nbc 10 news starts now. right now at 11:00, avoiding a shutdown at the shore. this morning atlantic city workers are facing a decision. good morning. i'm vai sikahema. those workers are expected to vote on a temporary plan. nbc 10's monique braxton is live in atlantic city for us with details on that plan. monique, lay this out for us. >> reporter: hey, vai. avoiding a government shutdown here in atlantic city is the goal of the city workers as well as those who live here. and just moments ago we were talking to the mayor about what he is hearing from his cabinet members. and he told us that two of them have devised a plan to keep the doors of city hall open. the white collar municipal workers in atlantic city have

voted on a temporary plan, and we're learning that proposal calls for paying city workers every 28 days instead of every two weeks. the mayor broke down why he believes it will work. >> if we could move the pay period from a 14-day pay period to a 28-day pay period, we would be able to keep not only the city open in april, but certainly in may and june. then we run into the same problem, but 90 days for calm heads to come to the table for our elected officials, including myself, members of city council, to be the solution to this crisis. >> reporter: the white collar union says the quarterly tax collection due on may 1st would also help the city. but we did some digging and we found that more than $10 million in city expenses are also due to be paid in may. among them the school board, city payrolls and a bond

payment. now, city council is scheduled to vote on this proposal next wednesday at its regularly scheduled meeting. and then after that other unions are also to vote. i should also tell you that we did grab the chief of the firefighters union. and he tells us how he feels at 11:30. live for now in atlantic city, monique braxton, nbc 10 news. >> monique, thank you. we'll see you then. we have an update on this crash skyforce 10 was over in brynmawr this morning. police were called just before 3:30 this morning when they got to the scene officers found the driver dead inside this heavily damaged car. the street was closed for several hours while police investigated that crash. and right now some workers at philadelphia international airport are on strike. the subcontracted employees who work for prime flight and mcginn

security are on the picket line. these are baggage handlers, custodia custodians, security officers and wheelchair attendants. the workers say employers aren't following philadelphia's new minimum wage and sick time laws. >> things just got to change. and hopefully today realize this is the final straw. that if things don't change, things are just going to get worse for them and for the people here. >> the workers first walked off the job last night along with similar employees at other major hubs like new york, washington, d.c. and boston. call the airport to see how this may be affecting passengers and a spokesperson says they're seeing normal operations and they have no report of any disturbances. now your nbc 10 first alert weather. >> temperatures on the rise as we take a live look at boathouse row where the mercury will go up to the 70s this afternoon.

but what else is in store for our weather? for that answer let's bring in nbc 10 first alert meteorologist bill henley. he's here with the forecast and the answer, bill? >> you know it, vai. as soon as you walk out the door get a look at some of the flags around the area, strong gusty winds are with us. and they've been ramping up this morning. that's part of why the temperatures are so much warmer. you can see some sunshine. it's not quite as bright as what we had yesterday. the winds now 33-mile-an-hour wind gusts at philadelphia international. 68 degrees, so much warmer than yesterday, almost ten degrees warmer than it got all day yesterday. winds will be steady into the afternoon temperatures no problem heading into the 70s today. wind gusts now 32 miles an hour in wilmington, 33 dover. they extend from the jersey shore to the pocono mountains we could see them top out near 40 miles an hour this afternoon. strong gusty winds blowing some clouds through the area, but we'll still get enough sunshine to warm into the 70s at 1:0070 degrees. look at the winds at 22 miles an

hour at 4:00, 73. and breezy into the evening hours, 7:00 it's 68 degrees. it's not going to get cold tonight. what we will get are more clouds tonight. and overnight tonight those clouds will bring some showers. right now lots of sunshine in new jersey. get the cloud cover moving into pennsylvania. that's what we saw in that live picture. to the west these are the rain producers. in fact, rain already moving into northwestern pennsylvania. that will give us a chance for showers and thunderstorms for tomorrow. go through the futurecast hour by hour when i'm back in just a few minutes, vai. all right. thank you, bill. time now for a check on the roads with nbc 10 first alert traffic reporter jessica boyington. jessica, are you looking at the schuylkill? >> we are looking at the schuylkill. first we're going to head over to the schuylkill from the ben franklin bridge. actually looking a lot better than we were yesterday. we had some construction projects going on. that was creating a huge backup all the way from the ben franklin bridge from the jersey side headed westbound to the vine street expressway and up into the schuylkill expressway. but right now it's okay. just maybe a little bit of a jam

