courtroom. "nbc 10 news" at 5 starts right now. good evening. i'm rosemary connors. >> i'm keith jones. today that ambushed officer told the world what he saw as a gunman put a gun in his patrol car and pulled the trigger. deanna durante was inside the courtroom as officer jesse hartnett came face-to-face with the suspect. how did it go? >> reporter: the suspect is being held over for trial. prosecutors say they are not surprised by that decision, officer hartnett told the packed courtroom about how he had to duck down and take cover. he only had seconds to react. then in order to get out of the squad car he had to use his foot to open the door. those packing the court in support of officer jesse hartnett says without this video you would never know how close he came to losing his life. it made national news not just for the shooting but the officer's action, chasing down the suspect despite being badly injured. >> it is a miracle that he's still here, that he was able to

exit his patrol vehicle, you heard him say he had to open the door with his legs. >> reporter: the officer went to court surrounded by police officers, he only spoke on the witness stand telling the court he knew he was seriously injured, the man who shot him never said a word to him before or after the ambush. >> he describes that he was bent over from the waist with his head basically in his lap. he had his left arm shielding his head. >> hartnett was seen leaving the hospital two weeks after the shooting. he saw the gun and had only seconds to duck down before the shots were fired. he says after chasing edward archer he went back to his patrol car to give himself first aid. >> when he was on the gurney he assisted medical pesh nell in removing his gun belt. >> archer didn't say anything. his lawyer says it's too early to talk about taking a plea but hints archer's mental state may play into his defense. >> i wouldn't do my job if i wasn't exploring whether or not that is a viable defense and

whether or not he couldn't differentiate right from wrong at the time this happened. >> reporter: archer now is being held without bail. his attorney says that the evidence in this case makes it clear that archer was the shooter in the crime but again, you heard him say he is exploring a mental defect defense in the case. that is the latest reporting live, deanna durante, "nbc 10 news." thank you so much. look behind me. hard to believe the two people in this germantown house as it came crashing down, survived without a scratch. the collapse happened just before day light. there are questions about whether the couple should have been living there in the first place. officials say they didn't have any indication that the house was unsafe but they are also -- there weren't permits to make it available for rent. they thought it was vacant. >> there were things that indicated that it was vacant, it was completely boarded up, back

taxes are owed on the property. those are usual indications of a house that is vacant. >> the couple who lives there said they took over the home after a relative died. the red cross is helping them and the seven people who lived next door. investigators are still looking into what caused this collapse. new at 5:00, police in south versy are looking for a well-dressed purse snatcher. investigators tell us the suspect wears a shirt and tie and sets his sights on businesses where unsuspecting employees may leave their purses unattended. it's been happening all month at businesses along the route 73 corridor. >> he was dressing nicely, that nobody would have questioned him if he came in. >> employees who work in the green tree center office building like joanna are on alert for a suspected thief. 56-year-old kevin reed of camden seen here. according to police he wears a long leather quote a dress shirt

and tie to blend in while targeting businesses along route 73 in evesham township. earlier this month at the office building he allegedly managed to swipe a woman's wallet right from her unattended purse. >> she started receiving phone calls that there was possible fraudulent purchases. >> this shows reed at a wawa where police say he used that stolen credit card. while the employees at oak mortgage have not been hit they can understand why a neighboring business fell victim. >> we have someone at our front desk, we have a receptionist there so they are able to stop the flow of traffic sometimes but if she walks away for a moment and there is somebody walking through the office, people in here might think it's a customer. >> reporter: reed makes his move in the early morning when everyone is settling in to work. in fact, police tell us that management spotted him back at this office building just this morning. >> we are confident he was casing the business again to steal another woman's property. >> reporter: the goal is to

spread the word. >> getting this business out to all of the businesses when you see this gentleman, give us a call. he doesn't belong in the businesses, he is in there targeting victims. >> we told everybody to keep their valuables secure in their desk locked up at all times. you never know. if we're all in a meeting and the conference room and there is nobody manning the front desk, it could happen. >> police have only identified one victim they anticipate more will come forward as the suspect has been spotted a number of times a it that office complex. police recommend anybody who thinks they may be affected to check their credit card statements for fraudulent activity. now to you're first alert weather. no jackets required today. nbc 10 along state road in trenton, where it was all short sleeves and smiles all the time. look at that. >> this is the kind of weather that makes me want to get out and exercise, lose some of those winter layers. here is a live look. you can bet there were runners hitting the pavement.

