here's the deal that emerged. instead of a 3 cent soda tax the tax rate would be 1.5 per ounce and would include diet sodas as well, another change from the original proposal. >> keith jones is live at city hall. keith, the soda tax has not crossed the finish line yet but did clear a major hurdle. >> reporter: that's right, jacqueline, a major hurdle and major victory for mayor jim kenney at city hall not to mention a major blow to the soda industry and people against more taxes in the city. >> thank you all very much. >> reporter: cameras capture cola history, council gives the early approval. >> traditionally the bills come out of committee with a significant vote, more often than not it will pass. >> reporter: the proposed tax rate dropped from 3 cents per ounce to 1.5 cents per ounce but covers more drinks. artificially sweetened beverages

are included. in other words, diet soda. earlier today emotions bubbled over. inside -- >> no new taxes. >> reporter: and outside. the city says the tax would raise about $91 million over the next year funding quality pre-k investment, schools, reinvestment in parks and education but tonight it was also revealed it would pad the city's general fund. >> this was a bait and switch and is being used to plug a budget hole. what retailers tell us, they're going to be forced to pass this tax on to consumers. >> reporter: that fear was echoed by a union that represents soda industry workers. >> when the price of soda goes up, sales go down. and when sales go down, we lose jobs. >> reporter: back live now, so that container tax you may have heard about, that's no more. council will cast a final vote on this broader soda tax decided on tonight next thursday, thursday of next week and that's when the opposition will decide whether it's worth taking the city to court. live in city hall, keith jones,

nbc 10 news. >> nbc 10 will be there. thank you, keith. another big story we're following tonight, the cleanup after the storm. >> look at that mess. theuha]áq+ere weather is over f today. as you can see from the fallen tree here, people all over our area have a lot of work to do. in philadelphia's east looak la neighborhood huge trees fell across the road taking out power lines. no one was injured. a tree smashed into an suv parked on the street. in delaware power lines and trees all over the road here in north wilmington. we found this mess along silverside road west of the i-95 underpass. >> at the jersey shore the winds were so strong they ripped the roof off this apartment building. look closely, see the roof torn off at the top. tonight we have live team coverage of the storm. we begin with nbc 10's brandon hudson live tonight in cherry hill. brandon, damage there as well? >> reporter: jim, yes, there is. roughly 13,000 customers in burlington and camden counties

don't have power including this home here in cherry hill, but this is probably their biggest problem. a large tree right in the middle of their front yard. you can see just how massive this thing is. i'll tell you, this is just one of a few places where we saw unbelievable damage. homeowners in disbelief at this site on willow del drive in cherry hill. part of the pavement uprooted as a tree toppled on their home leaving neighbors in awe. >> it's scary the way that pavement came up. >> reporter: ed and arlene live next door. arlene says her neighbors weren't home(hhj when the storm rolled through but called them when she saw the tree. >> i thought oh my god. >> reporter: across town -- >> i heard cracking from the tree. >> reporter: owen barrett was at home when a tree fell in his front yard. >> i heard a loud thud and the entire thing came down. it was really, really frightening. >> reporter: we saw police keeping people away from a live downed wire in front of their

house. pse&g reported tens of thousands without power after 1:00. skyforce 10 captured people cleaning up battered cars at the cherry hill mall parking lot. >> fall, just fall into my car. >> reporter: jeanette blake shared this photo of her car after a tree destroyed it in camden. she was driving the car. afterwards, she sat todown withs and showed her scars. >> if i had passengers in front seat, no way they would have made it. the lord loves me. you hear me, he loves me and i love him, too. >> reporter: a spokeswoman for pse&g says crews will be working through the night to restore power. hive in cherry hill, brandon hudsons, nbc 10 news. >> the storms are over, the question is what to expect tomorrow? >> chief meteorologist glenn "hurricane" schwartz has our

first alert naeighborhood forecast. >> the storms moved through very rapidly and moved out very rapidly. there they go. we're left with dry conditions for the rest of the night. and into tomorrow and it's pretty cool. it's in the mid 50s in many of the suburbs out here. delaware, pv.a. suburbs, lehigh valley, some places getting close to getting into the 40s. hopewell, 55. bethlehem, 58 degrees. lot of those places will be in the 40s first thing in the morning. 55 degrees in nild, itself. see nothing but sunshine tomorrow. cool weather. way below normal temperatures despite that sunshine. once again, we start off pretty chilly and don't exactly warm up a whole lot. i'll tell you about when it is going to warm up again and our next threat for storms in a few minutes. >> okay, glenn. new at 1 1:00, a 10-year-old boy is recovering tonight after he fell from scaffolding outside