up at the bottom of the bridge when you're trying to get to the vine. now to the schuylkill expressway from this point we jam up before we hit the schuylkill expressway on the vine headed westbound. now you can see that even travels on the schuylkill westbound we have some road crews on the scene on some of those lanes taking out the shoulders. also watch for construction on walnut street around 49th street. that was one lane all morning. and then after 6:00 a.m. the entire block is closed. you can take 47th street to sansom. thank you, jessica. we just got this video in from philadelphia police. it says it shows two men they want to talk to about an attack on a woman in north philadelphia. the robbery happened on montgomery avenue last week. the woman says she tried to fight back when he grabbed her phone, but then the robber punched her in the jaw. he then took off and ran away. happening now, upper darby police are giving an update on a woman who was found naked and dead in her bathtub.

officers found the victim inside an apartment building on south avenue in secane. upper darby police just released these photos of the victim. her name is markia benson. investigators say it's not clear when she was killed. upper darby police believe the woman may have been beaten and strangled. detectives spent more than five hours looking for evidence at the woman's apartment yesterday. some neighbors said the woman kept to herself. and only lived at the apartments for a few months. >> i feel really sad. because i never seen her but still i'm sad like why this happened. >> neighbors tell us they didn't hear anything indicating any trouble. we'll have an update on what police said during their news conference on nbc 10 news at 4:00 and on the nbc 10 app. and happening today, pennsylvania governor tom wolf is making another push to increase the state's minimum wage. the governor held one event this morning and will hold another

this afternoon in allentown to promote his minimum wage plan. earlier this month wolf signed an executive order that ensures workers under his jurisdiction will make no less than $10.15 an w hour. and now he wants legislatures to pass an increase for every worker in the state. pennsylvania's minimum wage is $7.25 an hour. in new jersey it's $8.38. and delaware's minimum wage is $8.25 an hour. villanova's march to victory has taken them to houston, texas. yesterday villanova arrived in the lone star state. and we were there as coach jay wright and his wildcats got off the bus. students and fans held a sendoff for the team yesterday. the wildcats handed out some high-fives as they boarded their bus for the airport. >> we just appreciate all the support.

rescuers are digging through large chunks of debris trying to find people trapped under an overpass that collapsed this morning. this is in india. at least 15 people were killed, more than 70 injured when this overpass fell on cars and ricksharic rickshaws underneath it. a private builder had missed several deadlines for completing that project. to decision 2016, the candidates for president on both sides are all lashing out at donald trump today over a controversial statement he made about abortions during an msnbc town hall meeting with chris

heard anybody running for president say in a really long time. >> reporter: bernie sanders calling trump's words shameful. >> the idea of punishing a woman, that is just, you know, beyond comprehension. >> reporter: trump's already extremely unpopular with female voters, 70% reporting an unfavorable view. a potential liability if trump faces clinton this fall. >> when it's all stripped away, so much of the republican agenda is to turn the clock back on women. make no mistake about it. >> that was nbc's peter al alexander reporting. meanwhile, bernie sanders in pittsburgh this morning. he spoke to a crowd saying international trade agreements has stolen jobs from pennsylvanians. and flash flooding, hail and tornadoes are all possible across the southeast today, part of a severe storm system that spawned tornadoes in oklahoma and in arkansas.

you can hear the siren blaring in the distance. this is video of a tornado ripping through eastern oklahoma last night. this was just one of several tornadoes that touched down, seriously hurting at least seven people. and you can see downed trees in the road in this video. the storm's also damaged homes and buildings. now to little rock, arkansas, where there are reports of flash flooding this morning. this is what it looked like yesterday when a creek overflowed its banks near a park. crews had to rescue several people whose cars were swept away by the flood waters. yeah, one arkansas state student found a way to make the best of the flooding in his dorm. this is video posted to twitter. you see this young man doing his best to swim as his friends there screaming in the background cheering him on. he even stopped to put on a swimsuit before hitting the water. now your nbc 10 first alert weather with meteorologist bill henley. >> coming up on 18 minutes after 11:00, it's a windy one today.

