the math does not add up but he let the budget pass anyway. >> reporter: well, one of the big pressures for the governor, this right behind me. school districts like philadelphia that said they just didn't have enough money to make it through the school year. so this could potentially be a big relief for them. but the superintendent saying they are reviewing the governor's actions. they were hoping for that big boost in education funding that the governor had been pushing for. >> reporter: governor wolf still doesn't like the $6.6 billion budget lawmakers passed. he's not going to sign it. >> i cannot in good conscience attach my name to a budget that doesn't add up. >> reporter: but he isn't going to fight it letting it go into effect and letting the state end months of a stalemate that put schools and services in a financial bind. pre-k programs among those that struggled with funding. new budget doesn't have as much pre-k money as the governor wanted but donna cooper with

public citizens for children and youth tells me good news, extra $30 million. >> a quarter of what the governor proposed and what we got is the biggest increase in pre-k's history. that's a good thing. but it would have been better if we had made more progress. >> reporter: the governor warns the state still needs to deal with a deficit and next year's budget. >> this means that schools will stay open through the end of the year. but unless harrisburg changes its ways they won't have adequate funds for next year. >> the governor can use this coming year's budget to fight the fight to do the things he needs. >> reporter: yeah. that fight for the next fiscal year's budget is just beginning. republicans responding to the governor's announcement said they are happy to be moving forward. but they also blamed governor wolf for some of the hardship during all of those months without a budget. lauren mayk, nbc 10 news.

>> here's the breakdown of the budget. no new taxes. there is a 3% increase in state spending. plus, $200 million in public school aid. nbc 10 with big developments tonight on the terror in brussels. one of two suicide bombers who died in the airport attack was the suspected bombmaker in the paris attacks. also within the last hour, the american couple who disappeared after the attacks has been found. back in our area, two philadelphia-based crews for american airlines returned safely to philadelphia international today. nbc 10's rosemary connors joins us with the latest. >> tonight in brussels the airport where so many were killed will stay closed until at least saturday. this as police continue their investigation and search for more suspects. >> reporter: armed and on the lookout, law enforcement in brussels remains vigilant and

visible today as one suspect in the terror bombings is still on the run. investigators are on the hunt for this man in the white coat. he's considered as is now accomplice of the two brothers who detonated suicide bombs at airport and on the subway. >> i felt it before i heard it. >> reporter: americans who witnessed the attack are reflecting on what's next. >> i don't think there's too much to come to terms with. i woke up this morning and it was okay, that happened, and we are uninjured, we got out, and consequencely, personally i kind of move on from that. all of the what ifs and other questions you can ask yourself, i really don't. >> reporter: for many, the hospital where they are being treated has opened the doors to the belgian royals and prime minister. they spent the day visit with victims and paying tribute. they also received updates from doctors who described injured as having war wounds. >> there were about 16 victim which were admitted in hospital

and for the moment seven are still hospitalized in the intensive care. >> the world has to be united against terrorism, and we can and we will defeat those who threaten the safety and security not only of our own people but of people all around the world. >> reporter: the president delivered remarks in argentina, vowing to wipe out isis. this, as sources tell nbc news police found an isis flag at the home of the two brothers along with unexploded bombs. we've learned that secretary of state kerry will be traveling to brussels on friday to discuss the deadly attacks with top belgian and european officials. a show of solidarity at philadelphia international airport today for the victims in brussels. members of the service employees international union gathered together at a vigil. they held hands and flowers, wore black arm bands and bowed

their heads in prayer for their fellow airport workers. vice president biden says people in belgium are not letting the terrorists win by shutting down. >> i tell you what, backbones like grandma. look at them. they're going to school. they're not letting terrorism win. >> this morning, the bidens signed the condolence book at t belgium embassy. nbc "nightly news" will broadcast live from brussels tonight, coming up at 6:30. turning to our weather. now's the time to start heading to the jersey shore. temperatures in the 70s. will have people nobodying to cape may county or a look from presidential city apartment camera. a nice night outside. chief meteorologist glenn "hurricane" schwartz joining us with first first alert forecast.

