of those delays headed westbound from new jersey into the p.a. area. so your best bet if you are on the new jersey turnpike or you generally take the new jersey turnpike to get to the p.a. turnpike, keep going, get to route 73, head over on the tacony-palmyra to get in that way. also give yourself extra time no matter what because we have a scheduled opening right now at 11:00 a.m. for the -- so we'll see lanes there closed with 1:00 p.m. construction, vai. jessica, thank you. more news from camden county. police say a high school student was killed in a deadly hit-and-run, and the woman behind the wheel is now facing several charges. nbc 10 cydney long was listening at a police conference minutes ago. >> reporter: vai, that just wrapped up. i can tell you we have now learned the identities of everyone involved here. and sadly it includes a

16-year-old pennsauken high school student. he was struck just before midnight last night about 11:23 in the southbound lanes here along route 130 as he jumped over a median. we also know that the woman who was behind the wheel is still being questioned by pennsauken police here this morning. nbc 10 was there overnight where it happened at route 130 southbound at 49th street. police say turner jumped the median on this busy route 130 when he was struck. his body was thrown into the burger king parking lot. investigators say 40-year-old susan highland was behind the wheel. she was driving her niece's car with her niece as a passenger. and when they didn't stop, they continued on their drive to camden. here's how police say it played out right after that. >> the owner/passenger in this car, the 19-year-old of pennsylvania, she felt guilty and she decided to place a 911 call to central communications.

the driver was unaware that she was placing this call. she was upstairs. she disconnected the call because she thought she was being heard -- overheard. >> reporter: and police went onto say that camden police pinged that cell phone call, they contacted pennsauken and investigators here went to camden. they caught the driver as she tried to run from the back door of a home on clinton street in camden. she is charged with driving on a suspended driver's license as well as leaving the scene of a deadly accident. the owner of that car, the 19-year-old who lives near harrisburg in pennsylvania, police are crediting her for doing the right thing. she is not facing any charges whatsoever. pennsauken high school, meantime, vai, is on spring break this week. but we do understand turner's family has been notified as well as the high school. live in pennsauken, cydney long.

thank you. a man hijacked an airplane this morning and everyone who was onboard is safe. the egyptian forced the cairo bound plane to land in cyprus. they say the man wanted to speak to a woman in cyprus that he's in love with. the hijacker reportedly claimed to be wearing an explosive belt, but an official said the man's belt had no explosives in it. most of the passengers were let off after the plane landed, but the hijacker kept four crew members and three passengers onboard for several hours before giving up. now your nbc 10 first alert weather. don't let the sun deceive you today, much colder out there. nbc 10 showing big coats back out. we've been watching the flags blowing atop the aramark

building throughout the morning. nbc 10 chief meteorologist glenn "hurricane" schwartz here with that forecast. hi, glenn. >> yeah, vai. another day with gusty winds, but not quite as strong as what we saw late yesterday and last night. the flag still blowing pretty hard. the flag pole itself blowing a lot. don't see that too often. and then lots of sunshine, at least we don't have the clouds to block the sun to make it feel even colder. but it's only 52 degrees right now. 49 in pottstown. 50 in allentown, trenton, mt. holly. 49 degrees in dover also. so not only is the temperature way down from yesterday when we hit 70, look at the wind gusts. 37 miles an hour right now. and northeast philly and also mt. pocono, 32-mile-an-hour gusts in atlantic city. so the temperatures going up at least into the mid 50s today. and the wind still fairly strong throughout the day.

campaign. and cruz's wife has postponed her plans to visit south jersey this week. heidi cruz was supposed to attend a fundraiser tomorrow, she plans to come after next week's wisconsin primary. police arrested six anti-trump protesters monday night outside a hotel in janesville, wisconsin. authorities arrested demonstrators after they allegedly refused to leave the lobby of the holiday inn express where trump is scheduled to hold an event today. about 75 people showed up to protest trump. people say they will have a designated area outside the hotel where protesters can gather. and trump now holds 48% support of registered republicans, according to a new nbc news survey monkey poll. that's more than 20% higher than cruz. john kasich trails with 18%. and bernie sanders supporters gathered in northern liberties last night for a voter

police shut down roads near the u.s. capitol visitors center this morning while police

investigated a suspicious package. the u.s. senate sergeant at arms gave the all-clear a little after 9:30 this morning. and that incident comes less than a day after police say officers shot and wounded a man who pulled a weapon at the security check point for the capitol visitors center. 66-year-old larry dawson of tennessee is in the hospital facing charges of assault with a deadly weapon and assault on a police officer. as nbc's peter alexander tells us this is not the first time dawson has caused problems in washington. >> reporter: chaos at the capitol. >> one man shooting at the u.s. capitol. >> reporter: panic inside the visitors center. police drawing their guns, tourists rushing for safety. >> we heard them yelling stop, stop, and police running as fast as they could, ten of them running by with guns. >> reporter: this morning new details about the suspect larry dawson. capitol police say an officer shot the 66-year-old as he approached the screening checkpoint at the entrance to the

