into our region but already battered the area around the nation's capital. take a look. this video comes from woodbridge, virginia. you can see and hear that hail. pounding away. it's not the kind of weather you want your car in. >> more hail in maryland. you can see people seeking cover at a shopping center. some people in the area reported hail that was 2 inches in diameter. meteorologist sheena parveen has our nbc 10 first alert neighborhood weather. sheena, could we see hail here? >> yeah, you know, jacqueline, jim, some areas in delaware already seeing hail similar to that. at least radar indicated. here's a live look at the radar. as we go through the rest of the overnight hours, we expect heavy rain, some thunderstorms. here's a look at some of the most thunderstorm activity down in delaware, up through parts of the philadelphia region. here is sussex county. also kent county. this is severe thunderstorm warning. the areas you see outlined in

the yellow includes milford in delaware until 11:15. where you see the dark red, that's flash flood warning until 4:45. already seeing very heavy rain, localized flooding, street and creek flooding likely. with this strong thunderstorm, it's moving across the delaware bay currently. about to exit delaware. it is moving around 35 miles an hour. precip rates little over 4 inches an hour with this burglar thunderstorm. and we have already seen hail in it. if we track it to the northeast, 35 miles per hour, it will be heading toward cape may by 11:30, dennis by about 11:50. if it keeps its strength right now, it could still be very strong. lots of lightning, even hail inside this storm with very heavy flooding rains. take a look at the hail size in parts of kent county. a little over 2 inches here. especially around harrington. that's going to continue with this storm. again, if it keeps its strength. and i don't see it weakening any time soon. here's a look at philadelphia area. suburbs through parts of pennsylvania. so this is mostly rain that's

heavy to moderate. we'll zoom in on the philadelphia area, parts of lower montgomery county. areas with the yellows and oranges shows you pretty steady, consistent, moderate to heavy rainfall. norristown seeing that at the moment. so the radar showing a lot of the storms still down to our south and southwest. these will be moving in as we go overnight tonight. so we have a first alert out for south jersey, delaware, the pennsylvania suburbs, philadelphia from now until 7:00 a.m. tomorrow. and also that heavy rain could be, again, leading to more localized flooding. we'll take a look at the timing of this overtime coming up. >> all right, sheena. nbc 10 first alert neighborhood weather means we're monitoring conditions where you live. >> nbc 10's keith jones hit the streets in stormforce 10 to update us on the conditions right now. keith, where are you right now? >> reporter: jim, jackie, i'm in chester. i believe every word of what sheena is saying right now. all over the map, not only delaware county, we started in montgomery county, crossed to

chester, delaware to new castle county. i'm going to flip around the camera to show you what we're looking at. we're on the onramp to 95. again, delaware county, the rain coming down very hard. visibility isn't great at all. picture the reality of this, as sheena said, this rain is forecast to come down all throughout the night. take a look at this video now we shot in new castle county. just down the road from the concord mall. it was bad there. this is the concord pike. heavy rain drenching the roads. we took a trip to the brandywine creek in rockland, too, that's always prone to bad flooding. that area will probably have some problems. back on the road now, take a look at this live picture. we're traveling behind some vehicles. we're going to try to show you what this looks like but you can see the lightning there there the distance. that's what we're dealing with right now. you see the reflection on the roadway of the water, of course. ponding might be an issue. you want to make sure you give yourself some extra time. the roads could be slick. know there's a chance your route could be flooded. you don't want to hydroplane. that's the biggest thing here as

we take our time and be careful on the roadways. make sure you slow down because that will be an issue when you wake up in the morning to head to work or school. for now, we are live along 95 approaching philly international airport, keith jones, nbc 10 news. >> all right, keith. as always, be careful and stay safe out there. you can stay ahead of the rain with the nbc 10 app. you'll have access to live first alert radar and updated forecasts from our nbc 10 first alert meteorologists. to another story tonight. a mysterious oil sheen in the schuylkill river. tonight, investigators trying to figure out what it is and where it came from. >> nbc 10's denise nakano reports from center city. >> reporter: at this time of the night, you're more likely to see the reflection of the light on the water as opposed to the oil sheen. the coast guard is trying to determine where the oil is coming from and who caused the mess. >> giant oil slick. i mean, just what the city needs, more pollution. >> reporter: skyforce 10 over a mysterious sheen of oil on the schuylkill river. it stretched a quarter mile and got the attention of people

