today that concern had a very real face, and officers did respond quickly. brian mooar, live near the u.s. capitol. now back to you. >> thanks. we'll take another live look near the capitol. another vantage point. we checked with the federal government and the federal building here in philadelphia is open and running as normal. we checked with pennsylvania's senators, neither of them was inside the capitol today. this all coming during heightened tourism season there in washington, d.c. during the height of spring break season. we'll continue to follow this breaking news for you, bring you new information as soon as we get it. but again, that lockdown slowly being lifted outside the u.s. capitol as brian mooar reported. 20 minutes of nonstop news continues with what's in the water at your kid's school? is it too much lead? today there is a plan to test the water in all new jersey schools. but there are questions about how the plan -- how will every school get tested with this plan

and who foots the bill? >> we sent cydney long to question lawmakers in trenton today. she's live in evesham burlington county. what did you find out? >> reporter: i need to be clear that this is not about the cleanliness of the water source in your immediate town or municipality but about that water supply flowing through potentially old or lead contaminated pipes at your child's school and to their mouth at the fountain. >> i want the best for her. it's scary sending her there. >> reporter: erica doesn't want her daughter to be at risk for drinking lead poisoned water at her school. she suffered poisoning as a child ingesting paint chips so applauds new legislation. >> it requires the district to test water immediately, it has a process in place to notify parents to move over to bottled water. >> senate democrats are calling

for the 21 counties and says it should have been done yesterday. >> of course it's a reaction. >> with the national spotlight on flint, michigan's lead contaminated water and dangerous levels in newark, new jersey schools, new jersey lawmakers admit they were caught offguard. >> we found out that there really isn't uniform regulation across the board or policy in place to tell districts what to do. >> though they added a lead prevention fund to the budget in 2004 by taxes added to the sale of paint long time advocate ron rice says the money sadly has not been used for what it was ear marked. >> unlike the administration that doesn't think it's a crisis, if it's your child, that gets poisoned, and becomes neurologically disabled you'll find out. >> some schools 100 years old with aging and rotting lead pipes they have been using bottled cooler water since 2002. >> if we can avoid something

saturday and there's a lot on the line. the winner moves on to play for the championship. deanna durante joins us live from villanova's campus. >> though students are not back to class there are a lot of people at the book store. >> reporter: a lot of alumni, people from the community and those students are starting to filter in. you can see people hitting the sale racks, the men's department, the ladies department, wanting to get their hands on villanova apparel,v they have it for parties on saturday. the merchandise not yet in the store here, they tell me they have been busy taking orders since saturday night and working to fill those orders, they say that the final four t-shirts and hats and coffee cups will start coming in to stock tomorrow afternoon. and some of the more sought after apparel, like what the team wears, that will be here in the store later in the week. and, the students coming back to camp campus, all 700 tickets that the university had to offer up to students, they are all gone.

tomorrow though not quite as windy as it is right now. the cameras shaking a little across the area because of the wind, that would affect baseball if the phillies were playing there. we've got a westerly wind, gusts 45 to 50. we just had a report of a 48-mile-an-hour wind gust, in new castle county airport in department. and the current wind gusts are way up there in the 30s and even 40s. 47-mile-an-hour gusts right now in reading, 48 in wilmington. 41 in northeast philly. 43 in millville. and some pretty widespread strong wind gusts out there. and it's going to stay that way through the evening and that's why there's a wind advisory all the way till midnight. a mix of sun and clouds now the rain from this morning is long gone. this stuff does not look like it's going to make it. perhaps glaze the poconos, so we're going to be dry.

