nbc 10 news starts now. right now at 11:00, alive and on the run. we are learning new details in the investigation into the terror attacks in brussels as reports surface that authorities may be looking for an additional bomber in tuesday's attack. good morning. i'm tracy davidson. belgium's interior minister handed in his resignation after the attacks on his country, but belgium's prime minister refused to accept it. belgium media report a second attacker may be at large. surveillance cameras captured a suspect carrying a large bag alongside a man who was the suicide bomber in the metro

train. lawyers say he is not fighting extradition to france and wants to leave brussels, quote, as quickly as possible. security officials say one of the suicide bombers who attacked the brussels airport tuesday is suspected of making the bombs for the paris attackers. nbc 10 national correspondent steve handelsman has an update. >> reporter: here in central brussels in front of the old bor ris building, again, a big crowd has gathered to memorialize those who lost their lives in the tuesday attacks. you can see the things that have been put down to remember those that were killed and injured. and you can see the faces of those who've come here to grieve. many of these people say they are concerned about more attacks because the police are still searching, they say, for at least one and maybe more than one of tuesday's attackers. and police are sending mixed messages about how many terrorists got away tuesday. was it just the mysterious man in white? or is it two men being sought?

>> tracy, it looks beautiful outside. it is running a little cooler than yesterday, but we're going to see temperatures take off this afternoon. sunny skies a view from the adventure aquarium. there were some high clouds to begin with, those have already moved out of here. and sunshine will be bright right through the day. temperatures will be topping out into the 70s this afternoon, looking cooler for the weekend. the sunshine too that's going to be fading for tomorrow we will see some showers and some thunderstorms potentially tomorrow. but today we'll just be watching the temperatures and the winds too as those will be moving up during the day today. and the forecast is calling for the temperatures to climb into the 60s this weekend. looks like that cool weather on saturday will bump up a bit on sunday. the seven-day forecast coming up. bill, thanks. philadelphia police are looking for the person who used an assault rifle to shoot a man several times at point-blank range in the city's east germantown neighborhood. officers found the victim on chu avenue near east locust.

he's now in critical condition. policemen spotted the gunman getting away in a blue hyundai. and police looking for another man. officers found a victim near north front street and east indiana just after 1:30 this morning. they rushed him to temple hospital where he died. happening today, villanova takes to the court as they continue their march in the ncaa tournament. the team plays university of miami in the sweet 16 in louisville. but the focus will also be on philadelphia. starting today the ncaa tournament takes over the wells fargo center. nbc 10's drew smith is live at the sports complex which has become a stop on the road to the ncaa championship. drew. >> reporter: tracy, doors just opened for the first time as part of this eastern regional. all the teams here to compete will be practicing ahead of the games tomorrow and saturday. and the fans will be able to get in and watch some of those practices. you'll probably see those fans out and about in center city today. many of them are here, many thousands here to watch this all

happen. now, crews have the arena ready for basketball now. and philadelphia's mayor was here to rename broad street as the road to the championship. that is good news for the restaurants, hotels and other businesses set to benefit from a big influx of people. a lot of those hotels already booked up. but as you were saying, tracy, many of the locals here in the philly area have their eyes on what's happening in kentucky. the villanova wildcats play tonight. we stopped by the school's delaware county campus this morning where people stopped in to buy some nova basketball gear. they all have big plans to support them tonight. >> i work in the registrar office. these guys come in the office. not only are they great players, they're good people. they're nice. they're considerate. >> brings attention to the entire school and the athletics. we appreciate it. >> reporter: now, if you didn't make the trip to kentucky to watch or you don't have tickets to the game here for friday and saturday here for the teams playing in philadelphia, you can actually come down for free

the plan increases public school funding, state subsidized universities by 5% and does not include any new taxes. it pales in comparison to wolf's proposal that began losing democratic support. >> thank god it's done, but now what? all eyes are now on what's going to happen for fiscal year 2017. >> nonprofits had to temporarily furlough employees because of the state's budget woes. they are urging better cooperation as lawmakers begin negotiations for the next fiscal year that begins in july. happening today, we will learn the toll atlantic city's fiscal crisis will take on city workers. mayor don guardian will announce how the planned shutdown will impact workers and residents. right now it's not known whether they'll be asked to stay home or work without paychecks until they eventually receive back pay. workers fear they won't be able

