>> announcer: nbc 10 breaking news. >> and that breaking news, crews are on the scene of a partial building collapse in old city, philadelphia. sky force 10 was over the scene nep) fifth and ray streets, just after 9:00 this morning. you can see debris even landed on a school bus and here's a live look right now at the scene, as investigators are now trying to determine what caused the building to partially crumble. nbc 10's monique braxton arrived on the scene just a short time after the collapse happened. she's been gathering details for us. monique, what do we know? >> bob, we have some good news to tell you, tas, no one was injured when the concrete and debris rained down here on fif and arch. police say just after 9:00, they

were called here to a building of concrete fell, hitting the light post and tree, bending both down on to a school bus that has since been removed. go, we spoke with the moved. driver of the bus, who says he feels lucky. he told us he had dropped off students from verne field "tq&ementary in the school district at the national constitution center. while sitting in traffic, the concrete started falling. >> four or five, six windows were busted in, frames were sticking inside. glass all over the seats, and stones -- i had stones flying across the steering wheel, while i was getting out of the way. >> reporter: now, the driver also told us another bus is heading here from harleysville to pick up those students. in the meantime, i've been talking to investigators here on the scene for the past hour and so. cedar mill services is handling the demolition. several agencies are investigating. they will be speaking with them,

and inspections, office of nses emergency management, and just to your right here, you can see the two men in the white hats from osha have arrived here on the scene to continue the investigation. so no doubt, a city, state, and federal investigation is underway. live for now in old city, monique braxton, nbc 10 news. >> monique, thank you. let's check the roads in that area. nbc 10 first alert traffic report, jessica bollington is hi, jessica. the good news is, it's not on any of our major roadways right now, it's not majorly affecting any of those right now ray street and fifth street is where this has occurred. so they do have a heavy police and fire department activity presence there on the scene, with some roads blocked off. as you can see from monique's report. so, your best bet, luckily, is just to go around the block. there may be some other closures that stretch a little longer than right around that area. just to be safe, and to keep people out of the way of harm.

so, you can just follow the block around. it is in old city. not a heavily trafficked area at this time. here's 95, right around gerard avenue. we do see some delays here, still headed southbound. that's because of a roaming maintenance vehicle over on the southbound side. we're still in a slow speed here, 27 minutes, and average speeds in the 30s. southbound from wood haven road into the vine street expressway. the schuylkill expressway also has some work crews headed eastbound into the center city area. so you can still see, we're at 25 minutes hea"ed towards the vine street expressway. a lot of traffic headed into the city today. also on city avenue southbound before conshohocken state road, a lot of backups there because the right lane is closed with that construction. vai? >> %essica, thank you. to more breaking news now, sky force 10 was over a house fire within the past hou). this is near 53rd and ray streets in west philadelphia. flames can be seen there shooting out of this row home. both of those windows engulfed. no reports of any injuries so far. and new this morning, check out this cell phone video and

photos of a crash this morning in salem county. a pickup truck slammed into a home and set that house on fire. a man and his wife were sleeping inside the home on north hook road in pennsville when the crash happened at about 10:30 this morning. cydney long is live at the scene for us. was that driver impaired? >> reporter: police tell me he was given a field sobriety test, but passed it with no signs of intoxication. this after initially telling police that he wasn't even that landed right here in the living room of this home, owned !y hank and kathy walters here in pennsville. and let's get right to our video. a neighbor gave us this cell phone video of the flames. you can see them shooting through the roof of the home, and this is police dash cam. take a look. footage from the dash cam, as c authorities rushed to the corner of north hook road and dunlap here in pennsville. the flames broke out almost immediately, and police say the

driver got out and grabbed a garden hose to try to put the the chief says, that only made things worse. police chief a.j. cummings says the drr+er somehow struck a gas line during the crash. thankfully, the homeowner is a local firefighter here. still, he and his wife were this morning. still shaken up, his wife just spoke to us a few minutes ago. >> it was total shock when i woke up. i waj just disoriented. i saw the flames. i didn't know what was happening. my husband just guided me through it because he's a fireman and he's really good in these situations. he knew exactly what to do and he guided me through it. >> reporter: you can see here, vai, this home ij destroyed. the homeowners are being allowed back in to gather some belongings, as we speak. a second car was involved in this crash this morning, and we're told both females inside were not injured, but as for that driver who was in the truck that landed in the living room here, police are questioning him as we speak. we don't have his name or age yet, but we are told that he is

