sidney blumenthal knee long, "nbc 10 news." 20 minutes of nonstop news continues with new video of a scuffle that septa says shows kids behaving badly. the video is going viral and septa police are looking for the children in this video. we had to turn down the audio because the language used is not acceptable for tv. brandon hudson talked to septa and joins us live to explain what happened on that train. brandon? >> reporter: we heard from the chief a little more than an hour ago. called the behavior outrageous and asking for help to find out who these children are and help get them counseling. the chief asked us not to blur the faces of the children in this video because -- but because they are under 18 years old we're choosing not to reveal

identities. we hope the details including location and time can help. the chief says this happened at a septa stop on york street in north fill fail round 7:45 last thursday. three of the five yelleds profanities and racial slurs at the man recording. one punched and spit at him. a woman who septa police are trying to identify makes them leave with her. the septa police chief says it's frightening to see children acting this way. >> we need to help families that are in situations where kids are spiraling. and these kids are spiraling, something needs to be done to help them. >> reporter: septa police chief thomas nestle says they are trying to track down the man who recorded and posts this. he says riders should not be concerned about seeing this happen often on the train. he calls this an isolated incident.

reporting live in center city, brandon hudson, "nbc 10 news." >> donald trump's campaign manage ser facing battery charges for an incident at a campaign rally. going to show you corey l. michelle fields filed charges alleging that he pulled her arm. fields' arm showed bruising along with several finger marks including an indicating a grabbing type injury. we're getting our first look at newly released surveillance video of this alleged incident. you can see fields in that yellow shirt there, walking along side trump, then she's pulled back by another person. the trump campaign released a statement saying lou an dow ski is innocent. >> the villanova wildcats are marching to victory and today there was a vibe on campus.

so, once the wind dies down the temperature is going down. wind gusts up to 35 miles an hour mount pocono, 36 atlantic city, 36 in millville. it's windy out there but not nearly as windy as 24 hours ago. we have lots of sunshine, the closest rain is way back to the west in iowa. so that is obviously not going to be an issue. but look at the wind speeds. drop as we go through the night. temperatures dropping too. we'll see how low it goes and how warm it's going to get once that big warm-up comes in with the seven-day in a few minutes. >> new video shows the hijacker of an egypt plane. you can see him pass through the metal detector and get a pat down. authorities say he then boarded his plane in alexandria and hijacked the aircraft on the way to cairo forcing it to land. the man was wearing a fake explosive vest. he held passengers and crew

members hostage for several hours before he released them all and surrendered. before the stand-off ended one person escaped the plane out of a cockpit window. all passengers and crew eventually made it to safety. officials say the hijacking was not an act of terror, they say the man appears to be psychologically unstable. >> here at home sky force 10 over the scene after tractor-trailer crash on the p.a. turnpike this morning. look at this. the smoky aftermath at the bristol interchange toll plaza. it caused the truck to burst into flames. the driver wasn't hurt. but one lane is still blocked. fire crews in upper merion called to this home on golf lane this morning. sky force 10 overhead. you can see the smoke coming from the hole in the roof on the left side of the house. it's not clear this afternoon how this fire started but no one was hurt here. and a rude awakening for some car owners in wilmington this morning. wilmington police say someone

broke into several cars on west 30th street around 4:00 in the morning. we found officers on the scene looking for clues. thefts were reported. >> we have new surveillance video of a man police say robbed a montgomery county fire victim. that victim michael graves lived at the house in roslyn. his house caught fire last month. when he was released he discovered his credit cards were stolen along with some of his wife's jewelry. while he is trying to remain hopeful, his faith in people has already been damaged. >> i would like him to say yeah, this is the person that used this card, i know this person s. that likely to happen, no. >> police say the man in the surveillance video used the stolen credit cards in north philadelphia. if you recognize him you are asked to call abington township police. >> concern about lead levels in

