nbc 10 news starts now. right now, part of the vine street expressway in center city is closed. the reason, new steel beams arrived overnight for an ongoing bridge project expected to last until 2019. a look inside a philadelphia landmark. today history takes a major step forward as the doors open to the long close d lorraine hotel. 4:00 a.m., this is "nbc 10 news today." i'm tracy davidson. let's get to meteorologist bill henley with his first alert neighborhood forecast, find out if there's rain moving into your neighborhood. bill? >> it is missing philadelphia to the south. this is a live view directly

from the control room of center city. that's the view from the adventure aquarium, while the weather radar is showing some showers across delaware and south jersey, you can see them in central and southern delaware and into cape may. that's some light showers but there is one moderate shower that is moving right across delaware bay and heading into portions of southern -- extreme southern cumberland county. those showers are on the way to cape may. you'll need an umbrella if you're leaving the house right now but it won't be an all-day rainfall. clouds around for much of the day. some breaks in the cloud, philadelphia, 355 degrees, 40s in the suburbs and 53 degrees in delaware. some of the cooler spots include collegeville at 46 degrees right now, 44 in new hope. we will warm to near 70 degrees this afternoon. got the extended forecast coming up. futurecast as well to show you when we can expect to see more showers during the day today. first let's check in with

jessica boyington with your first alert traffic. >> we're watching several spots for construction this morning. this one is right on kelly drive headed eastbound. there's paving crews there. that's between hunting park avenue and fairmount avenue. a little bit of a delay in either direction because of that, that construction typically clearing about 5:00 in the morning or so. sometimes they run a little bit behind schedule. we'll keep you updated there. as for the rest of our drive times, no problems or delays, the schuylkill, 95, into center city, we're doing okay. the blue route southbound from the schuylkill to 95 is still in the green and 16-minute drive time. the vine street expressway currently closed for ongoing construction. this is right around 24th street. the westbound lanes headed towards the schuylkill expressway, no traffic in between the schuylkill and broad street. that's where they have that closed. typically removed around 5:00 in the morning. again, those things change as well. we'll keep you updated for the rest of the morning.

>> the vine street expressway is closed right now in center city because of the next phase of an ongoing bridge project. penndot is in the process of replacing more than a dozen bridges in the logan square section of philadelphia, some of which stretch over the expressway. nbc 10's katy zachry is live in center city this morning. katy, what are crews doing right now? >> tracy, this is a massive project. i can tell you right now, they are hard at work, because they have a very short window, these nights when the vine street expressway is actually closed. they can only close itç legall between 11:00 p.m. and 5:00 a.m. till then, well, this project i should tell you is not slated to be complete until 2019. until then, you can expect more of what you see here, closures of the expressway and detours above it. trust me, there's a big payoff. overnight we got a firsthand look at the work being done to improve travel and safety for the tens of thousands of people who use the vine street expressway and the city streets above it. the contractor is setting eight

new beams in place for brand new bridges that will cross over the vine. the old bridges date back to the 1950s and are structurally outdated. >> it was a type of construction method that was popular at that period of time, but now it's outdated. the new bridges will certainly provide decades of safe travel above the expressway. >> reporter: so in addition to all the work that's being done above the vine, all of the work on the roads, there are improvements being made for pedestrians. parks, expansion of existing parks, new parks, new pedestrian bridges. there are a lot of benefits that people will see once this project is finally complete and we'll break down all those benefits for you coming up at 4:30. reporting live in center city, katy zachry, nbc 10 news. >> how is the center city bridge project impacting your commute? is it changing how you get to and from work? follow us on twitter, our

addresses are right there on the screen and tell us about your commute and the impact this project is having. 4:05. 55 degrees right now. this morning we know the name but not the motive of a man police say is responsible for a series of stabbing attacks in massachusetts. the suspect and who other people are dead. the attacks happened at two locations, first a home and then a shopping mall in taunton, 40 miles south of boston. police say arthur derosa first stabbed two women inside a home, killing one, injuring another, then police say he drove to a mall, assaulted several people after driving his car through a macy's star, then he went to a restaurant, stabbed two people there and one of them died. >> there were a lot of crews here, fire trucks, ambulances, girls crying on the side near the mall. i sat in the car. i didn't want to get out. i was too scared.