gusty winds are helping to warm us up. getting some sunshine today, but tomorrow tracking showers. it's part of the system that brought those strong storms to the deep south. that will be arriving first thing tomorrow morning. we'll see some of those showers, heavier downpours during the day tomorrow. even a possibility of thunderstorms. but over the weekend here comes the cold. not so much on saturday, but by sunday wind and cold temperatures. the temperatures will be plummeting. but right now with wind, the temperatures are warming up 64 degrees in allentown. northeast philadelphia at 68 degrees. and 64 in atlantic city. you can see we are getting some sunshine in between the clouds. that's going to continue into the afternoon. those clouds will not give us any raindrops during the day today. and the winds, they're not going to let up. 23 -- not during the day, 23-mile-an-hour winds right now in philadelphia and wilmington. 20-mile-an-hour in the pocono mountains, and higher gusts. the numbers are climbing and will continue into the 70s this

afternoon. but we'll be in and out of the clouds. satellite shows clouds have rolled into the area. there are thicker clouds to the west and those are the rain producers we'll see tomorrow. 3:00 this afternoon look at the winds coming out of the south. 70s for philadelphia. and staying warm into the late afternoon and evening hours. and here comes the chance of some showers by late this evening. at 11:00 tonight. and we'll start the day tomorrow with some scattered showers in the area. that's 4:00 in the morning. the heavier showers are off to the northwest at that time. but we may see those later in the morning in philadelphia into the noontime hours. and again during the afternoon and evening commute tomorrow. for today, gusty winds and a warm one. not bad at all. 70s this afternoon. winds gusting as high as 40 miles an hour. and a windy night tonight and a windy day tomorrow. in between the showers that's when we'll warm up to 76 after a warm start in the morning 62 degrees. but it turns cooler on saturday. there's chances of showers. that chance is greatest across delaware and south jersey.

by sunday it's windy and cold. morning temperatures in the 30s will feel like they're in the 20s, especially strong winds in the morning. and winds will keep us in the 40s in the afternoon. then it gets colder on monday morning. and by tuesday there's a chance of some showers. we could see rain and snow showers first thing tuesday. thank you, bill. i think. our area has seen high pollen counts. and forecasters say 2016 could be a rough year for spring allergy sufferers. here to share expertise on the topic is nurse practitioner tracy in our digital operations center. thanks for being with us this morning. >> hi, how are you? >> tell us about the projections for this year's allergy season. >> so this year's actually going to be a worse than usual allergy season because of the mild wet winter that we've had, unfortunately. >> and how do people know if they've got allergies or just the common cold? >> so sometimes it can be a struggle to really find the differences between them. but allergies typically have

more itchy eyes, itchy ears, clear, runny drainage from the nose whereas the common cold can make you more tired, more congested and even potentially run a slight fever. >> yeah. sometimes i feel fine other than my nose is running and then i know it's just allergies. when should people start thinking about getting prescription, going to a doctor and getting prescription medicine as opposed to taking over-the-counter stuff? >> that can be a struggle. there are so many medications over-the-counter that you can use. eye drops, antihistamines, but you can follow-up with your primary care provider or walk into a clinic and we can evaluate you and make sure we're providing the right medications for you and if necessary or clinically indicated write a prescription. >> tracy, do you have an opinion on whether is it better to get shots or just take oral medicine? is one better than the other? or does it just depend on the person or the circumstances, i guess, with your doctor? >> it definitely depends on the person. those who have severe allergies

this is nbc 10 news. college seniors are looking forward to graduation this spring, of course. and new surveys show they'll have more success if they look for jobs in certain career fields. glassdoor.com puts data scientists at the very top of its list which includes computer coders. the highest median salary for a data scientist is more than $116,000 a year. glassdoor says hr, marketing and finance managers are also the better fields for new grads. uc san diego's list is similar with software developers at the top. followed by accountants, market research analysts and computer network architects. well, donald trump sparked outrage yesterday with his comments about abortion, but it was his comments on another topic that's causing concern overseas. still ahead, we'll tell you what else he said that troubled some

(soft music) ♪ (colonial penn jingle) checking out our nbc 10 headlines. upper darby police just released these photos of a woman who was discovered naked and dead in the bathtub of her apartment. her name is markia benson. investigators say it's not clear when she was killed, but they believe she may have been beaten and strangled. police want to talk to these two men about an attack on a woman in north philadelphia. the woman says the man punched her in the face while he was stealing her cell phone last week. and investigators are trying to figure out what led to this deadly crash in delaware county. this morning police found the driver dead inside this heavily

