nbc 10 breaking news. police are on the scene of a deadly crash involving a pedestrian and an uber driver. also breaking from overnight, a hit and run driver crashes into an offduty philadelphia police officer who then opens fire along broad street. we're learning new details about bernie sanders and a philadelphia rally planned for just before the democratic national convention. 4:00 a.m., this is "nbc 10 news today." i'm tracy davidson. let's get started with meteorologist bill henley with his first alert neighborhood forecast. a close look at conditions across pennsylvania, new jersey and çdelaware, because some mornings they can be different, right, bill? >> indeed. this is wilmington, a live view of frawley stadium. the humidity will be dropping as the day goes on.

the temperatures, 60s, 69 in philadelphia, the lehigh valley has dropped to the middle 60s and pennsylvania suburbs, 63 degrees while delaware is 67 degrees. and falling right now. a little cooler in some spots. odessa is 68 and 69 in wilmington. still in the upper 60s for lewes and rehoboth beach. most of the areas going to warm well into the 80s this afternoon. clear on the radar and the satellite will see plenty of sunshine for another quick warmup. your neighborhood by neighborhood forecast when i'm back in ten minutes. jessica boyington with the first alert traffic. >> the vine street expressway, closed with ongoing construction. this is broad street, flashing lights up ahead. this is the westbound side of the vine street expressway. it is closed westbound and eastbound. any traffic moving forward, which is not that much at this time is being exited off on to the broad street exit. in between broad street and the

schuylkill expressway at least until 5:00 this morning we'll see those closures. we're watching the pa turnpike. watch for the on ramp that's partially blocked around valley forge headed westbound. no problems westbound or eastbound, 23-minute trip from route 1 to that point. speeds into the 60s. >> we're following breaking news for you this morning. police tell us an uber driver hit and killed a woman walking in north philadelphia. the crash happened at 23rd and ridge. police say the person was crossing in the middle of the street, not at the crosswalk. the driver stayed at the scene. we'll have an update on this breaking news throughout the morning and on the nbc 10 app. more breaking news from overnight. we are learning new details about a crash and shooting involving an offduty philadelphia police officer. nbc 10's katy zachry is live at that scene in north philadelphia. walk us through what happened. >> tracy, not long ago i spoke with investigators. they say an offduty philadelphia police officer was riding this motorcycle when he was hit by a car along broad street in front

of temple university hospital. that car kept driving. the officer we're told, fired several shots at that fleeing car and one of those bullets hit a window here at temple hospital. no one inside the hospital was hit by the bullet. the car that apparently crashed into the officer who was on the motorcycle is believed to be a green older model sedan with two people inside, driver and at least one passenger. it likely has front end damage. it took off from the scene. that's when the off-duty officer, we're told fired several shots according to police and witnesses. back out here live, one of those shots hit a window here at temple university hospital. we're zooming into the area where the bullet went into the window. no one inside the hospital was hurt by that bullet. coming up in the next half hour you'll hear from one of those witnesses who was here at the intersection of broad street who says he saw it all take place. he's beginning to relay to you

what the officer yelled at the fleeing vehicle. now, police out here are being really tight lipped about what happened. investigators who we normally get information from are not able to provide this information because this incident immediately goes to internal affairs and the officer involved, that offduty police officer who used his gun as deadly force was whisked away and is being interviewed by internal affairs. they are looking into why he used deadly force in this situation.n cf1 o we'll have another update for you in 25 minutes. reporting live in north philadelphia, katy zachry, nbc 10 news. 4:04 right now. police are looking for the killer who attacked it a 77-year-old man in his southwest philadelphia home. they believe the same people came after the victim more than once. the victim's son says his father was in a fight with neighborhood kids on friday, then early monday morning, neighbors heard sounds of a strug from his home on theodore street and called 911. police went to the home but saw

no signs of a problem in the front of the house. they didn't go inside. the victim's son went to check on him and found him dead in the living room. >> he's in shock. i can't even imagine your father making 78 years of your life and everyone expects their parents to die eventually but not like this. >> police say the victim's van and keys are missing and believed stolen. a deadly discovery in chester county. someone found a woman's body tied to a cinder block in a pond. skyforce 10 was above the pond yesterday in east coventry township. investigators are still trying to determine who the woman is and how she died exactly. they believe she was killed and then dumped into the pond. we spoke to one of the men who found the victim yesterday morning. >> we left and i got on with my day. later in the day it hit me, like this really happened to an area where me and my children just moved to. >> detectives believe the woman was between 25 and 35 years old

and they hope these pictures of her jewelry, clothes and a tattoo on her left shoulder will help someone identify her. happening today in montgomery county, the overdose antidote known as narcan will be ready to use at three health centers. the nasal spray kits will be at the health senders it in norristown, pottstown and willow grove. they will be available for residents who don't have insurance or can't afford the pharmacy co-pay. the nbc 10 digital team spent months on the streets documenting the opioid crisis in our area. you can see their report "generation addicted" available right now on the nbc 10 app. with less than two months to go until philadelphia hosts the democratic national convention, former pennsylvania governor ed rendell is calling on supporters of bernie sanders to consider the big picture. nbc 10 has confirmed the sanders campaign is planning a rally across from the wells fargo center the night before the convention starts. rendell who chairs the

