>> all right, keith. we'll have live coverage from d.c., and mitch will be in washington tomorrow for the official ntsb decision. and now to our other top story tonight, a bucks county couple is behind bars accused offing bones of their two twin daughters. the alleged crimes happened in march, but police arrested them last night. nbc 10 found out how neighbors and medical professionals played a role in the investigation. she joins us live from hospital, lauren? >> reporter: and this is a disturbing story. police report the mother told them she sometimes did things to the babies out of anger to get a reaction from the father. tonight, both mom and dad are facing charges. >> at this kelly town apartment, neighbors tried to help the couple who moved in with newborn babies. >> they came in with no furniture, nothing, and we had various apartments that helped out with furniture. >> reporter: carmen offered to

watch the twins while mom was not feeling well. >> she left, and i heard gargling, and the baby had blood in the nose and mouth. >> reporter: she stepped in. >> call 911 or i will. >> reporter: the baby rushed to the hospital, authorities launched the investigation and arrested the parents. authorities found both babies were malnourished, leg injuries, and red flags for experts here at st. christophers. a police affidavit show the babies were e vag waited, can't talk about the case, but can talk about the signs of child abuse she looks for. >> we look at the whole child. >> reporter: a child brought in for one issue gets a critical eye for anything else. when i see a young infant withes that are concerning for abusive injuries, we're going to look everywhere because the baby can't tell us what's hurting. >> reporter: could mean a cat scan, x-ray of bones, looking for bleeding behind the eyes. the leg injury on the one baby

so severe the doctors said the child could have died if not treated. it's her job to look for abuse, and she encourages everyone to be watchful. >> when we're speaking about children, it's everybody's business. we all have o role to play in preventing child abuse and neglect. now, the one baby is still in the hospital here. that's the one the neighbors said was bleeding, and she also said the father claimed to have used pliers to get cotton out of the baby's mouth. that is not the only story on that. now the district attorney tells us that the other twin and the 3-year-old were placed in protective custody. live in honey mark, nbc 10 news. >> disturbing details, thank you. today, president obama recognized a fallen philadelphia police officer for making the ultimate sacrifice. sergeant robert wilson ii, was awarded medal of valor in a sar

ceremony at the white house today. his grandmother accepted the award from the president. wilson died in a shootout with robbers in this gamestop last year. >> it's like it happened today. you think about it and cry, but a big hole in my heart when he lost his life, but he loved his job and did what he was trained to do. >> the sergeant was one of 13 law enforcement officers recognized today, but the only officer to receive the award postmousily. >> reporter: the family of a wilmington teenager who died after a fight inside her school says the charges filed in the case do not go far enough. last week, three girls were charged in the beating death of amy joiner fran success, inside the bathroom, and one was charged with criminally negligent homicide while the other two were charged with criminal conspiracy. here's what the family spokesperson had to say. >> so right now, they are feeling like there's not

direction from the west to northwest, and that's why at the shore it's the same temperature as it is inland. nothing on the satellite and radar close by, but we have a system now in the middle of the country. it's racing eastward. it's not a huge storm or anything like that, but it is going to be providing some rain. not for the morning rush tomorrow. so philadelphia, we're 65 degrees, dropping to 51 by 6:00 a.m. not as cold as it was this morning, 42 in philadelphia, and in the lehigh valley, it was 37 this morning. 47 tomorrow morning. you see the clouds all through the area. 53 degrees at the jersey shore. see when the rain is coming in, and if going to get any nice weather any time soon in just a few minutes. >> okay, glen. new at 6:00, a delaware woman won big at harrahs over the weekend, but a robber followed her home. she won almost $7,000, and gary

taylor followed her home and stole the bag filled with cash. police tracked it down, though, and arrested him, and the woman got her money back. also, a man is wanted for taking pictures up this woman's skirt while she's waiting in line. the man walked into the factory after the woman last tuesday, then took the pictures, two pictures up the dress, and she confronts him, and it does appear she slaps him, and he took off. the federal corruption case against u.s. congressman fattah wrap up its first day in court. today prosecutors and defense lawyers laid out their strategies to the jury. nbc 10 is live outside the courthouse on day one of this trial. deanna? >> reporter: the jury's been sent home after the day after a long morning and amp of opening statements. the prosecutors in this case say it's a case of fraud and deception while attorneys on the other side of the room poise to argue that some involved in the

case were simply taking direction of, quote, some very powerful men. >> the lawyer for congressman fattah's congressional office manager says she did nothing wrong, that she was just following orders. she shook her head in agreement as the lawyer said she was following the order of her boss. >> i want to say thank you to the voters and the citizens who supported me and for their prayers over these many, many years. >> reporter: he makes little mention of the charges against him and smiled through opening statements. the first witness on the stand, defense lawyers say he's the big fish in the case the government wanted to snag. the rest of the defendants simply were caught in the net. prosecutors told the jury the case began in 2007 in the days before he rap for mayor. he asked for a loan of $1

million. money came from former sallie mae executive and channelled through the adviser's account. he made a plea deal with the government and expected to testify against fattah. they question the plea deals saying witnesses have something to gain by testifying against the congressman. they say he accepted bribes and money and gifts, and said it was part of an enterprise to enrich themselves and the congressman. >> reporter: the lawyers told the jury there's no direct evidence that links him to the loan. they specifically said there's no video. there is no audio here. they say that fattah hired advisers to manage the campaign, his run for mayor, and he says those two men made plea deals with the government and have every reason to testify against the congressman. this trial is expected to last for eight weeks. live outside the federal courthouse, nbc 10 news. grief counselors help students deal with the death of