>> doug kammerer is tracking this warmth and the chance for rain. >> that's right.?ç he is out on the patio of the nbc 10 studios in bala cynwyd. dry now. >> dry now and you know, looking to the south we have blue skies. look to the north, that's the cloud cover we've got moving in. that's the cold front. that cold front will make its way across our region, as it does, say good-bye to the heat. that's right. temperatures are going to get cooler the next couple days. outside now, this is what we've seen all day. record high temperatures across the region. that record high in philly, 82 degrees. beating the old record of 76, atlantic city at 81, beating that too. and down toward trenton at 81 degrees. another mild day. the next couple days mild but we're dealing with changes so good-bye record heat, showers moving in along with the cold front. we'll talk about that with the need for the umbrella. then a much cooler weekend. i do mean much cooler. temperatures dropping some 15 to 20 degrees. it's still above average but you

may need the jacket. >> looking forward to that. thanks. >> new at 5:00, a man wanted for a home invasion in south philadelphia is in custody now. police were serving a warrant at a home at 40th street and girard avenue. the man took off, police had to call the s.w.a.t. team and the fbi, they found the man in an abandoned building. no one was hurt. four more philadelphia schools are being included in a new district turn around model. >> the idea is turn around schools with chronically low academic performance. philadelphia's school superintendent william hite announced there are 15 schools in the program. it's to accelerate progress through new investments and strategies. part of the plan, moving teachers around. teachers will have to reapply for their positions, half sent to other schools. >> it's a lot of smoke and mirrors. there is no literal plan to improve the education of our

students. the only part of the plan that we know of is get rid of the staff. it's -- there is something going on other than our students' interest here. >> teachers and administrators at 11 philadelphia schools have already gone through the reapplication process. >> one of the new investments that hite talked about is adding nurses and counselors back into the schools. right now there are several schools operating without a full time school nurse. instead nurses are assigned to schools and make rounds throughout the day. other schools don't have a nurse on staff at all. hite said introducing nurses and counselors back in is contingent upon state budget money allocated in the district. philadelphia's council president wants to ban city contracts with companies that hide overseas to avoid taxes. proposed banning a practice called tax inversion. it's a strategy used by u.s. companies that merge with companies in a foreign country.

it allows a special tax law. clark calls the scheme unpatriotic and a way for wealthy corporate interests to manipulate the system. now to our decision 2016 coverage. tonight we're learning of an arrest after an assault at a donald trump campaign rally. take a look. a 78-year-old man is facing charges after police say he assault add protester who interrupted donald trump's speech at a campaign rally in fayetteville, north carolina. authorities were escorting the protester out when they say john franklin mcgraw hit the man in the face and in the head. officers then tackled the protester, the sheriff says he is investigating the incident. tonight trump and the rest of the republican presidential hopefuls will take the stage in miami for their 12th debate. the republican party chairman says he wants this one to be more of a g-rated event.

it is a stunning sight. a philadelphia fire department ladder truck jackknifing, crashing into cars while it's on the way to an emergency call. this happened last november but the nbc 10 investigators learned business owners and residents haven't forgotten. mitch blacher went searching to find out what happened after this accident. >> reporter: when we visited baltimore avenue from fixing hair to bringing in the latest shipment, it seems like a normal business day. but there's a new normal here. >> i'm on enevery time i hear a

fire truck. >> reporter: last november 29 philadelphia fire department truck became its own emergency smashing into cars and ultimately blocking the road. that morning jamal henderson was playing video games. >> i thought they were coming through my wall. >> reporter: the ladder truck sent one of the cars crashing into a business. >> they cleaned up the vehicles but everything else was pretty much our responsibility. >> reporter: her salon had minimal damage but a lot of debris was left behind. >> as the months have gone by the business owners say there is little progress in repairing the damage. like this light pole. they say there has been less news who is held responsible. >> that's a question because we pay taxes. >> reporter: the investigators started asking questions what happened after the wreck. we started with philadelphia police to get an official cause of the accident. in an e-mail we're told the

cause of the crash was a combination of a curve in the road, trolley tracks, wet conditions and speed too high to compensate for the factors. the police also say there were no traffic violations issued to the fire operator, because they were operating in emergency mode. >> i don't think it's right. i mean if that would have been a civilian car, somebody would have been getting a ticket. >> what does this rank as far as an accident since you've been fire commissioner? >> one of the worst. >> reporter: the commissioner says four firefighters were injured in the crash, one is still off the job recovering. he also says there was accountability, one firefighter has been disciplined, sawyer will not stay how. the commissioner did tell us the driver was speeding. >> i think a lot of people will believe that whenever you operate an emergency vehicle that you can go as fast as you want. but we still have laws we have to follow. >> reporter: ladder 13 is still off the street. it would cost between 500,000 to