president joe biden will deliver a speech today defending his record on supreme court nominees. he's expected to tell an audience that georgetown law school that he helped move eight supreme court nominees through the u.s. senate. it's part of his effort to explain his 1992 remarks that seem to support the idea of blocking a nominee in a presidential election year. some senate republicans are calling it the biden rule and using it as justification to block president obama's nomination of merrick garland. malaysia says it will send a team to investigate the discovery of more possible debris from flight mh-370. the debris was found on a beach near a south african town on tuesday. meantime australia also said today debris found earlier this month in mozambique was almost certainly from the aircraft which disappeared in march of 2014 on its way from kuala lumpur to beijing with 239 people onboard.

new this morning, president obama says the united states was slow to speak out for human rights in argentina during a dark period in that country's history. today, he spoke with argentina's president. earlier he visited a memorial to the victim of what's known as argentina's dirty war. he says his administration is trying to make amends and declassifying even more documents that could shed light on the war during which thousands of people died or went missing. the dirty war followed a 1976 coup that opened a period of military rule. and it takes two to tango. check this out president obama doing the tango. he and the first lady both hit the dance floor, just not together. while at a state dinner in buenos aires last night. and look at this. while we enjoy record spring warmth, some parts of the country are still feeling winterlike. in colorado about 17 inches of snow fell over the past couple of days.

these pictures are from erie, colorado, just north of denver. the snow should start melting soon. forecast there today calls for temperatures in the upper 40s. a similar story in wisconsin. a blizzard warning is in effect for green bay and surrounding communities as the storm is bringing snow along with high winds with gusts between 40 and 50 miles an hour. to the south in milwaukee the story is much the same, a light layer of snow prompted residents to bring out snow shovels. and crews will be out this morning assessing the damage in arkansas after reported tornado pummelled homes overnight. in evansville one home was destroyed and three others were damaged. one person also received minor cuts in the storm. a tornado was reported in the town, however it's unclear if it actually touched down. now your nbc 10 first alert weather with meteorologist bill henley. >> 17 minutes after 11:00, we've got sunshine today, but that snow and the storms that tracy was talking about will come at us tomorrow. so enjoy the spring beauty while

it's here. sunshine and winds that will be gustier later this afternoon. that will help with the warmup today. but tomorrow we will get that storm. showers and possibly thunderstorms for our area, but it doesn't look like it's going to be severe weather for us tomorrow. 52 degrees right now in reading sunshine and a few high clouds in philadelphia, and philadelphia international it's 55. but look at cape may. 66 degrees already. sunshine is nice and bright, and the difference, the biggest difference, is the wind. the wind has shifted and it's out of the south. we'll be getting a little bit of a back door cold front in philadelphia. it's keeping wilmington, philadelphia and northeast philadelphia cooler than yesterday at this time while dover, millville and wildwood are running warmer than yesterday. and you can see it in the winds. you can see the winds coming out of the east. that's that cooler air coming in off the ocean. warm air is pushing up from the south, so you're getting that warmup in parts of delaware and south jersey. the southerly winds will win out today. they're going to push into our area and give us that nice

warmup this afternoon. a little bit of a delay in warming compared to yesterday. but the storm that produced the snow and the storms in the south, there it is. it is just to the west. we will get this line of showers and some thunderstorms coming through tomorrow. the snow will stay way to the north. the warm air pushing in far to the north into canada. for us, well, you can see it makes some progress. by 6:00 this evening those storms will be in the ohio valley while we'll still be enjoying sunshine and temperatures in the 70s at 6:00. the storms making progress early tomorrow morning and friday the showers will start during the morning commute, scattered light showers at 7:00 in the morning and then a possibility of some heavier downpours early in the afternoon. tomorrow it's a line of showers and possibly some thunderstorms. but it won't last long. that will be on the move at 3:00 in central new jersey and offshore by 5:00 tomorrow afternoon. that's tomorrow though. for today sunglasses, sunny skies, little breezy especially later on. that's when the winds will kick in gusting to 30 miles an hour.

