counterpart raul castro. president obama is the first sitting american president to visit cuba in 88 years. just a short time ago he took part in a wreath laying ceremony at a memorial to cuban hero jose marti. we were wondering whether he might drive over to the palace. he has chosen to make a short, few-minute walk where this official greeting will take place. let's bring in chief foreign affairs correspondent, andrea mitchell. to be clear, a lot's been said about the arrival at the airport. raul castro was not there. >> that was what the white house wanted. they did not want a big event because most big airport arrivals here are military and they, frankly, look rather soviet which is a reflection of the military past, of course, of cuba. >> this was always to be the official ceremonial arrival. they did not want a big military arrival at the airport. that would have sent the wrong

signal and there is the handshake. gnal. and there's the handshake. this >> this meeting is such an inconsequential meeting because while the cuban people support this engagement, while the american people certainly do in polling, there is a lot of resistance, as you know on all sides politically. >> we should note it is not the first time we have seen them shake hands. the first time, i believe, was 2013 in south africa at the funeral of nelson mandela in which they were all seated in the vip area and they'd had subsequent meetings in the past and these were the first substantive conversations. >> they had a first meeting in panama in april on the sidelines of the latin american conference and this is their first state visit and their first true bilateral meeting and while there have been a lot of communications to set this up, this is their chance to talk one-on-one, and it will be through an interpreter. raul castro, we don't know how much english he understands and he will certainly not speak

english to this president. he doesn't use it diplomatically at all, if he speaks at all. the real efforts of this meeting will be president obama saying time is running out. you're moving too slowly. we want to get more americans here, more tourists. we want to get more business condition tracts. we want to make this so permanent that no future president can reverse it. he's facing the end of his term of office and he leaves office january 20th and raul castro will say back to him why can't you lift the trade embargo. >> and that becomes a political issue in the united states and we should know the picture we just saw of the two men shaking hands will draw a lot of criticism about -- from a lot of republicans who don't think this should be taking place that the cubans have not moved quickly enough and this may seem as a reward that's undeserved. >> in fact, our dissidents here who will be meeting with the
