but first, a story you'll see only on 10. a school bus driver walking a girl across the street in the middle of oncoming traffic. good evening, everyone, i'm jim rosenfield. >> i'm jacqueline london. the girl is just 7 years old. she is also deaf. her mother says the school bus driver isn't following proper safety procedures. >> mother says she's not getting answers from the school district, so she called nbc 10 for help. and only on 10, brandon hudson shows us what happened next. >> reporter: at the end of the day, mom just wants her daughter to feel safe. she says what happens when the bus stops here is putting her 7-year-old daughter in danger. >> i just see the driver get out. >> reporter: a concerned mother shared this video with nbc 10. she shot is with her cell phone yesterday. it apparently shows her 7-year-old daughter who is deaf dropped off and walked across the street to her daycare by her school bus driver. michelle gonzalez claims the driver isn't following the

proper procedure. >> she doesn't have a bus aide. my daughter is only 7. she was born deaf. >> reporter: michelle says since her child has a disability she's supposed to be an adult aide on board with the driver but that's not her only complaint. she pointed out after the school bus stopped there were no flashing light, stop sign or stop arm. only the hazard lights were in use. this mom says it's happened more than once. as a parent, how do you see this? >> i see it as a possibility of my child going to get hit and killed one day. >> reporter: we joined michelle after school today. just like in the video, the bus driver puts the hazards on, got out and directed traffic around. instead of taking her across the street, she walked the young girl to the daycare. >> there's a big parking lot. she should have been able to go in the parking lot. >> reporter: we sent a camera crew to the bus lot and tried to talk to the driver. a supervisor told him he believed the driver is following the correct procedure. according to penndot's

pennsylvania school bus driver manual the lights must flash and the side arm and crossing arm must be activated. it also said some procedures vary per school district. michelle gonzalez just want answers from the southeast delaware school district. >> i told him about the first time. he said okay, we'll investigate. >> reporter: in addition to what one supervisor told nbc 10 a spokesperson with the southeast delaware school district said administrators were not aware of the issue but will check into it. in sharon hill, i'm brandon hudson, nbc 10 news. new at 11:00, rescued from the flames. blown out windows left over from a burning home where firefighters pulled a woman with special needs to safety. >> nbc 10's denise nakano is live at temple university hospital where dock doctors are treating that women. >> reporter: she's in stable condition at temple university hospital. neighbors say she was home alone and they're amazed she made it out alive. >> i was terrified. >> reporter: that terror turned to panic when neighbors saw

fsters afs firefighters carry a young woman out on a stretcher. he caught the moment on his cell phone. >> it was so unexpected. we didn't expect. it caught everybody off guard. so sad. >> reporter: neighbors say the woman in her 20s with special needs was home alone when the fire broke out. a witness saw the flames move quickly through the back windows of the home on marvine stroeet n hunting park. >> i couldn't get to my kitchen because the flames were coming in the window from the back of the house. >> reporter: fire officials believe the fire started in the back of the house. philadelphia's new fire commissioner adam teal got a firsthand look his second day on the job. >> this is the first tire i've responded to. we actually had a higher than normal number of fires over the past couple of days. >> reporter: the victim lives with her parents. they rushed to her bedside at the hospital. neighbors say they're grateful for the firefighters' quick work in saving their beloved neighbor. >> nobody notice she was in there. they went in there and pull her out and, like, i'm telling you, in minutes.

they went through that smoke and they did their job. >> reporter: neighbors tell me the family has lived in that home for more than 15 years. fire officials are still working to determine a cause to that fire. reporting live from temple university hospital, denise nakano, nbc 10 news. the sixers could be getting a new face of the franchise. tonight, they won the number one pick for the first time since drafting allen iverson. >> it's giving philly a new sense of optimism after years of disappointment on the basketball court. comcast sportsnet's john clark is live with details. john, this could be just what the team and frankly what the city needs. >> absolutely. and we're number one at something, right? >> yeah. >> this has been the biggest game of the season for the sixers these last three years. lottery night. the sixers hit the jackpot tonight getting the top pick in the draft. >> the number one pick in the 2016 nba draft goes to the philadelphia 76ers.

[ cheering ] >> wow. it's like somebody won a championship in this town. that is the reaction from sixers fans at xfinity live tonight. the sixers have had the worst record in the nba overall the last two seasons. they were 10-72 this past year. sixers fans are thrilled to finally see some good times hopefully ahead. >> so excited. can't believe we finally did it. >> so say i'm speechless, we've just been sitting here for the past five minutes not saying a word. we could not be happier. trusting the process for three years has been like, it's been hell but i'm glad it's finally starting to pay off. >> well said. coming up in sports we're going to hear from sixers coach brett brown and president brian colan kbr gelo and who will be in uniform next year. >> no pressure on that person.

