new developments in the search for this escaped inmate. he slipped out of jail two days ago. this morning, people living in a small ocean county town are on edge. it's back to court today for the woman accused of kidnapping a baby from the king of prussia mall. and outdoor education. one delaware county school is ditching the classroom and moving students and lessons out into the elements. it's 4:00 a.m. good morning. this is "nbc 10 news today." speaking of out in the elements, let's check the weather this morning. meteorologist bill henley with his first alert neighborhood forecast.

morning, bill. >> good morning, tracy. head out in the elements today, you'll find similar conditions to what we've seen recently. that's the seven-day forecast at the bottom of the screen, which does have changes for the weekend. but today it's more of the same. low clouds, a little drizzle, and temperatures that are cool. we'll be in the upper 40s, near 50 degrees at 6:00. not much of a warmup at 9:00 today. we're watching 40s in the pennsylvania suburbs. lehigh valley is 48 degrees. 50 at philadelphia international. there are some cooler readings. here are the clouds. the wet weather this morning is to the west. well to the west, actually. for most of the morning, we will be dry. but there's a chance we'll see some of these showers develop at times. a little drizzly this morning. 40s to start with. 50s this afternoon for philadelphia. pennsylvania suburbs, cloudy start, chance of a late morning shower or more likely just

sprinkles. 50 degrees at that hour. lehigh valley, midday showers are a possibility. for delaware and south jersey and the jersey shore, 40s to start with. only in the 50s this afternoon. we'll go through the futurecast hour by hour when i'm back in ten minutes to give you an idea of when those showers are likely to pop up in your neighborhood. jessica boyington is watching first alert traffic. >> we have a lot of construction this morning. some of it's on 95. this is an ongoing construction project. we have some lanes locked here. one lane getting by northbound around the blue route. that off ramp, there's a sign with flashing lights. that's being blocked as well. so no access from 95 northbound to the blue route. we're seeing part of the roadblocked as well on the opposite side. more construction out there. this one over in new jersey. the right and center lanes closed on the atlantic city expressway if you're headed eastbound between exit 33 and winslow and exit 28 in hammondton. watch for construction, more in new jersey. the on-ramp closed from 295

southbound from the black horse pike. >> jessica, thanks. this morning we're following a developing story. right now police are tracking an escaped inmate who's doing time for aggravated assault. arthur buckell busted out of bayside state prison tuesday. officers found a car in barnegat township. the search for him is having an impact on the community there. >> reporter: it sure is, tracy. yesterday son-in-law of the schools were put on lockdown. today school is in session here in town. police say they're going to have an officer on patrol at every single school throughout the school day as they try to track buckell down. they're telling people to secure their homes, lock their doors, and to secure their vehicles as well. here's a picture of arthur

buckell. court documents show he would have been eligible for parole in just 18 days if he'd not escapes. surveillance images show him walking into a cvs store in barnegat yesterday. a day earlier, corrections officers noticed he was missing when guards did an inmate count at 6:00 a.m. buckell was locked up on charges of aggravated assault. now, the mayor here in town is vowing to catch buckell. schools are open today. we'll bring you more in the next half hour. i'm pamela osborne, nbc 10 news. >> pamela, thanks. 4:04 and 50 degrees outside. new from overnight, a woman is recovering from burns this morning following a house fire in the ogontz neighborhood of philadelphia. medics took an injured woman to einstein hospital.

the fire marshal is looking for the cause. happening today, the woman accused of kidnapping a baby from the king of prussia mall is scheduled to appear in court for a preliminary hearing. police say sharia moore abducted the 7-year-old from the food court in march. s now to an nbc 10 exclusive. this morning, we're hearing from one of the two school security officers beaten by three men earlier this week. cell phone video shows the men attacking the two officers outside northeast high school monday afternoon. one officer suffered a broken jaw. the second officer talked to nbc 10. he says he and his partner were trying to break up a fight when one of the men tackled him from behind. >> as i'm on the ground, another guy who i didn't even see, comes over, starts punching me.

the first suspect, he punches my co-worker again, breaking his jaw. it's just a matter of time. you're going to get caught. so you might as well turn yourself in now. >> police released these images of the three men wanted for attacking the school officers. if you recognize any of the men, philadelphia police want to hear from you. comedian bill cosby is looking to pennsylvania's highest court to delay hearings in a criminal case against him. on tuesday, cosby's attorneys asked the state supreme court to review an appeals court decision that allowed the criminal case in montgomery county to move forward. that move on tuesday was made public yesterday. cosby's charged with the sexual assault of a former university employee back in 2004. it's 4:06. the debate over philadelphia's proposed soda tax brought out protesters to city hall.

