communities across pennsylvania, new jersey and delaware. good morning, bill. >> good morning, tracy. we're getting a warm start this morning, in some spots. cooler in others. 66 in philadelphia, 67 in delaware. 50s in the lehigh valley and the suburbs. the suburbs will see sunshine, a lot of sunshine. by 10:00 this morning, 68 degrees and climbing. in fact, the temperatures will be a little bit warmer than yesterday. 80 degrees for new jersey at the shore. a little bit cooler, up to 78 degrees, the lehigh valley, 80 along with delaware and 82 degrees for philadelphia this afternoon. >> nice warmup but the humidity will stay low and will be completely dry. any clouds around will clear out as the day goes on. i'll take you through it hour by hour with the futurecast when i'm back in ten minutes. right now, jessica boyington has your first alert traffic. >> we're starting off on the vine street expressway this morning. we are closed with ongoing construction. this is starting off around broad street. this is where the first cutoff is. in between broad street and the

schuylkill expressway, no access east or westbound to the vine street expressway this morning. you can see we do have some flashing lights right here. we do have a police officer there on scene blocking traffic and moving through. all traffic is being diverted off the exit ramp for broad street. east and westbound, no big access to the schuylkill or 95. we're also watching construction that's having a major closure as well on 295 in south jersey. 295 headed southbound this morning is closed between the 42 freeway around exit 26 and route 47 which is delsea drive at exit 25. this is supposed to be an active scene until about 5:00 this morning. of course we'll keep you updated as soon as it becomes open again. tracy? >> jessica, thanks. we begin with breaking news from northeast philadelphia. right now police are investigating a deadly hit and run. the crash happened late last night at adams avenue and roosevelt boulevard as the woman was crossing the boulevard's outer lanes. nbc 10's katy zachry is live on scene in crescentville. what do you know about the

victim and driver who took off. >> unfortunately investigators don't know a lot at this time, which is why accident detectives as well as homicide detectives are working together to learn more. let me set the scene for you. this is what witnesses say happened. it's what so many of us have done so often, cross the street at a marked crosswalk when the light was green. that's exactly what witnesses say this woman was doing when she was hit and thrown 200 feet. that's more than half of length of a football field. witnesses told police the impact was so strong, the victim was first thrown up on to the car's hood, her head slammed into the wind shield and broke it and she was airborne for quite a distance. when philadelphia police got here, they say she was dead and the white or silver mini van that witnesses saw hit her had driven off. police say this has been upgraded to vehicularç homicid at this time. investigators who were out here and spoke to us say this driver

will be caught. they say the vehicle involved is, again, likely a white or silver mini van, has extensive damage to it. it will likely stick out when people are looking for it. as far as the victim, she had no i.d. on her. at this time, police know she's in her late teens or early 20s and right now they are trying to identify her. coming up in the next half hour, police have shed a little bit of light on what happened at the time of the crash and they say the victim may have been distracted as she was walking across the street. i'll have more on that coming up at 4:30. reporting live in crescentville, katy zachry, nbc 10 news. it's four minutes past 4:00. 66 degrees outside. now to our coverage of the terror in orlando. we have new information on the gunman, omar mateen. a regular at the gay nightclub where mateen murdered dozens of people said that he saw him there on several occasions before the mass shooting. the bar patron told "the orlando

sentinel" he would sit and drink by himself, getting loud and angry at times. he also said mateen mentioned having a wife and child. two of mateen's former classmates said he made light of 9/11 immediately after the attack in 2001. a former co-worker described mateen's violent outbursts. >> he would kick things and throw things and slam his hands down and just have a violent outburst, a rage. he always referred to every other race, religion, jen den in a very derogatory, negative way. >> gilroy said he wished he had done more. omar mateen's ex-wife once lived in new jersey in middleton. they spent hours inside this house on winthrop lane where her brother lives. yesterday he confirms his sister was physically and verbally abused during their marriage to mateen. he said he's in disbelief over

the terror in orlando. >> i barely knew the guy but it's a terrible thing that happen. really, a tragedy. i feel bad for those 50 people that lost her families, son, their daughters. >> they will not say if they seized anything from the house in edison, saying it's still an active investigation. george spencer is in orlando tracking the latest developments. watch for his reports later today on nbc 10 news. a youth group will be in harrisburg calling for stronger lgbt protection in the wake of the orlando massacre. they will call on lawmakers to address nondescription and hate crime processions for lgbt people across the state. meantime, orlando is expressing its greece. last night, thousands of people packed downtown orlando to remember the 49 people who lost their lives and dozens more who were wounded. a sea of candles glowed in

somber support. later, members of the crowd called for calm determination in a time of shock. >> we stand strong and we're not going to be afraid. we're not. we're just going to keep on going, keep on with this fight. >> many at the vigil said they were inspired to attend because pulse nightclub played a huge role in their lives as lgbt people. here at home, a vigil outside philadelphia city hall drew thousands to remember the orlando victims. the west catholic girls varsity basketball team led a march in center city. their teammate, murrayç was killed in the massacre. >> we can't keep crying. we love her. we're going to miss here. >> we'll get through this together. >> weirdly, i'm not scared. it's just very emotional. >> after the vigil, some in the

