around with meteorologist bill henley. >> you can see the rain is falling in lancaster, berks, lehigh and into montgomery and bucks countys. philadelphia so far is dry. light rain this morning for allentown and pottstown. the rain, though, will be sweeping across the area and the temperatures holding steady. we're warm right now at 61 degrees. at ç6:00 with rain it will bri the temperature down a degree or two, 59. a little bit cooler but not by much. at 9:00, that's a steady light rain with southwesterly winds at 5 miles an hour. we'll get breaks of sunshine this afternoon. you'll need the umbrella and sunglasses during the day today. catch your neighborhood by neighborhood forecast when i'm back in ten minutes. let's see if the rain is affecting the roads this morning. jessica boyington with your first alert traffic. >> the vine street expressway completely open to traffic. rain doesn't seem to be affecting any of the roads, at least at this point. around 24th street, westbound and eastbound, both directions

open now connecting the schuylkill and 95. you should have no problems there. ongoing construction, tied it up all last week. also, more construction to watch out for on passyunk avenue, both directions east and westbound between 61st street and 28th street. for right now, plan for that for your morning commute. here's the pa turnpike, no problems there. we're in the green westbound and eastbound. speeds into the 60s and drive times up to 23 minutes. tracy? breaking news out of brusse brussels. two more suspects are charged with the terrorist bombings there. prosecutors say the two men rented an apartment in brussels that served as the hideout for the bomber who attacked the subway as well as an accomplice. the two new suspects face charges of terrorism and murder. 16 people died, another 16 were killed at the brussels airport. happening today, nbc 10 is expanding our exclusive investigation into a national

epidemic, heroin addiction. one of the country's leading authorities on drug policy will be in philadelphia for our special forum as we continue to tell the stories of drug users, their personal struggles and impact on their families. nbc 10's deanna durante is live at the national constitutional center with the details. tell us more about what's going to happen today. >> reporter: this is where the forum will take place. for six months, nbc 10 looks at the heroin addiction problem in this country in our series ç "generation addicted." the man the president has tapped to lead the fight against this drug will be here in philadelphia along with many other members of the local and national law enforcement communities all talking about different ways to go after this problem. now, michael bodicelli says this is a medical issue, rather than a society issue, a moral flaw. he says the best thing to do is

news" has his photo. he died yesterday after a two-year battle with bladder cancer. he's being remember as more than the man who introduced hockey to philadelphia. katy zachry is live outside the wells fargo center. >> right now, you can see behind me, flags are at half-staff in honor of ed snider, the flyers founder died yesterday morning after a two-year fight with bladder cancer. he was 38 years old. he was ç83 years old. by the age of 33, snider mortgaged his home to form the flyers and bring them here to philadelphia. his vision for sports in this city would not stop there. in the early 1 90s, he worked with the city and business commune to build what is today known as the wells fargo center.

his wife, lynn, released a statement that says in part, i am overwhelmed by the outpouring of love and admiration for ed. our time together while far too short was filled with extraordinary moments and wonderful adventures. we loved each other deeply. i will treasure my memories and will miss him greatly. mayor jim kenney shared his own memories with snide. >> he was a firefighter, worked part time at the spectrum. i went to games in 1968 when nobody knew who the flyers were and there was nobody in the building. he had the foresight to invest in something that probably a lot of people told him it was crazy to invest in. >> ed snider had another passion here in philadelphia, helping to change children's lives. coming up in the next half hour, we'll she you how he did that and how he's doing it. reporting live at the wells

just yet but it is going to be moving in first thing this morning and staying into parts of the area for this afternoon. but it's just going to be rain. temperatures unusually warm, in the 50s and 60s. we'll get late day sunshine today, that afternoon clearing will come with gustier winds and then we're in for days of sunshine for the rest of the week. some really beautiful weather ahead. you'll need your umbrella for this morning. 59 degrees, the rain is falling in reading. cloudy, 60 degrees right now in philadelphia. it's 55 degrees in cape may. very warm start, now it's just a waiting game, waiting for the rain to move in. just off to the north and west, it's skirting past philadelphia. this is light rain in berks county, allentown seeing that light rainfall, upper bucks county and parts of montgomery county, harleysville getting some rain. sprinkles staying to the north and west of the city for now. this line will sweep into the

area and that's when the umbrellas will be going up. temperatures will be climbing a little bit after they come down with the rain. 57 fwreez in qua 57 degrees in quakertown. rain is on the way to cape may in atlantic city. but it's going to take some time. the clouds will linger into the afternoon hours. but for wilmington, philadelphia, drexel hill, the wet weather will clear out this afternoon. we'll teleget sunshine and those breezes will kick in and we'll see temperatures pop back into the low 60s this afternoon. a look at the weekend forecast when i'm back in ten. >> the weekend already? it's only tuesday, bill. i like that a lot. 4:09. let's get you to work on this tuesday morning, starting with the roosevelt boulevard. first alert traffic reporter jessica boyington is doing that. >> a lot of the majors are clear. start off on a good note, 17th street, no problems in either direction. not a lot of cars on the road.