headliner joey callihan. this is the first year of this specific event. why a comedy show? >> well, comedy is the way to bring the community together. and laughter, everybody likes to have a good chuckle, so on thursday is when it's going to happen. and this is a way to not only bring the community together, but also to help raise funds for very -- various different causes very important to chestnut hill and philadelphia area. >> ryan, will this be an annual event or depend on how successful it is? >> we try to raise somewhere between $90,000 to $100,000 a year, we are annual. we try to do some sort of fundraiser to end the annual drive each year. this is what we chose for this year. hopefully we'll do the standup comedy again next year as well. >> yeah, i've been around at events with joey callihan and he is topnotch. he's really good. this comedy show is the chestnut hill community association's signature event for your annual

breaking news this morning on nbc 10 news. a south jersey high school student has died in a hit-and-run crash. and within just the last half hour we've received new information about the woman police say was behind the wheel. let's get right to nbc 10 south jersey reporter cydney long live with the details. >> reporter: well, vai, good morning. that driver is a 40-year-old woman from beverly, new jersey. her name is susan highland. we're told she was driving her niece's car to camden along southbound route 130 when this happened this morning. she is still inside being questioned as we speak. highland, police say, never slowed down or stopped the car after striking a 16-year-old boy who was crossing route 130 at 11:30 last night. instead, they say she left route 130 southbound at 49th street despite her niece was a

witness in the passenger seat, and she drove to camden. the victim was lying in a parking lot of a nearby burger king. he had been thrown by the impact of the crash after police say he jumped a median to cross the street on his way home from a friend's house. police say the niece, highland's passenger, was a key witness leading to her arrest. >> after the collision, she was in shock pretty much. and when they went to camden, in this house in camden they were talking over what the plan was, what the game plan was, and brianna finally just broke away from everyone and said, you know, i got to call the police. she did the right thing. >> reporter: highland police say they tried to run out a back door of that camden home. she's now charged with driving on a suspended driver's license as well as leaving the scene of a deadly accident. they will also conduct

blowing across the ben franklin bridge as they're driving over this morning. nbc 10 first alert chief meteorologist glenn "hurricane" schwartz is here with our forecast. hey, glenn. >> hey, vai. yeah. there's a lot of hours of gusty winds around here. we had it all yesterday afternoon, pretty much all night. and so far all day today. flags are still blowing and the camera shaking occasionally with those wind gusts as we look over the schuylkill river. you can see we have plenty of sunshine out there, so that's not an issue, but the temperature is way down from what it was yesterday. yesterday we hit 70 for the high. right now it's only 52. 49 in pottstown. 48 degrees in lancaster. only 38 in the poconos with wind gusts to 37 miles an hour. that feels like winter out there. 37-mile-an-hour gusts in northeast philly, 32 in atlantic city. but these gusts are going to be going down. not a whole lot this afternoon,

but tonight, by tomorrow morning there's no wind gust at all. maybe close to calm, but i'll tell you when it's going to really warm up again and when we're going to get some heavy rain with the seven-day in a few minutes. thank you, glenn. skyforce 10 over breaking news in montgomery county. firefighters are on the scene of this house fire in upper merion township. this is on gulf lane. so far no injuries have been reported. you see ladders there on the roof. we'll continue to keep an eye on this and nbc 10 will monitor the breaking news and bring you any updates as we get them. and new this morning, police say a camera was found in the restroom of a new castle county fast food restaurant. investigators say employees at moe's southwest grill on kirkwood highway in wilmington discovered the camera and they turned it over to authorities. detectives are trying to figure out who planted the camera there. the store is open for business

as usual during the investigation. with this summer's republican national convention still months away, some in cleveland are expressing concern about safety. they're concerned about the state's open carry laws, and the city's unwillingness to share its security plans with civic leaders and police union. nbc's tom barris has the details. >> reporter: with donald trump's threats. >> i think you'll have riots. >> reporter: and the online petition to collect signatures to legalize guns inside the -- >> they want to know the center question is cleveland ready. >> reporter: the answer from cleveland's police union. >> we're behind the eight ball. >> you don't think you've had adequate preparatory training at this point? >> not at all. >> reporter: claims 500 officers given three hours of training on crowd control. >> three days for a perishable skill, it's irresponsible. >> reporter: as for the riot gear the city supported, loom is fears it won't be here in time for officers to get used to. >> they haven't taken any

measurements. this is not one size fits all. >> reporter: the naacp writing city and county authorities expressing concerns police will face protesters and folks brandishing weapons because ohio's an open carry state. >> people will be able to carry their long guns, their aks, whatever's legal. and our police force doesn't have much experience with people really aggressively exercising their second amendment right. >> reporter: the group urging leaders to share some plans with the public. >> we're not asking for the proprietary plan. we're not asking for the anti-terrorism plans, we're talking about how should the average citizen -- so as people come to town they'll know what to expect. and more importantly people in town will know what to expect. >> reporter: the city and secret service not openly discussing security, but seemingly everyone else is. >> that was nbc's tom barris reporting. philadelphia's mayor is responding to a threat by taxing limo drivers.