an element aary school in northeast. nbc 10 was there as workers were breaking down scaffolding. the district official saying the incident happened outside hamilton elementary after school hours. the boy is taken to the hospital. he's expected to be okay. no word if he's a student at that school. new at 11:00, philadelphia is investing in protest insurance ahead of the democratic national convention. this is video from the republican national convention in 2004. back then, new york did not have this type of insurance. it ended up paying more than $18 million to settle lawsuits over protesters' civil rights. according to our partners at newsworks, cities hosting political conventions learned from that experience and always gets protest insurance now. to a story you saw first on nbc10.com. hundreds of bernie sanders supporters are planning to camp out during the dnc but they will have to stay in the suburbs because the city is not granting

camping permits. one group tells us protesters will camp out in south jersey before aboarding buses to philly. more decision 2016 news tonight. hillary clinton taking a few days off from the campaign trail. as she celebrates her historic victory. she's the first woman, of course, to lock up the presidential nomination of a major party in this country. tonight, she spoke with "nbc nightly news" anchor lester holt about the next phase of the election season. clinton saying she won't trade insults with donald trump. >> he can run a campaign of insults. i'm running a campaign of issues that are going to produce results for the american people. i'm going to talk about why he's unqualified to be president based on his own words and his deeds. >> clinton also called trump temperamentally unfit to be commander in chief. tomorrow, president obama will meet with bernie sanders to convince the vermont senator to start supporting clinton's candidacy. sanders has, of course, promised to continue to fight until the last primary contest.

which is in d.c. next tuesday. most democrats like vice president joe biden are stopping short of telling sanders to drop out right away. meantime tonight, donald trump faces growing anger from some in the republican party that he's wasted his head start over clinton in the general election season. trump clinched the nomination weeks ago. now he's scrambling to get past a slow start on campaign cash and organization. and trump is still facing fallout after his attacks on the mexican heritage of a judge who was overseeing a lawsuit against trump university. >> wasted five weeks. he sewed up the nomination on may 3rd and here we are on june 7th, june 8th, and the only thing we're talking about is a judge no one knows in a case that they don't give a damn about. >> in his first real remarks of the general election last night, trump was more crafted and more careful. the candidate republicans have been asking to see. many pennsylvanians think

the phillie phanatic is more qualified to be president than donald trump. in a new survey by public policy polling 46% went with the phanatic while 40% chose trump. this poll did not ask the same question comparing the phanatic to hillary clinton. pennsylvania shoppers will soon have more options for where to buy wine. governor tom wolf signed liquor law reform. it allows 14,000 holders of takeout beer licenses to sell up to four bottles of wine to a customer. restaurants, hotels and delis can also sell wine. the union that represents state liquor store employees says the law will lead to job losses. the corruption trial for congressman fatah is now in the hands of the jury. all parties rested their cases today but not before ed red den took the stand. the governor says key defendant gave top money to get a u.s. ambassadorship. rendell testified he was a friend and not trying to bribe

fattah, just help him out. jury deliberations will begin monday. overseas in israel tonight, at least four people are dead and nearly half a dozen more injured after gunmen opened fire in a tel-a-viv market. surveillance video shows the moment the attack went down sending people scrambling here. this chaotic scene understood fo unfolding in a high end open mall across the street from the central military headquarters. officials say two palestinian gunmen carried out the attack. both of those men are in custody. a traditional islamic funeral prayer service for muhammad ali will be held in his hometown of louisville tomorrow. the boxing great scripted his own funeral plans which will include a public memorial service on friday. today, thousands of fans waited if line for tickets for the chance to attend that service. muhammad ali died last friday after a lengthy battle with parkinson's. a local hero was honored tonight in bucks county. ryan brooks was recognized by the feasterville business association for his service.

brooks is a third class damage controlman on the u.s. coast guard polar star. he recently returned from a mission to the antarctic. so, two men pull into an alley and you have to see what happens next. a video that has police on the hunt and some people outraged. a church targeted. how the pastor says this man preyed on his congregation while it was praying. and tapped out. it's going to cost you more every time you turn on the faucet. why you can blame people who don't pay their water bills. glenn? >> i'm tracking cooler weather and our next chance for storms. i'll have all the details in my nbc 10 first alert neighborhood forecast. ♪

