new from overnight, a stand off comes to a peaceful end in north philadelphia. a man fired shots then ran to a nearby home. today is the deadline to vote in the primaries. voters go to the polls april 26th. a live look outside, here is a look at the conditions outside philadelphia. showers are in the forecast for the first part of the day. it is 4:00 a.m., 46 degrees. i'm tracy davidson. let's find out about the rain and what is to come with meteorologist bill henley. >> most of the morning, umbrellas going up as the rain is coming down.

look at cape may. it's not just cape may. a large area of rain is moving through the area. mainly light rain right now. there's some in delaware and south jersey. cape may, it's a steady rainfall. philadelphia, spotty showers rolling through and light. the temperatures, not too bad. we will warm to the 50s and 60 degrees by later today. warming up as the rain tapers off. we will likely see breaks of sunshine later today, but the wind kicking in. they could gust as high as 40 miles per hour this afternoon. we'll go neighborhood by neighborhood when i come back. we have a look at the traffic. >> we are looking at the wet roads. the vine street expressway, you can see approaching the vine, no problems. the roads are wet. you can see under the street

lights where they look shinier than normal. the rain coming down at the moment. average speed into the 50s. eastbound drive time 50 minutes. the vine is still a 15 minute trip. 422, no big problems or back ups right now, even with the construction. eastbound 29 we are doing okay. berlin, new jersey, around what used to be the circle area. the intersection new york city props. coming from the bridge, no problems or delays. new from overnight, philadelphia police arrested a man that fired shots at a house, then barricaded himself inside another before facing off to a s.w.a.t. team. police tell us the 19-year-old suspect fired the shots around 1:00 this morning during a dispute with a girl and her family's home a block away. no one was hurt. 4:02 and 46 degrees outside.

now, to decision 2016. today is the deadline to register if you want to vote in the pennsylvania primary april 26th. matt delucia is live with what voters need to know. matt? >> reporter: it's a strong indication we are getting close to the election. first the primaries. in pennsylvania, you need to be at least 18 years old to register, a u.s. citizen and pennsylvania resident for at least a month prior to the election. it's too late to register by mail. today is the deadline. you can do it online or in person. tap the nbc 10 app or log on to nbc10.com for a link to the voter registration. pennsylvania and delaware hold their primary the same day, april 26th. new jersey voters go to the polls june 7th. if you live in new jersey, you have time to register. delaware's deadline is coming up

updated delegate count by tapping the nbc 6 app. philadelphia council will tackle the issue of gun violence. they will meet to create a strategy stopping violence among young people. philadelphia is above the national average when it comes to gun related murders. they are concerned as the weather warms. the goal is to restrict access to guns, get more young people employed and improve community programs. meantime, gabrielle giffords will be in wilmington to announce the delaware coalition for common sense. they will focus on strengthening that state's laws. a gunman shot gifford's in the head in 2011. since then, she has been a notable gun advocate. villanova has its ticket to houston. they clawed their way into the national semifinals over the weekend. we know the game will tip off at

winds near 40 miles an hour today. fog in the poconos. 36 degrees. in the 40s for northeast philadelphia and atlantic city and the rain is coming down. it's a cloudy, rainy view from center city. you will need your rain gear this morning. the wet weather is coming up from the south. this is the tail end of it. that will move through later this morning, into the afternoon hours. before that, we are in for spotty showers like in wilmington and gloucester and camden county. you won't see sunshine to begin with. 60 degrees for allentown. quaker town warms to 51 degrees this afternoon. steady rain in doylestown and mt. holly. this afternoon, the wind takes over. wind gusts of near 40 miles an hour. temperatures for atlantic city, 65. middle 60s in dover and a rainy morning. the rain will be moving through

wilmington and philadelphia this afternoon. once the rain comes, the temperatures will bump up into the 60s. i'll show you where to find fog when you go through neighborhood by neighborhood. we are back in ten minutes. >> 4:09. 46 degrees outside. let's check the ride to work. if this is the time you get out the door. jessica has that. >> off 295, no huge problems here. this is around route 130. the camera is blurry at this moment. you can see we have no back up or problems, restrictions in the area. 295 drive time from the 42 approaching the delaware memorial bridge. we have no problem getting into delaware with a 40-mile-per-hour average speed. we are watching a little bit of rain. here is route 1, the boulevard. it's difficult to see the roadways right here. as you can see with all the rain covering the lenses.

it's 4:13. good morning. a live look at the wed morning along king's highway. expect a wet morning before afternoon clearing t. temperature here is 46 degrees. we have video of a carjacker that would not give up. take a look. police in los angeles chased a woman in a brown truck before it spun out. she tiptoes toward the officers and tries to jump into the driver's side of a police cruiser. officers wrestled her to the ground then made the arrest. a police officer will be laid to rust in delaware county. they will get together for

jacai's private burial. this is video from the funeral on friday after he was killed march 13th by a fellow officer after a man began firing at a police station. he was 28 years old. s new information in the brussel's terror attack. two more americans have been identified as victims. that brings the number of americans killed to four. the latest names are not released yet. the others are justin and stephanie schultz. president obama called them to offer condolences. they were dropping stephanie's mom off at the airport and watched her walk through security when the bombs went off. the president says they epitomized all that is good about america. richard awoke from his

medically induced coma. he woke up this weekend with his family at his bedside in brussels. his wife pam almost made the trip to the airport, but stayed home because there wasn't enough room in the car. raids lead to four arrests in connection to the terror attacks. one of the men in custody is a french national. the other people he was staying with in the belgium city. police conducted almost two dozen raids around the country. this was the violent scene at the memorial in brussels. police crashed with hundreds of right wing demonstrators. the mayor called them racists. they used water cannons to push them back. ten people were arrested. it's 4:15. a new museum set to open in washington, d.c. is drawing criticism for the plans of a

