and create an economy and democracy that works for all and not just the powerful few. nbc 10 breaking news. and that breaking news, a serious accident in south jersey. skyforce 10 over the scene along route 70. this is in manchester township, ocean county this morning. and as you can see several vehicles are involved. and you can see in this map it's not far from the burlington county border. route 70 is shut down in both directions near route 539. the accident is near the intersection with sam pitts road. we're told at least one person was seriously injured. we are working to find out if anyone else was injured in this accident. that stretch of route 70 is expected to be closed for several hours. nbc 10 jersey shore bureau reporter ted greenberg is on the way to the scene. we'll have a live report in

about a half hour from him. right now let's check in with nbc 10 first alert traffic reporter jessica boyington to see how the accident is effecting traffic in that area. what can you tell us? >> well, vai, all lanes are closed. this is an area you want to avoid. they are detouring traffic right now. the lanes closed route 70 in both directions east and westbound in between whiting new egypt road and manchester township and four mile circle in southampton township. roads completely closed and they expect it to be for several hours. something to follow detours but you'll be in traffic. here is the vine street expressway. we had an earlier vehicle fire around eighth street off of the eastbound side so headed towards 95 off of this eighth street offramp. you can see we still have a fire engine on the scene there. some police activity there as well. that fire has been put out on that vehicle, but definitely some delays behind it as everybody's a little bit slow, as you can see. this will be backed up towards the schuylkill expressway area.

no gaper delay headed westbound towards the schuylkill but another area to give yourself extra time before you head out the door, vai. jessica, thank you. we have new information in a deadly hit-and-run in port richmond. we just learned the man philadelphia police arrested in connection to the crash is ramon morales. he is charged with murder, involuntary manslaughter and other offenses. on wednesday night police say the suv he was driving hit and killed thomas dunbar while he was riding a motor scooter at lehigh and aramingo. a row home fire in philadelphia late last night sent a man to the hospital. nbc 10 was on the scene at logan. the fire broke out around 11:00 last night and crews got it under control within minutes. the fire damaged three homes. and we're told the victim is being treated for minor smoke inhalation. investigators are looking for the cause of that fire. now your nbc 10 first alert

weather. >> just call it a fantastic friday. plenty of bright sunshine all throughout our area this morning as we take a live look now at the skyline of center city philadelphia from camden. let's get right to meteorologist bill henley with our new neighborhood weather. it's a detailed forecast that you're not going to get anywhere else. the forecast is focused on where you live, bill. >> and where you live today, wherever it is in our area you're seeing sunshine, but there's still some variations in the forecast. a chilly start in philadelphia. we were in the 40s. now 55 degrees in the city. and look at the sunny skies. these are the live pictures from each of our zones for the pennsylvania suburbs, south jersey, lehigh and the delaware valley. and for each of the zones at the bottom of the screen that's the scrolling seven-day forecast. each one. it's not just philadelphia anymore. we've detailed the forecast zone by zone and neighborhood by neighborhood. south jersey 55 degrees. see a pretty good warmup in the lehigh valley. look at easton. 64 now, near 60 at 5:00 this

afternoon 59 degrees. high temperatures no problem getting into the 60s. even in those areas that saw the colder readings first thing this morning. pennsylvania suburbs and south jersey. the exception is the jersey shore, we're still seeing easterly wind just like we've had over the last couple days keeping things cooler there. as far as the temperatures, well, they got plenty cold. in fact, frosty in the pennsylvania suburbs. you can see we've warmed into the 50s right now, but there's a few cool spots in the low 50s in phoenixville, but not far away st. david's is 60 degrees and look at bensalem, 57 and climbing. the forecast hour by hour, neighborhood by neighborhood for philadelphia 62 at 2:00, then 65 degrees by 6:00. we will warm in the pennsylvania suburbs into the very low 60s, but a quick cooldown. we'll still have some cool nights heading into the weekend. at 10:00, 50 degrees. for the lehigh valley 63 degrees at 2:00. and by 10:00 this evening we'll be in the 40s.

city's public schools if funds weren't turned over to the district. meantime, legislation to help the shore town is advanced in the assembly. yesterday lawmakers unanimously approves a measure that gives the city up to two years before full state takeover in exchange the city's government has to reach certain financial benchmarks. the city differs -- the bill rather differs from the one the senate passed and that governor chris christie supports. and two days from now medical marijuana will become law in pennsylvania when governor tom wolf signs the bill. it won't take effect until 30 days later. and patients will have to wait even longer to access medical marijuana, so what's next for patients? well, over the next six months the department of health will come up with temporary regulations. the department will set up a process for patients to apply for id cards for doctors to register and for businesses to apply for dispensary licenses. the regulations will become permanent two years after the law takes effect.