convention host committee told us he hopes the demonstrators will take the good of the party into account. >> it's my hope that sanders people will tell their delegates and supporters to be positive, to rally for bernie, to make noise for bernie, but to otherwise do nothing that would help donald trump's electoral chances. >> meantime, rendell blames trump for the dnc's $9 million to $10 million shortfall in funds needed to pay for the philly convention. how's that? corporations at odds with trump's stands on various issues are vowing not to contribute to the gop and are withholding funds from the democrats as well to keep it even. just last week, president obama said world leaders are rattled over a possible trump presidency. ahead at 4:45, hear which nation is proudly supporting trump. the cleanup is under way

after an american leith post went up in names in philadelphia and we got a new look at the charred remains. here's a look through the windows of the leith post in frankford. you can see the majority of the roof is gone. crews pumped thousands of gallons obç water from the basement and repaired electrical lines that ran next to the building. the memorial day fire destroyed keepsake photos, uniforms and medals. several people in the building for a memorial day event were not hurt. investigators are still looking for a cause. philadelphia is now among the growing list of cities whose police agencies are rewarding officers for showing restraint. michael edwards. the officer used his taser rather than his gun. the philadelphia police department awards its officer a medal of tactical de-escalation. more than 40 philly officers have received similar awards in

the last six months. now your nbc 10 first alert neighborhood weather with meteorologist bill henley. >> if you're heading out right now, you can feel the humidity has come back into the area this morning. the humidity is running high. we have the winds coming off the ocean. we've been watching for light fog, a few foggy spots at the shore and south jersey. not as thick as what we saw yesterday morning. a mostly sunny and warm day, a beautiful spring day is ahead. no sign of showers around this evening. the temperatures dropping from the 80s into the 70s this evening. a sea breeze indeed blowing. here comes that moisture. you can feel the difference this morning. that's bringing high humidity levels from south jersey an a bit of fog. inland is not happening. very light fog in blue bell. not a problem for mt. holly or philadelphia international. millville has been down as low as half mile visibility. some improvement in the last few

minutes. millville is seeing mile and a half visibility. we're watching for some areas of fog. nothing will be too serious this morning. satellite and radar, we are in the clear. bright sunshine is on the way. even though the humidity is high right now, it will be dropping as the day goes on. the temperatures are climbing. upper 80s in the afternoon. sunshine for university city in somerton, both up to 86 degrees this afternoon. the suburbs, sunny skies, neshaminy, up to 79 this afternoon and also for malvern. bethlehem and easton, the lehigh valley, 87 degrees today. glassboro at 85, compared to 82 for haddonfield. at the shore, partly cloudy skies. lots of sunshine, a beautiful afternoon for atlantic city and wildwood. upper 70s, the wind coming in off the water for dover, 86 the

4:14. 70 degrees outside. from our jersey shore bureau, these images of a major mess have gone viral. garbage covered the beach in wildwood over the weekend. public works crews are the trash cleaned up in hours but not before this picture was posted on facebook. >> do you consider charging

people to help offset that cost? >> it's a difficult question. i know you have business owners that don't want it. you have residents that don't want it. preferably i'd rather not charge anybody. >> keeping wildwood's free beaches clean cost the city nearly $300,000 every year. a baby with zika-related birth defects has been born for the first time in new jersey. the mother and child are at hackensack university medical center. the little girl has a birth defect which means that she has an abnormally small brain and head. the baby's mother contracted the zika virus in another country visit. doctors say other pregnant women in the u.s. should not panic. i think all pregnant women should ab wear that this is a travel-related case of zika and this does not occur in the u.s. >> the zika virus can be sexually transmitted. the world health organization released new guidelines yesterday advising people who recently travelled to a

zika-infected country to wait eight weeks before trying to conceive. new this morning, a rough ride for passengers on a united airlines flight trying to land at newark airport. a passenger took this video inside the plane. it was yesterday. the plane bounced on the runway a couple of times before the pilot gave up and took off again. panels from the plane's ceiling fell on to the aisle during the rough landing attempt. no one was hurt. there were cheers when the plane successfully landed about 20 minutes later. the gorilla exhibit at the cincinnati zoo will re-open on saturday amid controversy. outrage is still growing after a gorilla was killed after a boy fell through the enclosure. they are not considering charges against the zoo, which is overseen by the u.s. department of agriculture. meantime, an animal rights activist is filing a federal complaint of his own against the

zoo. >> i believe this enclosure must violate either the requirements for a physical barrier around an enclosure or for a perimeter fence. >> the boy's mother says he only suffered a concussion and a few scrapes. take a look at these scenes of record flooding and devastation in southeast texas. this is video of a cattle herd searching for higher ground with no pasture in sight. not far away, horses took shelter on a front porch. so far, six people have died along the swollen river there. rescuers save a dog in the nick of time. they found the animal chained to the house hardly able to keep its head above the water. they were able to free the dog and carry is to a boat. meantime on the first day of hurricane season, president obama is reminding people to use their smartphones to prepare. the president says you should download the fema app for safety tips and information to help families put together an