facing numerous charges. we're live in pennsville, i'm cydney long, nbc 10 news. >> thank you. meanwhile, three people are dead following a head-on car crash in monroe county. it happened on route 115 never effort and chestnutville township. suv around 1:30 this morning.an two other people were also hurt. they were taken to the hospital. state police are investigating this crash. and several people were forced out of their homes because of a house fire in (ps"en this morning. this is near the corner of north 24th and high street. surrounding homes were evacuated. no one was hurt. and a ma' driving down the road in the holmesburg section was shot in the head. police have a 17-year-old in custody for this crime. the victim's condition is listed in critical condition. >> announcer: now your nbc 10 first alert weather.

it's overcast and the winds should pick up later on this aftq)noon, with some afternoon showers, as we take a live look right now at the ben franklin bridge, spanning over the delaware. nbc 10 first alert meteorologist sheena parveen is here with our forecast. hi, sheena. >> hi, vai. very nice day after the dense morning fog. some areas this morning, especially northern delaware, could still be seeing the fog, most of the area, looking across skies, but hazy. so some areas are seeing kind of overcast skies. just off to our west, through works county into the lehigh valley, some very light showers or even drizzle trying to move in there. otherwise, we are fairly quiet through the rest of the area. later on today, though, we have another chance of some showers, maybe a couple of thunderstorms this afternoon. and that will mostly be once temperatures get into the 60s. right now, we're in the low 50s in philadelphia. 54 in pottstown. 49 in allentown. 57, already, though, in 54, atlantic city. so as we go through your day,

your st. patrick's day, if you have plans this afternoon. by noon, around 63 degrees, it will be getting warmer, but also breezy. by 3:00 p.m. today, mid-60s chance of a shower or thunderstorm. and by 6:00 this evening, 63 degrees, chance of showers or some thunderstorms around, too. and then we get colder, tomorrow, and into the weekend, and we are still tracking the potential for snowfall, as we@tz into sunday. we'll take a look at that forecast, coming up. >> all right, sheena. see you then. medical marijuana is one step closer to becoming legal in pennsylvania. yesterday, the house passed a measure that would allow some patients to take marijuana in pill form, oil, or liquid. patients would not be p!le to smoke it. the bill now goes to the senate, which passed a similar measure last year. and governor tom wolf has urged lawmakers to legalize medical marijuana. it is already legal in new jersey and the state of delaware. right now, the philadelphrp school district is looking to hire hundreds of teachers for next year. about this change for the s us

district, which has laid off quite a few teachers and school workers in recent years. >> reporter: well, the district has borrowed money from the state, but the financial situation has improved a little bit on account of that $2 per-pack cigarette tax that went into effect a little over a year ago. the school district said last night it wants to hire some 800 teachers for the next school year, along with nearly 60 school nurses and 50 counselors. hundreds of district employees have bqq' laid off within the last few years because of budget cuták particularly counselors and nurses. of course, we're intending to ask questions of the school district, about how they're planning to fund all of this, but for now, consider mayor kenny's (roposed soda tax, which could boost05jz income by about $400 million over the next that is the projection. that, however, is not yet in place, and there's no telling if it will ever happen. a press release says the district plans to fully staff all schools by the end of june for the upcoming year. but there's not much time to

apply. the deadline for that is next friday and there will be an information session here at school district headquarters next tuesday, if you are interested. in spring garden, i'm matt delucia, nbc 10 news. meanwhile, in about an hour, the field of 64 tips off in the ncaa tournament and three philadelphia teams are hoping to brackets. we stopped by villanova's campus yesterday, as fans gave the wildcats a sendoff before they head to brooklyn. it was a similar scene for the temple owls, as they also hopped on a broo)sv'-bound bus. nova and temple could meet up in t$e second round of the tournament if they both win tomorrow. villanova kicks off tomorrow at 10:30. temple follows at 3:10. and st. joe's has a longer trip ahead of them. yesterday, fans came out as the hawks left for spokane, washington. they're taking on the cincinnati bear katz in the west bracket. st. joe's is the late game tomorrow. tip-off at 10:00 at night. and of course, you can count on nbc 10 to bring you highlights

today, president obama's ourt nominee, merrick bama's garland, heads to capitol hill to begin meeting with democratic senators there. most senate republicans, however, are refusing to meet with garland. yesterday, president obama named the federal appeals court judge to replace the late antonin scalia on the supreme court. garland is considered a moderate and he's a former prosecutor. he talked about what his nomination means to him. >> fidelity to the constitution and the law has been the corneráujájt my professional life. and it is the hallmark of the kind of judge i have tried to be. >> nearly two decades ago, the