passing over it on the walnut street bridge. some expressed curiosity and concern. >> i don't really drink schuylkill punch, but that's disturbing that whatever's in the water is creating a rainbow or a summer color. >> reporter: others saying not again. this follows a diesel l fuel spill earlier this year in the same area of the schuylkill. an emergency generator malfunctioned at century link on 24th and market caused the 4,000 gallon spill that took days to clean up. >> walking past today, i'm upset to see that there's more. it's happened again. >> this is the second time in, like, three or four months and i think it's probably a pretty big issue. they need to kind of look into why it keeps happening. >> reporter: the coast guard is working with the office of emergency management and the fire department to determine the source of the material in the water. who's responsible and how best to clean it. >> it's extremely alarming. it's the first time i've seen anything like this. >> reporter: this is all taking place downstream from water intake, so officials say it doesn't pose any threat to

drinking water. the coast guard continues to investigate. on the walnut street bridge, i'm denise nakano, nbc 10 news. jury selection will continue tomorrow in the federal corruption trial of longtime pennsylvania congressman chaka fattah. fattah didn't have much to say as he entered the courthouse today. the congressman is accused of accepting bribes and misusing campaign funds and federal grants. several former aides or allies are also charged. about half the jury pool was sent home at the end of the day. the others will be back tomorrow where they will face questions from attorneys. nearly three years after he was shot and almost killed in the line of duty, a philadelphia police officer went back to work today. the department shared this picture of edward davies with his son who's holding a sign that reads, "993 days later, first day back to work." davies will be working in the advanced training unit at the police academy.

the father of four was shot during a struggle inside a feltonville minimart back in august of 2013. police say the man who shot him, eric torres, had run from a traffic stop. a jury found torres guilty of aggravated ed assault last year tonight we learn the identities of two people killed in a crash on henry avenue. philadelphia polices say 6-year-old eric barksdale-perez died and so did 20-year-old zayer ross-wilson. investigators say their car went out of control during yesterday's rain in wissahickon. three other children and four adults were severely hurt. today police said no one in the victim's car was wearing a seat belt and only a 7-week-old baby was in a car seat. more than a dozen schoolkids are recovering tonight after the school bus they were on was hit by a car in berks county. it happened around 2:30 on shillington road in spring township. police say the car ran into the back of the bus. 17 kids had bumps and bruises. turning to the crisis in

atlantic city. the cash-strapped city avoided an historic default on its debt today but its financial future remains in question. mayor don guardian announced the city made a key $1.8 million bond payment this morning but says a.c. is, quote, running on fumes and may not have enough money for next month's payment. city leaders have been at odds with governor chris christie and senate president steve sweeni e over a proposed state takeover of the finances. spiraling debt crisis in puerto rico reach add new milestone today as the island missed nearly $370 million in bond payments there. its total debt stands at more than $70 billion. puerto rico has payments totaling near lly $2 billion du on july 1st. to decision 2016. and the push for indiana. ahead of tomorrow's primary. tonight, three candidates campaigned in the hoosier state. analysts say tomorrow's vote could be make it or break it for bernie sanders and ted cruz.

cruz has vowed to stay in the race even if he loses tomorrow's primary, but when he confronted some trump supporters in indiana today, the texas senator discovered that not everyone agrees with him staying in it. >> and i'm running to be everyone's president. nose who vote for me -- >> we don't want you. >> you're entitled to your view, sir. i will respect it. >> do the math. >> i will -- >> you ask kasich to drop out. it's your turn. take your own -- >> an nbc/"wall street journal"/marist poll released yesterday at trump leading cruz by 15 points in the hoosier state. carly fiorina is making headlines after taking a tumble during the campaign event. >> has some people questioning whether the texas senator ignored her during a time of need. fiorina was introducing cruz at a rally in lafayette, indiana, last night and fell off the stage. cruz continued to shake people's hands. donald trump was quick to seize on what happened. he spoke about the fall at a