soda trucks surrounded city hall before a public hearing on the tax that would add 3 cents per ounce to the price of sugary drinks. mayor jim kenny says the money from the tax would go toward universal pre-k, parks improvement, and public schools. opponents believe it could put them out of a job. >> i'm a sole provider for my home. i work 60 to 80 hours a week. this soda tax goes through, myself along with others will lose their jobs. >> we can reduce poverty for the long term and really end poverty. >> another hearing is planned. city council will vote on the measure next month. it's another cloudy morning but not too rainy. satellite and radar shows scattered clouds in the area. those clouds are going to be with us all day long. as far as showers are concerned,

it's this afternoon we'll see a chance of some showers. the futurecast showing dry conditions for the most part. a little misty. an isolated shower at 7:30 this morning. the steadier rainfall is offshore at that hour. as we go into the noontime hour, this is one where we could see scattered light showers around lunchtime and into the afternoon. the steadier rainfall is at the shore at 5:00. then we'll get a break into the evening hours. here's the forecast for today. neighborhood by neighborhood. university city, 57 degrees this afternoon. melbourne and reading will see temperatures in the 50s. any sunshine will hold off until the weekend. temperatures holding in the 50s again tomorrow as the next round of showers is due in and steadier rainfall is due in for friday morning, especially heavy at the shore. this is early friday morning. you can see tomorrow morning, it is going to be developing and

it's 4:13, 50 degrees outside. we're hearing from philadelphia police officer jesse hartnett, who's recovering after someone shot him during an ambush. officer hartnett talked with us after the national police defense foundation named him its man of the year. the police defense foundation honored him last night. in january, someone shot hartnett while he was sitting in his patrol car. he managed to fire back and chase down the gunman. officers captured the alleged shooter a few blocks away. hartnett tells us police officers are often criticized and do not get the credit they deserve. >> you have seconds to decide whether or not to shoot, and it's truly muscle memory at that point. your training and experiences do kick in and play into that factor, but instead of people

attacking right away, look at all the facts. >> hartnett has had eight surgeries, and he just started physical therapy. to hear the full interview and to hear what he says saved his life, tap the nbc 10 app. >> new information is emerging about the final hours in the life of legendary performer prince. the day before his death, the musician's team reached out to an addiction doctor for help. that's according to an attorney for dr. howard cornfeld, who runs a recovery clinic in california. he sent his son andrew to consult with prince, but he didn't get there in time. he and two other people discovered prince unresponsive in the elevator. >> one of the staff members started screaming. andrew was the person to make the 911 call describing the medical emergency at paisley park. >> when investigators arrived, andrew kornfeld handed over a drug normally used to deal with opiate addiction that he had brought with him from

california. there are now reports that the dea and the u.s. attorney's office in minneapolis are joining the investigation into prince's death. a school superintendent in georgia apologized to a family after a principal found a 5-year-old special needs student hanging from a blackboard by his belt loops. the principal heard screaming coming from a classroom last thursday, walked in to discover the boy dangling from the top of the chalkboard. the child was kicking and screaming. the superintendent suspended the teacher and two assistants and recommended they be fired. >> i hope that they're not able to teach again. let this be a lesson. we're supposed to love our children and treat them kind. >> police are now investigating. well, you now have to be 21 years old to buy get cigarettes or other tobacco products in california. the governor signed a bill raising the age to 21. hawaii and some other cities have increased the smoking age to 21. here in our area, a bill is moving through the new jersey state house to raise the age

from 19 to 21. pennsylvania lawmakers are considering a measure to raise the age from 28 to 21. and the smoking age is 18 in delaware. new this morning, changing locations to promote a different way of learning. a school in delaware county is moving students away from the classroom in favor of an outdoor education. nbc 10's katy zachry is live in haverford to explain. >> reporter: when we talk about outdoor education, we're not just talking here about an extra long recess or more gym time. no, preschoolers here at this school spent 80% of their time outside. >> it's too cold. could you warm it up in the oven? >> reporter: so we had to see this for ourselves and recently caught up with the class in one of their favorite spots at school, the mud kitchen. these toddlers attend forest edge nursery school. it's part of friends school

large area of moderate rainfall in the area tomorrow, along with some gusty winds. tomorrow afternoon actually looks a little better, as we'll be drying out for the evening commute, but there will still be some spotty showers. today, keep the umbrella nearby. occasional light showers. most of the day it's just going to be cloudy and a bit dreary. the heavier, steadier rain comes in for tomorrow, friday, especially into the early afternoon hours. then we'll see some drying late in the day. it'll stay cloudy all day long. the temperatures are going nowhere, staying in the 50s in the afternoon. saturday we'll start off with some scattered light showers. there is a possibility, a chance we'll sooe some late-day sunshine. a high of 66 degrees. on mother's day, looking warmer, up to 72, and a slight chance of a shower. look at monday. up to 76 degrees. a warming trend that will continue as we go into next

sometimes they run a little past schedule. the southbound side of 95 to the blue route ramp, that's also closed. then we're seeing lane restrictions. two lanes blocked headed northbound in between this point and 320. so that should be clearing up in the next 45 minutes to an hour or so. we'll keep you updated. also, from the schuylkill expressway, dealing with some construction here as well. schuylkill expressway westbound will be blocked for construction until about can ha6:00 this mor. no problems through the coverage hocken curve. tracy? a trauma center at penn presbyterian medical center is now named for a fallen colleague at the hospital. hospital officials unveiled the john pryor md trauma unit last night. pryor was a surgeon. he died during his second tour in iraq in 2008. his colleagues tell us that pryor joined the army reserves after learning trauma surgeons