bill cosby exhibition. several women who accused him of sexual assault are upset the museum plans to recognize cosby's work without mentioning the claims against him. the museum's curator says they feel his achievements should stand alone. here at home, cosby is trying to get a sexual assault case dismissed. he's accused of drugging and molesting a temple university employee in 2004. the case is on hold while an appeals court hears the appeal on whether or not to toss the case out. members of a church destroyed by fire are glad they could celebrate easter together. they gathered in an auditorium for services saturdays. this was the scene last saturday. the braise was visible for miles away. the fire started on a balcony, likely started by electrical

problems. the services are a symbol of the strength of the church. >> we have the people. that's what it is. it's not a building that makes the church, it's the people that make the church. >> the cross, pulled from the rubble of the gutted sanctuary was used on the stage of the donated auditorium. today, president obama and the first family will host the white house easter egg roll. 35,000 kids from across the country will enjoy games, story telling and egg rolling. the white house fun run, the easter egg roll is a white house tradition dating back to 1878. a candy company is apologizing for an easter egg hunt in connecticut that turned chaotic. staffers laid out thousands of eggs for the children and planned three start times for different age groups. parents, parents ignored that and let their kids rush on to

the egg field. the result was confusion with many children getting pushed around. >> taking eggs. they broke my bucket. >> pez released a statement saying due to the actions of a few, it quickly turned into a mess. i would like to apologize to seech each of our guests, we wanted to do good for the community. police seized 45 pounds of processed marijuana valued at $240,000. a man started screaming roommates were trying to shoot him. police arrested the two men and confiscated the drugs. they would have been distributed nationwide. 18 minutes after 4:00. a rainy start this morning.

the rain is coming down at the nbc 10 studios. the wind is blowing. it will get stronger, but the rain will be done. 47 degrees in philadelphia. that's warmer than it should be this time of year. we are usually in the 30s in the morning. 95, light rain, scattered showers in the philadelphia area and some areas of fog. just light fog for most of the area. the exception the pocono mountains, down to.25 v visibility. not everybody is seeing it. fog, not as big as issue as the rain, which may make for slippery conditions. steadier at the shore. cape may is getting moderate showers, light, scattered showers in delaware county this morning. montgomery and buckstown are seeing the scattered showers too. things will change. that's the tail end of the system. that's a cold front. as that sweeps through, the rain comes to an end and the wind

kicks in. hour-by-hour forecast at 7:00, widespread rainfall at 7:00 for the morning commute. and at 9:00. here comes the tail end of the system. later this morning, it tapers off by 11:00. much of the rain is over. a chance of a spotty shower into the early afternoon hours. most of the rain happens this morning. look at the breaks in the clouds. the clouds will blow out of here with the gusty winds this afternoon. the last few showers moving offshore, drying out later today. we get sunshine. hold on to your hat. it's going to be a windy one today. to begin with, it will be rainy. you need your rain gear, umbrella, windshield wipers going at 6:00. 9:00, the rain coming down. as it tapers off, the temperatures come off. 57 degrees in philadelphia at noontime, warming to the 60s later today. a look at the seven day forecast coming up in a half hour. >> 20 minutes past 4:00 right now.

let's check the ride to work. first alert traffic reporter, jessica boyington has that. >> a look at the intersections where people have to make sharp turns on or off the off ramps. that's the slippery spots for the morning. this is white horse pike. no problems or back ups moving through. obviously, you can see the car just moved through the area. water spraying out from underneath the car. we have a good amount of rainwater on the roads, at least right now. something to watch for as the commute becomes tougher later on in the morning. here is 24th street. the camera is really zoomed in here because there was a disabled vehicle with hazards on. it just cleared out of the way. all traffic is moving through the area right now. no problems, just check in between 95 and the schuylkill just under a 95 minute trip.

the water crisis in flint is putting the spotlight on the led problem. all week, nbc 10 investigators are revealing lead issues in our area. mitch blacher tells us who is living with lead. here is a preview. >> this is something that is perceived to be something that happens in really poor neighborhoods and rundown places. it's not. it's all over. >> reporter: in flint, we saw lead in the water. around here, the concern is paint and dust. we are looking at laws meant to protect our kids. is the health department effective in enforcing this ordinance? >> i think there are a few things we can change that need to be changed. >> reporter: we checked on the money meant to get rid of lead. >> those funds are raided. >> reporter: we uncover local communities and what they are doing. do you go out and test for lead? >> no, we do not. we don't have the resources to

it's 4:26. good morning, cape may. here is a live look at wet beach avenue. along the beach, after a rainy morning, it will dry out and the winds pick up. the temperatures here, 49 degrees. a message of hope and inspiration came as former eagle, kevin turner was late to rest in alabama. turner passed away after a lengthy battle with als. he was diagnosed with als in 2010. he started a foundation to raise awareness of als and the effects of football on the brain. his loved ones say his generosity, humor and faith after the diagnosis fired more people than he could have ever done as a football player alone.

kevin turner was 46 years old. after 50 years in service, a local country club closed the doors for good. it will now become a housing development. a fixture on the delaware border since 1963. edgemont was forced to shut down, declaring bankruptcy. a bitter end for the daughter's founder. >> it's like planning a funeral. planning a funeral, you celebrate life. >> ridgewood real estate partners, who bought the property, plan to build houses on the 190-acre plot. it's a rainy start this morning. you can see the clouds in center city. the rain is falling and the wind will be getting stronger as the day goes on. right now, not all that cold. not for this time of year. 46 degrees at 4:27.