campaign event tonight. >> by the way, she fell off the stage the other day. did anybody see that? and cruz didn't do anything. how is -- even i would have helped her, okay? no, it's true. >> it's been less than a week since cruz picked fiorina as his running mate. the democrats are in their final primary stretch, but experts say they're running in different directions. hillary clinton has started looking ahead to the general election. focusing on republican front-runner donald trump. while bernie sanders has vowed to stay in the race despite admitting that he has a tough road to climb. the latest nbc news poll has clinton leading sanders by four points in indiana. remembering jus sis antonin scalia. the recently deceased supreme court justice was the topic of discussion tonight. several of his former law clerks reflected on scalia's time on the bench and the future of

new at 11:00, johnson & johnson must pay $55 million to a south dakota woman who blamed her ovarian cancer on the company's talcum powder. it's the second trial loss for the north jersey based company

this year. the company is facing about 1,200 lawsuits from people who claim it did not adequately warn consumers about the cancer risks involving its talc-based products. johnson & johnson plans to appeal. now to an nbc 10 exclusive. only our cameras were there after police arrested a man accused of posing as a fire inspector. >> officers say it was part of a scheme to cheat people out of their hard-earned money. nbc 10's brandon hudson reports. >> reporter: larry weinstein sat outside the lower southampton police station, we asked him about charges of fraud he's facing. he answered all our questions with one word. >> no. >> reporter: police say he admitted to scamming businesses and homeowners in bucks county in north philadelphia. investigators told nbc 10 the 51-year-old impersonated a fire inspector for the past year. police say he approached people about checking their fire extinguishers. >> there's several businesses and private homes that had these fire extinguishers they believe

are going to be reliable that aren't going to be reliable now. >> reporter: we're told police found the suspect's phone number, tracked him down and called him. offices then set up a sting operation at this beer outlet. >> detectives brought all fire extinguishers into this area here. >> reporter: the beer outlet owner showed us how the sting operation went down today. police used an empty fire extinguisher that weinstein never repealed, just put a tag on it. mccoy said he was charged $35 for a job that usually costs him $125. >> they have to stop stuff like that. he was doing the wrong thing. >> reporter: police arrested weinstein hours after the sting operation. >> he has a drug addiction and that's his reason that he gave. >> reporter: he reportedly admitted to scamming 20 to 25 people but police want to verify an exact number. weinstein did not go to jail because he's cooperating with police. in lower southampton township,

i'm brandon hudson, nbc 10 news. new at 11:00, the man known as philly jesus is arrested after a disturbance at a center city business. this photo was taken of michael grant's arrest. police say grant who goes by the name, philly jesus, refused to remove the cross he was carrying and leave the apple store on walnut street tonight. grant has been charged with defiant trespassing and disorderly conduct. new jersey's department of education is on a mission to find out if students are getting enough sleep. state lawmakers passed a proposal last year to study this issue and the first of a series of public hearings began today. educators are considering delaying the start of school for middle and high schoolers to 8:30 or later. the american academy of pediatrics says children who don't get enough sleep can be irritable and have problems with concentration and learning. well, to avoid irritability at the airport this summer, you

might want to give yourself a little extra thymime, philadelp international airport, the ceo testified at the city council budget hearings that nationwide, security concerns could lead to longer wait times in security lines. cameron says they're worworking with tsa officials to address the issue. we're under a nbc 10 first alert because of heavy rain tonight. >> meteorologist sheena parveen tracking it all with our new nbc 10 first alert neighborhood weather. >> a lot of rain, lot of lightning, really depends where you live. most of the lightning is confined to delaware moving across the delaware bay and heading for south jersey. around the philadelphia area, we're seeing more and more lightning strikes right now. all this is really continuing to build up. if we zoom in to parts of delaware and extreme south jersey like cape may county, here you see this line of thunderstorms approaching cape may county. this is some very heavy rain. aside from that, we have a flash flood warning in effect for kent