this is nbc 10 news. it has been almost 50 years since the formation of the often controversial black panther party. and while the group may have dissolved years ago, its co-founder continues his commitment to seek the truth. he's still speaking about social justice issues like voting rights, education, employment and equality. and he's in philadelphia for this weekend's black history and culture showcase. so, thank you so much for being with us today. we appreciate it. i know you speak a lot about the movement as you have the benefit of looking back and seeing it in its entirety. >> uh-huh. >> how do you describe it to

people? would you have done anything differently? >> when i started the black panther party, at that time i was working for the city government of oakland, california, and the black power movement concept had hit the scene in '65. and i said we have no policy. meaning i did a demographic check there were only 50 black folks dually elected to political office throughout the whole united states of america. >> in the country. >> from the local city only 50. so i talk about political policy, so i created the black panther party, a political party. >> yeah. >> and we used technique after we researched every law because we were very, very legal. we were so legal we were able to patrol and observe the police the way we did for six months. we didn't do it everyday because we were a ragtag organization. we didn't have 20 or 30 members

hanging around. but my point is it captured the imagination of the people. >> yeah. >> so when the cops would say you have no right to observe me, we said, no, california supreme court ruling says every citizen has a right to observe a police officer carrying out their duties as long as they're standing a reasonable distance away, blah, blah, blah. >> you knew it. >> right. but our objective here was just to capture the imagination of the people because i wanted to organize a political electoral machine so we could get more political seats. you know, you have to have the seats that make the laws and make the rules. and that sets policy. and that's why i started the black panther party. >> and so now fast forward to now. how do you think we're doing on your path, on everyone's path to fight against inequality, to fight against racism? >> there are over 20,000 black folks now dually elected to political office. plus a lot of latino, plus women. you know women were very

underrepresented. >> uh-huh. >> so now we have the same problems, we have people to register to vote, now we got governors and stuff on the right wing repressing the vote. not only for the black community but for all other groups of people. so these are the same problems and we have very few progressives, very few progressives. maybe 80 or 90 people in the house of representatives progressive type people who will vote whether they're green party, whether they're independent. we need three times that many. >> right. right. now, i could listen to you talk all day and i know that you're speaking at the black history and culture showcase. >> right. >> this weekend. tell me about that. >> well, this is black history culture showcase. i'm autographing a bunch of books and historical posters from the 1960s protest movement era. i'm going to talk to people and young folks especially about black lives matter.

i'm going to talk also about my program of trying to set up an environmental renovation youth jobs programs because when we start talking about climate change as interconnected with economic and human rights because that's exactly what it is. but then how do we do this? we have to employ young people, black, white, blue, yellow, green, polka dot, into this framework dealing with the climate and dealing with the environment. so i'm a programs person. so anybody knows my history of the black panther party, i created programs. i had 22 different kinds of grassroots programs along with breakfast for children, free health clinic, even one organization in winston salem completed an ambulance program, got budgets, et cetera, et cetera, even young folks the brothers and sisters this rank and file i love them who worked and did the program that i

this is nbc 10 news. we continue to follow new developments in the investigation into the terror attacks in brussels. as reports surface that authorities may be looking for an additional bomber in tuesday's attacks. now to terror in brussels, belgian and french media are reporting there may have been a second attacker at the subway bombing. surveillance cameras captured a man carrying a large back alongside the known suicide bomber. investigators want to know who he is and if he was killed in the blast. officials are also trying to identify and find this man, the man in the white jacket and dark hat seen with two suicide bombers at the airport. the man in the middle is ibrahim el bakraoui. meantime, the lawyer for the main suspect in the paris attack

says he's not fighting extradition to france. at a hearing in brussels this morning lawyers for salah abdelsalam say he wants to leave for france as quickly as possible. there he could face terrorism charges. police captured salah abdelsalam during a raid in brussels last week. security officials say one of the suicide bombers who attacked the brussels airport on tuesday is suspected of making bombs for the paris attackers as we just said. meantime, the makeshift memorial continues to grow in brussels. mourners have left flowers to remember the victims. and brussels commuters were returning to work today after the city was shaken by tuesday's bombings. commuters told the media about being scared in a city under siege. those fears are being heightened by reports that one or more of the suspects may still be on the loose. now your nbc 10 first alert weather. >> let's see what the weather holds. sunshine, warm temperatures.

