lancaster, 36 in wilmington. out of the northwest and it continues to feed colder air in. so, we do have strong winds at 6:00, but notice how it goes down as we head toward midnight, the temperature goes down as well. some of the suburbs in the 20s by tomorrow morning. talk more about the warm-up with the rest of the seven-day. >> it has been an historic day in cuba. >> president obama said he and cuban president raul castro are making progress in tearing down barriers between the nations. the president is taking part in an event focused on entrepreneurship and opportunity for the cuban people. there is a live look at the event now in havana. during a history-making meeting earlier president obama declared it a new day in relations between the united states and cuba. but the two presidents tussled over differences on human rights and democracy during joint remarks this afternoon. >> i made cleert that the united states will continue to speak up on behalf of democracy,

veradaro. they would take 3 1/2 hours. if approved could begin this fall. lester holt will anchor "nbc nightly news" live from cuba tonight right after "nbc 10 news" at 6. sky force 10 was above huvy smoke this afternoon near broad and erie. firefighters were able to get the fire under control quickly. no one was hurt. and traffic troubles on the schuylkill expressway near lower merion. sky force 10 above the crash involving a tractor-trailer and two cars. right now there is no word on injuries or who was responsible. the crisis in flint, michigan has officials re-evaluating our water. experts testified before the city council about the best ways to prevent lead exposure from aging pipes and infrastructure. the commissioner says there are things people can do to reduce the risk.

donald trump is set to deliver his speech in about an hour. some of his previous comments about israel have created anxiety among many who will attend. trump and his rival ted cruz have both promised to rip up the iran nuclear deal if elected. trump hasn't been clear how he would approach matters of concern to pro israel voters. democratic front-runner hillary clinton took aim at trump as she addressed the conference earlier today. clinton described trump as unqualified to handle heated international conflicts. she also used the address to highlight her decades of work in the mideast. and bernie sanders was the only candidate who skipped the event instead was in idaho rallying voters with help from actress susan ser ran den. he earned 9 of 13 delegates at stake in the democrats abroad global primary. and tomorrow there is a primary in arizona and a caucus in utah

for both parties, the democrats will also caucus in idaho. for complete decision 2016 coverage including the delegate counts and primaries and caucuses, tap the nbc 10 app. >> 20 minutes of nonstop news continues with a warning for atlantic city's police officers. their next paycheck friday could be their last for a while. if the city doesn't resolve its financial problems. ted greenberg is live in our jersey shore bureau. >> police officers are telling me they will stay on the job, the city has not officially notified employees that they might stop getting paid after friday. but officers were advised this weekend it could happen. >> we're looking at the worse case scenario. >> reporter: the police union president says he and the police operations supervisors warned officers that a weekend role call that the next paycheck could be their last for a while if the resort runs out of money.

>> if we have to go couple weeks or months without getting paid, that could be devastating to some of our members and their families. >> reporter: the city deep in debt is in danger of going broke next month. >> no secret that april is the magic month when the city is expected to run out of cash. we can't put a date on it. april 1, april 8, sometime in april. >> reporter: drawn out disagreements kept a bail-out package from being approved along with a state tike over of much of the city's government, a move local leaders oppose. >> how close is the city to having to declare bankruptcy? >> i mean that's always the last resort, but it's a serious option that's on the table. there is no other way to put it. >> the state would still have to approve a bankruptcy filing. >> the police department is still going to patrol the streets. if you call we'll be there. >> the union president insists

the potential stop in pay will not compromise public safety. >> we want to do whatever we can to help the city. if we have to come in and work, not know when the next paycheck is so be it. >> the mayor went to trenton to meet with state officials about the city's dire financial situation, a spokesman tells me they will issue a statement in the next half hour or so. i'm told city firefighters did not receive a similar warning over the weekend but the fire chief says his department is also committed to keeping the city safe every day. live in our jersey shore bureau in atlantic city, ted greenberg, "nbc 10 news." take a look at this. a woman hurt after she tried to stop a guy from stealing her car at a gas station. the woman left her car running outside of the fuel store in mayfair and you can see the man get behind the wheel, starts to drive off. the woman grabs the door. she was dragged but is expected to be okay.