$1 million for a new truck. >> you look at the damage to the truck and you talk about the cost of repair versus what the truck is worth currently, they have to make a decision whether or not they want to repair it. >> reporter: to repair or not wasn't an option for harding, licenses and inspections was out the day of the wreck and cited him for the damage the fire truck caused. his insurance paid $15,000 to fix his building. >> lives could have been lost. >> mitch block e "nbc 10 news." >> in 2015 the philadelphia fire department responded to more than 300,000 calls. 307,000. over 300 vehicle accidents ranging from minor side view mirror damage to the crash you saw in baltimore avenue. this afternoon philadelphia police told us ladder 13's speed could not be determined. the city received four claims.

one is settled, one pending and two open. >> the nonprofit founded by convicted child molester jerry sandusky is going out of business. a judge approved a request from the ceo to shut down. david testified that since sandusky's conviction funding for the nonprofit has completely dried up. in five years since then the foundation has eaten through nearly $8 million in assets, funds will be transferred to an escrow account in the attorney general's office. >> prosecutors say a back yard cookout that turned into a mass shooting near pittsburgh was a planned calculated attack. we've learned that police are now investigating six homicides, because one of the victims was eight months pregnant. police are looking for two gunmen who opened fire at the house in wilkins burg. neighbors told police a woman was hosting the cookout at her

hoym when this happened. according to prosecutors one of the shooters used handgun to steer the victims toward the house's porch when a second gunman picked off the victims shooting them in the head with an ak-47 style rifle. >> the shooters out here taking these innocent lives, you just didn't take innocent lives, you made children lose their parents. >> three of the victims were siblings, two other people were critically hurt. police are still looking for a motive. a state of emergency is in effect in louisiana, flooding is forced thousands of people from their homes. another round of heavy rain hit the state. three people are dead. the rain has been pouring for two days. it's not expected to stop until the weekend. there are new concerns that rising flood water it is will breach another levee. look at that video. here at home, dealing with rain as well. not as bad zplcht no. we've got some showers and the same system is trying to move

our way. it drys out. but it wilt cool things down. may need the umbrella little bit this weekend. you would love the 80s to stick around for the weekend. i know that. but that's not going to be the case. we'll be back in the 60s as we move on through. current temperature out there at the airport coming in at 77 degrees. we're looking at humidity of 39%, winds out of the south-southwest at 14 and as long as we have winds out of the south we're going to stay on the warm side. but the winds overnight they are going to be shifting a bit. look at mount pocono. only 63 right now. a lot warmer yesterday because of the clouds toward that region, allen toup some clouds at 75, 76 wilmington dover coming in at 75 degrees. we do have the clouds to the north. we're going to continue to watch these sag down. and the shower activity will sag down too. the showers trying to move in. that system will move on through our region. the heaviest rain is down toward

louisiana, and toward mississippi. they could pick up 3 to 6 inches as we move through the overnight hours especially toward mississippi, the heaviest rain back to the west, that making its way but drying out as i mentioned so it's not going to be a big case for us. hour by hour now. showers mostly through southeast pennsylvania. allentown, maybe toward bucks county, montgomery county, back toward the west, lancaster county, philadelphia dry through midnight. if you're heading out on thursday night, it's going to be on the dry side. by around 3, 4 in the morning here comes the front. you can see heavier showers that will be developing around middle town around newark, philly, chester, down to the south and parts of south jersey. that system continues to move through and by 8:00 we're dealing with clouds but notice the sun coming out just to the north and by tomorrow afternoon everybody's in the sunshine. so we're still talking a pretty good day on friday. even though we've got the cold front that will move through. mostly cloudy, showers,

temperatures 57 degrees in the city, 53 to the north and west, sunrise tomorrow morning at 6:18. we'll see clouds. tomorrow afternoon, though, the clouds get out of here, we go partly cloudy to mostly sunny, not as warm but still 15 degrees above average. the high tomorrow 63 to 67. winds out of the -- should be northwest at 10 to 15. that's why we're going to be cooler. what to wear tomorrow. it was short sleeves, today it was you didn't need much as far as the jackets are concerned. tomorrow bring that jacket. you need the sunglasses, as we are talking about that sunshine. about it it is going to be cool at least the next few days. 64 degrees, cool, not bad saturday. 66 and light showers sunday, and then showers likely on monday. a high of only 59 degrees, back in a few minutes with the rest of that seven-day forecast. >> may not be the 80s but we'll take the 60s. thanks. atlantic city's financial future is full of uncertainty. residents bus up to trenton to try to keep the state from taking over the town. why they are desperate for help