>> it all ended when an off-duty police officer shot derosa inside the mall. today hillary clinton will bring her campaign to our area. the democratic presidential candidate will speak at camden county college in blackwood. this afternoon's appearance comes less than a month before the new jersey primary, scheduled for june 7th. here is clinton at a rally last night in kentucky. she needs 17% of the delegates at stake in the remaining contest for the nomination. bill clinton will campaign for her on friday. we'll take a closer look at the rules from west virginia and nebraska. city council is holding a public hearing this morning on next year's budget that includes the mayor's plan to add a 3 cent perç ounce tax on sugary drink. a city council vote on the tax

could come as early as june. three council members have come out against the tax. the remaining 14 have not said which way they'll vote. crews are working to clean up a spill at a creek in montgomery county while officials investigate where it came from. skyforce 10 was over the creek in glensidside yesterday. people began noticing a substance resembling pain the in the creek on monday night. contractors were painting and water blasted a pool nearby. authorities believe that work is responsible for the spill. an nbc 10 viewer sent us photos from the scene. the pool painting project has been stopped. on monday, actor and environmental advocate mark ruffalo visit a different section of tucany creek. 4:07.

today you can get a look inside a philadelphia landmark to see how it's shaping up in the middle of a major makeover. we got a sneak peek inside the devine lorraine hotel. it will feature 124 apartments, hotel rooms and apartments when it re-opens in november. >> there was a secret hatch right at the corner. that was the speak easy entrance. i mean, a real speak easy. so this was during prohibition. >> and that old speak easy will become the new restaurant. check out the devine lorraine between 3:30 and 8:00 p.m. today. now your nbc 10 first alert weather with meteorologist bill henley. >> it's a rainy start for parts of the area this morning. wildwood, look at the rain on the boardwalk. that's the view this morning. it's not going to be an all-day

rainfall. these showers are moving through. we can see limited sunshine. here comes the rain, light rain in cape may right now. into delaware bay, where the steadiest rain is. it's already tapering off portions of delaware. a few sprinkles to philadelphia, clayton, new jersey, most of the area right now is dry. you can see thin spots in the clouds in trenton. partly sunny to mostly cloudy skies this afternoon. and a chance that we'll get more showers. the futurecast has those scattered light showers at 7:30 this morning. you can see those showers, not everybody will see them, trenton, allentown getting sunshine. those clouds lingering in philadelphia and wilmington. by noon today, another round of showers possible moving through northeastern maryland and into delaware. don't expect it to be an all-day rainfall. there's a chance we'll see showers during the day today. we should see a few more breaks in the clouds than we saw yesterday. we did get late-day sunshine

yesterday. the hour by hour forecast calling for philadelphia to warm from the 50s into the 60s this afternoon. 63 degrees. in fact, by 11:00, closer to 70 degrees with breaks of sunshine during the afternoon hours. that's the 3:00 hour. in the suburbs, mostly cloudy to begin with, 60 degrees at 11:00 and mostly cloudy skies this afternoon. there may be a brief shower. i think you of sunshine in between these hours as well. for the lehigh valley, a cool start, 50 in the morning, 63 degrees by later in the morning and near 70 degrees in the afternoon. a mostly cloudy day for delaware and new jersey. occasional showers to start with in new jersey and at the shore, won't last all day, 3:00 in the afternoon. 69 degrees for south jersey. while the jersey shore warms up to 59 degrees. by 11:00 this morning. that's what's going on today. there's the seven day at the bottom of the screen. within i come back, your ten-day