the drivers claim ride sharing services like uber x and lyft are unfairly taking business from them. those newer transportation services are technically illegal in the city. limo and taxi drivers who have protested since december want uber x and lyft drivers to be regulated the same way they are. >> it's a big event with a lot of people in the city. and i don't think the people will be walking away with their opportunity to take advantage of those economics. >> it will shut down airport, train station, everywhere. >> the city's calling for new state legislation on regulating ride sharing. and state lawmakers want to test the water in all schools in new jersey, but it's not going to be cheap. they've introduced legislation to foot the $3 million bill. money set aside for lead prevention was used on other projects. they say the flint, michigan water crisis and high levels of lead found in the newark school system prompbted the plan. >> what we found out in this

process is there really isn't uniform across the board to tell what to do. >> it would reimburse local governments for the twice a year testing. governments say they will address the larger more expensive problem of replacing pipes once they get the results of those tests. in the lehigh valley we've learned the allentown school district has started testing for lead at two schools. the district made the move following a report from a lehigh university professor about unsafe lead levels. school district officials said it's not clear if proper testing was done. for now they've closed water fountains in the schools and they've made bottled water available. the nbc 10 investigators are running a week-long living with lead series. today the focus is on philadelphia and taking the city's health department to task. there's a law in place to get rid of some of the lead, but we found no one is enforcing it. we'll have that report coming up this afternoon at 4:00. well, they're on the front line every day of the heroin

happening now, penn state will celebrate the start of construction on housing for students in delaware county. penn state brandy wine is adding its first residence hall to the campus and media. the two new buildings should open in august of next year. 1,500 students now attend penn state brandywine. you'll have to be even quieter in newark than you were before. city council last night amended a noise ordinance to make it stricter, but one council member questioned the impact. >> who's going to enforce this? we have to hire somebody who has special training, special

training, special equipment. we don't even have this. >> the new ordinance bans excessive noise from cars, music, equipment or people. police will give you a warning during the day but can instantly cite you for nighttime violations. and camden based soup maker campbell's is giving its soup a makeover. it will remove the chemical bpa from its cans by the middle of next year. the company says it's making the change to reassure consumers worried that bpa may increase their risk of cancer, brain damage and hormonal problems. federal officials maintain bpa is safe at the current levels it's used in food packaging. and facebook already lets you send cash to friends through its messenger app and now reports say the social media giant has loftier ambitions. it's working on a way to let you use messenger to pay for items in stores. the move would put facebook in direct competition with apple pay and others that allow people

to pay for things in stores directly from their smartphones. premature births linked to air pollution cost the u.s. more than $4 billion each year. an estimated 16,000 children are born early every year because of a mother's exposure to toxic chemicals in the environment. researchers calculated $760 million is spent on long hospital stays for premies and medications, but more than $3 billion is in lost economic productivity because the physical and mental disabilities that's linked with preterm birth. bakers battled it out in center city and the contest gave cake lovers a reason to celebrate. nbc 10 was with the city of hopes let them eat wedding cake competition. dozens of local pastry artists competed to create the best over the top wedding cakes. this year's theme was animation. now your nbc 10 first alert

weather with chief meteorologist glenn "hurricane" schwartz. >> yesterday we had strong winds bringing in warmer air. today the gusty winds are going to be bringing in colder air. it's another windy day. and the cold night, that is mainly tonight. it's going to be really chilly by tomorrow morning. 70s are going to be returning this week. the cold weather's not going to last very long. a lot of blue in that sky right now. and the visibility is great. the wind 21 gusting to 32 miles an hour. and the temperature only 52 degrees. the average high 57 for this time of the year. we got up to 70 yesterday. 57 degrees today. and near 60 tomorrow, but with much less wind. so it will feel more comfortable. then it jumps up to the 70s by thursday. the temperatures now 48 in kennett square, 48 quakerstown and doylestown, 47 in oxford, one of the cool spots. 50 in middletown, delaware and

in mt. holly, new jersey. northwest wind pretty strong today. these are the sustained winds right now. 20 to 25 miles an hour in many parts of the area. and without the wind blowing that pollen all over the place so it's getting higher and higher. and over the next two days it's going to be pretty high. it's going to be finally knocked down later in the week by the rain that we're predicting. so we're sunny across the area. the next weather system to affect us is a long way away near omaha, nebraska. we have the northwest winds dying down tonight. look at these low temperatures. in the low 30s. some places down into the 20s. then we watch that system approach from the west. we're in the 70s with that big warmup, southerly winds on thursday. thursday night we get first round of showers and then another round on friday. the gusty winds today, but