senate confirmed garland's appointment to the federal appeals court by a 76-23 margin with 32 republican votes. but now majority leader mitch mcconnell says the senate will not consider his nomination. and there's new information this morning in the hillary clinton e-mail scandal. according to the associated press, clinton asked the national security agency for a secured government-issued cell phone when she became secretary of state in 2009. but newly released e-mails show the nsa denied that request. a month later, she reportedly began using private e-mail accounts accessed through her blackberry. clinton maintains that she never sent or received anything that was marked "classified" at the time. in decision 2016, hillary clinton continues to move closer to clinching the democratic nomination for president. she's onlv 777 delegates shy of locking up a majority of delegates, but bernie sanders is not letting up. the vermont senator says a

career in music. in a statement, his family says he died unexpectedly of a heart attack in daytona beach, florida, where he was set to give a concert. sinatra jr. was 72 years old. f)ank sr. died of a heart attack in 1998 when he was 82. well, after the dense fog this morning, we're seeing conditions shape up really nicely. looking across philadelphia, clear skies, some haze off in the distance. so some of us are seeing kind of overcast skies. st. patrick's day, though, today, we'll have some showers in the afternoon, maybe some thunderstorms, too, we'll be tracking that for you. otherwise, this weekend, big changes. colder temperatures, tomorrow, you'll notice, it will be colder than today, and even into the weekend. and then we have that storm system approaching by sunday. õso we have a chance of snow an some of that could be accumulating snow, late sunday. philadelphia right now, mostly cloudy. 51 degrees, but the visibility is looking much better than it did earlier this morning.

and most areas are seeing that. pottstown, overcast skies right now, 54 degrees, wilmington, mostly cloudy, 50 degrees. big difference now than what we had earlier this morning in wilmington. we had zero-mile visibility through most of the morning in northern delaware and points @c north and west of philadelphia. but now big improvements. atlantic city, right now, sunny, 54 degrees. and we'll be reaching the 60s this afternoon. so here's future weather. temperatures into the 60s. then we'll see those late-afternoon and evening showers move through. some of qáq could be thunderstorms, but otherwise, we clear out overnight, a'd we start tomorrow dry. another round of showers tomjjp#ternoon, but highs will only be in the 50s. now, that cold air, that's going to stick around going into the our winds are going to switch in from the north. so saturday and sunday morning, we'll be in the 30s and 20s. now watch what happens going into sunday afternoon. we could see the approach of some rain and snow, area of low pressure gets closer to us. and then as we go into sunday night and early monday morning, we'll see the storm system getting even closer. so, that's going to give us a better chance of potentially

"the sound of music," you know the songs. you know "doe, ray, mi," these songs that are part of the õamerican lexicon, almost. the story itself has children. stories of hope, of courage, of love. it kind of touches upon everything that we really hold dear to us. >> and there's a little bit of a twist to this classic show. tell us about what twist yu guys have added to it. >> everybody knows the movie version. and the movie version and the original stage version, there are some differences. in the stage version, the political undertones of the time period are more present. so this is right before the nazi invasion of austria in 1938. there's a real tension and a real kind of energy under the whole piece that the movie leaves out for other reasons. and i think that's what the added dimension that our directors underlined, actually, in this production, is the energy and the tension, not knowing what's going to happen next. >> i was reading a little bit about you, and i was curious to ask you about this. uru)u$ the traveling

"t#ifth and ray streets, just after 9:00 this morning. nbc 10's monique braxton arrived on the scene shortly after that collapse happened and she joins us now with another update.

monique? the bus that some of that debris fell on has since been removed, but this is still a very active investigation here. no students were on the bus when debris rained down at race and fifth. no one was injured. police tell us, just after 9:00, a large piece of concrete fell hitting the light posts that you see here, and a tree, bending both down on a school bus. and just moments ago, we spoke with a driver who says he feels lucky his students from bernfield elementary in the solderden school district were safe inside the national constitution center. >> basically, i just dropped the school trip off at the constitution center and pulled up here, we were headed out to the buses today. traffic was backed up at a red light and i hep)d a rumbling and saw the dust and that was it. the rest was scrambling. >> reporter: several national and local investigators, ço cf1o of emergency management from r

