night. the relatives of the man in the apartment where the baby was found, there's word of a pregnancy shaped a possible motive. good evening, everyone. we continue our live team coverage tonight of the king of prussia kidnapping case. george spencer looks into a delay in the amber alert after the baby was kidnapped last night but we begin with randy gyllenhaal live at the king of prussia mall with the latest on a possible motive. randy, the question of why remains unanswered. >> reporter: jim, this suspect told police she did not go to the mall intending on kidnapping a child but cops do say she was caught on surveillance video leaving the property holding a baby that was not her own. 7-week-old asir simmons is back in his mother's arms. the infant was kidnapped at king of prussia mall.

>> why? why my child? why anybody's child? how could you do something so hurtful and evil? >> reporter: that is the question that's even puzzling detectives. why would moore, the daughter of a prominent political leader, allegedly steal a random baby? police say she walked out of the mall holding the stolen child and brought him to this house. friends say the man who lives here had a relationship with the suspect. declined comment to the cameras tonight but his family says he had no idea about the plot. >> all he know is when he got home from work and he didn't know anything -- >> reporter: saw the baby there? >> yeah. from what i understand. she was there, too. >> reporter: police rescued the baby from the home and they have some clues on a motive. the alleged kidnapper telling detectives she'd been pregnant. she even had a baby registry listed online and police are now looking up her medical records.

>> she said she gave birth on february 11th which died a few hours later. we have not been able to confirm any of that story. >> reporter: now, she is the daughter of renee moore, the deputy chair of the pennsylvania republican party, the family did issue a statement tonight saying they're focused on did daughter's health and wellness and asking for privacy. live, randy gyllenhaal, nbc 10 news. all right. we are looking at the delay in the kidnapping case. many of you watched the investigation unfolding realtime first on tv and through nbc 10 social media accounts but for most smartphone users, the amber alert notification did not pop up for four hours after the baby was taken. nbc 10's george spencer has been digging into that lag time tonight. and he's joining us live in the digital oerngss center with more. george? >> reporter: jim, we found that

getting an amber alert to the cell phone is at least a three-step process and the state of pennsylvania local authorities notified the state police, the state police then notify the national center for missing children and then that group is the group that sends the alerts to the phones from washington, d.c. as patrol cars descended on the king of prussia mall, time was of the essence. police responded at 5:43 yesterday evening and upper marion's police chief told us word spread almost immediately. >> an amber alert did go out minutes after the abduction. >> reporter: the iphone time stamp shows it wasn't received until 9:36 last night, and nbc 10 executive producer recorded this video when he received the alert two minutes after that. so, why the four-hour delay? to issue an amber alert, law enforcement must believe an

abduction occurred and believe the child under 17 is in imminent danger. they need enough descriptive information to assist in the recovery of that child. chief noland said today the criteria were quickly met at least locally. >> i note that the amber alert through the police department out to all surrounding jurisdictions in montgomery county in the first few minutes. >> reporter: to get an alert to the cell phone is more cumbersome. police have to notify state police. state police say the watch center first contacted 7:45 last night but it took an hour to obtain appropriate information and pictures and their amber activation occurred 8:48 p.m. state police notified the national center down in washington, d.c. that's the agency that pushes the button to send cell phone alerts, bouncing them to every phone near the impacted cell

towers. that cellular process can take 15 to 30 minutes on a good day. last night it seems the process took about 45 minutes. so there are still questions. we spoke to the director of that national center tonight who outlined the standard protocols and did not have specific information about last night's case saying he's pleased by the attention the public is giving the amber alert system and said it's one investigative tool. live in the digital operations center, george spencer, nbc 10 news. breaking news out of camden county right now. a pedestrian's killed. marlton pike near route 38. the vehicle involved did stay on the scene. now to a developing story in philadelphia's nice town neighborhood. firefighters found a woman's body after the fire in a home.

moments ago, we learned this is now being invest gatded as a homicide. though it is not clear how the woman died. to our weather and some lightning in the skies tonight. our cameras on sky force 10 an hour ago. the storms brought heavy downpours in some areas. this was the scene earlier tonight along route 1 in glen mills. let's go to sheena parveen. we are not finished with the rain yet? >> yeah, jim, we will have rain moving in to start the weekend and for now all is pretty much quiet compared to earlier today with the thunderstorms so now we're really seeing a lot of clearing. few sprinkles maybe through parts of delaware and south jersey. maryland. until we get to early tomorrow morning, things should stay fairly quiet overnight. temperatures still very mild for the hour. 67 degrees currently in philadelphia. 65 allentown and wilmington in

the 70s and dover 72 degrees. warm for this time of the night and pretty humid outside, too. here's a look at future weather because, yes, we expect rain in the saturday morning. here's a look at the time stamp, though. 9:00, 10:00. we could see light showers from the south. mostly south jersey and del we are and then closer to about 11:00 a.m., noon, 1:00 p.m. and there you see more rain moving in. and this time, also going to start to get windy. later on the day, later in the night, saturday, early sunday, it gets very windy. we have a high wind watch, potentially damaging winds in the area. talking more about that and a colder sunday also our next chance for some bin tri precip. we'll show you the details coming up. >> all right. center city draped in blue tonight. to celebrate villanova's march to victory. look at that. a live shot of the cira center. villanova 19 hours from the

other news now, a busy bridge in philadelphia is closed for the next five months. the walnut lane bridge in northwest philly closed tonight. it's across the creek. crews replacing the concrete deck and sidewalks. it's expected to reopen in early september. also new at 11:00, a grandmother shot and killed in camden tonight. her son is the suspect. nbc 10 at 18th street tonight heavy police presence after the shooting happened inside the suspect's house around 5:30. police are not giving out the suspect's name. also new tonight, the attorney for a south jersey dad charged with killing his 3-year-old son wants the murder charge thrown out. the attorney said authorities failed to read the 22-year-old his rights before interviewing him about his son brendan's death in october.

the lawyer also alleges the medical examiner took days to examine the couper river park scene where the 3-year-old's body was found. the body found three hours after his father reported him missing. up next, arsenic in baby food. the fda's plans to crack down of how much of the poison gets into the children's bodies. also a local high school gettigeer getting to love herself more. if it sorry and what do you mean at a concert in atlantic city? we'll explain.

conditions later in the day on saturday. here's future weather. tonight, a couple showers overnight. 11:00 a.m., rain in south jersey and philadelphia area possibly. temperatures will be cooler, too. only reaching around 60 degrees in some spots. highs around the low 60s possibly. but this is 4:00 p.m. saturday so all that rain really starts to clear out by then. and then we go into saturday night and early sunday. this is midnight going into sunday. a little system trying to move through. we could see some showers and there's a chance and again this is 3:00 sunday morning you will be sleeping but there's a chance the see some light snowflakes falling and clearing out for the sunday. sunday will be cold and very windy and highs sunday afternoon only in the about low 40s to mid-40s some areas. high wind watch late saturday to early sunday, very windy. winds gusting 50 to 60 miles per hour. this is damaging winds so we
