawsuit asserts that the police would not have shot a similarly situated white person. >> reporter: tim furlong, "nbc 10 news." >> a nurse accused of being drunk during surgery at a hospital has resigned. police say richard stumbled into a veterans hospital before surgery last month. he admits to drinking four or five beers before assisting in the operation. he is charged with reckless endangerment and dui, he says he

it's going to move in very late tonight. and it will be here for part of the area tomorrow. so it will be a messy commute for some. not everybody, mostly look likes new jersey and delaware but it is going to be a little hard for the snow to accumulate. so i'll show you what i mean in a minute. otherwise after this week's over because it felt like winter, next week we're going to feel a lot more like spring. 70-degree temperatures coming back in the forecast. we're all above freezing, north and west in the mid-30s, 38 degree, philadelphia, mid to upper 30s south jersey and delaware. so temperatures will be one of the reasons why the snow is going to be hard tear accumulate as it moves in. right now we have snow just back off to the west and snow trying to develop right around maryland, but the bulk of the moisture that we're watching is still off to our west and southwest. that will be moving in as we go overnight tonight. so here you see it. i circled it for you. we have the snow, rain to the south, but we're really going to see the snow moving in. mainly snow for us, what's going

to happen with the roads at least are the marginal temperatures causing the snow to not stick as much as it would if we had even colder temperatures so by marginal i mean right around freezing. now the lighter snow will be melting on the roads, the heavier snow will be sticking so we'll have to watch that closely. this type of snow is going to be the slushier type, still slippery on the roads for the morning commute especially so school delays are possible in new jersey and delaware, but it's not going to last all day so i think just a delay is best doesn't look like school cancellations. we'll be the first to have it for you. nbc 10 also nbc10.com. the heavy wet snow in the warning, some spots possible in new jersey and delaware. that would be lowering visibility so of course always a concern during the morning commute hours with so many people on the roadways. here's future weather now. so with the temperatures right around freezing, kind of marginal as the snow moves in. look what happens by 11:00 p.m. and midnight snow moving in, getting closer to the philadelphia area, then look at the numbers.

at about the mid-30s to low 30s, not far below freezing though as the snow continues to move in. here's 6, 7:00 in the morning. temperatures right around freezing. kind of marginal. we'll see this snow falling. but maybe not sticking so quickly. by 10:00 in the morning. there you see it continuing in new jersey and delaware as this whole thing starts to move offshore. temperatures may be a couple degrees above freezing. with the sun angle now again it's going to be the slushier snow but still slippery on the roadways and maybe couple inches at best in parts of new jersey and delaware. clearing as we go through the rest of friday, and then we'll see conditions improving as we go into the rest of your weekend. as far as the snow forecast is concerned, less than an inch north and west of philadelphia, up to an inch around the philadelphia area. and maybe 1 to 2 inches in parts of new jersey and delaware with that last band of snow moving out. for tonight, light snow late tonight, some slik spots, it's wet slushy snow so slippery on

lot of snow, but it will be around for part of the area for the morning commute so that will be a concern with so many cars on the road and snow falling. the main areas off to the west, there is a little bit of light snow that the radar is trying to show forming over maryland. the bulk is sill pretty far away. we'll see that move in late tonight. right now temperatures are still above freezing, so the temperatures are going to be part of the reason that the snow is going to be harder to accumulate. 34 now pottstown and allentown. 38 philadelphia, still about in the mid-30s through much of south jersey and delaware. so as we go overnight tonight or at least late tonight, 11:00 p.m., there you see the snow, but now we're going to look ahead to the morning commute tomorrow. so, the system, smaller weather system is here by 8:00 in the morning, and you see the snow through south jersey and delaware. maybe light snow north and west, but the main concern for the morning commute will be new jersey and delaware because by 8:00 we will see snow falling. now it's going toe
