detour to boston. this is boston logan airport. sources say the passenger restrained and unclear why. we'll bring you more details when we get them on the nbc 10 app. meantime, atlantic city shut down. the city says the money crisis is so extreme it can't keep the government open. i'm keith jones. atlantic city with more than a share of bad news. closing the doors on april 8th and until may. randy gyllenhaal takes a look at the impact. >> reporter: on the brink of bankruptcy, atlantic city announcing it might have to shut down city government. this means no paychecks for employees and city services could be halted. the countdown under way in ac 18 days until city hall closes its doors unable to provide services with no money to pay employees. >> i think three weeks we can take it but after that, i think

it's really bad. >> reporter: she volunteers saying paid employees are afraid of missing a paycheck. >> i'm worried about people with mortgages, people pay rent and have children. >> reporter: the city's mayor says essential services like police and fire will continue but they'll be working for free. all employees will be given back pay once new tax revenue comes in. >> no matter what happens, atlantic city police department is patrolling the streets. calling 911 we will be there. >> reporter: residents have questions about trash pickup, street cleaning and public parks. the city hasn't given details but there is a solution. lawmakers in trenton offered a financial bailout if the city agrees to a state takeover of government. that plan is strongly opposed by local leaders and many residents. >> it is not right, especially when we had the state in here since 2010 and did over 90% of the things they asked. >> i think everybody has to just

a speech on state-run television. decision 2016. people wondering will the presidential front-runners stay on top of an upset? dozens of delegates up for grabs tomorrow in the race for the white house. the map to see shows which states will have their say. there's a primary in arizona, and a caucus in cue that for both parties, democrats will also caucus in idaho. presidential front runners donald trump and hillary clinton made their case at the american israel public affairs conference committee meeting today. trump drew the biggest applause when he talked about president obama in office. >> he may be the worst thing to ever happen to israel. believe me. believe me. you know it. and you know it better than anybody. >> we need steady hands, not a president who says he's neutral on monday, pro-israel on tuesday and who knows what on wednesday

because everything's negotiable. >> clinton said trump can't be trusted to ensure israel's security. this year's election pennsylvania voters crossing party lines, thousands are switching parties but they're not all doing it for the same reasons. nbc 10's lauren mayk is here with that story. lauren? >> reporter: independent not registered with any party affiliation, you can't vote in the primary in pennsylvania and some of those voters are switching but some people are actually crossing over party lines. because they like or they don't like donald trump. behind the twitter handle philly for trump is a 68-year-old retiree, a south philly guy. a democrat. did you vote for bill clinton? >> yes. >> reporter: obama? >> yes. >> reporter: twice? >> twice. >> reporter: now, though, joe is backing a new candidate. donald trump. >> i like his brashness. i like that he's a successful businessman.

positive for bacterial meningitis. he was hospitalized friday. rutgers health officials say they're notifying anyone with close contact with the student so they can get started on antibiotics. they urge any students or staff who feel symptoms like a stiff neck, rash or vomiting to see a doctor right away. you may recall a philadelphia high school student died of bacterial meningitis last week. 15-year-old jonathan briggs was a freshman at george washington carver high school of engineering and science. it's the city's first meningitis death this year. we have major developments now in the legal battle of apple and the u.s. government. a court hearing over the fbi's demand that apple help unlock an iphone used by one of the san bernardino attackers has been postponed. in a court filing, federal prosecutors revealed an outside party's come forward to show them a possible method to unlock the phone used by farook. if it works, the government

would no longer need apple's help. apple is fighting a court order from the government. we have video in showing a man wanted for robbing a rite-aid in east jermantown and a toddler with him the whole time. police say the man stole two diapop boxers of diapers and threatened to shoot a security guard f. you recognize him, police want to hear from you. investigators want to know who's responsible for a case of animal cruelty that left a puppy badly hurt. del bare county spca officers found this puppy with what they call a severely lacerated neck. someone used a wire cable to tie her to a bannister in a vacant home. she was left there for about four weeks until she finally chewed her way out causing the injuries you see. the puppy nicknamed clover already had one surgery but

she'll need more. >> hoping to raise enough money to do some follow-up surgery that is will help to kind of close the wound. she'll probably always have a pretty deep scar for the rest of her life. >> when she fully recovers, clover will be put up for adoption. sky force 10 above a fire, happened around 8:30 tonight on a pier near an aircraft carrier. no one was hurt. firefighters are still trying to figure out how the flames started. pennsylvania's governor facing budget pressure from his own party. they're urging governor wolfe not to veto the spending plan. they're working on last year's budget and now lawmakers are tired of the fighting. democrats say the governor should use a partial veto to approve money to keep schools from closing and wolf says the republican plan is out of

that's the easter bunny in an all-out brawl with an angry father at a north jersey mall last night. the bunny bashing began when the man's 1-year-old daughter fell from a chair. she was getting the picture taken at the time. her dad started swinging at the man in the bunny costume. right now, police haven't charged anyone. from our delaware bureau, state wild live officials trying to determine when's for the death of several bald eagles this weekend. this is after 13 bald eagles were found in maryland last month. back in delaware, the first found dead saturday morning. three others disoriented in a field about a mile away. they later died. people who live in the area are alarmed. >> that many bald eagles were just dead. and there weren't any other animals dead. just the bald eagles.

>> officials are asking the public to report any eagles that appear to be sick. do you have the right to freely videotape police activity? that's the question at the center of an appeal filed by the aclu in philadelphia today challenging a ruling saying you are not always protected by the first amendment to record police activity. it all started with a pair of incidents in which police allegedly harassed and arrested people taking pictures of officers in public and one case, a woman says she was pushed against the pillar outside the pennsylvania convention center. we talked to the aclu tonight about the importance of this case. >> videotaping police and photographing police is absolutely essential to being able to ensure the accountability and prevent police misconduct. >> federal judge in pennsylvania ruled last month that civilians have no constitutional trigt record police unless they make it clear they're doing so for

the purpose of criticizing police. they say it's a school district in crisis. a crowd at the new life in christ fellowship church calling for the resignations of the superintendent and assistant superintendent of coatsville area school district. the group says the district seen an increase in violence, failing grades and a mass exodus of teachers. >> our sole purpose is to bring out why we feel like we feel and then do what we can to convince the school board that she is not the proper fit for this community. >> the district's board of directors tells nbc 10 they firmly stand behind the superintendent and her team. my favorite story of the day. he says it's the coolest job in the world. tonight, a camden county 7-year-old is a newest member of the gloucester township police department. flashing lights and a giant row of salute of officers for liam
