two got into an argument over the new jersey devils cap this month. arraignment set for april 20th. that incident along with other violent crimes in and around rittenhouse square prompted a town hall meeting to address public safety. it's set for 7:00 p.m. tonight at the tenth presbyterian church. burns out shells all that remain of several mobile homes in the newark delaware trailer park. flames were the work of an arsonist and there's a big clue that tipped them off. tim furlong explains what they found that seemed amiss. >> all you saw was a bunch of black smoke. >> reporter: you saw it tuesday, today on the ground you sow what's left in the second of the trailer park after a nasty fire ripped through old, vacant trailers. >> all of a sudden the wind started picking up and continued

to pass on to the trailer to the right of it and then to the left, then to the trailer behind and the shed. >> reporter: officials say for the fifth time in the last year, somebody intentionally set fires here in the piece of the park that is vacant and ready for redevelopment and this time the fire marshall's office said the arsonist made very sure the hydrants department work. >> there was no water for them to put fires out. >> reporter: this is frustrating neighborhood for the local fire department. one way in and out. empty trailers, firefighters have to assume there might be somebody inside. they send firefighters in which puts them in unnecessary danger. >> we don't want injuries, we don't want civilian or emergency personnel injurieies. best thing to happen is for these not to happen. >> reporter: fighting the compl complex. the complex will be ordered to board up vacant trailers.

>> our independence to govern locally is the state. >> reporter: atlantic city will run out of money next friday without help from the state. government chris christie will only agree to a loan if it comes with a state takeover. governor is making it easier for homeless families to find a place to live in new jersey. governor christie met with several families and announced plans to issue 500 rental assistance vouchers to chronically homeless families in the state, 100 vouches are will help homeless veterans. programs are essential to helping families get back on their feet. >> i think it's allowed us make incredible progress in reducing homelessness in the state and giving people the hand up they need to break the cycle that housing instability gets them into. >> data shows the homeless population is trending down. . 2015, new jersey hat over 10,000 homeless people compared to nearly 12,000 the year before.

>> now to the latest on the investigation into last week's deadly terror attacks in belgium. officials say a laptop linked to the suicide bombers contained internet searches of the belgium prime minister's residence and office. however, officials say there are no specific indications that the prime minister was a direct target. according to reports, belgium authorities sent the fbi copies of the laptop hard drive to help with the investigation. this morning, a court in cyprus ordered an egyptian man should be held in custody for eight days pending an investigation into yesterday's plane hijacking. the 59-year-old man was arrested yesterday. officials described him as psychologically unstable. authorities say he admitted to hijacking an egypt air flight and forcing it to land in cyprus. >> the washington monument is back open for visits today. an elevator malfunction caused

this is nbc 10 news. >> much of money meant to prevent lead poisoning has been raided in new jersey. nbc 10 investigators are spent last month investigating lead and discovered money was spent on pensions and salaries. lead poisoning can cripple a child's social skis and ability to learn. >> new jersey tried to be proactive and set aside tens of millions. why the state didn't stick to the plan, as he continues the investigation, "living with lead." >> reporter: she looks like any other 3-year-old. you'd nerve know audrey has lead poisoning. >> the hardest thing is i don't know what the symptom is. everything that happens i think ace symptom. >> reporter: she was exposed to lead before her first birthday.

testing traced the lead to their old rental home, pictures show paint chipping on the walls and stairway. no one told her there could be lead in the house. >> if i knew that that house had the lead paint i wouldn't have moved there at wall. >> reporter: kids like audrey across the state and cities from camden to atlantic city to trenton. new jersey has a nearly two-decade history of investigating lead poisoning. county boards of health remediated thousands of homes since late '90s and the number of lead poisoned children plummeted. but advocates say it's not good enough. >> we wait for a child to be poisoned and go in and fix the house. it like the canary in the coal mine, using children as lead detectors. >> reporter: in 2004, trying to get proactive, introducing a lead fund. going into a account to remove lead paint from homes but the nbc 10 investigators found

$420,000 in that account today. according to the office of legislative services $59.7 million meant to move lead has been moved to the general fund to pay for salaries and pengss. >> those funds are raided. >> reporter: the senate senator is trying to get money back. he helped build bipartisan support to put $10 billion back into the fund. government christie vetoed it. >> we're not going to do supplemental spending. >> reporter: when we asked the governor if he was concerned about the lead poisoned children in his state, his answer was blunt. >> first of all, if this is -- this has been an overdramatized issue. and the fact is that new jersey has a fund that helps to pay for this. >> this is about people dying, it's about brain damage. think is stuff that is irreparable. how can it be overblown? i don't care if it's 1 or 100.