>> the city just erupt. so good to see. the rain has finally stopped in center city. nbc 10 along the avenue of the arts where we didn't find any umbrel umbrellas. we got a pretty nice view of city hall. >> it's beautiful. unfortunately the rain is back tomorrow. meteorologist sheena parveen has your nbc 10 first alert radar. sheena, a lot of rain behind you, too. >> it was from earlier today but it's starting to clear out of the area. a few sprinkles in parts of south jersey. as we go into tomorrow, we have a few more showers in the forecast. it's not going to be a large area of rain like we had today. but what you see off to our west, way back off around cincinnati, that's what we're watching for as we go into the day tomorrow. clouds are going to stay locked in. temperatures are still going to be cool. but as you see with our planner for philadelphia, clouds will hang around with kind of spotty showers around. and i think they'll mostly be light. by 7:00 in the morning, 53 degrees. near the low 60s by the afternoon. pennsylvania suburbs cloudy. we could see some morning light

showers. same with the lehigh valley. afternoon, 43 degrees, cloudy skies. for delaware highs only topping out around 60. new jersey and along the shore will still be cool through the day around 60 degrees. clouds will be around. spotty showers most likely thin the middle of the day. coming up, a look at our next round of sunshine finally but also kind of a rainy weekend. i'll show you that with your neighborhood weather straight ahead. >> okay, sheena. human error and lack of safety technology, investigators say is to blame for last year's deadly amtrak derailment in philadelphia. national transportation safety board said the train engineer was distracted by radio traffic in the minutes leading up to the crash. he went into a curve at 106 miles an hour, more than 50 miles over the speed limit. investigators are also blame the railroad industry's delay in installing positive train control. that's the equipment that can automatically slow down speeding trains. >> i'm very concerned that we're going to be back in this room

again hearing investigators detail how technology that we recommended for more than 45 years could have prevented yet another fatal steaccident. >> amtrak has taken full responsibility for the derailment and promised to carefully review the ntsb's recommendations. rescue crews sprang into action today in west philadelphia right here. philadelphia firefighters pulling a man from this collapsed row home. officials say it took a little more than an hour to get him out. he was taken to the hospital and is expected to be okay. investigators say he may have been looking for scrap metal. in decision 2016, it was a tight race but hillary clinton is the apparent winner of kentucky's democratic primary. less than 2,000 votes separated her from bernie sanders. clinton needed to slow down sanders' momentum and we're still waiting for the results from oregon's primary. let's take a look at the delegate count. clinton leads with more than 2,200 delegates.

sa sanders has nearly 1,500. hillary clinton needs just 170 more delegates to clinch the democratic nomination. donald trump and megyn kelly declared a truce on tv tonight. the presumptive republican nominee sat down with the fox news anchor months after their feud started. you'll recall trump accused kelly of asking him unfair questions during a debate last august. then he launched a series of attacks against her on twitter. >> well, there was a retweet. yeah. did i say that? >> many times. >> oh. okay. excuse me. >> what do you think -- >> not the most horrible thing. you know, again, politically, not the most -- over your life, megai megyn you've been called a lot worse, is that right, wouldn't you say? >> trump made headlines this evens for saying he's open to speaking to north korea's leader to try to stop the country's nuclear program.

a northampton county high school teacher under arrest accused having sex with a student inside a cemetery. kelly aldinger turned herselves into authorities this morning. police caught her having sex with a 17-year-old student inside the grounds of his eathi easton cemetery. she had a year-long relationship with the student. she's facing institutional sex assault charges. new hat 11:00, last month's delaware bridge closures may have been a brain fpain for dri. officials with the delaware river and bay authority say they lost more than $204,000 in toll revenue. they attribute that to a 27% decrease in drivers over the bridge during the three-day project to repair support cables. a south philadelphia park is about to get a major facelift. councilman johnson and other city leaders broke ground on a $900,000 improvement project at gerard park. among the new features brand new

lighting along with sidewalk and pathway replacements. fire drills could save lives, but the nbc 10 investigators found philadelphia schools aren't doing as many drills as they should. what happened when we started asking questions. and is your sunscreen really protecting you like it's supposed to? why the spf on the label might be different from what you actually get on your skin. and i'll show you which areas may see a few showers tomorrow then a stretch of sunshine before more rain just in time for your weekend. i'll have the details coming up.

safe. >> the nbc 10 investigators found schools are failing to teach children to escape. when seconds count. >> first floor is all clear. >> your child needs to know what to do. nbc 10 investigation tonight exposes a problem with fire drills in philly schools. >> the investigators found schools ignoring the fire code and the district's own policy. now investigative reporter mitch blacher's finding have the superintendent promising a change. >> look both ways. don't just walk. you're walking with me. >> reporter: brenda has high expectations for her grandkids. >> not supposed to be 88 %, it's supposed to be 100%. >> reporter: if a "b" isn't good enough for her, imagine what she'll say when she sees the grades philly schools get on fire drills. philadelphia fire code clearly says schools should do monthly drills. one for every month school's in session. ten total. it's a standard set by the national fire protection