>> uh-huh. the church says he was stealing from them and their surveillance cameras saw it all. nbc so's drew smith reporting from trenton where police are involved. >> reporter: a detective came to the word alive center in trenton tonight to get a copy of this video. >> amazing. unbelievable. >> reporter: bush some d.c. thomas noticed the church's slow blower was missing so he began going through surveillance from over the weekend. this guy who police are looking for first came in and grabbed a generator. he's seen bringing it around the back of the building. he then returned and while a dozen people were praying just feet away, he spent several minutes looking around. >> for him to come in there and do that, that was no respect for the church. >> reporter: thomas says he's never seen the man before. eventually, the video shows him inside a closet. he then paced around the lobby but went back in for the snow blower. >> he had to stick out like a sore thumb. >> reporter: eventually, pushed it out onto the sidewalk. >> could have been somebody in there trying to harm our people,

and that's concerning, too. >> reporter: the church regularly serves the needy. the pastor says they need to both catch who is responsible and also help him. >> if he did that, he probably need help. how can we help him? >> reporter: detectives told me tonight they have good leads on who this guy may be and after he pushed that snow blower down this alley, there's a possibility he may have already sold it. at a barbershop not far away. in trenton, drew smith, nbc 10 news. new at 11:00, an odd story out of berks county. >> to say the least. that's where police are looking for two guys seen trashing an alleyway literally. reading police released surveillance footage of the trash dumping incident here. these guys pull up in a red station wagon and watch here, they empty a load of trash near north ninth street sunday afternoon. they dump a full carload of gash ajs and take off. reading police posted the video on their facebook page a few hours ago. there are there are hundreds of comments from angry people who

want the men in this video caught. well from trash to a hidden treasure. >> at least that's what officials are hoping for with a new housing complex in strawberry mansion. welcome to the eastern. officials showed off the brand new mixed use complex on cecil b. moore avenue tonight. it features apartments, childcare center and even a space for a small business. the hope is to use this as the model for similar developments in low-income areas. philadelphia residents get ready to see a jump in wyour water bills. officials with the water rate board announced today customers can expect an additional $3.44 on monthly bills. in july of 2017, another $3.18 hike kicks in. the board blames part of the increase on lost revenue from customers who don't pay their bills. ♪ kids take over the kimmel center tonight. showing off the musical prowess they've been building all school

year. the string theory school hosted its spring concert tonight. musicians as young as kindergartners played disney songs and "all you need is love" by the beatles. >> all we need is sunshine. >> that's right. >> from glenn "hurricane" schwartz. >> that would be nice, maybe tomorrow, glenn? >> oh, yeah. we're going to be seeing sunshine tomorrow. on the cool side especially at the start. we started today off with sunshine but then the storms came. right on time. right in the middle of the day then zipped on out of here. we had plenty of wind and numerous reports of wind damage, winds up to 72 mile an hour gusts in cumberland county. now we're down into the 50s in many parts of the area. in delaware, it's 57, harmony hills, 60 degrees in wilmington. farther to the south, we're in the 50s. millsboro, 55. shelbyville, 55 degrees. some of those place are going to be in the 40s overnight. so, yeah, we got cooler days

coming. tomorrow is going to stay in the 70s. and we've got rain that's going to be coming this weekend. nothing tomorrow. nothing on friday. but another disturbance coming down from the great lakes is going to be bringing moisture as we go into saturday, so first thing saturday, it's dry. much of saturday is dry. but here comes that system. and it could create some showers and thunderstorms later in the day and into saturday night. and some of that, again, could be on the heavy side so that's something that we're going to be watching over the next few days. see your own seven-day forecast, by the way, at the bottom of the screen and the forecast for tomorrow, wow, lot of sunshine. but lot of cool weather to start off. devon, 48 degrees to start. easton, 46. reading, 49 degrees. been a while since it's been that chilly. the shore, it's going to be just as warm tomorrow as the inland areas because of the land breeze. and the land breeze is going to

be at the shore on sunday. but not on saturday. sea breeze keeps it cool. i don't have the rain in for the jersey shore saturday. it's more likely saturday night when that would come in. late saturday for the rest of the area, see temperatures back in the 80s in many places. and a windy day on sunday. but a dry wind. so there we are tomorrow and friday with sunshine. below normal temperatures tomorrow. saturday, again, most of the day's dry, but then we might get some strong gusty thunderstorms again. windy weather on sunday. but look how warm it is. monday is windy as well. and then we start warming up again with some more showers possible on wednesday. new jersey's finest young leaders are honored tonight with $60,000 in college scholarships. stockton university hosted a statewide boys and girls club n.j. youth gala.