but we're still going to be windy. it's a warm wind now. 67 degrees in philadelphia. 69 farther to the south. colder air is coming in. i'll tell you how cold and when with the seven-day in a few minutes. now to a high rescue in houston. firefighters rescued two window washers stranded on the side of this skyscraper, we're told the workers became stuck because of a power outage that prevented them from moving their platform. both workers are safely back on the ground. thanks to the rescue crews. no one was hurt. new developments in the terror in brussels. today belgian officials released the only person arrested for the attacks, a judge made that ruling based and what he called weak evidence against the suspect. police continue to look for this man seen walking next to the suicide bombers there, belgian police released a video asking for help identifying him. here at home authorities confirm that u.s. citizens

justin and stephanie schultz lost their lives in the attack bringing the number of americans killed to four now. officials increased the number killed to 35, that was after four people wounded died over the weekend. 96 victims are still in the hospital. ♪ >> today this vigil in belgium honored the victims of the attack. gathering at the cathedral in brussels. now to our decision 2016 coverage. pennsylvania residents only have eight more hours to register to vote for next month's primary. lauren mayk joins us live with the push to get out the vote. lauren. >> reporter: we're in the road to the white house exhibit that deals with primary elections. there is a month until

pennsylvania's primary. if you want to vote in it you have to be registered. here are the people who need to pay attention. maybe you just moved into pennsylvania recently. maybe you have a son or daughter who just turned 18, this is their time to vote. they can vote this year, or perhaps you want to switch parties, in any of those cases today is your deadline. on the last day to register for the pennsylvania primary, the bernie sanders campaign without a final push. >> we need to get out the vote, we need to make sure people are registered. >> reporter: no matter who you like you can't vote for them april 26 if you're not registered by today. you can apply from home, online, and here's how. go to the state's web side, votespa.com. you fill out this form. you put in your name, and other information like your birth date, your address, and then if you scroll down, which party you want to register with, or if the you don't want to be part of

held a get out the vote rally in north philadelphia today. encouraging temple students to register. one tells us she wants sanders to address student debt. >> as a college student, it's a big issue that affects my life and very much affected by people in control in the government. >> the student likes sanders because of his support for early education. republican presidential candidate ted cruz worked his way through wisconsin today looking for support there, a win could narrow donald trump's lead in gop delegates. cruz continues to collect endorsements from the establishment. cruz's wife postponed her plan to visit south jersey this week. heidi cruz was supposed to attend a fund-raiser but she plans to come after next week's wisconsin primary. >> in our country is a great country to whom much has been given and much is expected. doesn't mean we need to be saps or fools but we got to be

the state to find out why these kits are sitting on the shelf. officials with the criminal justice council say the reason it's unknown. one senator wants the kits kept longer than the required one month before they can be thrown out. we have new video that shows how dangerous the streets can be, this show as man walking down chew avenue firing a rifle last thursday, just after midnight. the gunman shot a man four times, then calmly walked away before getting picked up by someone in a dark colored car. that may be from out of state. and this afternoon we ask philadelphia police how many murders and shootings there have been this year. here is the breakdown. 62 murders, 261 shootings. those latest numbers on a day when city leaders held a summit on gun violence. >> gapamela joins us live from wilmington. >> we know you spoke with

the issue of guns ending up in the wrong hands, the americans for responsible solutions report that one person dies from a gunshot wound every 17 minutes. >> violence that plagues or city and it hasn't got no better has gotten worse. >> reporter: so far philadelphia has seen 62 gun-related homicides and 261 reported shootings that's in 2016 alone. last year the city saw 233 homicides. >> we are the mothers, grandmothers, aunts and sisters of the folks they are talking about. >> reporter: this afternoon two councilmen hosted an organization in the front line of the fight. >> not one person going to do this. it takes all of us to make the change. >> reporter: and mothers in charge is hoping that the city can come in and kind of help them with some of these grass roots evidents they are financing on their own for the past 13 years, we'll be following that. reporting live, pamela osborne,