the dispensaries have to be up and running for patients to get their medical marijuana prescriptions filled. that will mostly happen one to two years from now. now, under the law medical marijuana will only be available in pills, in oil and topical gels. patients who have cancer, multiple sclerosis or other debilitating diseases are eligible. the quest for the cup. >> to the one time -- >> the quest for the cup starts with a loss. the flyers fell 2-0 to the capitals in the playoff opener in washington. game two is in washington tomorrow night. the flyers came into the contest with heavy hearts. it was their first game since the death of founder and chairman ed snider. the game got started with a tribute to flyers founder ed snider who died earlier this week. the players wore his initials on their jerseys, on their sleeves. fans at the official philadelphia watch party at xfinity live appreciated that

boston are remembering the victims of the boston marathon bombing. it's been three years since that day. this morning boston's mayor and the governor of massachusetts laid a wreath at the site of where one of the explosions went off. the terror attacks near the finish line of the race killed three people that day that injured more than 260 others. at 2:49 this afternoon there will be a city wide moment of silence to mark the time when the first bomb detonated. this year's boston marathon is set for monday. now your nbc 10 first alert weather. >> well, we have been on a roll weatherwise with lots of sunshine. but we've had some chilly mornings. look at today. bright sunshine. we're seeing a quick warmup. already 55 degrees in philadelphia. the lehigh valley not far behind at 54. and delaware never got all that cold. there were some chilly spots. you see some variation in the temperatures, marshalton is 58 degrees right now. it's still in the low 50s for parts of delaware.

look at lincoln at 54 and lewis now 51 degrees. we'll see temperatures climb into the 50s and 60s across our area. it's part of a warmup that's going to take us right through the weekend. the warmup coming from high pressure in control. sending the jet stream way to the north and keeping not only the weekend warm but also levels of pollen high. it comes with this time of year a nice warmup. oak is the highest. and the forecast for oak is to continue on the high zone. we will see that peak over the next few days. neighborhood by neighborhood forecasts for today, somerton 63 degrees this afternoon. look at the 60s for the pennsylvania suburbs. low 60s there. this is why we detail neighborhood by neighborhood. you'll find variation in the bethlehem area, the lehigh valley 65 degrees this afternoon. but the greatest contrast which we've seen the last few days is at the jersey shore with temperatures in the 50s. 55 in wilmington. wildwood and atlantic city will

be the high temperature. meantime wilmington will warm into the middle 60s. you'll see low 60s for haddenfield and for glassboro today. looking ahead, the weekend couldn't be sunnier or warmer. look at the warming trend. for philadelphia, the pennsylvania suburbs, delaware, lehigh valley all into the 60s starting tomorrow. but those easterly winds will continue at the jersey shore. so even though the temperature will be warming over the weekend, still cooler at the shore. 70 degrees on monday. philadelphia, south jersey and delaware reach 80 degrees on monday afternoon. so some sweet weather ahead. and it is going to continue. this is our exclusive ten-day outlook 60s today and tomorrow 72 on sunday and there's your 80 degrees on monday. it will get a little bit cooler on tuesday, but that's still warm for this time of the year. and that's a one-day cool down into the 60s. by wednesday and thursday we're back into the 70s, maybe seeing 80 degree pop up in parts of the

area on thursday. there is a slight chance of some showers on friday, otherwise it's going to be dry. even next weekend. so we've got two weekends for you to see this weekend 60s and 70s, the following weekend into the upper 70s. perfect weather for the cherry blossom festival that is happening this weekend. little cool to start with, but the 5k and 10k race starts tomorrow morning at 7:30. so you want it on the cool side for the race. sunshine and 64 in the afternoon. and into the 70s on sunday. tempted to race, vai? >> yes. race -- >> somehow i don't believe you. >> yeah. no, i run. all right. thank you, bill, i think. hey, when others run out, they run in. firefighters are true heroes in the community, but did you know many of these lifesavers are volunteers? there's a new push under way in our area to get more men and women to join their ranks. the details are just ahead.

chief, start with you. do you think people would be surprised at how many companies need or rely on volunteers throughout the area? >> yeah, the greater part of the region relies on volunteers or some of the stations are a combination. but in our area of lower merion about 90% of the people that arrive are the volunteers. and we're augmented with small career staff. >> and you're a volunteer? >> yes, i am. >> tell me how you did that? >> i kind of signed up on a whim. i'd been looking for something maybe to do with the military, some way to serve my community and i came across the firehouse. i grew up in lower merion and i never understood that most of the firefighters in lower merion were volunteers. >> tell me about the need for volunteers specifically to this area. >> of course. >> you guys were telling me something interesting. you guys actually cover this studio, the studio we're in right now. >> that's right. >> yeah. >> it's not just a problem in lower merion. it's a regional problem, it's