outlook. 4:10 right now. we've been focused on the vine street expressway because it clowes overnight for that bridge project. jessica boyington is watching clear roads right now because it's still closed. >> clear roads, we're watching around 24th street. we had the vine street expressway closed in between the schuylkill expressway, just up ahead here and broad street. so westbound and eastbound closed. no direct access right now from the vine street expressway to 95 or the schuylkill expressway. those off ramps are closed as well. take local vine to get by the area. this typically clears around 5:00 in the morning. sometimes they run a little ahead. or past schedule. we'll keep you updated there. for the most part, doing okay on the bridges. nice and clear on the ben and the walt. but a scheduled opening in on the tacony palmyra. it's scheduled for 4:00 this morning. seeing some delays there. but your alternate can be the betsy ross bridge. over in atlantic city, there's construction. that's scheduled until tomorrow. the atlantic city brigantine

an engineer hurt in a fall has won a $7.25 million

settlement. nbc 10 obtained surveillance video of the fall but we do have to warn you, it is graphic. watch at the top of your screen. you can see the engineer fall four stories to the floor of the museum in november of 2012. he was inspecting light fixtures in the museum's attic which he plunged through an unsecured glass floor, as i had lawyers call it. the engineer's attorney claim there were no signs, warning of the danger. >> if there's a hazard on your property, first and foremost, fix it and secondly, if for some reason you can't, for goodness sake, when you invite people on to your property, at least tell them about it. >> the museum is administered by the philadelphia museum of art which insists there were appropriate warning signs and safety precautions. 4:15. 55 degrees outside. later today we will find out what caused the deadly fertilizer plant explosion in april of 2013 at this plant in west texas.

it flattened homes, smashed windows, 15 people were killed. hundreds more were injured. most of the victims were first responders and nearby residents. authorities will announce the final rules of their investigation into the blast this afternoon. here at home, opponents of a proposed gas pipeline in our area delivered a petition to the statehouse in trenton. the penn east pipeline would stretch more than 100 miles from luzerne county to lawrence township in mercer county. environmentalists are suing the penn east pipeline company. they say the project will destroy the beauty along the delaware river and create a safety hazard to nearby houses. this animation from the company shows how the pipeline project would work. the company insists safety is priority number one and that the project will provide low-cost natural gas while providing thousands of jobs. new this morning, a new way to treat the effects of cancer and certain psychological disorders thanks to 3-d

presenting technology. nbc 10's matt delucia is here with a south jersey's woman fight that ended with high-tech hair. >> 3-d presenters have been around for a while and now a new head of hair.ç this woman has tricatalemania. it's t she's been trying to fix this problem for her patients for several years, for cancer patients and burn victims as well. what she does now is send away measurements to italy and a lab creates a replica of the scalp with hair that comes off of a 3-d presenter. it's taken wigs and transplants into the 21st century. >> maybe somebody else that suffers with this can realize

a live view from wilmington. which has some clouds but the showers staying to the south of wilmington this morning. it is going to remain dry for much of the commute. later this morning, could see showers at frawley stadium as well as some brighter conditions. cape may is seeing rain drops. this is a live view from the marquis de lafayette hotel. beach avenue is a bit damp this morning. the cameras are shaking a little bit. those are light showers moving through the area. cape may holding steady with mostly cloudy skies. we'll see a warmup, we may see breaks of sunshine this afternoon. they'll be limited. mostly cloudy day and cooler at the shore. starting off with showers there, you can see cape may getting some of the rain drops. the heavier showers are well to the south. that's some thunderstorm activity that's moving across maryland this morning. that heavier rainfall, that's going to stay to the south. the showers are just about to taper off of dover right now. just some light rainfall in that area. we're seeing scattered showers