>> right now at 5:30 a delaware county police officer is charged with using his power to coerce women in his custody into performing sex acts. >> roosevelt turner a 7-year veteran of the department charged with indecent assault and exposure. authorities say they know of three victims but believe there are more and asking if there are other victims to come forward. randy joins us live. one of these surfaced seven months ago but the officer was just suspended yesterday. >> reporter: this was a long investigation, it took 7 or 8 months to suspend him. we asked the chester police commissioner why it took so long. he said at the time these were just allegations but now they do have enough evidence to charge him and suspend him. his name is officer roosevelt turner, he is accused of sexually assaulting three female

inmates in a holding cell at headquarters, prosecutors say he asked one victim for nude pictures while exposing himself, and putting on a condom. court records show that he asked two other women to pull down their pants asking to see their private areas, at one point he is accused of touching the woman's thigh, after these alleged assaults he even reached out to one of the victims on facebook. he victimized these individuals, manipulated them, he humiliated them and later we were able to document through social media he indicated to this victim thank you for an enjoyable time. >> reporter: now, there is concern that there may be other victims out there. officer turner often filled in processing inmates but also worked street patrol. the d. saxt asking any other victims to come forward. the officer remains suspended but has posted bail.

>> thanks for that. bensalem police are after a philadelphia man whom they say convince add girl to meet him at a bucks county mall and sexually assaulted her. calvin bridges is charged with sexual assault and other offenses. investigators say he met the 14-year-old victim at the mall last month. they kept in touch through social media. >> i didn't know she was 14. >> the alleged assault happened last sunday after bridges arranged to meet the girl. authorities say the girl went with bridges to a wooded area where he sexually assaulted her. by the bus load. atlantic city's mayor and residents brought their voices to the state house today. they testified before a senate budget committee that a financial rescue plan should not strip the shore resort of its local governing power. the state offered two bills, one that would prevent casinos from

sinking into further debt by winning tax appeals, the other is a take over that the mayor and residents say violates their civil rights. >> we are not going to give a government more money just to spend it. >> we're at war against this legislation to take away our sovereignty and right to vote. >> that activist steve young was arrested and charged with violent trespass after troopers escorted him from the hearing. law enforceme lawmakers could vote next week. >> a philadelphia man and his son accused of killing the man's homebound brother through a drug overdose to collect death benefits. the district attorney announced the charges against edward and eddy kirby after a grand jury investigation. they allegedly gave george kirby a bottle of 50 pills that led to his death. the father and son then spent $1500 a month on insurance

overnight but it's going to come during the overnight so that's at least some good news if you are out today and tonight. i think you'll be on the dry side until after the midnight hour. in the 70s and 80s. 81 in philly, 80 down toward wilmington, 79 toward the millville area. this was -- we have never been this warm this early. the earliest we had two straight 80-degree days in philadelphia history. there is another record for you. we're all part of history lately of it cooler but nice tomorrow. starting off around 57 degrees. notice the wind, this is now out of the northwest, that norther by component will keep things cooler by 10:00 we're around 59. today we're around 69. by around noon tomorrow, we're 62 rather than 72. so yes, it will be chilly. well, cooler, but not quite chilly. got it. >> thanks for that. looking forward to it. we're learning this afternoon that nancy reagan's two children will eulogize their mother.

the public is welcome to a viewing today for the former first lady at the ronald reagan presidential library in california. she died sunday at the age of 94 and will be buried next to her husband on a hillside tomb in simi valley. tom brokaw will give remarks during the private funeral tomorrow and michelle obama is expected to attend. nbc 10 will have live coverage of nancy reagan's funeral tomorrow, it's expected to begin about 2:00 in the afternoon. it will be followed by "nbc 10 news" at 4:00. today president obama welcomes canadian prime minister to the white house. the 44-year-old promised more open u.s./canada border. he took a question at the news conference about the presidential campaign. but the prime minister passed at the chance to criticize republican candidates instead he says he has tremendous confidence in the american people. president obama weighed in on the 2016 campaign, during a

quickly and then move out just as quick. 9:00 tonight, on the dry side. but you can see the clouds starting to move down our way. by midnight tonight, if you are out and about i think philly you're okay. trenton some shower activity. maybe allentown, back to reading you may see showers there. but as we start to move down, we will see some showers and they could be a little on the moderate side. but most of us sleeping around 4 or 5:00 if you're up early you may need the umbrella when you step out. by 8:00 this is out of here. even down to the southern portion of delaware, the jersey shore, all dry and by 1 in the afternoon we are seeing nothing but sunshine again. another great day on friday but with that comes cooler temperatures. commuter forecast, 57 with clouds. more sunshine by 9, a temperature around 60, then only getting up in the mid-60s tomorrow. that's still well above average for this time of yearment we'll see sunshine so your friday will be pretty nice. if this was the forecast, we had