nbc 10 first alert meteorologist bill henley has details. >> yeah, we're already close to our normal high temperature for this time of year, which is in the middle to upper 50s. the wind is blowing. that's an easterly wind so that's holding our numbers down a bit today. we're running 7 degrees cooler compared to yesterday. 55 though and sunny skies, and the wind will shift. so we'll get some of this in philadelphia. look at the temperatures, 65 in dover, millville and cape may. that will push in as the afternoon goes on as the winds really kick in later today. 62 degrees at 1:00. 72 degrees by 4:00. there you can see the winds are starting to shift at 1:00, more southerly at 4:00 and continue out of the south at 7:00 this evening 67 degrees. nothing but sunshine today. no sign of any wet weather, a few thin clouds, that's it. but while it is dry today, we'll be dealing with this tomorrow. i'll look at when this is going to move in, we'll go through the futurecast hour by hour when i'm back in just a few minutes.

colson will be laid to rest in delaware county where he grew up. officer colson was shot and killed by friendly fire during an ambush earlier this month. in florida two deputies saved a woman from a fiery chain reaction crash. and it was all caught on camera. this morning law enforcement is calling those deputies heroes. this was the scene in indian river county. it was yesterday. a car, a septic tanker and a garbage truck collided. a woman was trapped in the car which was on fire, as you can see. two sheriffs deputies managed to pull the woman from the vehicle. the victim is in critical condition. and scary moments for a baltimore driver after her car falls four stories from a parking garage. cameras captured the march 14th accident. the 23-year-old driver says she was parking her suv in the garage when the vehicle lunged forward. the suv crashed through the concrete barrier, fell on to the sidewalk below. and the driver was not seriously

hurt. well, just a few weeks remain until the tax deadline. if you're a little confused with the tax rules, nbc's bob hanson brings us this report to answer some of the most common tax questions. >> reporter: nobody likes doing their taxes, especially people who owe money. so if you file for an extension, does that mean you can wait to pay what you owe? >> that's another myth. people think that extension to file is an extension to pay, and it's not. >> reporter: you must pay all or at least part of which you owe by april 15th. but what about deductions? most parents claim their children, but if they care for elderly grandparents, can they also claim grandma and grandpa as a deduction? >> they can't make over $4,000 in taxable income, but they do not have to live with you. and you have to provide over half of their support. >> reporter: lisa green lewis with turbo tax says the same rules apply to the support of a nonrelative, a boyfriend or girlfriend. you may be able to claim them as a deduction, but they must live

with you for 12 months. and speaking of support, can you claim a pet? can you writeoff your dog for all the time, food and medical expenses you shell out? >> your pet is not a writeoff. >> reporter: unless that pet is for specific medical reasons like a seeing eye dog, or protects a business, like a guard dog. now, there's no question your parents will file their taxes, but what if you're a student and you don't make much money? should you still file? lisa lewis says if you make any taxable income, then you should file a return. the irs already has enough of our money. >> every year they claim that they have about it's close to $1 billion in unclaimed refunds. and that's predominantly college students who have not filed. >> that was nbc's bob hansen reporting. the deadline here is april 18th. you get three extra days because of emancipation day, a d.c. holiday which we celebrate on friday april 15th this year

bumping tax day to the following monday. you don't have to be a driver to make money from uber. the company is offering up to $10,000 to anyone who could hack its system. uber is looking to uncover what it deems to be critical issues in its security. the first reward program will begin may 1st and last 90 days. once a hacker finds a bug, they need to report it and wait for it to be verified as a genuine issue before getting paid. well, yesterday was a special day for nbc 10 and some local high school students. we partnered with wagner university to recognize outstanding high school students with leadership awards. these are students who have done incredible things really giving back, really being leaders. it was a fantastic program. and it was on nbc 10 news at 11:00 earlier this week. i was honored to emcee the event at the national constitution center. 159 high school students from pennsylvania, new jersey and delaware received awards. an apple a day may keep the doctor away, but what about eating oranges?