police are searching for the thief. we got an update on plans to bring community schools to philadelphia. it's a story we've been following since last year. the schools would operate as community anchors that means in addition to teaching children, schools would offer resources like medical clinics or police substations. the mayor's director of community schools says she is confident that the program could be implemented this fall. >> i think there is a lot of popular support for supporting our rec centers,ks5fpsá:no carr0

. he's calling for five reforms that include instituting a gift ban for all public officials. and enacting strong campaign finance reform and requiring public employees to disclose compensation from outside employment. we need to restore trust and confidence in our institutions of government. >> governor wolf thinks these changes need to be made to fight the special interests. we're following this breaking news. septa police are looking for the people involved in this video that has been posted on social media today, it shows a man

punching another man at 30th street station and a few seconds later punches him again, knocks him out. no word on when the video was recorded. authorities say the prime suspect in the paris attacks told investigators he was plotting more violence. the news comes as we get new video of the raid that led to his arrest last week. it shows a man suddenly leaving a building and authorities firing at him. by the end of the operation, 26-year-old salah abdeslam was under arrest after four months on the run. another person was also taken into custody. >> it's that time again. time for apple to unveil its latest innovations, one of those new products is a recycling robot named liam. it takes apart devices and separate parts that can be recycled and repurposed. it's a inyou version of the iphone, a little smaller but the same features as the larger iphone 6. apple unveiled a new smaller ipad pro.

that's a look at some of their winning performance. the event was for recreational all-star college and school teams, this is upper perk's first national title. congrats to them. see a little snow last night. we're not the only ones experiencing the snowy start to spring.  captured this scene fm above in falmouth, massachusetts. south of boston, some parts of the state saw close to a half foot of snow. and that goes all the way toward the coastline. and in long island, and connecticut. a lot of places in the northeast had snow last night. we had the heaviest snow in new jersey yesterday. and some places got two, three

inches of snow out of that. for today it's cold and windy behind that storm yesterday. 49 degrees, the wind is 18 miles an hour, gusting to 32. 7 degrees warmer than it was this time yesterday. and it's not exactly balmy now. 49 degrees in philadelphia, 44 in westchester. 45 degrees in pottstown, 47 in reading. allentown and trenton. 35 degrees in mount pocono. that's a winter type temperature especially when you consider how windy it is. 50 in dover, millville, and atlantic city. at the moment. and like i said they did have the greatest amount of snow down toward atlantic city and cape may. these are the temperatures as we go through the night tonight. it's going to keep going down and down by 4:00 a.m. just about to the freezing point. and that's in philadelphia. many of the suburbs it's going to be in the 20s. we got up to 64 degrees on friday. but pretty chilly weekend.

never got to 50 degrees. barely to 50. 55 degrees tomorrow. and then it starts going up. this is what the radar looked like. a little after 4:00 a.m. that was the last of the snow moving out. you can see new england getting hit hard. and once it moved out, the sun came out and that was the end of any kinds of snow. now, most of the country is on the dry side, you saw those snow flurries in western pennsylvania. they are not going to make it in this porks of the state as we go through the night tonight temperatures down in the 30s. tomorrow morning it is dry, it is sunny. we go up in the mid-50s tomorrow and not as windy as what we saw today. then, wednesday morning, pretty mild. temperatures like what they are now. for first thing in the morning, so we're getting up close to 70

degrees. wednesday afternoon. maybe not at the shore, not in the poconos, but places that are going to get up near 70. so we do have the mild air that is coming in, middle of the week. cold air not that far away. so you don't necessarily have the ability to put away the coats for the rest of the season. there map be another cold shot next week. but later this week it's going to be pretty warm. mostly clear and cold tonight. 32 for a low, 26 north and west. and then during the day tomorrow, going to see a mix of sun and clouds. the temperature getting up into the mid-50s. not as windy. seven-day forecast, there's wednesday, up near 70. thursday, 73. then a cold front comes through, some showers thursday night and