association. robert solomon is with the nfpa. >> this is one of the most important things you can do for the students and the faculty. >> reporter: through a public records request, rereceived reviewed and tracked philadelphia school fire drill logs. 171 out of 218 schools responded. and it became clear most schools aren't doing or documenting ten drills per school year. according to logs we analyzed, last year the school district got an "f." less than 15% of its schools whose fire drill logs we reviewed follow the fire code and reported ten drills. some like fox chase school reported doing just two fire drills. others like thomas edison high school reported three. >> you're hearing some schools aren are doing that twice a year, i would have a hard time believing that the school administrators, the school staff, the faculty, and the students are going to be that well versed that this is going to be a second nature thing. >> reporter: when we showed

superintendent william hyte what his own records show, he had no idea. why haven't skpools be school following the fire code? >> we're trying to figure that out as well. there's a code in place for a reason to keep children safe. >> reporter: we also found schools recording drills on days classes were not in session including a saturday, christmas eve, and during the pope's visit last september. did those drills actually happen? >> children respect in schools on weekends and holidays, i mean -- >> reporter: why would they document -- >> i have no idea. i'll have to ask that question. >> reporter: since our investigation, the superintendent sent principals this memo reminding them you're responsible for holding the required drills and making sure your fire drill log is up to date. >> we're going to hold people accou accountable to this. >> reporter: brenda expects it especially when we told her her

grandki grandkids' school reported five fire drills last year. >> superintendent, dust off things and follow the guidelines. >> we already found problems with fire drills from this school year. some schools did not follow the dr district's policy of having two drills during the first ten days of school. we'll be checking back on the district to see if the grades improve. if you want to see how your kids' school performed go to nbc10.com, we have an interactive map of how many fire drills each philadelphia school did over the last 2 1/2 years. for the investigators, i'm mitch blacher, nbc 10 news. we're not the only ones who knew philly schools failed to do enough fire drills. records we obtained show another city agency knew as well. tomorrow at 11:00 our investigation continues as we ask why no one told the school district. you wear sunscreen to prevent getting skin cancer of course, but it turns out that many sunscreens are not living up to their spf claims. consumer reports tested 60 lotions, sprays and sticks with an spf of 30 or higher and found nearly half the products in the

test group had a lower spf than what was claimed. researchers also found that many sunscreens referred to as natural did far worse than lotions with chemical-based protection. doctors tell us whatever sun block you choose, apply it as heavily as you can as often as possible. all right. let's go over to sheena parveen with a look at our weather. we don't have to worry about that right now. >> no. >> hopefully in the future. >> yeah. hopefully. not this weekend but next weekend. that's the unofficial start to summer. this weekend wow will definitely not need the sun block. not going to like this weekend's forecast. i'll show you that in just a second. don't forget with our new neighborhood weather, your seven day is always scrolling at the bottom of the screen for you. live look at the radar. maybe a few sprinkles around parts of south joeersey. what we are watching is for tomorrow, this area of rain back around ohio. this is going to approach the area as we go through the day but it's going to kind of weaken as it does so. take a look at future weather. as we go through the overnight

hours, the clouds really stay locked in. this is 8:30 tomorrow morning now. most of the area should just be under overcast skies. cannot rule out sprinkles. there's rain just off to our west by that time. through the day, the area starts to weaken. 4:30 in the afternoon, still cloudy. can't rule out popup sprinkles, though. it's not going to be the rain like today. that was pretty steady. we go into thursday, take a look at thursday's forecast. finally we'll see more breaks from the cloud cover. the clouds start to clear out to more sunshine. so our sunshine really doesn't come back until about thursday. tomorrow, though, temperatures little bit cool again. 6 5 degrees reading. 64 beth he thle 6 5 degrees reading. 64 beth he thlhebethlehem. phoenixville, 62. cloudy with sprinkles around. newtown, 63 for the high temperature tomorrow. philadelphia coming in 61 degrees. 62 fairmount with sprinkles in the forecast. very light showers at least. 62 degrees haddonfield. 62 in trenten. but the rain, again, is not going to be all day.

a little popup shower here and there of course. atlantic city coming in 59 degrees tomorrow. 61 dover. 62 degrees in wilmington. a better looking forecast as we go into thursday. take a look at that. sunny, 72. friday 76 and sunny. the weekend, though, not looking good. it really does look like we're going to have rain both saturday and sunday. and we'll be in the 50s on saturday. going into next week, though, that's what we're looking at. those 80s as we approach the end of next week. so we'll be watching that very closely. as for the rest of the area going into this weekend, the rain is in the forecast for everyone. if you're in the pennsylvania suburbs, lehigh valley, south jersey along the shore or delaware, cool temperatures. and that rain in some spots saturday. especially the farther south you go could be heavy at times. keep that in mind. john? >> all right, sheena, thanks. sam bradford speaking for the first time sinces he retu s returned to the eagles. and the sixers get the

time look at weather. >> yeah, so today we had the rain. tomorrow we're going to have the clouds and cooler temperatures. maybe a few popup light showers. i don't think it's going to be an all day rain by any means. 62 degrees. cloudy skies. overcast with popup sprinkles or light shower. thursday and friday the golden days out of the week and next five days. saturday and sunday a bummer over the weekend. saturday, heavy rain. we keep going forward. next week we're in the 80s and that leads us to memorial day weekend. so, yes, we will keep watching. that very closely.