a gorgeous night. >> yeah, we had clouds to start off the day but we got more and more sunshine as the day went on and ending it that way as well. the temperature jumped up to 73 for the high today. 74 tomorrow. average high's only 55. close to 20 degrees above average. it's still in the upper 60s to low 70s right now. little bit cooler right at the jersey shore with the wind coming in off the cooler ocean. a mild night. temperatures in the 50s through much of the night. we'll see how long these 70 degree temperatures last and when the next rain's coming with seven day. >> police are trying to find shooter who killed two men in philadelphia's frank further neighborhood. skyforce 10 over the scene on pratt street around 3:00 this afternoon. that's where one of the victims died. the other victim died at techl hospital. police are reviewing surveillance video from the area. the naacp says philadelphia

police officers assaulted a social work somewhere took her to jail. tonight, commissioner richard roth launched an internal affairs investigation when he found out about the case this week. nicole norman says officers had an arrest warrant for her son two weeks ago. they knocked on her door. she said he wasn't home. she refused because they did not have a search warrant. officers grabbed her, pulled her out of her house and arrested her. >> it was insane. it was -- i felt -- i had to ask myself if i had done something wrong although i know that i didn't. >> she is charged with disorderly conduct and has a court date tomorrow. atlantic city's fiscal crisis will unravel more tomorrow, that's when the mayor will announce how a planned city hall shutdown will impact workers and residents. we spoke to employees who were

>> this is be in 10 news. a 3-year-old girl recovering after police say she ingested crack cocaine at her day care. it happened yesterday in west philadelphia. nbc 10 did find drug needles near the day care when we went to the scene. we spoke to the day care's owner who may have saved the girl's life. she tells us she removed a small bag with a white substance in it from that child's mouth. >> for a substance like this to be in a child that i know, it's disheartening and i would never want any child to ever experience anything like that. >> tompson took the girl straight to the hospital. police do not believe the drugs came from inside that day care. >> a possible ban on hoverboards at the boardwalk down the shore.

it's up for a first vote in wildwood tonight, other popular resorts are working to keep them off the boards as el and. ted greenberg looks into the hoverboard crackdown. >> reporter: he's okay for spring break but there's a good chance this 14-year-old won't be allowed to ride the hover board hi got for christmas on wildwood's boardwalk during summer vacation. >> i'd be sad that they would ban them. >> reporter: tonight local leaders set to hold an initial vote on this brand-new proposed law that would prohibit hoover boards on the boardwalk, citing falling and crashing hazards. >> shouldn't be up here. >> reporter: city officials say the ban is needed to protect others and wildwood itself. >> there are some uneven areas that are concern to us on the boardwalk. this society so lit tij gus they

sue on the drop of a dime. >> reporter: the mayor says hoover boards are already illegal, they fall under the existing law, prohibiting motorized vehicles on the boardwalk with the exception of motorize the wheel chairs. >> the city solicitor looking at ordinance that prohibits motorized vehicles to see if that would apply. >> reporter: if not, ocean stid will draft a new plan to specifically ban hoverboards on the boardwalk during peak months. >> they should be allowed on the boardwalksen it fun. until something happens, that proves otherwise, i think kids should be able to have fun or adults with it. >> reporter: a second and final vote on the wildwood plan expected to be held mid-april. >> i like to do circles. >> reporter: if it passes, vincent will have to keep his hoverboard off these boards by memorial day weekend. ted green bug, nbc 10 news.

above average. a lot of sunshine now. high clouds earlier. didn't stop the temperature from rising. 72 now. winds south southwest at 10 miles an hour. 14 degrees warmer than this time yesterday. upper 60s to low 70s. 61 in mt. pocono which is pretty warm for this time of the year. we're 71 degrees in dover. another one of the warm spots. cooler at the beaches in new jersey. through the night tonight, the temperature drops. not all that much. mid-40s for low temperature this time of the year, it's not very low. and after the 51 on monday, 58 tuesday, 73 today, we're going to be at least that warm tomorrow. near that on friday, despite all of the clouds and showers that are coming. we need those clouds and showers, knock the pollen out of the air. it was high today. it's going to be higher tomorrow. going to get knocked done some on friday with the showers but go right back up over the easter

weekend. a rough time of year for folks. we have dry conditions across the area, showers in new york state, not headed this way. some showers near chicago. they are headed a little bit this way. but it's going to take a while. temperatures tonight going into the 40s in many parts of the area which is not very low. and then jumping up into the 70s, except right at the beaches tomorrow in new jersey. and then tomorrow night it's kind of warm. and then look at the showers, for friday morning. look how warm, mid-60s in the morning. and then showers maybe a couple of thunderstorms. to the low 70s. some of these showers or thunderstorms could be heavy with the higher humidity. mostly clear, mild overnight tonight. 51 for the low in philadelphia. 45 north and west. tomorrow we'll be seeing a lot