evacuation plan and a disaster repairedness cap. make sure you have the nbc 10 app to get the first alert forecast and severe weather for your neighborhood. right now, we have meteorologist bill henley tracking the weather. bill? >> a few clouds are moving through, an additional humidity this morning, that's led to a bit of light fog. doesn't look as serious as yesterday morning. you can see it in the lights in north wildwood, new jersey right now. the temperatures are falling. the tag can get thicker. a few clouds over south jersey, 63 degrees. 68 degrees in philadelphia. the suburbs have dropped into the lower 60s. warmer spots, society hill, fox chase both at 70 degrees right now. another quick warmup. any fog will disappear just with the temperature climb. we'll see a good temperature climb this morning and into this afternoon, 70 at 7:00. near 80 at 11:00 and into the low 80s this afternoon. that's not quite as fast a warmup as we saw yesterday. we warmed to 88 in philadelphia. the suburbs, sunshine, 79

degrees. partly cloudy skies at 3:00 this afternoon. i can't rule out completely an isolate ed shower popping up th afternoon but nothing more than a sprinkle or two. most of day we're looking at sunshine for the lehigh valley, 79 degrees and into the low 80s by 3:00 this afternoon. for delaware, 60s to start with, then we're in the 80s this afternoon withç plenty of sunshine. in new jersey, low 80s by 11:00 and still climbing, heading into the 3:00 hour. partly sunny and 82. the numbers will be climbing at that hour. we'll see the temperatures climb in interior new jersey into the middle 80s. at the shore, heading for the 70s. the clouds will thin out. any fog will disappear. satellite and radar shows we are in the clear. you can see clouds offshore. no sign of any showers for us. i'm watching two systems, right there, the remnants of bonnie to our south. it looks like that will stay to the south and keep spinning moisture, trying to come into

our area. this next system that's moving through the midwest within thatthis area will give us showers. heading into tomorrow morning, coastal clouds with a chance of some showers moving into pennsylvania and by later tomorrow afternoon, a chance of some showers in central pennsylvania. that's what we'll be watching for friday. but until we get to friday, it's going to be pretty dry and nice, too. the humidity will be coming down as the temperatures go up today. 85 this afternoon, 70s potentially for tomorrow with sunshine and then here comes a chance of showers and thunderstorms with the additional cloud cover on friday. that's a system coming in from the west. 76 degrees, the high temperature on friday. then back into the 80s for saturday, should get a break from any wet weather on saturday. there's a chance of showers and a possibility of thunderstorms on sunday. by monday, we are drying out. look at the 70s for tuesday and wednesday. just a little bit warmer towards the end of the week, thursday

and friday. temperatures in the low 80s. tracy? >> all right, bill, thanks for that. 20 minutes past 4:00. let's get you to work, check the vine street expressway. we had overnight construction for the last few weeks. what are you seeing with the holiday weekend? >> we are closed for construction around broad street to the schuylkill expressway. closed in both directions, in between broad and the schuylkill. excusing that prime example of that. westbound traffic is being diverted off on the exit ramp here with police activity blocking off the roadway so they can handle some of the construction project. typically it clears out of the way around 5:00 in the morning. we'll keep you updated, of course. 95 drive times are doing great so far. southbound from the woodhaven road to the vine street expressway, a 13-minute trip. from the blue route, 95 northbound to the ramp to the blue route will be closed or at least partially blocked until

about 5:00 this morning. we just started the deadliest 100 days of the year for teen drivers. memorial day is the first of the 100 deadliest days for teen drivers, according to aaa. more teenagers are on the road twe between memorial day and labor day for any other time of the year. a study by aaa found more than 1,000 people die in accidents involving teen drivers. >> interacting with a passenger, number two is interacting with your cell phone and three, looking at something in or around the vehicle. >> aaa recommends parents talk to their kids about texting and driving, establish family rules against distracted driving and teach by example. in many neighborhoods it is the sound is of spring and summer. but that hum, if you want to call it that of landscaping

do it now. today is the deadline to enter. from our jersey shore bureau, the supreme court will not save union workers in their fight over the future of trump taj mahal in atlantic city. justices declined to hear an appeal from workers who say they improperly lost their pension and health benefits when the casino declared bankruptcy. the company maintained all along that the benefits would have forced the casino to close its doors. lower courts left the cuts in place. well, after a few days off, the eagles are back on the field again. they're still dealing with questions about their quarterbacks. head coach doug pederson says sam bradford is his starting qb but last week his coordinator said there should always be competition. the three eagles quarterbacks worked out together yesterday. for çmow, sam bradford is numb one but he's holding the job until second overall pick carson wentz is ready to take over. bradford and wentz say everyone is getting along and this is a healthy competition.