the easter bunny. >> that's right. the easter bunny and the father of a little girl duke it out in the middle of a jersey city mall. mall officials tells us bunny bashing began after the 1-year-old fell from a chair getting her picture taken with the rabbit. her dad then attacked the 22-year-old in the bunny costume. right now police haven't charged anyone. usually it's the person having the birthday that gets all of the gifts. >> a south jersey company is celebrating by giving gifts. executives packed up kits for patients at the hospital for children. they included games and books and items to keep the kids entertained while they receive treatment. look forge a new career, job seekers gathered at the crown plaza west which hosted the career fair. more than 20 local employers were at the event looking to fill hundreds of positions.

strongest and cheapest heroin in the country. >> for police, trying to fight the issue is a vicious cycle. it's showing no signs of letting up. vince is part of a team of reporters who have been investigating this for nearly half a year. and vince joins us live now. >> tracy and keith, police call kensington the heroin capitol of the east coast. people come for drugs here. you can buy in little baggies the size of a dime on almost any block in the neighborhood. the streets here are filled with lost soul, alter nating between nodding out from a hit of dope and searching for the next fix. dealers peddle heroin on almost every corner, handing out free samples in the morning to get users started. it's on the streets that some of the nation's strongest and deadliest heroin is sold. >> right now the heroin epicenter, it's the market for philadelphia.

now to this scary situation. >> imagine this. a man in the hospital after being bit by his pet rattlesnake. this is a picture here of the animal. right now we don't know the man's condition, it happened yesterday in the mayfair section. nbc 10 spoke with people who removed the snake from the home. why they say this was an unusual accident. that story is tonight on "nbc 10 news" at 6:00. from the overnight snow to a chilly start this morning and now we're seeing people in t-shirts and sunshine. this is what it looked like today at the italian market in south philadelphia. glenn "hurricane" schwartz is here now with your forecast. >> glenn, a little chilly to start the week. a warm-up on the way. >> yeah, that guy is tougher than i am. i'm not going out there in a t-shirt in today's weather especially with the wind blowing the way it is. but in a couple of days, i'll be able to join the rest of you and

have t-shirts, you can even have shorts on this week because we're getting back up to 70 degrees. we have a mix of sun and clouds, the wind is still pretty strong out there and it's been gusting up over 30 miles an hour in parts of the area. with temperatures only in the 40s, that adds up to not exactly feeling like spring. 35 in mount pocono. 45 in pottstown right now. and the wind continues to howell out of the west-northwest, gusting 35 miles an hour in millville. 31 in allentown. 38 miles an hour in lancaster. that wind will be diminishing as we go through the evening but it's going to take a while. and it feels like we've got the wind chills back. 38 in pottstown, reading, 39 lancaster and in allentown. but the wind diminishing as we go through the night tonight is going to lead to less of a wind chill but a little bit of it by

state wildlife officials want to know what is mysteriously killing bald eagles in sussex county. four were found dead since saturday. you might recall last month 13 were found dead in a field near federalberg, maryland. this is from that incident in delaware the first bald eagle was found dead saturday morning, three others were found disoriented in a field a mile away and later died. officials say other bald eagles flew away from the area before they could check on them. they are asking the public to report any eagles that appear to be sick. take a look at this video to see if you can help southwest detectives find two suspected robbers. someone forcing a worker into little caesar's with a gun to his back. happened last week as the employee was locking up for the night. the worker was hit in the head before the gunman took off with $100 from the safe. >> a college student from massachusetts is dead after he

fell off the roof of a building in new castle county over the weekend. william golden was in newark visiting friends when the fall happened. police are calling the 20-year-old's death an accident. it happened just before 4 saturday afternoon at a home on west main street in newark. police say he was the only person on the third story roof at the time of the fall. online poker players have a new place to shuffle up and deal in new jersey. resorts casino and hotel opened its igaming lounge. the world series of poker main event champion chris moneymaker was on hand. they can use the devices to play online. poker stars the largest site in the world. a south jersey police department is making a 7-year-old boy's dream come true. >> congratulations. >> the special honor for the little boy battling a serious