water prompted three schools to turn off the drinking fountains. wfmz had water tests done and they apparently showed lead levels higher than federal standards at northeast middle school and allentown's high school and union terrace elementary school. but in a statement the bethlehem area school district said the city of bethlehem routinely tests water quality in the city and has informed the basd all tests reveal lead levels well below federal guidelines. it went on to say it is unclear whether or not wfmz followed proper collection protocols. we called the professor who did the testing. he didn't know how the samples were taken. they are confident all protocols were followed but did not use a professional service to take the water samples. >> the nbc 10 investigators spent a month researching lead problems in our area to help keep your family safe. all this week we're airing what

they uncovered. coming up they will shine a light on philadelphia's health department where they found a law in place to get rid of some of the lead but we found no one is enforcing it. we'll have that report coming up >> fans are remembering patty duke who passed away. duke who was open about battles with depression died from what her agent say was a ruptured intestine. in the mid-60s she starred in the patty duke show playing identical cousins, famous for her role as helen keller. patty duke was 69 years old. for a second consecutive day police were on high alert at the u.s. capitol building this morning, capitol police investigated two suspicious packages, briefly closing one entrance and two streets. after a short time they were cleared and everything went back to normal. the capitol building was not affected by today's incident but this was just a day after this, when police shot and wounded an armed man at the visitors

building. police have identified monday's suspect as 66-year-old larry dawson, officials tell nbc news the suspect's weapon was a realistic looking pellet gun. he is charged with assault with a deadly weapon and assault on a police officer. now to the latest on the terror in brussels. it's a week since suicide bombers struck the belgian capital and a makeshift memorial continues to grow to pay tribute to the 35 dead and hundreds injured. police are still hunting the so-called man in white seen at the airport with the two suicide bombers. the metro station has reopened now but the airport remains closed. it may reopen tomorrow with limited capacity. to delaware now, a new noise ordinance could make people with loud voices law breakers. some say the newly approved rule is a waste of time and resources. nbc 10's delaware bureau reporter tim furlong is live with the story. >> reporter: shhh. you have to be quieter in newark

these days, at least at night and the overnight hours. there is a new ordinance that makes newark one of america's quietest cities, it's not clear how or when it's going to be enforced in a town where a sufrt so close to so many and students. nobody seems to mind the guys who jam on main street. ♪ but the city noise ordinance made it quieter in the overnight hour. >> reporter: the new law excludes noise from air conditioners, heaters and backup generators. police don't go hunting looking for people violating but what they do is they hear about parties going on and sort of a mechanism to sort of crack down on noises and disruptions.

parts of the area. but the 70s are going to return this week and we're also tracking rain that's going to be coming in before the end of the week. maybe some heavy rain. obviously still windy out there. and it's 59 degrees, the wind 21, gusting to 28 miles an hour. yesterday at this time we were gusting 40 to 50 miles an hour. it's 8 degrees colder than this time yesterday. it's in the 50s, mid-50s north and west. 43 mount pocono and close to 60 degrees in philadelphia but we haven't quite gotten to the 60-degree mark yet. atlantic city international 59, that's also of course as close as it gets. the temperatures generally 5 to 10 degrees colder than at this time yesterday. southern areas more than 10 degrees colder. and the temperatures tonight look at them drop. 7:00 we're at 50 degrees. by 11:00, 40 degrees. and we're talking about going down to the freezing mark.

that's in the city of philadelphia itself. 20s in the suburbs. but at least not wind on top of it. the sustained winds right now, still close to 20 miles an hour or a little bit more. we'll see if it drops by 6:00. probably take a little while to do that. the pollen is getting blown around with all of this wind. wind and dry weather are not good for the pollen count. it's going to be high the next couple of days. but after the rain that comes in by friday, that will knock the pollen level down. we're sunny but chilly during the day today. especially compared to yesterday. the nearest rain is in iowa, so that's going to be a while before it gets there. we're windy. and cool. but less wind tonight, temperatures down to 24 in allentown by morning. but by thursday we're up in the 70s with a southerly wind. we have a front coming in with