governor of new jersey in 2017. new jersey's challenges can't wait. i'm phil murphy, i'm taking the unusual step of announcing my candidacy for governor a year ahead of the election because my campaign is not going to be politicins as usual. >> he's a former u.s. ambassador to germany, and president obama appointed murphy to the post back in 2009. he also worked on wall street, and murphy the first candidate to declare for 2017. there's several people expected to run against him. current governor chris christie's term runs through the end of 2017, and governor christie will get a minimum wage bill on his desk to sign or veto soon. today, new jersey lawmakers approved raising minimum wage to $1010 in 2017. right now, it's 8.38. the democratic led senate committee says if christie does not sign it, they'll push for a constitutional amendment. new at 6:00, you could soon walk the boardwalk carrying a

beer. on wednesday, the atlantic city council votes on eliminating the open beer container law. the council is considering allowing 1 ye allowing 21 years or older to walk between albany and metropolitan. if it passes, it's on a trial basis for the summer. you would not be able to take the beer on the beach. schools going green, the school district of philadelphia announced first ever sustain ability plan called green futures, outlining the district's five year goals including decreasing its energy consumption by 20% and increasing green schoolyard by five schools each year. william heights says it's the opportunity to contribute to every child's health and well being. progress today at kennedy university hospital right there. nbc 10 at the topping off ceremony in cherry hill where the final beam of a new atrium lobby was put in place. the $200 million construction

the road construction blues for drivers will only get worse on route 70. you get a short break, though. the construction on kings highway and cherry hill, that's finally finished, but next month, another major repaving project on route 70, stretching eight mile. >> a landmark in south jersey is about to reopen with new owners, mr. bill's is coming back.

the restaurant on route 73 in winstownship has been there since the '50s. you can't miss the statue of mr. bill, and new owners, john and jill bought it last month and will continue to honor mr. bill's legacy with goodies and ice cream. grand opening is planned for next month. so this is not a dolphin tour. it's just a paddle border who found himself in the middle of dozens of the creatures off the shore: the encounter made for incredible video, but experts say be careful not to get too close. ted greenberg has the story from cape may county. >> just dolphins everywhere. >> reporter: surrounding nicholas and his paddle board. >> really amazing interactions happened around me, under me, behind me, in front of me.

>> reporter: he recorded this video of the extremely close brush with nature, first, a few dolphins show up after paddle out in the ocean on avlon's 44th street beach early thursday morning, and at least 30 there in an encounter that lasted close to four hours. >> incredible. >> reporter: he recognized markings on some dolphins from past encounters, but this was unique. >> they were just jockeying for position under the board and just like bumping each other out of the way. >> reporter: the operators of the whale watch and research center say they are seeing more dolphins than usual for this time of year. the mammals are arriving from warmer, southern waters. >> if food comes up north earlier, they follow the food. >> i did my best to stay out of their way and be respectful of their space. >> reporter: that's key according to the head of the marine mammal stranding center saying if you're ever approached by dolphins like this, it's

crucial that you don't try to get in the water with them. >> one of the things we're worried about when people get too close is that the mothers are very protective of the babies. they may take a tail slap and break your leg. >> i tried to be very careful out there. >> reporter: expect the number of sightings to grow as we head into june. experts tell me as the weather and water warm up, you'll see more and more dolphins arriving off the coast. in avlon, ted greenberg, n 10 news. now your nbc 10 first alert weather with chief meteorologist glen "hurricane" schwartz. >> ocean averages above normal out in the atlantic, and, obviously, that is helping lead to the issue. you can see that we have a clean radar, at least close by, but out to the west, it's another story. that's a pretty good area of rain. it's moving straight to the east, and it's, obviously, going to be affecting us. but it's not coming in fast

enough to affect the morning rush. here we are in the futurecast, and you can see that we're still dry, even as we head towards 9:00 tomorrow morning, but then comes the rain. looks like there's a fairly steady rain for many of us. that's in the middle of the afternoon. it's not especially heavy. you don't see yellows and the reds that -- yellows offshore. that's one wave coming in. there's more for tuesday night. more on wednesday. especially in the morning. and then things start to shift down. so as we go hour by hour, through the morning, we have a better and better chance of staying dry. there's no guarantee, and the chances of rain are higher at the shore, and in southern delaware than elsewhere by noon on wednesday. the temperatures generally in the mid-60s. 66 in philadelphia, lehigh valley, jersey shore, 65, down to a record 37 in allentown.

tieing a record. the land breeze today allowing the shore areas to be warm. atlantic city, 64, and relatively warm. 54 ocean temperatures, as soon as the winds shift into the east, it's going to cool down. speaking of cooling down, 76, and 59 yesterday, and 66 for the high today. 62 for tomorrow. we got a lot of cool weather in the forecast. here we are in philadelphia, 62, rain tomorrow, 65 wednesday, 72 degrees thursday and sun. that's one of the days we have to shoot for. pennsylvanias, again, wednesday morning showers lehigh valley, maybe not any precipitation on wednesday. that's some of the differences in the neighborhoods that we have here. at the jersey shore, you see the temperatures down as the wind comes off the ocean. thursday is looking good everywhere, right? friday's looking good everywhere too. and then it goes downhill.