county. this includes milford, it also includes areas near dover. this goes until 4:45 in the morning. a couple of inches of rain have already fallen in this area, so localized flooding, street and creek flooding, likely occurring in this area. we've seen that heavy rain sitting here for a while. take a look at one point we had a severe thunderstorm warning in kent county. hail size was close to 2 inches and even leaving the coast here of kent county a little bit over 1-inch hail size. that is one strong thunderstorm. this is the delaware bay right now. we're looking at the storm crossing the delaware bay and approaching parts of cape may county. precip rates 4 1/2 inches. this is very heavy rain. it's not moving very quickly. that's why it's causing flooding concerns. it is moving to the northeast right around about 35 miles an hour. so we've normally seen storms move quicker than that. so with that pace, it is dropping a lot of heavy rain in short period of time. it's going two around cape may by around 11:30. commercial, 11:44.

dennis, 11:55. that's going to be moving into south jersey. we have more heavy rain developing around the philadelphia area, we've seen an increase in lightning strikes. on the map we have a couple lightning strikes right around philadelphia. haverford, heavier rain. edgemont, heavier rain. that's continuing into parts of montgomery, also bucks county. norristown specially, that's where you start to see the oranges and the reds. right around phoenixville. the oranges and the reds. pottstown as well. douglas, hatfield. that's where we get into some of the heavier rainfall. now we're looking into parts of bucks county. buckingham seeing some of that heavier rain. warrington. if you notice these red and orange spots, they pop up pretty quickly because we're just seeing that heavy rain develop inside of what is already here. northampton seeing heavy to moderate rain. mercer county, like trenton seeing more moderate rainfall. consistently just getting heavier here. levittown township, seeing that heavier rainfall as well.

then we get into other parts of new jersey, pemberton and the green starts to show the lighter rain. all these areas we are watching very closely for the heaviest of the rain to be developing. here's a look now at the rainfall we've seen so far. so far, the heaviest has been in delaware. that's why we have the flash flood warning for kent county and still have it. if we zoom into kent county where we've seen the heaviest of the rain, if you look at the legend, over 2 inches shows you the pinck. we've seen that in kent county. other areas, riverview, close to 2 inches. that's going to continue as we go into new jersey because that same storm that moved through kent county is on its way into parts of cape may county. aside from that, we have a lot of heavy rain and thunderstorms still down to our south and southwest. that's what we'll be watching as we go through tonight. first alert is out for south jersey. delaware, pennsylvania suburbs. also philadelphia. the timeframe is from now until 7:00 in the morning. the heavy rain will continue

overnight. localized flooding will be an issue. also the thunderstorms will be an issue, too. i think the main concern, though, is going to be the heavy rain with localized flooding. that could certainly carry into your morning commute. here's a look at future weather. the heaviest of the rain moving between now and about 1:00 a.m. for south jersey, delaware and the philadelphia area. after that, we'll continue to see the rain overnight and into the morning commute. this is 6:30. rain continues in the morning. by 8:00, even 9:00, i think a lot of the heaviest will be out of here. by the afternoon we'll see just about mostly cloudy skies. still a chance of lingering showers, too. also don't forget with your new neighborhood weather forecast, your seven-day forecast is always going to be scrolling at the bottom of the screen. of course, we'll keep tracking these storm s for you, too. i'm danny pommells from comcast sportsnet. two eagles are absent from the nest. and cardinals pitcher adam wainwright among the cardinals playing home run derby with

10-3. the eagles continue phase two of their offseason program at the nova care complex. sam bradford is still nowhere to be found. the trade request became public a week ago today. bradford not happy the birds traded up to pick carson wentz the second overall selection of the 2016 draft. the workouts are voluntary at this juncture. bradford isn't the only big name week. big number 91 fletcher cox was also absent from the nova care complex today. cox had not attended any workouts this spring with the two sides unable to agree to a long-term contract extension. some good news notes. chrisanova has withdrawn his name for consideration for the nba draft and will rush to the main line for senior year. on the ice shayne gostisbehere named a finalist for the calder trophy.