cataract. british researchers found that women who consumed higher amounts of vitamin c reduced risk of their cataract growth by 33%. those women also had clearer lenses than those who consumed less vitamin c. experts say boosts the n the eyes that stops lenses from becoming cloudy. too often we hear stories about kids teasing other kids to extreme. the cruelty can have a long lasting effect. our next guest was a victim as a child and she's motivated to help victims even the bullies themselves. the founder of bigger than the bully, which is a fund raising event this weekend. thank you so much for being here. >> thank you for having me. >> tell us your story of being bullied. >> when i was 2 years old i crawled over to an extension cord and i put it in my mouth and my lips melted together. so i looked a lot different than other children. and they teased me and made songs. it wasn't good. >> yeah. not good.

and people don't realize how lo longlasting something like that can stay with a child. >> yes. >> tell me about that. >> well, a lot of children -- everyone is different. and that's what makes us special. so i encourage children to love themselves. >> and what do you think the biggest misconception about bullying is? do you think people just say, oh, kids will be kids or they don't understand how serious it is? >> they don't understand how serious it is, which is why i'm working with state legislator and we're looking into ways to perfect the current bullying law in pennsylvania. >> but you were able to take this bullying, change your life and turn it into something that's helping others. and so tell me about that event this weekend. >> we're doing an ocr event and has 105 obstacles. >> what's an ocr event? >> obstacle course racing. >> all right. tell me. >> so it has 105 obstacles and we have a trail run and we're doing a fund raising event. and at the end we give everybody

normal for this time of year but we're headed for the 70s this afternoon. bright sunshine on boathouse row. 59 right now at philadelphia international. that is cooler than yesterday. but once the winds come around they'll be coming out of the south this afternoon. that's when we'll see the greatest warmup. poconos mountains snow disappearing there, rain moving in tomorrow. it won't last into the weekend. 55 now chester springs. reading, allentown, pottstown right now 52. and into the 60s for dover, millville is at 66 degrees. and climbing. while beachhaven a little bit of an easterly wind there keeping things cooler at 49 degrees. once the winds shift then we will see the warmup today. what we won't see any activity on this radar screen. it stays dry to the north look at the snow falling into canada. the warm air pushing into the area has pushed all the colder air and the rain and the snow to the north. we saw some freezing rain in

toronto and we will get rain out of this one tomorrow. look at that line of showers and thunderstorms into indiana and moving our way. the heaviest weather right now is in mississippi. and into tennessee we could see some of those heavy downpours tomorrow afternoon. in fact, the futurecast shows at 1:00 in the afternoon a line of some pretty good showers it will quickly pile up and will top off about an inch in wilmington and close to an inch in philadelphia. but not today. today sunny skies. and breezy. and eventually into the 70s. may not happen until later in the afternoon, but we'll get there. winds gusting to 30 miles an hour late this afternoon and into this evening too. another breezy one tomorrow. so still be mild, but we'll get those scattered showers in the morning and a chance, just a chance of some thunderstorms around midday. by saturday sunshine is back and warmer on sunday. we'll see plenty of sunshine in the morning. we'll need it to be a little cooler on sunday morning 39 degrees, but 66 in the afternoon. clouds take over sunday night.

it's our fifth annual alice paul equality dinner. and we use this dinner to honor people from the delaware valley who do things to promote equality both for men and women. we have honored men this year by coincidence it's all women from the delaware valley. we're honoring mayor dana red from camden city. and we're honoring the lieutenant governor of new jersey, the first lieutenant governor and the first female lieutenant governor in the state. we're also honoring soccer star carly lloyd. >> and all in their own ways have made contributions, have really pushed the envelope, right? >> yes, yes, very much. they're all great examples and great role models for the young women. we teach leadership development programs. >> and for people who don't know about alice paul. >> uh-huh. >> give us a little background. do a little history lesson. >> here's your minute of womens history for the day. >> yes. >> alice paul led the final

fight for women to get the vote in 1920. she was considered a radical in the time we never would consider her that today. but these were the women who really pushed it over the edge and made a 72-year campaign successful. and then after women got the vote she understood that to get full legal equality in this country it needs to be in our constitution. so she crafted what became known as the equal rights amendment. and she worked for that passage until she died in 1977. it has not passed. and it's not yet a part of our constitution. and that's what she would want me to be talking about today. >> well, and i look forward to tonight the equality awards. they'll be presented at a gala dinner this evening at the we westin mount laurel. for more information and the hon rees, that's on nbc10.com or on our nbc 10 app. thanks so much for being here. appreciate it. we'll be right back.