also a national problem. about 70% of the volunteers in the united states are volunteers. and everywhere is hurting. times have changed. it's a little harder for people to run out during the day to leave their businesses and serve the community as firefighters. so it's a staffing problem not just here in lower merion, but everywhere. >> chief, fire companies really do much more than just fight fires, right? >> we're an integral part of the community. we're out there with the public safety education as well as providing the fire protection for our towns. >> tell me about some of the jobs you perform and some of the time commitment that's required of your job. >> okay. well, our volunteers we train about one night a week. and in our particular station we have calls really about average one a day. so the commitment of the volunteer is to try to make about 25% of those calls. >> harry, tell me about some of

the training that you got as a volunteer and what would be required if somebody wants to volunteer, and the time commitment that's required. >> sure. i'm headed in to put an hour figure on it might sound kind of daunting. but if it's something you find you really love, you're going to make time for it. you're going to find time in your schedule to commit to this. as tom said we have a training night once a week. our station it's monday night. some other stations might be another weeknight. in addition our department sends everyone through the montgomery county fire academy in conshohocken. it's about a 180-hour certification program. and we have various other training seminars and opportunities. >> start the interview segment by thanking the work that you do, but i would be remiss if i let you go before doing that. we appreciate everything you and other firefighters do to protect us. for more information, head to our website at nbc10.com or check out the nbc 10 app. chief, thank you very much.

temperature which has been hovering around 50 degrees and an easterly wind. we've seen that for the last few days. there's the seven-day at the bottom of the screen. we'll look beyond that with the ten-day forecast when i come back, vai. we'll see you then, bill. defense secretary ash carter says he'll visit an american aircraft carrier in the south china sea, a move bound to anger china. carter says he'll visit the u.s.s. john c. dennis after visiting another carrier. believed to have used oil and gas, other countries have claims that parts of the waters. just yesterday carter announced plans to deepen military ties between the u.s. and philippines including joint patrols in the south china sea. and police in milwaukee, wisconsin, have a man in custody who opened fire inside a casino overnight. police say the man took a gun out of his pocket and started

shooting. several people fell and were hurt while running away from the area. no one was shot. investigators are trying to figure out what led up to the shooting. and a parole panel in california is recommending one of charles manson's followers be released after decades in prison. a jury convicted leslie van houton and other manson cult members of killing a wealthy grocer and his wife back in 1969. van houton's lawyer described his client as numb when they heard the parole panel's decision. it's a recommendation passes and administrative review, it then goes to the governor who has the final say. van houton was 20 years old when manson members went on a summer-long killing spree in and around los angeles. meanwhile, decision 2016 we just learned democratic presidential candidate hillary clinton will campaign in philadelphia next wednesday. we'll bring you the details of where she'll appear as soon as we get them. clinton was just in philly last

week for the afl-cio convention in center city. her rival, bernie sanders, also spoke at that convention. now both are trying to get votes ahead of the pennsylvania primary. that's scheduled for april 26th. and police in california are searching for two robbers who stole from a target store and then called to complain about security. police say the man and the woman were leaving the store with printer ink cartridges when security stopped them. there was a scuffle and the man revealed a gun in his waistband. at that point the security officers allowed them to leave. well, the pair took off and stole from another target across town. they might have gotten away with the robberies, but then the man called the first store to complain about how security had treated them. >> we don't get cases where the person who robbed the store calls back and then asks to speak to store security where they complain about the fact that they were stopped. >> the security say that phone number they gave it to the

police who traced it back to the suspects, so authorities now know exactly who they're looking for. well, a man is preparing to run across the ocean from florida to bermuda, haiti, cuba and puerto rico. and he'll do it in a bubble. endurance athlete reza created what he calls a hydropod. a life jacket, water filter, gps and shark repellant. he tried to run across the ocean in a similar bubble back in 2014, but the coast guard made him turn around. >> burst my bubble, and now i put sign please not burst my bubble. >> well, this time he's hoping to complete his journey raising money for children in need along the way. he is now just waiting for some clear weather before he sets off for florida. even though the flyers lost the first game in the quest for the cup, fans are still cheering them on. here's a live look right now the

pep rally in bala cynwyd, montgomery county. getting ready to meet some flyers family and one pair will win a ticket to game three at home on monday. well, we had to show it to you. the washington capitals took game one of the playoff series with the flyers in a 2-0 shut outlast night. game two tomorrow is in washington. well, today marks the anniversary of a victory in the civil rights movement. on april 15th, 1947, baseball great jacqkie robinson broke th color barrier and played for the brooklyn dodgers. today people in philadelphia will come together to honor robinson's legacy. the annual jackie robinson day ceremony takes place this afternoon at the philadelphia stars and eagle league memorial park. though robinson wasn't from philadelphia, organizers say the mission is to remember his legacy and educate kids today.

