degrees. as we go through today we expect another record high temperature in the forecast, still in the low 80s. if you forgot, we're still technically in the winter and we're going to stay unseasonably warm. we're over 30 degrees where we should be this time of year and that is all going to stick around again today. here's what it looks like if you're going to step outside. mostly 0 degrees. milder this morning than what we had yesterday morning. you probably don't even need the light coat this morning. you're definitely not going to need it this afternoon. coming up, we'll take a look at the forecast for the rest of the day and also our next rain chance too. we could see it as early as tonight. let's get a check of the roadways with tina zachary. >> good morning. this is the vinefield expressway. unfortunately it's closed.

it's been closed since 11:00 p.m. because of construction. i'm also watching construction on one of our area bridges. i'll have details for that coming up in about ten minutes. on the schuylkill expressway, everything is running extremely well. southbound, it doesn't get much easier than that. lastly the blue route southbound between 76 and 95, it's about a 15-minute drive. lauren? >> thanks. police tell us the officers were in an unmarked car at g street and erie avenue when they were hit from behind. the impact pushed a car. we're working to get a description of that car and the conditions of the officers. we also have breaking news

in philadelphia's germantown section. you're looking live at a two-story row home. an elderly couple was inside at the time but they made it out of the home okay. coming up at 4:30, we'll hear from that couple about how theyess scaped. more breaking news in western p.a. where a mass shooting has left five people dead and three others wounded. it happened during a back jard cookout in wilkinsburg outside of pittsburgh. three man and a woman died at the scene. another died at the hospital. no one is in custody and there's no word on a possible motive. this morning philadelphia police are investigating 11 shootings or stabbings that have rocked the city over the past two days. the latest is the shooting of a teenager in a wheelchair in west oak lane.

nbc's denise nakano has more information. >> reporter: it all happened around 8:15 last night in the 27 block of limekiln pike. he was shot one time in the face, another time in the lower back. investigators recovered three shell casings three feet away from the empty wheelchair. >> why he would get shot it's a total mystery to me. why he would shoot swhoun was defensive in a wheelchair. >> reporter: the suspects were last seen dressed in hoodies running down limekiln pike. police believe a teenage shooting victim was an innocent bystander when bullets starting flying. investigators say it started as an argument between two men on green street.

one took a bull tote the head. that person is in critical condition. a 16-year-old was hit in the knee and arm and is now recovering. this shooting began when the street was filled with children. >> there were some really upset children, you know. their parents were rushing them into their friends' house so they could be -- you know, calm down, relax a little. >> this morning police are still looking for the shooter. it's 4:05, and happening today, a man accused of ambushing a philadelphia police officer and shooting him three times at point blank range is appearing in court. he hit jesse archer, he says, in the name of islam. archer is charged with attempted murder. a man has plead guilty to raping a 6-year-old boy. he told the court. he knew he was hiv infected.

police say task arranged the crime over the internet with another man who also faces charges. task could get up to 60 years in prison when he's sentenced in june. this morning families who live in a high rise are back in their home after a fire forced them to leave their building. the fire started on the sixth floor. no one was hurt. investigators are now trying to determine a cause. happening today in trenton, testimony is scheduled on two bills centered on the financial future of olympic city. a.c. mayor is expected to testify on a takeover. it would include a financial rescue package. experts say cash strapped a.c. could run out of money in the next month. in an ongoing battle in pennsylvania they filed an application in the court asks

they be ordered to pay schools all subsidies due last month. yesterday they held a news conference calling on governor tom wolf to release that money. they also wanted him to back off his demands for increases in the state income tax. >> this is a gift for my constituents loud and clear and that message is you need to "stand your ground" and you need to be certain you don't allow this guy to just go crazy in terms of taxes. >> governor wolf's press secretary tells nbc 10 governor wolf is working to pass a bill to balance the government and he hopes to work with legislature to accomplish this. funeral plans are set. trooper colin will be laid to rest. he was at the scene of afternoon accident when he was hit by a passing car. state police say that driver is

cooperating and no charges have been filed. trooper collin leaves behind his fian fiance, a baby boy, and another child on the way. there will be a life celebration and viewing for trooper collin on sunday from 2:00 p.m. to 7:00 p.m. and on monday morning. funeral mass will take place at the same location at noon. you can get details at our website on nbc.com. today officials will gather information on what they call an alarming look into roadway death. they plan to explore ways to change driver behaviors that contribute to more than 90% of crashes. they will hold two days of meetings on topics as they look for ways to make roads safer. it is going to be another

very warm day. and yesterday we hit a record high. today we hit another record high. warm air is moving in and this is going to stay in the forecast this afternoon with temperatures to be in the low 80s. that's all part of a cold front. so late tonight overnight into very early tomorrow morning some of these showers will move through. we don't expect thunderstorms, we don't expect anything too heavy. i think it will be mostly light rain move through tonight. temperatures if you're about to walk outside, very mild. 57 in allentown and this time yesterday morning we were in the 30s in allentown, so it is much milder this morning because of such a warm afternoon yesterday. 58 now, philadelphia, 26, northeast philly, at millville, we're at 62. 61 in wildwood. 16 in dover, and all these numbers will be rising very quickly as we go through the afternoon. so for the philadelphia area, by 10:00 a.m. we should already be

in the upper 60s. by noon, 73. we could have a little bit of rain lingering near the poconos. temperatures by noon around the mid-60s. along the shore, mid-70s. so it's going to be very nice today with sunshine again, but then we'll see a chance of showers very late tonight. very late today, record warmth in the forecast again. we're expecting the low 80s. that would be a record high. we'll be over 30 degrees like we were yesterday. a mix of sun and clouds and overnight as we have a better chance of rain in the forecast. coming up, we'll take a look at the rain chance and a look at the temperatures for this afternoon. that's straight ahead. >> thanks, sheena. we have some construction for you. katy zachry is keeping an eye on that for us. >> that's right. i'm keeping my eye on the burlington bristol bridge.