"nbc 10 news." temple is taking another step forward in the plan to build a new football stadium on the north philadelphia campus. the plan calls for a $126 million, 35,000-seat stadium to be built between broad and 16th streets and montgomery avenue and norris street near the current dc field. temple has hired two firms to design the facility. last month temple's board authorized $1 million in funding for design. and environmental impact study of the stadium. mayor and many neighbors are against the plan. >> speaking of the mayor he spent the morning reading to day care students today. nbc 10 was there as the mayor led story time at the learning center. mayor kenney has been visiting across the city to talk about his plan to raise money for his pre-k plan. quite an unusual day because

we were dead calm this morning. no wind at all. and now everything's blowing all over the place. strong winds this afternoon, and into tonight. this is not just a brief gust with a cold front here. we've got colder nights coming over the next two nights. tomorrow night should be the coldest. then the 70s look like they are returning this week for at least one day, possibly two. a lot of blue in that sky now. this calm, this flag was not moving at all this morning. just a few hours ago. and now look at the wind. 26 gusting to 33 miles an hour. certainly warmed up. 67 degrees with that wind. eventually colder air is going to come in with that wind. 58 degrees in lancaster right now. 59 in pottstown. so, it is going to be cooling down this evening. and of course when the sun goes down the temperature will be able to drop even more quickly.

69 degrees in dover right now. strong west winds, there is the gust, 48 miles an hour wilmington, 47 reading. you rarely see this many places gusting over 40 miles an hour. it's generally one or two places. the hourly forecast is going to show the temperature going down as by 7:00 a.m. not only is it getting colder but we have wind, so we've got a wind chill tomorrow morning of 32. and it's 67 degrees now. that's quite a change. well, at least the rain knocked the pollen out of the air for now. it's going back up tuesday and wednesday, by thursday it's likely to be high again. well, the rain moved out, that's for sure. and we have a mix of clouds and sun across the area now. and as we go through the evening it's going to continue to be clear, the wind still an issue. and as we go through the rest of the night temperatures drop into

the 30s, north and west. so it is going to be a chilly start to the day tomorrow. it's also going to be a windy day. so her to wind gusts for the evening still 30 to 40 miles an hour, even more at mount pocono. toms river, atlantic city. look at the wind gust. that's 10:00 at night. then we go through the night and into the morning. not much of a drop here is there. still gusting near 30 miles an hour tomorrow morning. and tomorrow afternoon, yeah, it's windy but not quite as windy as what we're seeing right now and will be seeing over the next several hours. so very windy tonight. and colder. 40 for the low in philadelphia. remember you saw the wind chill down to 32. the wind 20 to 30, gusts as high as 50. we're seeing that right now. tomorrow, sunny and windy. gusts to 35 tomorrow. temperatures much lower, about 10 degrees colder than it was

>> we continue to follow breaking news at the visitors center to the u.s. capitol building. the capitol was placed on lockdown after a shooting. someone had a gun and pointed that gun at an officer. you're looking at a live picture now. we know that officer shot the suspect, the lockdown at this time is over. d.c. police say there was no threat to the community, there will be a news conference in about 10 minutes to update the situation. we'll monitor those developments and bring them to you.

game. >> good thing he is not allergic to bees. >> you are. >> i am. that would be dangerous situation. glad he's okay. >> today, prosecutors filed charges against an american airlines co-pilot suspected of being drunk before a flight to philadelphia. >> yes, we said drunk. suspected of being drunk. turns out incidents like this happen more often than you might think. according to the faa a pilot or co-pilot is found to be drunk on the job about once a month. faa regulations include a so-called bottle to throttle ru rule. according to a statement the co-pilot in this case allegedly tested above the legal limit. >> talking about it, stunned when they figured out. glad they got him. >> the airline ended up canceling the flight. the co-pilot was released pending arraignment which hasn't been scheduled yet. a million dollar winning

source of the problem is chipping lead paint and dust in old homes, more than half of pennsylvania's homes are at least 40 years old, in new jersey every county has thousands of homes built before 1950. >> the tool is prevention. >> we're investigating the systems built to solve our lead problem and if they are work. >> do you go out and test for sfleed. >> we do not. >> finding money to get rid of lead used for other things. and we're exposing a toothless lead law enforced by no one. >> there have not been cases where there has been a fine issued. >> in four years. >> in four years. >> why is that? >> that is a question, is a very good question. >> we have a lot more questions and answers for you, all week as we travel throughout the area and continue our series living with lead. >> mitch, we know that lead got a lot of attention after flint, michigan, all of those headlines

