nbc 10 news starts now. new from overnight, a deadly double shooting in philadelphia. the crime scene is outside a city avenue bar and one of the victims may have been an unintended target. last payday, at least for a while. atlantic city employees won't be getting paid every two weeks, this as ac's financial crisis continues. great day for a parade in in just hours, the champion villanova wildcats will be getting the attention in center city. we'll get a taste of winter just in time for the weekend.

we'll have details on that in just a moment. good morning, this is "nbc 10 news today." i'm rosemary connors. it's just about 4:00 on this friday. let's get right to that forecast with meteorologist bill henley. good morning, bill. >> clear skies this morning. it is chilly and the wind is bleing. a live view of center city where the winds are at 22 miles an hour. it's giving us a chill we didn't see yesterday at this time. we're running 8 degrees cooler, 45 at philadelphia international, low 40s in allentown and reading. across delaware and south jersey, 40s this morning. sunshine, clear to begin with, 44 degrees. winds out of the west at 14 miles an hour. we'll see enough sunshine to warm us into the 50s. by lunch time, 49 and still climbing. got your neighborhood by neighborhood forecast when i'm back in ten minutes. jessica boyington meantime has your first alert traffic on a friday morning. jessie? >> that's right, bill. we are watching the vine street expressway. we're trying to watch the vine street expressway right in here,

this is around 24th street. no problems right now. the good thing is, we are open for business. we were having ongoing construction there, closing at east and westbound for the beginning of the week in between the schuylkill expressway and broad street. you can see right now so far we are doing okay. if you actually travel the schuylkill expressway in this early morning time, no problems through the conshohocken curve. everything is in the green, still east and westbound from the blue route to the vine street expressway with speed. >> the 50s. we have a serious accident that will be out there for quite some time, christopher columbus boulevard and oregon avenue. more on this scene and details on the nova parade when i'm back in ten. philadelphia police are investigating a deadly double shooting in the city's wynnefield section. witnesses told police someone opened fire in a parking lot just behind a bar on city avenue before 11:00 last night. a 28-year-old man was hit in the shoulder.

he çdied. a second victim walking into the bar was struck by a stray bullet. he is in stable condition. police say they do have someone in custody. the national champion villanova wildcats and their fans are getting ready for a victory parade in philadelphia today. here's a look at the parade route. it stretches just about five blocks, starts at 1:00 at 28th and market streets. from there, the parade will march through center city and end at dilworth park in front of city hall. nbc 10 found crews putting the finishing touches on preparations for the victory celebration. a little bit wet out there yesterday. today we should be better. barricades are in place along the parade route. the parade will end right here at dilworth park. that's where head coach jay wright and the villanova players are expected to speak at the rally. we'll be live streaming it on nbc10.com and on the nbc 10 app. our coverage starts at 1:00 this afternoon.

now to news about the financial crisis in atlantic city. the city very well may run out of money. today municipal workers will be getting their last paycheck until next month. on wednesday, the city council voted to convert workers two a two-week pay period to four weeks. labor unions gave their okay. in the meantime, the new bill in trenton to keep atlantic city financially afloat would give ac the chance to cure its mistakes through benchmarks and accountability. here's governor chris christie's response to that proposal. >> i'm not going to permit the taxpayers of the state of new jersey to be taken for a ride by atlantic city. >> the new rescue bill would allow the city's eight casinos to make payments in lieu of taxes. state lawmakers could vote as early as monday. the casinos fared better with fewer rivals in town.

one year after four casinos closed, profits for the remaining eight casinos were up 40%. state gaming officials released those figures yesterday. they also show that the casinos in atlantic city made more than $547 million in 2015. two people are dead after a one-car crash along columbus boulevard. nbc 10's deanna durante is live at the scene with details. deanna? >> reporter: we can tell you that it's a 2005 mazda. here's the scene on south columbus boulevard. police tell us the car was heading south here and flipped over, hit the curb, the center median of the road and crashed into the building here. it appears this is a peco facility. accident investigation is on scene. the two front seat passenger and driver, those two victims are at local çhospitals, one at jefferson, one at hahnemann.

a man and a woman both were killed. police are still working on getting the identities of at least one of those chekts at this hour. we did talk it a witness who said he saw the car come past him just before the accident, came upon the scene after the car crashed into the building. pless tell us they are also looking at video of what just happened here. we did speak to a witness in the last few minutes. >> she skid, hit a bump, went up on to the center median, shot across and hit the building. she had to be doing 8, 90 because i was doing 60. >> that's all information will want to figure out, exactly what led up to this crash, what kind of factors are involved. they do have video they're looking at to determine how this one-car crash happened. three females and one male in the car. we can tell you two people are

being treated, two women and the two other people in the car were killed. that is the very latest, reporting live in south philadelphia, deanna durante, nbc 10 news. >> thank for that, deanna. this morning, sources tell nbc 10 that a changing of the guard is in the works at the philadelphia fire department. mayor jim kenney will name adam thiel to replace the current chief. he has no comment until an official announcement is made. he's currently the deputy secretary of virginia's homeland security and veterans affairs department. before that job he served as fire chief in alexandria, virginia. the current commissioner was appointed in june 2014 by mayor michael nutter. sawyer was one of three candidates mayor kenney was considering to run the department. today people will be cleaning up storm damage in parts of northampton county. some say it may take them all weekend to complete the job.

