she will speak extensively about his foreign policies calling them dangerous saying he is basically unfit to be commander in chief. matt and savannah. >> all right andrea, thank you very much. turn now to the south where relentless rain fall devastated parts of texas. 22 million across texas and oklahoma are under flash flood watches. dave gutierrez is in richmond, texas, this morning and the forecast again calling for more rain, gabe. >> reporter: good morning, texas's governor declared states of disaster in 31 counties. right now we're about to get hit with another band of rain. over the past few days, more than 450 water rescues here. this morning insult to injury, texas slapped with another round of rain. rain and historic flooding. relentless downpours trenched the houston area and frus straited drivers.

>> i would not recommend anyone to go through that type of water. no one. >> reporter: throughout the state, the evacuations seem endless. looking around the area, the brassoss river sl overflowing. the town especially wiped out. >> the ground is so saturated that some of the trues are falling over on top of the homes. >> reporter: where the river is topping a record 54 feet, he has already lost his home. but texas, born and bred, is this cowboy is checking on his neighbors. >> that's what we all do around here. we've always helped each other. >> reporter: today this family is grateful for a good samaritan, but dreading more rain in the forecast. many parts of the state remain under flash flood watches and

guys, the problem is, all this water, there's really no place for it to go. authorities say it could be days, even weeks before the waters recede in some parts of texas. back to you. >> gabe, thank you. >> texas, texas, texas. here we go again. >> no good news to talk about, i wish we could, but again, we are watching right now, more heavy thunderstorms stretching from san antonio to just moved to the north of houston. and they're just going to keep coming over the next several days. look at this, we've got 24 million people, 23 million people under a flash flood watch and flash flood warnings from oklahoma city all the way down to brownsville, and what we're watching is this stationary front, plus there's auner level low and a very juicy atmosphere, and sop flash flood watches remain in effect through tomorrow, east central texas, and also louisiana and parts southwestern arkansas is going to get involved as well. flooding will ease towards the end of the weekend, but until then, look at the rainfall

amounts we're talking about. anywhere from three to five inches, wide swath, rainfall rates two to three inches per hour, but we could still see upwards of ten inches of rain for parts of the south, central, and central texas. so the the flooding is going to just continue really and we don't see any relief until early next week. >> stick around, we'll come back in just a couple of minutes. now to the deadly shooting on campus at ucla, left a popular professor dead. this morning, police are trying to figure out why a man shot and killed that professor before taking his own life. nbc god i did is at ucla. >> reporter: all classes are expected to resume at the campus except at the engineering building where the deadly shooting took place. now students are trying to refocus on schools after a tragic day left them on-edge. >> shots fired at the parking lot. >> reporter: frantic moments, police rushing in to save

students. >> the city is on tactical alert city, city-wide. >> reporter: for nearly two hours, tactical teams spread out searching for a gunman, terrified studented searched by police. throughout the chaos, students in the lockdown posting pictures of heavily armed police going from door to door, inside university building some of those doors impossible to lock from within. so students improvised using cables, stacking chairs, anything to stay safe. >> we locked the door, barricaded can everything. >> in the lockdown site i was at, some of the students were calling their parents, telling them that they loved them. they were kraing. it was crazy. >> reporter: police say the shooting took place in an office inside that engineering building. the gunman who has been identified by multiple law enforcement sources has man manak sarcar killed a professor and then took his life. law enforcement sources say there was a struggle who taught

me cam nanna engineering. he was a husband and father of two. >> it's hard to even fathom it to have your -- excuse me. to have your son grow up with a dad is rough. >> reporter: his former student says he's outraged. >> i'm mad that someone would do that to a young professor who just started his career, he's one of my favorite professors here at ucla. >> we're very saddened by the loss of these two lives today and hope we can recover quickly. >> reporter: for 43,000 students, this shooting taking place right before finals. >> that's exactly what i was thinking. i was worried like my brain can't go back to that now. but we'll see later how it shakes out. >> reporter: school officials say they have been troubled by the reports of the doors that didn't lock from the inside. they are now reviewing campus safety. meanwhile a candle light vigil has been planned for the