a police department in illinois has released a video showing the dangers of drunk driving. check this out. police say a woman crashed into a degree and continued to drive with that tree wedged into the grill of the car. this happened in january. police arrested the woman for dui. philadelphia police have identified the person they believe shot an employee at alter church's chicken restaurant. investigators are asking for your help as they look for this man, ronald graham. take look at the surveillance video and it shows the moments before police say graham shot a 19-year-old employee inside the

fast food restaurant in tioga on sunday. he got into an argument with the employee's brother who also worked there. he came back and allegedly shot the brother. the victim is in the hospital in stable condition. the city of philadelphia has found a company to provide more police body cameras after mayor jim kenney reported hi would expand the program. they have a contract with taser international. it totals $700,000. $210,000 of that will pay for hundreds of new body cameras. the rest of it will cause evidence storage, equipment and stun guns. >> this video shows a berks county deputy sheriff coming to a rescue after a robber pulled out a gun on a taxi driver in reading. this happened on monday. take a look. >> give me all your money, man. >> man. >> give me everything you got now. >> all right, all right, all

right. >> we can make this the easy way or hard way. keep your hands where i can see. >> i just started. i just started. >> give me your wallet and your phone. i need it all right now if you don't want to die, man. >> okay. >> scary stuff. now, that cop was a deputy sitting in his cruiser at the stoplight behind that taxi. he said he waited for the light to cycle twice and saw the taxi didn't move. that's when he got out to check to see if something was wrong, which it was. he arrested the 18-year-old robbery suspect who did not put up a fight. the widow of an illinois police officer who authorities say staged his own suicide to look like he was killed in the line of duty is now facing charges. according to investigators, melanie gliniewicz helped her husband siphon thousands of dollars from a youth program. he shot himself in the chefts after reporting he was chasing three suspects. philadelphia prosecutors have charged three men with

bilking the city of philadelphia out of $400,000 in the case of insurance fraud. robert otterson was a fleet supervisor for the city. he would send cars for repair to a particular body shop but that body shop was not the first in line to get the city work. the father and son ran the bodywork shot called american collision. they would jack up the prices of repairs. otterson would sign off on them and allegedly get kickbacks. senior is currently serving more than 20 years for a murder-for-hire plot that led to the shooting of his daughter's boyfriends. flint, michigan, will stop sending water bills until next month so it can sort out millions in state aid. michigan lawmakers spent 30 million dollars to pay for customers' water bills. the flint mayor means it could mean about $600 per savings in

under evacuation orders this morning because of severe flooding. more than a foot of rain has fallen so far. flooding at least 100 homes. the area expected more rain, and there are fierce that water could overflow a learnee leading to more flooding. many people say the rising water took them by surprise. >> yeah. i mean it's scary. the water was a lot higher than it is now. >> we did not expect to have as much rain as we had or any time for it to andre off. >> the flood threat extends up into texas and illinois. officials report at least three deaths. downed trees have knocked out power to thousands of people in the region. >> now, your nbc 10 first alert weather with meteorologist sheena parveen. well, another mild start to your morning except this morning we're seeing some warmer temperatures than we did yesterday morning. more record highs this afternoon. that really warm air mass is

still in place. yesterday we hit a warm high. 80-degree temperatures in the forecast for today. another very warm day, but this is really the last one we have for a while. this weekend will be getting a little bit cooler tonight. we'll see a cold front move in that will change things up a bit. right now 58 in pottstown and philadelphia. most of delaware upper 50s, low 60s. yesterday morning we were a little bit cooler than this but still mild, but this morning you might not even need the light jacket but definitely this afternoon you will not. yesterday we got to 82. that was a record high. today we're going to get to 82. another record high across the area. very warm air mass in place. normal high is 50. but then as we go into tomorrow we'll see temperatures back down in the 60s. mostly mid to upper 60s. starting off in the weekend, mid-60s. rain chances return later on tonight and as we go into

sunday. record highs, look at this. 83. we smashed those records. coatesville barely hitting the record high. areas like willington, harrisburg and others pretty high. we still have that very high pressure offshore. that's why we're still going to see the 80s today. you look to the new york and west and you see the cold front. some of that will be moving in as we go overnight tonight. so here's look at future weather. overnight we start to see the showers. they do hold off this afternoon. 82 degrees, another record high and there you see light showers moving in. now 6:00 a.m. tomorrow morning we expect rain around with temperatures in about the mid-50s. coming up we'll take a look at your seven-day and your weekend forecast. >> thanks, sheena. penndot is starting construction on a $200 million product. they'll rebuild the gerard