philadelphia are here talking to the demolition company, cedar mill services. licenses and inspections is also here. and we talked to the spokesperson a short time ago and he says, netting was up. t$at's an extra safety precaution, but the fencing was also up, meeting the new regulations that had been put in place since the deadly market street collapse. so the plan right now is to lift this huge piece of concrete off the street, clear the debris, so that race street can reopen to traffic. live for now in old city, monique braxton, nbc 10 news. >> monique, thank you. and new this morning, this cell phone video shows a crash that led to a fire in salem county. a viewer alsz gave us these photos from right after a pickup truck slammed into the home. this all happened around 4:30 this morning on north hook road in pennsville. nbc 10's south jersey bureau reporter cydney long is live for us at the scene to give us a look at the house now and an update on the situation.

cydney, what can you tell us? >> i can tell you a lot of activity out here right now, and this family's home, hank walters, a local firefighter, their home is destroyed. you can see restoration crews on site right now as the family awaits insurance adjustors. they have lived here 50 years and awoke this morning to a pickup truck in their living room. take a look, this is dash cam video from a pennsville police s police and fire ville police rushed to this scene here at dunlap in pennsville. neighbors, meanwhile, grabbed their cell phones as the home almost immedipáely caught fire. you can see flames shooting through the roof. that's because investigators say the driver of the pickup struck a gas line in the front yard. the home's owners woke up to what sounded like an explosion. and the police chiq# says there were two cars initially involved in this crash. he explains how it happened. >> apparently, the second vehicle, which is the truck that drove into the residence here, life made an attempt to pass the

vehicle, lost control, came through this yard behind us, over the curb, and into the front (orch of the house. >> my husband woke me and he saved my life. we heard an explosion out front, a car ran into our house. and the house caught on fire instantly. >> reporter: and she says t$ey barely made it out, but they were able the to escape safely with their pets. vai, we're told the driver is a 31-year-old man who passed a dui test here after the crash. he is being interviewed right now by police right now and he is facing a number of charges to include reckless driving. two females, meantime, who were in that second car that crashed a little farther down here on the street, we're told they were not injured. live in pennsville, i'm cydney long, nbc 10 news. >> announcer: now your nbc 10 first alert weather. take a look at this. people had to walk through fog to get to work this morning. nbc 10 delaware bureau reporter

from downtown wilmington. and you can see just how thick that fog was, just a few hours ago. and you can look behind me. it's pretty clear in center city, but let's check in with nbc 10 first alert meteorologist, sheena parveen, who has the forecast. sheena? >> hey, vai. "táhis morning. a lot of the fog really clearing out. some clouds left over from part of the area, but temperatures are in the low to mid-50s. 56 in northeast philly. 57, millville and wildwood. 49 in allentown, and that's one spot where we actually have a little bit of light rain moving in. more showers in the forecast this afternoon. can't rule out some thunderstorms. but here's a look in the lehigh valley. we have some light to moderate rainfall moving near 476, so that will be crossing over here and parts of lehigh county, so allentown will be seeing the light rain here soon. also headed towards cutstown, and in the poconos, light to moderate rainfall. as we go through the day today, for your st. patrick's day, a mix of sun and clouds by 2:30 this afternoon, a little breezy. and we pretty much top out in

the mid-60s for most of the area. and later on this afternoon, and into the evening, we do have a chance for showers, maybe have been some thunderstorms in the we'll be tracking that for you. but cooler air moves in friday. colder as we go into the weekend. and we are still tracking that storm system that could be bringing us some accumulating snow. we'll take a look at thaá, coming up. >> all right. we'll see you then, sheena. just within the last few hours, secretary of state john kerry announced his findings about the actions of isis. kerry has detq)mined the islamic state is committing genocide against christians and other minorities in iraq and syria. congress has put pressure on the state department to agree on the label by today. kerry said an independent investigation is necessary into the alleged crimes and those facts must be taken to a court >> the united states will strongly support efforts to collect, document, preserve, and analyze the events of atrocities

and do all we can to make sure the perpetrators are held accountable. >> this is the second time an u.s. executive branch has used the term "genocide" during an ongoing conflict. during the conflict in sudan's darfur region. an airline passenger's ecigarette caught fire delaying a delta airline flight from taking off. the device caught fire inside a passenger's bag. another passenger took this picture of the fire department safely extinguish iiing the fiz with no damage to the aircraft. the flight took off about 20 minutes late. in hawaii, a university researcher is recovering from injuries after an explosion in the blast happened last night in the basement of a building on the university of hawaii at my noah campus on the island of oahu. the woman is being treated for burns on her arms and her face. an investigpáion is underway, but officials believe a compressed gas canister may have exploded. a professional baseball