in philadelphia, really just sprinkles this morning. these showers are going to be taking a break for most of the day. but there is a possibility we'll see light rain return to the area later this morning and can't rule out an afternoon shower either. if you want to play it safe, grab the umbrella. you may be able to use it at times during the day today. the farther north you go, the better the chance you'll see sunshine. allentown has some breaks in the clouds. trenton, the sun is not up yet. those breaks should last into after sunrise with a bit of sunshine. those areas will wind up warmer. 55 degrees in philadelphia, south jersey has dropped into the low 50s and at the shore with those showers, 51 degrees. a little chillier for the lehigh valley and the@q9me1y9% suburbs. that's where the temperatures are dropping under clear skies in the lehigh valley and just partly cloudy skies for the suburbs. the shore, 51 degrees and that 55 degrees, there are cooler neighborhoods in philadelphia, too. look at somerton at 46 degrees right now.

andorra 49 while society hill, reporting 55 degrees at this hour. we will see the temperatures slowly climb during the day today. the outlook calling for 72 degrees this afternoon. mostly cloudy skies. but some breaks of sunshine are possible and you'll see it tomorrow as well. up to 70 degrees. come friday, showers and thunderstorms will warm into the 70s. there's a chance of some showers later on saturday. but by sunday, we are drying up and clearing out. bright sunshine for sunday, high of 67 degrees. and very similar for monday. sunny skies, in the upper 60s after a morning low temperature of 50 degrees. wet weather on track for tuesday. that will keep things cooler thursday afternoon. then it's back into the 70s for wednesday, thursday and friday. tracy? >> all right, bill, thanks. 4:21 right now. let's check 422. we like when it happens like that. first alert traffic reporter jessica boyington. i know, you know what, it's early and things like that make

us happy. >> i don't think i could plan it if i tried. it just works out that way every morning. 422 right now, no big problems to report. you can see we're still in the green for our drive times now. the eastbound drive time with no problems, nine minutes here from 29 to the schuylkill expressway. average speeds are into the 50s or 60s if you're headed westbound. as for the area breaths, the tacony palmyra is in the process of a scheduled opening. it was scheduled for 4:00 this morning. you can take the betsy ross bridge as your alternate to avoid some of the delays. the walt or the ben, no problems, everything nice and clear. construction on columbus boulevard southbound. that's closed between snyder avenue and broad street. and still dealing with that vine street expressway closure in between the schuylkill and broad street. so this is our camera around 24th street. it is closed in both directions. no access there. you want to take local vine. speaking of driving, a new study pinpoints the worst month and time of day for road rage. researchers from an auto

25 minutes past 4:00. now to a story you saw first on nbc 10 as police look for a burglar hitting homes in montgomery county. here's new surveillance video. what police say is the burglar in action. at one point, he tries using a mickey mouse ornament to get into the house. he eventually succeeds using a shovel. this is one of three homes burglarized in whitpain township. we talked to one homeowner who didn't want his face shown but says he does want this guy caught. >> you work so life in your life. for someone to be in your home that's not invited, it really hurts. >> this video could be the key to solving the recent break-ins. >> now your nbc 10 first alert weather. >> 55 degrees at 4:26. we're tracking some light rain showers across cape may into parts of delaware. much of the rest of the area seeing clouds, too. your neighborhood forecast is just ahead. so is first alert traffic with jessica boyington. jessie? >> well, bill, we're watching

more than a thousand customers in avondale, chester county are being told to boil their water because of contamination concerns. and winners and losers on the campaign trail, two states held primaries last night. we have the results as bernie sanders works to chip away at democratic rival hillary clinton's delegate total. 4:30, this is "nbc 10 news today." i'm tracy davidson. let's get right to meteorologist bill henley with the first alert neighborhood forecast, a look at conditions right where you live. there's rain you're tracking on the radar. >> some rain. not everybody is seeing it. completely dry for allentown, trenton and philadelphia. so the south, you can see the rain stretching across delaware and into south jersey. that's an area of light rainfall moving due east. it's not heading for areas to the north. right now, dover is starting to taper off. you can see that steadier rainfall moving across delaware bay and into cape may. the showers are going to be ending this morning, first thing this morning. there's a chance that we'll see more