damaged car. bryn mawr avenue was closed for ze several hours while police investigated this accident. and this morning workers are expected to vote on a temporary plan to avoid a shutdown of atlantic city. nbc 10's monique braxton is live for us with details on that plan. good morning, monique. >> reporter: hey, vai. all morning long we've been talking to some of the 900-plus city workers here in atlantic city. we've spoken to the mayor. we've spoken to police officers as well as firefighters. and no one we talked to is in favor of a government shutdown. but here's what they tell us they are looking at. they're looking at a proposal that was di vised by the mayor's cabinet members that would call for paying city workers every 28 days instead of every two weeks. now, the white collar workers union voted in favor of the proposal yesterday. i just talked to the chief who represents 230 firefighters. he says they will vote next

week. >> as we've told the mayor, we're going to be here to protect the city whatever happens. obviously the residents deserve to be protected. and they need help right now. and we're going to help them. >> whether it's the garden state film festival that will be here this weekend, we have another festival next weekend, this is good for business. we live for the warm weather. that's where we pay people. that's where our businesses pay taxes. so we need to do everything we can to make sure we have a solid summer. and closing down government is never the way to go. >> reporter: the city is also banking on those tax payments that you heard the mayor mention. they are due on may 1st. now, we've also learned that city council will vote on the proposal next week when it meets on wednesday. and several more unions also tell us they have to give their members one week's notice and then they will be voting. live for now in a very blustery atlantic city.

monique backserakton, nbc 10 ne. now your nbc 10 first alert weather. you saw how windy it is there in atlantic city. can't really tell here. temperatures are climbing though in our area as you are looking live at lincoln financial field. south philadelphia is going to feel more like spring this afternoon. nbc 10 first alert meteorologist bill henley is here with our forecast. bill. >> yeah, a late spring. this time of year our temperatures should get near 60 degrees. that's what we saw yesterday. but today in spite of the clouds that are moving through the area, the wind is really helping to boost our temperatures. we're already in the upper 60s. we'll warm into the 70s today. but today we're starting to see some clouds coming in advance of this. this is a wet weather system for us for tomorrow. we will get showers and there's a chance of some thunderstorms, but not today. these clouds will produce no rainfall today. so on our way into the 70s. 69 degrees at 1:00.

winds at 22 miles an hour at 4:00. mostly cloudy skies, but still warm 73 degrees. and then it starts to cool down a little bit. it's really not going to get cold tonight at 7:00 this evening 68 degrees. but the clouds they'll be increasing tonight. and then we've got some rain to deal with tomorrow. i'll go through the futurecast and look at the seven-day when i come back in just a few minutes, vai. see you then, bill. the centers for disease control says portions of our area could see the mosquito that can carry the zika virus. the cdc posted this new map showing the mosquitos may have spread from the southern part of the u.s. to the midwest and the northeast. the new area includes all of delaware and new jersey, and most of pennsylvania viewing area. but that doesn't mean the mosquitos will necessarily cause the spread of zika here. federal officials point out that the u.s. mainland has air-conditioning and window screens to keep mosquitos out. health officials suspect zika causes birth defects, but most people who get infected

experience mild or no symptoms. and decision 2016, gop presidential candidate donald trump is backtracking after his statement that women who get abortions should be punished if row v. wade is overturned. he said it during an msnbc town hall. take a look. >> there has to be some form of punishment. >> for the woman? >> yeah, there has to be some form. >> well, trump now says the woman is a victim in this case and as is the life in her womb. instead he says the abortion provider should be punished. either way trump's comments have angered people on e both sides of the abortion issue. >> donald trump is going to have to do some pretty incredible political gymnastics to walk back the horrible, disgusting comments he made. >> already these women have been victimized in one way or another. they might be with a very angry and coercive boyfriend or family member, they might be in tears feeling like this is their only option. >> that spokesperson from delaware right to life also called trump's position

reckless. she said instead of punishing women her group reaches out to help. well, comments made by donald trump on the use of nuclear weapons are also causing some backlash. his comments come just as the heads of 50 nations are gathering in washington, d.c., to discuss the threat of loose nukes. nbc's andrea mitchell reports. >> reporter: pressed by chris matthews about the nuclear option against isis, or even europe, donald trump refused to rule it out. >> can you tell the middle east we're not using a nuclear weapon on anybody? >> i would never say that. i would never take any of my cards off the table. >> how about europe? >> i'm not going to take it off the table -- no. >> use a nuclear weapon in europe. >> i am not taking cards off the table. >> reporter: and as the u.s. gathers world leaders in washington today for a summit to control the spread of nuclear weapons, trump has raised eyebrows in this interview with cnn, saying he supports allowing other countries to go nuclear. even on the volatile korean