cosby can move forward. a judge refused to dismiss the case. she claims cosby's lawyers call heard a liar when she said the comedian drugged and raped her. his lawyers fought back saying that dickenson changed her story. the judge says the facts will play out at trial. the trial is moving forward while at the same time cosby is facing criminal charges in montgomery county where he's accused of drugging and molesting a temple university employee back in 2004. controversial new law in north carolina called discriminatory by critics will not get the support of the state's top cop there. north carolina's attorney general said he won't defend the law. the new measure prevents local governments from approving protections for lesbian, gay, transgender and bisexual people. they are calling for the attorney general to resign and andrew cuomo banned non-essential state travel to north carolina, the governor

in pennsylvania and new jersey. in philadelphia health officials found nearly 4,000. >> even with one of the strictest lead laws in the state the nbc 10 investigators found no one is enforcing it. mitch blacher continues our investigation, living with lead. >> reporter: 4-year-old mariah doesn't know she has lead poisoning. it's her mother pen he carries the burden. >> they took her lead levels. it was high. >> reporter: the philadelphia health department found chip, peeling lead paint in her home. >> no matter how many times i clean it don't matter. >> reporter: it's lead problems like this that inspired this council woman. >> we wanted to get rid of the lead. period. >> reporter: she sponsored philadelphia's lead law, landlords are supposed to get rid of the lead before renting the families with children under 7. >> the health department would be responsible for the enforcement. >> is the health department effective at enforcing this

ordinance? >> i -- i think there are a few things that we can change. >> reporter: we found one of those things is knowing how many families with young children rent in the city. >> we don't have that information. i don't even know that information is tracked. >> reporter: according to the homeowners association of philadelphia, there are nearly a quarter million rental properties in the city, roughly 52,000 registered with license and inspections, since the lead law went into effect the health department has certified 1,596 of them lead-free or lead safe. >> seems like a big gap. >> i agree with you. and i think that there needs to be a significant improvement in the enforcement. >> landlord, it's not addressing the problem. it is saying you're the scapegoat of it. >> reporter: darryl is the philadelphia homeowners association lawyer, he told us more enforcement is not necessary because if a landlord

gets caught rending a lead hilled home it can cost them. >> a property owner fails to comply i'm their attorney, i will tell you, you are in danger. >> there have not been cases where there have been a fine issued for the lead landlord. >> in four years. >> in four years. >> why is that? >> that is a question is a very good question. >> it's one the council woman plans to answer. >> not fixed. you still have work to do. >> the families and children at risk are counting on that work getting done. >> i don't have nowhere else to go. all we got. >> since we started asking questions about the lack of enforcement the kenney administration and the department of health say there have been several high level meetings how to step up enforcement. right now the city only has three inspectors, looking for lead and is only able to remove it from a few hundred homes a year. the council woman told us that she is going to hold hearings to tweak that law.

she says that will happen before the summer. >> so what is the health department doing to try to prevent lead poisoning if they don't have enough to enforce? >> the main thing is education. thissy show parents where their kids pick up the lead. usually that is in window sills, on the floors, and they show them how to clean that up. >> we heard about the problems all over the country, flint, michigan about lead and in our area philadelphia is not the only problem area. >> no, it's throughout our coverage area. even today we're reporting on lead found in schools, right, in new jersey, in pennsylvania, this is really a problem with the infrastructure. we have very old housing stock, old pipes, some have lead in them. which is why tomorrow we're going to be taking a look at what government specifically new jersey's government is doing in order to get rid of lead before a kid becomes lead poisoned. >> thank you so much for the investigation. >> thanks, guys. let's look at some of the other stories on "nbc 10 news" at 4:00.

well, the story of the last 24 hours is certainly been the wind. and it is going to die down tonight but that's going to allow the temperatures to go down. so we've got a cold night ahead. just one cold night. the 70s are going to be returning in a couple of days, and we're tracking rain that could end up being heavy at times before the week is out. flag still blowing like crazy out there. and the wind gusting to 28 miles an hour in philadelphia, it was much stronger yesterday over 40 miles an hour. caused some damage. 59 degrees for the current temperature so it's nowhere near the 70 degrees that we had yesterday. tomorrow will be close to 60 but without the wind so it will feel a little warmer, then look at that, 74 on thursday, 70 on friday. but that's not going to last. the temperatures, 55 in trenton, wrightstown, chester springs, 54 in kennett square. 54 in oxford and quakertown,