now to an update on that breaking news we told you about that deadly accident involving four vehicles. skyforce 10 was over that scene along route 70 in manchester township in ocean county. nbc 10 jersey shore reporter ted greenberg is there and is live for us. ted, tell us what's happening. >> reporter: well, vai, as you know route 70 is normally a very busy road that cuts across south jersey, but it has been closed now for more than four hours because of this very serious accident. you can see police remain on the scene here taking measurements. as you said we sent skyforce 10 to the scene, had it over the scene of the crash. one man was killed in the accident here just after 7:00 a.m. involving four different cars. authorities tell me a police recruit was rear ended in the crash but not injured. no one other than the man who lost his life was hurt. now, several police recruits from the ocean county police

academy were on their way to a firing range right here near the crash scene at the time of the accident. i'm told they jumped out of their cars to try to revive the victim, but they were not successful. police have not yet released that man's name. route 70 remains closed for several miles on both sides of the accident scene, which is near the intersection of route 539. police tell me it will likely stay shut down for another couple hours while they continue their investigation into this very serious and tragic crash. live in manchester township, i'm ted greenberg, nbc 10 news. thank you, ted. women and weed. topical marijuana, the kind that you put on your skin, is twice as popular with women and is most popular among baby boomers. said to relieve symptoms like cramps and headaches. nbc's morgan ratford went straight to the source to see what all the buzz was about. >> reporter: when you think about marijuana, you usually think about people smoking or eating it, but the newest trend

reporting. well, it's estimated that 50,000 children in our area will experience the death of at least one parent by the time they turn 18. and a local organization that people have been turning to in times of grief need your help to continue to provide services that so many people rely on. andrea mcclain is here to talk about evergreen, the annual spring fund raising event for pete's place. thank you for coming in. tell us about your organization peter's place. >> sure. peter's place is a center for grieving children and families. we offer peer support groups and we also go into schools throughout the area for children who might not otherwise have access to services. >> 50,000 people, that to me is remarkable. that to me when i hear 50,000 people, that's a stadium, that's a football stadium full of people, of kids who have lost at least one parent. >> it is. >> that's remarkable to me. >> in our society not a lot of people feel comfortable talking about death and grief. and for those kids that can be

really isolating. when they go to school, they might not realize that other people there are grieving too. and here's a place where they can come and everybody understands. they all have had that experience. and they're there to support each other. >> and like many nonprofits peter's place relies on donations and also volunteers. tell me how you go about doing that. >> well, we actually have our big annual fund raising event coming up on april 30 9. it's called evergreen. it will be at merion golf club. and what is really extraordinary is this is our 15th anniversary here too. so we're celebrating 15 years of service to the community, 5,000 children and adults who've been directly served and tens of thousands who've indirectly benefitted from our educational programming. >> is there anything special that people should know who want to come and participate, donate to evergreen? is there special auctions? >> uh-huh. >> tell me more about that. >> well, it will be a wonderful night. we're going to have exceptional

cool temperatures, but we got a quick warmup with lots of sunshine this afternoon into the 60s. if you're heading out this evening, grab a light jacket. it's going to get chilly. on the quick side won't be as cold tomorrow morning as this morning, but it is going to be another chilly start to the weekend. but the temperatures will be climbing over the next seven days. which you can see at the bottom of the screen. this is a scrolling seven-day forecast. this is not just for philadelphia. it's for each of the regions in our area. everybody's seeing the warmup today though it was colder in the pennsylvania suburbs, parts of delaware and south jersey with temperatures in the 30s. 40s where we started in philadelphia, now 55 degrees. and a cool start, but not really a cold start at the jersey shore today. a nice warmup at 53 degrees right now in cape may courthouse. look at woodbine at 57 and whole gate is 52 and climbing. it will be a little cooler at the shore because just like the last few days we've seen some easterly winds. that's an easterly wind right now at 12 miles an hour in

wildwood. and northeasterly wind in atlantic city at 10 miles an hour. so that cool ocean air is making it into the shore communities. but just inland it's a light wind you really won't feel that ocean influence, which is going to allow the temperatures to warm into the 60s. and go even warmer this weekend. here's the three-day forecast which takes us through the weekend for philadelphia. 60s today and tomorrow. 72 degrees sunday afternoon. pennsylvania suburbs same story 60s today and tomorrow, brilliant sunshine for sunday. and that sunshine will be bright in the lehigh valley too, up to 67 degrees on saturday. now, at the shore it will be cooler. there's the jersey shore. 55 today, a low 50s tomorrow, partly cloudy skies and then it's into the 60s for sunday. a delaware right onno carrierring
