henley. another day to bundle up, bill. >> yes, but it does not feel as cold as yesterday. here's why. the wind has died down. most of the area report nothing wind, calm conditions, a breeze at philadelphia international. the temperatures, teens in the pocono mountains, low 20s in pottstown and it's now below freezing in philadelphia, wilmington and dover with the temperatures still falling at this hour as skies are clear. which also means we'll see sunshine today. 32 degrees at 6:00. by 9:00, up to 38 and then upper 40s and still climbing at noontime. we'll start to see a few high clouds coming in at noontime. we'll see more wind out of the south. the southerly winds warm us up that will happen this afternoon. your neighborhood by neighborhood forecast when i'm back in ten minutes. right now jessica boyington has your first alert traffic. >> we're watching the vine street expressway right now. we have that ongoing construction, closing in both directions. these are cameras around 24th street. no cars traveling the roads. it is closed between the

schuylkill expressway in both directions to broad street. right now no access to the vine street expressway. you can take vine street local as your alternate and this should be clearing about the 5:00 hour. reports of a road obstruction in upper gwennette and providence lane. that ongoing construction is active, 95 northbound around girard avenue and 95 southbound ramp at aramingo avenue are both closed this morning. bullets fly through a philadelphia neighborhood overnight. police are investigating the shooting and they say one man was hit. but there could have been several other victims. nbc 10's deanna durante is live in logen to explain what happened. >> this all happened around 10:30 last night. police think those bullets may have come from a car. this was a drive-by shooting as a 24-year-old man was leaving a house on the 1,000 block of wagner street. there were a number of people inside that home and that many of them are lucky they were also

not hit by gunfire. the 24-year-old man was able to get himself to the hospital where he's being treated at this hour. >> we don't have a motive for the shooting at this time. but of the eight shot that were fired, two of the bullets entered the living room of the private residence that the victim had just left. one bullet went through the front door, another bullet went through the living room window. inside, the propertyç at the te where the two bullets entered the living room, there were 12 people. >> now, many of those people have been or are being interviewed by detectives here with the philadelphia police department northwest detective division. so far, sources tell us they do not have a motive or a description of the car or the shooter at this point. that investigators have been able to talk to that 24-year-old victim who, again, was able to run three blocks to einstein hospital after being shot twice in the arm. if you have any information on sh shooting, philadelphia police

want to hear from you. reporting live in the city's logan section, deanna durante, nbc 10 news. today the presidential democratic candidates are coming to philadelphia. hillary clinton and bernie sanders have events scheduled here weeks before the pennsylvania primary. pamela osborne is at the pension convention center with more. pamela? >> both of those candidates really trying to make sure their message resonates with voters. sanders and hillary clinton will also address union leaders and members of the pennsylvania afl/cio convention in center city. clinton speaks today, sanders on thursday. the convention kicked off yesterday at the sheridan downtown hotel. pennsylvania will play an important role in the election but they haven't decided which candidate they'll back just yet. >> senator sanders is telling a great story. senator clinton is a great

person. i have to look at it if i'm going to lead and talk to our members, who can we make sure can take that message and become part of the white house? >> the convention alternates between philadelphia and pittsburgh. it's held in philadelphia during presidential election years. >> we have now won seven out of eight of the last caucuses and primaries. >> trump may be the most outrageous of the republicans. he is saying what all of them believe. >> reporter: the sanders campaign operation continues to grow in our area. nbc 10 and north philadelphia for the opening of a campaign office last night, campaign organizers spoke to supporters about how they can get involved in the race. also happening today, senator sanders will be speaking at the united methodist church in center city. that's happening ahead of a big

rallyç sanders has planned at temple university campus. that happens at 8:00. doors open at 5:00. reporting live in center city, pamela osborne, nbc 10 news. now to the republicans, ted cruz calls his victory in wisconsin a turning point in 2016 race. but he still trails trump in the overall delegate count. cruz picked up more than 30 delegates in his defeat of trump last night and beat him by a wide margin, 49% to 35%. cruz said the win gives him momentum. >> i am more and more convinced that our campaign is going to earn the 1,237 delegates needed to win the republican nomination. >> i had millions of votes more than anybody else. we talk about delegates which i'm far and away number one but the votes are even more impressive. >> wisconsin turnout was strong. here's a look at the delegate count. trump leads the republican race