about the water problems there. but this isn't a problem with water that we're talking about here. >> completely different. what we have is an old housing stock so you're talking mainly lead paint that turns into lead dust. that's the problem for our kids. the place we do see lead in the water is when you have home specific problems, pipes that end up having chipping lead pipes going into the water for the first draw when you turn the tap on. >> we know you did so much research. what's next? >> we're looking specifically at the city of philadelphia tomorrow, right here on nbc 10 at 4:30, what we're going to look at is the city's lead law that was very specific to protect kids 7 and under from lead poisoning. what we found is no one is enforcing it. >> we'll look forward to that. thank you for your work. i want to check back on breaking news, the shooting that caused a lockdown at the u.s. capitol. an officer shot a suspect after that person pointed a gun inside

the visitors center. what else we know, that lockdown has been lifted, and right now the capitol police are about to hold a news conference. we're going to listen in, we'll bring you new information on that as soon as we get it. >> right over to our weather. >> glenn "hurricane" schwartz back now with the first alert windy forecast. >> right. we started off with light rain and each some fog. no wind. couldn't see the tops of the buildings. now you can see very well. it's warmer. the rain has stopped. and we've got wind gusts to 50 miles an hour. a wind advisory for the whole area until midnight. that's west winds that is just howling in there and it has been with us for the last several hours. it will continue as we go through the night. still see several places gusting up at or over 40 miles an hour.

it's not going to be one of those cases where the wind diminish it is in the next couple of hours. get used to it. it's going to be around for several hours. at least we're not having any precipitation. a little light rain up perhaps close to the poconos later. that's about it. it's 50 in mount pocono now. 58 in lancaster. 59 in pottstown. but 67 in philadelphia. close to 70 in parts of southern delaware and south jersey. so, as we go through the night tonight, you're going to see temperatures drop to close to 40 degrees, the wind will continue and so we've got a wind chill tomorrow morning at 32. i'll let you know when it's going to feel even colder and when it's going to warm up to 70 again. with the seven-day in a few minutes. pennsylvania residents who work in delaware will soon have an easier commute home. >> the septa wilmington newark line is adding two trains in the evenings between the station in delaware and center city and this will save commuters about

warmest marches recorded. 59 chester springs. 60 kennett square. in the 60s elsewhere. 57 in quakertown. 58 in lancaster. some of the cool spots and the warm spots are close to 70 in woodbine and dover right now. the wind continues to gust. 48 miles an hour. wilmington, 47 in reading. 41 in northeast philly. 43 in wilmington. i mean it is pretty strong. and here we go as we go through the evening, temperature not dropping a lot. look at that wind. still gusting, 8:30 tonight gusting to 36 miles an hour. and 10:00, 51 degrees, still gusting at 30 miles an hour. it's going to be a windy night. 20 to 30, gusts up to 50. 40 degrees for the low. but with winds it will feel closer to 32 by morning. so it won't be raining tomorrow morning like it did this morning but it's going to be cold. sunny and windy, colder tomorrow, 57 for the high.

we got new information about breaking news in our nation's capital. a shooting that put several government buildings on temporary lockdown including the capitol building. police say a man pointed a gun at officers at the security screening area at the capitol visitors center. that's when capitol police shot the man. he was taken to the hospital where he is right now in surgery. police recovered the weapon at the scene. the lockdown was lifted within the past hour. police tell us there is no further threat to the public and they just held a news conference a short time ago, we'll have a live update from washington in a few minutes. also this afternoon, grab your gear, villanova fans stocking up at the school store as the wildcats get ready for the final four. good evening. i'm jim rosenfield. >> i'm denise nakano. villanova excitement is