they look a little bit dry. that's a good thing. even checking in with the schuylkill expressway, we're doing okay there as well. there is construction, though, in the city, closed for paving on 33rd street between south street and chestnut street. that's closed right now. no huge detours around the area. just going around the block is your best bet. looking at the blue route, here's a fly-through here, no problems right there. southbound from the schuylkill to 95 is a 15-minute trip with speeds into the 60s. this is 76 over in gloucester. no problems heading towards the philadelphia area or backups yet. 4:10. 61 degrees. along the jersey shore, home owners are waiting and wondering if they will ever be back home. the nbc 10 investigators found thousands of hurricane sandy victims haven't rebuilt 3 1/2 years after the storm. next, we get answers about when

he was high-fiving. the fourth goal he got up out of his seat. that's something i'll never forget. very cool. >> we'll hear more from the flyers players coming up in our next half hour. çwell, three years after superstorm sandy, some new jersey homes are still not rebuilt. yesterday, in trenton, a state budget meeting, assembly members pushed for answers. >> trying to be combative but that makes no sense to me. >> home owners say the reconstruction rehabilitation elevation and mitigation program that was supposed to help them rebuild faster has slowed is the process. more than 7,000 home owners have agreements signed but 3,000 homes are complete. and r.e.m.s. leader says he doesn't expect most to be finished until a year and a half from now. >> that will be five years after the storm. is that an acceptable time line? >> no.

>> of course not. >> they're like r-- micromanagig this so bad. >> the delays are the result of the federal government spreading out hurricane relief payment over two years and municipalities changing zoning rules. since hurricane sandy, the ahead, hear why margate just lost another round in court. 4:15. now to decision 2016 one year ago today, hillary clinton announced she was running for president. her supporters will man phone banks around pennsylvania today to mark the occasion and get clinton's campaign message out to voters. in our area, former governor ed rendell and former state senator condi williams will be at clinton's campaign office in center city showing their support for the democratic candidate. and in ambler, joe hoeffel will work a phone bank there as well.

nbc 10's matt delucia is live in our digital operations center to explain. matt? >> tracy, hillary clinton says bernie sanders has trouble answering questions about banks and foreign policy. and she is looking forward to the next debate. also, yesterday while campaigning in new york, clinton told a crowd that as president she would stand up to the powerful gun lobby. clinton says she wants to figure out how to saveç lives and clo loopholes. bernie sanders went on the attack against hillary clinton's use of super pacs and the money they get from special interests. he says he doesn't believe possession of marijuana should be a federal crime. how about this? remember hillary clinton's failed attempt to get into the new york city subway last week? she's trying to have if unwith the gaffe appearing at a charity event in a skit. her cam pane website also features a video clip that pops up when visitors end up on an

error page. republican front-runner donald trump is campaigning in new york as well. a rally in albany got a little out of hand. a protester was ejected after there was a fight in the crowd. the video of the altercation shows supporters shoving a protester in the face as the men shout at each other. albany police say no arrests were made. two of donald trump's children will not be able to vote for him in the new york primary. ivanka and eric trump missed a deadline to change party affiliation. trump's youngest daughter, tiffany, is a registered republican in pennsylvania. she is going to college here in philadelphia. pennsylvania delaware voters head to the polls in just two weeks from now. the deadline to change party affiliation for both primaries in both states has also passed. live in the digital operations center, i'm matt delucia, nbc 10 news. on the free nbc 10 app we have an entire section dedicated

to decision 2016 and all the of the candidates. 4:18 and 61 degrees. we're learning more details about the road rage shooting death of will smith. cardell hayes had a court hearing yesterday. hayes shot smith in the back during an argument that happened after a traffic accident in new orleans on saturday night. smith's wife was already shot but is expected to recover. hayes' lawyer said his client fired his gun in self-defense. >> not only did my clientç cal 911 but my client secured a witness who was about to leave the scene and my client waited for law enforcement to arrive. >> hayes is charged with second degree murder. police are holding him on $1 million bond. there are new concerns about the zika virus. the nation's top health officials say it's spreading much faster than first thought. new estimates suggest the mosquito that carries the virus

is now in 30 states, including pennsylvania, new jersey and delaware. the national institutes of health and the cdc issued an urgent plea to congress to act now and pay for immediate steps to protect americans. the zika virus has been linked to birth defects. golf ball size hail pounds texas and take a look at the video. you can see the hail falling from the sky sunday in north texas. cars had to stop under overpasses to prevent getting pelted. the area also got a second round of hail yesterday. hail wasn't the only concern. heavy rain, lightning and strong winds also caused problems and here's a look at the damage from that severe weather. roofs are blown off, trees were uprooted. lots of broken windows because of the hail. this morning, thousands of people still have no power and schools in some towns have canceled classes for today. arkansas also got hit with hail and strong thunderstorms that knocked out power to thousands of people. and this may only be the beginning. the national weather service

4:25. nbc 10 is live on the scene of breaking news we're following for you this morning. this is along red field street in west philadelphia. a man was found dead, shot multiple times while inside a white car there. detectives are on scene gathering evidence. stay with nbc 10 and the nbc 10 app as we continue to update this breaking news this morning. now from our south jersey bureau, a woman will face charges for a deadly crash involving a transit bus in 2014. melissa rodriguez was indicted for vehicular homicide. she was 18 when her car crossed the center line and hit the bus. the crash killed three teenage passengers in rodriguez's car. from our south jersey shore bureau, margate loses its dune fight. the state of new jersey can take ocean-front property for protective dune project. margate had sued the state