peninsula. >> at some point we have to say, you know what, we're better off if japan protects itself against this maniac in north korea. we're better off frankly if south korea is going to start to protect itself. >> reporter: prompting this sharp rebuke from hillary clinton with rachel maddow wednesday night. >> so we'd have an arms race under his theory not just in the middle east, but also in asia. i have no idea what that means other than it scares me. and it scares a lot of thoughtful leaders around the world. >> that was nbc's andrea mitchell reporting. now, one major nuclear player will not be attending the meetings, vladimir putin is snubbing the summit to signal his continuing disagreements with president obama. and new jersey governor chris christie says nj transit commuters will not face a fare hike this year. the governor said on his weekly radio show that the transit agency will have to find other ways to close a $57 million budget gap.

nj transit raised fares about 9% last year even though they made internal budget cuts. governor christie said the recent deal with union leaders won't lead to another fare hike until at least mid-2017. from our jersey shore bureau a judge has sided with the state of new jersey in the battle to seize property from ocean county residents. yesterday ruled can seize parts of ocean front property at point pleasant beach to build dunes. 28 property owners were fighting the state's storm protection project. the judge said the d.e.p. negotiated properly with the owners even in offering lowball compensation for their land. wildwoods getting recognition named to the top ten list of beaches. the website family vacation critic named the wildwoods one of the best beaches for family in 2016. the website applauds the beach for its close location to piers and annual events.

on banjo of a line growing outside the tesla dealership in devon, chester county. a lot of people are interested in putting in their preorder. summer travelers may have to contend with long security lines at the airport. a security system isn't catching on like it was supposed to. the tsa's precheck program was meant to cut down on long lines, but not enough people signed up to make any difference. some airports like atlantic city international are already recommending passengers arrive at least two hours early to avoid missing a flight. and the tsa hoped 25 million people would sign up for the precheck program, but as of march 1st only about 9 million people have enrolled so far. tsa cut back screening staff by 10% in anticipation of the precheck. that's when the regular lines started growing with up to 90-minute waits in some cases. we checked with philly international and they tell us about 30% of passengers received the precheck screening. and they believe it is a worthwhile program.

they also want to remind people you can sign up for the precheck at the airport. you can start the process online, but you also have to go to an application center to get frintds and show the required paperwork. it also costs $85 and must be done before you show up at the airport. new this morning, some breast cancer patients who go a longer period without eating overnight could reduce their risk of occurrence. researchers found those who fasted less than 13 hours at night were more likely to have a recurrence while those who fasted longer cut their risk. a new study suggests getting the flu vaccine during pregnancy may reduce the woman's risk of stillbirth. scientists found women who received the seasonal flu shot were more than 50% less likely to experience a stillbirth in unvaccinate ed mothers. cdc recommends flu vaccine at any trimester during pregnancy. and canadian researchers

city. winds strong inland and at the shore. at the ocean they're keeping areas cooler. it's in the upper 60s in philadelphia and northeast philadelphia, look at cape may point, ten degrees colder than cape may. that cold wind coming off the ocean. sea isle city is at 57 degrees and it's ten degrees warmer in woodbine. summers point in the 50s right now. inland, right along the river it's in the upper 60s. so a warm day inland. some clouds blowing through, but no sign of any rain from these clouds, not today. the first showers are possible this evening. and then some steadier showers, possibly even some thunderstorms will roll through tomorrow. the heaviest stuff is way to the south. light rainfall is moving in to northwestern pennsylvania and it's continuing this morning in the ohio valley. it's going to take some time before it moves in. might see a sprinkle late this afternoon, this evening, but most of it is going to wait until tomorrow.

almost looked like snow on the ground yesterday. the hail caused some minor damage to cars, the roofs and siding of several homes were dented as well. well, they're known for their burritos, but now chipotle is expanding into the burger chain business. the company has applied to trademark the name better burger for its new venture. a chipotle spokesperson says the idea for the new burger business was well in the works well before the wave of food born illnesses that hit tlast year. upper darby police investigating the murder of a woman whose body was found naked in the bathtub of her apartment. authorities released these photos of the victim just over an hour ago. her name is markia benson. investigators say it's not clear when she was killed, but a friend and co-worker went to her apartment yesterday after she didn't show up to work and they discovered her body. police believe she may have been beaten and strangled. they also think benson knew her attacker. and meteorologist bill henley here now with a quick