zavalazavala and maurice silva. they're accused of breaking into the purple parrot restaurant in rehoboth beach last month. two of the suspects are also accused of attempted break-ins and burglaries in the area. back to class today at villanova university but the talk on campus will be all about the wildcats. coach jay wright led the cheers inside the football stadium as the school honored the team for their victory. hundreds of villanova fans showed their appreciation for the national champions during the homecoming celebration. the coach and his players took the stage to thank fans for joining them on the ride of a lifetime. fans gave their love right back. >> when this happened, i thought this would be like a popular

meteorologist bill henley tells us that we do have plenty of sunshine this morning. the nice thing about today compared to yesterday, we don't have to deal with that wind. today new jersey governor chris christie will hold a news conference to talk about the future of atlantic city. the governor will speak to reporters at 11:30 this morning as he continues to wrangle with state assembly leaders about a proposed state takeover of the financially struggling resorttown. governor christie warned yesterday atlantic city could go broke by memorial day unless the state intervenes. atlantic city mayor opposes a state takeover. he's planning a 12:30 news conference to respond to the governor's comments. originally, the mayor and other local officials planned to shut down city hall for three weeks starting friday because the city was due to run out of money. but the city council will vote today on a plan to avoid that vutdown by paying workers every four weeks instead of every two weeks.

a north jersey town says it's being terrorized by wild turkeys. residents in teaneck, burgin county are saying they are under siege. 20 to 30 residents have called to complain about the turkeys this year alone. >> aaah! >> the teaneck town council discussed the issue at a meeting last night. one mother of three says a turkey crash landed through her dining room window. >> so loud and so traumatic, when the bird came in, glass was flying everywhere. we were covered in glass. and he was -- the bird was freaking out. >> teaneck is not the only new jersey town dealing with the turkey problem. in neighboring hillsdale in february, wild turkeys trapped a postal carrier in his truck. security on the rails will be the hot topic in washington as the senate transportation committee holds hearings today. committee members will hear from

one official. tsa administrator peter neffinger. philadelphia's mayor may be the top public official in the city but he's not the highest paid. that honor goes to medical examiner sam golini who pulls in $260,000 a year. the police commissioner makes $240,000 a year, third place goes to deputy medical examiner, albert chxt hu who makes more than 231,000. mayor kenney is in fourth place at $217,000 a year. ç new information about pla to improve the pennsylvania turnpike in response to problems from the january blizzard. you may remember the snowstorm left hundreds of drivers stranded. well, yesterday turnpike

officials released a report on what they'll do to better manage traffic during weather emergencies like that one. they say too many tractor-trailers were blocking lanes during that blizzard. they weren't supposed to be using those lanes. officials may try to increase truck parking in areas alongside the turnpike. another idea is to have emergency supplies stashed in strategic locations so they can be quickly given out to stranded drivers. now your nbc 10 first alert weather with meteorologist bill henley. >> 19 minutes after 4:00. no snow but it's certainly cold enough for it. our skies are clear. very dry air, the temperatures have come right back down and a little lower than yesterday. that's down 3 degrees compared to yesterday. 30 degrees at philadelphia international with a light wind at the airport, the rest of the area reporting calm conditions. we will see bright sunshine and a warmer day today into the 50s this afternoon. won't see any wet weather today

but that's just today. we've got a rainmaker that is on the way. you can see it's to the west, moving through the midwest. chicago, some heavy downpours there and to the north, that's snow. the cold air is going to push out of the way with this coming storm. but we will see rain and the first of it will be here tomorrow morning. those showers sweeping into the area at 11:00 in the morning, heavier downpours in the northern and western suburbs, sweeping through philadelphia during the day and even a possibility of scattered showers during the evening hours. and then we'll get some clearing. for today, sunshine and a pretty good warmup. 32 degrees at 6:00. you'll need to bundle up. don't forget your sunglasses. bright sunshine and 38 degrees at 9:00 and by lunch time, 47 degrees. with the rain coming through tomorrow, we'll see conditions changing for the weekend. there is a chance we'll see some showers on saturday but they should be drying up by sunday. but look at those temperatures. going to be a chilly weekend. a cold one with 48 degrees, the