professor tonight on campus at 8:00. matt, savannah. >> gadi schwartz, thank you. in other news president obama will deliver his final commencement speech today at the air force academy in colorado springs. after today, the address twice at each of the four u.s. military academies during this time in office. >> white house officials say president obama planned to address security challenges facing the u.s. and the role the next generation of service members will play in protecting this country. the city of minneapolis will proceed with an internal investigation of duowhite police officers involved in the pay it that shooting of a black man in november. but federal authorities announced yesterday they will not criminally charge the two officers with violating the civil rights of 24-year-old jamar clark. insufficient evidence. the officers were cleared by the state. police say jamar clark was shot by resisting arrest. this is a bizarre out of

washington where a top pentagon official is charged with stealing license plates in a neighborhood dispute. the top public affairs official has entered an agreement with prosecutors to keep him out of jail. after he was charged with stealing license plates from a car in his neighborhood. the charges will be dismissed next year if he pays restitut n restitution, completes community service. withman meantime remains on the job at the pentagon. a high profile case back in the national spotlight this morning, the elite st. paul's school where owen labreeze is now being sued by the victim's family. >> reporter: known to turn out senator senates and ambassador. the family of a 16-year-old girl sexual assaulted by him says the

school is responsible and knew what was going on. >> guilty or not guilty? >> glts. >> reporter: this morning, the parents of the young woman sexual assaulted by owen labree are suing st. paul's school. alleging the elite prep school knew of a troubling sexual culture. and did nothing to stop it. >> i was violated in so many ways. >> reporter: her voice disguised, the victim was just 15 at the time. the student alleged it happened because they were fostering, permitting, and condoning a stach story rape. he was following the traditional of the men in the final year known as the senior salute. it was a secret club called the slaymakers where male students tried to score with girls they called fresh meat. and the encounters the suit alleges were often held here, a school storage shed nicknamed the mars hotel. the suit claims school officials, including this man,

knew of the culture. the school is accused of negligence. >> they have a duty to protect these children as if if they're their own children. they have the duty of a parent. >> reporter: st. paul's denies wrong doing saying we reject any allegations that st. paul school has an unhealthy culture. the safety of our students has been and will continue to be the highest priority for our school. the suit says the victim will suffer for the rest of her life. >> what he did to me, made me feel like i didn't belong on this planet. >> reporter: oven labree's attorney said they have no comment. now the girl's family is asking for damages close to $400,000. regardless of how this turns out, it's very expensive for the school in the court of public opinion. back to you. >> thank you. on a much lighter note, couple of big sports stories making news this morning. let's start on the ice,

this morning police are looking for the motive in an apparent murder-suicide. a student shot and killed this professor before then turning the gun on himself. the shooting creating moments of terror and the lockdown on that campus. nbc news learned the student had a strained relationship with the professor and may have been disrespondent about grades. south texas bracing for more rain after days of relentless downpours there. the governor declared a state of emergency in more than 30 counties now, entire communities are underwater. led to 300 rescues in just the passed four days. let's begin with the 911 calls made when the four-year-old boy fell in the cincinnati zoo. the incident forcing zoo personnel to shoot and killed gorilla. we are in cincinnati, good morning. >> reporter: matt, good morning, the prosecutor is now reviewing this case to determine if anyone

from the boy's family should face any charges, meanwhile we're hearing the 911 calls that were made by those who witnessed the drama, including the boy's mother. >> my son fell in the zoo exhibit at the gorillas. the cincinnati zoo. my son fell in the gorilla. >> reporter: with her three-year-old son trapped inside the gorilla enclosure. the boy's mother made a frantic call to 911. >> be calm. be calm. he's dragging my son. i can't watch this. >> reporter: the child fell 15 feet to the mote below coming face to face with harambe. the gorilla swiftly dragged the boy. >> just like he's a little drag doll, boom, boom. >> reporter: a number of helpless witnesses called 911. >> he's taking the baby. he's taking the baby into the cave. oh my god. >> everybody's got to calm down and quiet, be quiet. quiet. you're going to make him riled up. >> oerk ma'am --