playq) is walking away from the game and a big contract. and it appears it's all because he wants to put family first. chicago white sox first baseman adam laroche announced his plans to retire earlier this week after the team's president asked laroche to not bring his 14-year-old son, drake, into the clubhouse on an everyday basis. something the first baseman had reportedly done last season. williams says there was a concern that allowing kids to be aá the clubhouse every day could become, quote, something that can get out of hand. laroche was set to earn $13 million this season. the team won't have to pay him that money if he steps away from the game. well, today more people are dying from heroin and opioid addiction than ever before. and now for the first time, the federal gove)nment's narcotic's agencies is making a major shift in how it's fighting this drug crisis. the drug enforcement administration launc$ed a new program right here in pennsylvania, cp&led a 360 strategy. it was rolled out in pittsburgh

nearly 40 million americans claim irish heritage. that's seven times the actual population of ireland. but did you know st. patrick wasn't irish? and many irish americans know little about the emerald isle and their ancestry. answer a lot of questions and some myths as well. it's called "the story we carry in our bones." irish history for americans. julie osbourne mcknight is a professor of irish studies in the lehigh valley and is the author of the book and she's here now. happy st. patrick's day. >> thank you and -- [ speaking foreign language ] blessings on the day of patrick i' irish galic. >> i love it. your irish roots run game. do you find that a lot of iriár americans don't know that much about their history? >> most irish americans don't know. there were four huge waves of immigration. the first in the 1700s. those were the scotts irish, who

can't rule out some thunderstorms, either. so we'll be tracking that for you through the afternoon. otherwise, tomorrow will be colder than tomorrow, and the weekend will be even colder, with morning lows at or below freezing. this weekend. officially, we do start spring this weekend. and for sunday, we are tracking some snow in the forecast for the first official day of spring. i'll show you those details in just a second. we still have the clouds hanging around philadelphia. that's from the fog this morning. the fog has lifted and now we just have those stubborn extrsts clouds around. 52 in philadelphia. temperatures look good, and temperatures slowly warming. 51 in reading. 54, pottstown. 54 inglassboro. 57 in millville. 50 in dover. 54, now, in atlantic city. as we go through the afternoon, we'll continue to see a mix of sun and clouds, and some showers. right now, we already have some moving in. to lancaster and berks counties, even into the lehigh valley now, we have some light to moderate rain, just north of allentown, around lehigh and 476 here and

moving into the poconos. also in berks county near reading and maden creek, where you see the yellow, that shows us more moderate rain. the green on the lighter side. õthrough the afternoon today, w still have this rain in the forecast. we could even see some thunderstorms. so this is future weather. temperatures wil& be getting right up into the mid-60s. showers move through. this is 5:00 p.m., so expect some scattered showers around. tonight, we'll start to see those clear out. then we go i'to the weekend. 20s and 30s for morning low temperatures, saturday and sunday morning. here comes that storm system, sunday into monday. this is the latest european model update. the best chance of accumulating "t(otential for this, would be late sunday and into early monday. so we are going to watch this very closely, either way, it's going to be cold enough for snow. the question will be, how much moisture will be moving in at the same time. of course, we'll be tracking that over the next few days. the track could certainly be c$anging. we'll keep you updated on it. a little too early to talk totals. today, a mix of clouds and sun.

tree and a lamppost on to a school bus. children had just gotteñ off the bus to take a field trip to the national constitution center. no one was hurt. both the office of emergency management and the occupational safety and healt$ administration just arrived at the scene to investigate. all right, let's check in with sheena parveen and the weather. >> today, st. patrick's day. we had the fjt this morning. and if you're heading out maybe this afternoon or this evening, to celebrate, keep in mind, we'll have some showers, or maybe some thunderstorms around, take the umbrella with you, mid-60s today, getting windy this afternoon, and that rain will be part of a cold front. look at tomorrow, 56 for a high temperature and it doesn't end there. we get colder into the weekend, morning lows at or below freezing, our next storm system looks to an approach on sunday and it will be cold enough for snow to be falling. the question will be the track of the storm, how much moisture it gets. a little too early to talk snow totals, but something we'll be updating over the next couple of days, because we're watching it very closely. we can't rule out snow this time of the year, anyway.