in easton yesterday, wind gusts ripped the roof off an apartment complex and peeled siding off of homes. the winds also knocked down dozens of trees. we found one backyard tree that fell and crushed a fence, nearly hitting a man's house. his fiance was home when the storm rolled through. >> she heard a loud boom, she looked out and it was down. the tree has been here for quite a while. one part of it fell in 2000. >> now the rest. >> now the rest. >> officials in northampton county tell us the damage is widespread. so far, no reports of injuries. the storm caused this damage at a school in chester county. strong winds uprooted a tree inç octerara. 4:08.

airlines co-pilot on suspicion of being drunk. security camera video shows before his scheduled flight from detroit to philadelphia on march 26th. it all started when a tsa officer reported that 50-year-old john francis mcgwire was acting strangely. airport police gave mcgwire a breathalyzer test which he reportedly failed. his arrest forced the airline to cancel the philly bound flight. authorities have charged mcgwire with operating an aircraft under the influence. now to decision 2016. republican presidential front-runner donald trump is laying out a new strategy as he prepares for the possibility a contested convention. trump's campaign says they're adding new staffers following the weak showing in the wisconsin primary earlier this week.

clintoned defended his record and the impact of a crime bill during his presidency. >> because of that and the background check law, we had a 46-year low in the death of people by gun violence and who you think those lives were that mattered. >> the former president urged the crowd to stick with his wife hillary for the white house because, quote, she'll never leave you. a jersey shore town has condemned its own firehouse and ordered it demolished by early next month. hurricane sandy badly damaged the building in 2012 and it's only housed vehicles since thenç a neighboring trailer has served as home base for the professional firefighters. they have complained repeatedly about the living conditions in the trailer, include an infestation of rats and mold. the firefighters union believes the temporary moves presents a

public safety concern. >> there is a possibility this district is not getting the same coverage it is currently with apparatus here. >> one way or another we'll always have a fire truck in the center of our town to protect the community. >> the city is now trying to get fema to help provide additional funding for a new firehouse. we're told construction should take about 9 to 12 months if there are no unforeseen delays. 4:18. this weekend marks a tragic anniversary for st. joseph's university. ten years ago, kristen mitchell was killed by her boyfriend as police say she tried to break up with him. on sunday, the campus community at st. joe's will team up with kristen's family to honor here. nbc 10's katy zachry shows us how her memory is helping to save lives. kristen's crusade was started back in 2006 to honor the memory of my daughter. >> reporter: ten years have passed since 21-year-old kristen mitchell was senselessly killed at the hands of her exboyfriend. her father, bill, spent the last

decade traveling to college campuses to spread the word about dating violence. >> maybe they'll hear some of the things that have taken place and think about their own relationships with somebody who they care about but maybe they're in a tough relationship and don't even realize it. >> reporter: mitchell said kristen tried to break up the relationship when she was stabbed to death. she just graduated from philadelphia's st. joseph's university and had a promising life ahead for sophomore madison shields, the story hits home. she's witnessed unhealthy relationships and won't hesitate to get a friend or classmate help. >> i'd be there in a second. i would help them out. there's so many resources on campus. >> reporter: university leaders say since kristen's death, they've done more training with students about dating violence and sexual assault. on sunday, the campus will host the tenth annual kristen's crusade run/walk to raise even more awareness for this life-saving message. >> we've actually very

45 right now at the airport. 10 degrees colder than yesterday. dry at the shore. that's a live view from the marquis de lafayette hotel, beach avenue will stay dry today. a breezy conditions at the shore, it's a 13 mile-an-hour wind. the stronger wind for philadelphia and everybody is feeling that chilly breeze this morning. it will blow a few clouds through during the day. that's not so likely today. radar is completely clear this morning. showers are not far away. you can see snow showers in northwestern pennsylvania. they should fizzle as they move part. that a different story. that's your saturday, snow and rain that will be coming into the area. good news is temperatures will stay above freezing. futurecast shows at 9:00, here comes from of the clouds blowing through. there's a chance of an isolated shower. you might see a brief bit of snow or rain. most of the area stays dry. the showers move out by 1:00. time for a parade in center city for villanova, 47 degrees. it will be a chilly parade.