>> you're riling him up, quiet, quiet. >> now he's up on top with the child. he has him business the shirt going back and forth. >> reporter: zoo officials made the decision to shoot and kill the gorilla. >> the child's been rescued. >> reporter: the boy's family released a new statement saying the child had a check-up by his doctor and still doing well. police said they would review the actions of the family leading up to the incident, the cincinnati zoo is not under investigation, and on saturday plans to reopen its gorilla world exhibit, following harambe's death, ten grill last remain here, including one other silverback, the the zoo has not said if it's making any changes before welcoming back visitors. the zoo says it was already in the pros of making big changes over the next year, doubling the size of the gorilla exhibit. as for the boy's family in their statement, they thanked the zoo for actions taken to protect their child. a spokesperson tells us that the family has no plans to hire a

lawyer. matt and savannah. >> all right in cincinnati, thank you. now to the latest in what is quickly becoming a nas ri divorce battle between johnny depp and amber herd. this morning, new text messages are being revealed and natalie's been following this for us, good morning. >> good morning guys, the tone has quickly gone downhill. last friday herd was granted a temporary restraining order based on allegations of domestic violence. and now, those texts allegedly between herd and johnny depp's assistant suggest the abuse detailed may have been going on even before they got married. the downside to the glam our of the hollywood marriage is a messy hollywood divorce. the stakes can be high and it can get ugly fast. now the latest in the depp/herd saga, a series of text messages which seem to show a history of abuse. the text messages obtained by et, appear to be from may 2014 and sources close to herd tell

nbc news they're an exchange between herd and depp's assistant at the time, steven doyter who did not respond to our request for comment. they predate the couples marriage and read like a high budget hollywood drama. think he's just texted you. he's incredibly apologetic and knows that he has done wrong. the e text reads. he wants to get better now. he's been explicit about that this morning. herd's alleged response, yes, but i don't know how to be around him after what he did to me yesterday. i don't know if i can stay with him. he persists, he wants to see you so much. he's distraught. >> obviously he has no idea what he did or the extent that he did it. herd responds. unfortunate my for me, i remember in full detail everything that happened. he was apalled, when i told him he kicked you, he cried, it was disgusting and he knows that. he's done this many times before, tokyo, the island, london, remember that? and i always stay.

well, a big story continues to be the rain that is relentless from our friends in texas, and now it's spilling over into louisiana and parts of arkansas as well. you can see the heavy storms, san antonio just got out of it. houston just left, just left houston. but, you can also see that we have got flash flood warnings and watches for 23 million people, stretching from central oklahoma all the way down into southern texas. and those warnings will probably expand. take a look at this. there's more rain to come, for example, dallas, rainfall rates will be up to two inches per hour. houston, texas, isolated amounts of up to ten inches per hour, you've already gotten since may 1 over 15 and a half inches of rain. and san antonio, flash flood threat due tomorrow, we're lag for another nine inches, you've gotten nine inches of rain since may 1, you could see three to five more inches of rain. and then as you look at the big pictures as far as rainfall is concerned, we are daubing rainfall rates of two to three

looking at the headlines, report finds four big automakers are selling cars with takata air bag deflators that are defected. that reports say fiat, myths bee that, and the volkswagen vehicles from the model years have the same type of air bag inflaters as those already being recalled, but new model years are not yet covered by the recall. one wants automakers to replace them before the vehicles are sold. takata inflaters have been linked to at least 13 deaths. the government is hoping to cut the amount of salt that americans take in. the fda is proposing big voluntary reductions in sodium in 150 categories much processed and restaurant foods. now the aim is to reduce the