terror minute by minute. 4:08. bike advocates will call on philadelphia leaders to make it safer to cycle on city streets. grants were announced for protected bike lanes through philadelphia. bike riders say the lanes are not a done deal. the bicycle coalition of greater philadelphia will call on city leaders to move forward on the lanes quickly and make them as safe as possible. philadelphia is the largest u.s. city without physically separated bike lanes. now your nbc 10 first alert neighborhood weather with meteorologist bill henley. >> our skies are in the process of clearing, a few clouds overnight. they're not going to get in the way of another beautiful day. temperatures in the 50s and 60s, lehigh valley, upper 60s right now. still in the 60s for delaware and philadelphia. at the shore, 65 degrees. the readings will come down another degree or two this morning, not a big cooldown, especially with the cloud cover. just like yesterday we'll see another beautiful, comfortable

day. the wind is still blowing out of the northwest. it's at 14 miles an hour in philadelphia. not quite as strong as yesterday in wilmington at 12 miles an hour. it's that direction that is helpful this time of year, keeping a lid on the humidity. it will stay nice and low. it's bringing in a few clouds. these clouds will be clearing and will be in for bright sunshine today. this is the futurecast. there go the clouds as we go into the late morning hours, 10:30. nothing but sunshine. still be enjoying that wind as we go into afternoon and clear skies during the afternoon, so we should reach to near 80 degrees this afternoon. a pretty nice warmup today and low humidity through it all. low 80s for philadelphia. and the suburbs, the lehigh valley, also into the low 80s with bright sunshine. in fact, most of the day barely a cloud in the sky for bethlehem, easton, doylestown, same story. in new jersey, sunny skies for glassboro, haddonfield and vineland. into the low 80s.

today president obama will be focusing his attention on isis in the wake of the terror attack in orlando. president obama has scheduled a meeting with his national security council today, part of an ongoing review on efforts to disgrade and destroy the islamic state group. the meeting will happen at the treasury department in washington. the suspect in the orlando attack pledged allegiance to isis in the middle of the mass shooting. the president will travel to orlando on thursday.ç let the house now observe a moment of silence in memory of the victims of the terrorist attack in orlando. >> a moment of silence ends in drama on the house floor in washington. first congressman jim himes walked out in protest. he says the silence mocks them when there's a lack of action on gun control. other members of congress began

shouting about various gun control bills and when they would be brought to the floor. >> act of 1991 to authorize activity -- >> house speaker paul ryan's spokesperson said democrats were politicizing a moment of silence and called that disheartening. in decision 2016, the presidential race is focused on the terror in orlando. both hillary clinton and donald trump are addressing gun control and immigration issues. the presumptive republican nominee slammed clinton during a speech in new hampshire yesterday. >> she wants to take away americans' guns and then admits the very people who want to slaughter us, let them come into the country. we don't have guns. let them come in. let them have all the fun they want. >> trump renewed his call to ban all muslims from entering the u.s. he went a step further, urging a ban on immigration from any part of the world with a proven history of terrorism. in cleveland, meantime, hillary

clinton went after trump's immigration proposals but did not mention him by name. >> inflammatory, anti-muslim rhetoric and threatening to ban the families and friends of muslim-americans as well as millions of muslim business people and tourists from entering our country hurts the vast majority of muslims who love freedom and hate terror. >> the presumptive democratic nominee called for banning the type of rifle used in the orlando massacre. she vowed to go after lone wolf terrorists if elected president. 4:17. the shooting in orlando has prompted pennsylvania senator bob casey to introduce a new gun control bill. the measure would prohibit the sale of a gun to anyone convicted of a hate crime in the past. >> we want to express our sorrow and also express what i believe has to be the reaction of public

officials. condolences and expressions of solidarity are not enough. we have to take action. >> senator casey unveiled the bill after meeting with members of the lgbt community in pittsburgh. we took the gun control debate right to people at a south jersey shooting club. ahead at 4:0, hear what local gun owners are saying. in other news, chester police are testing out a new piece of equipment. the department announced it's launching a pilot program to use body cameras. the tests will run through the rest of the year. the department hopes to have ten officers outfitted with the cameras. the goal is transparency between police and the community. >> we strongly believe creating and engaging in new practices will help to create a level of transparency and credibility between our community and police departments. >> it will cost between $70,000 and $100,000 to fund the cameras for all the officers. chester was given a $10,000 donation for the pilot program.

child safety is getting a boost in pennsylvania. yesterday governor tom wolf signed a bill into law that requires children under the age of 2 to sit in a rear-facing safety seat in the back of a car. the new law replaces the one that allowed kids of all ages to sit in front-facing seats anywhere in a car. new law takes effect in twoç months. police will issue warnings for the first year and after that, the fine is $125. now your nbc 10 first alert neighborhood weather with meteorologist bill henley. >> a beautiful morning, cape may, live view from the marquis de lafayette hotel. look closely. the flags are blowing in the wind this morning. that wind is going to stay with us and keep things comfortable, even at the shore. 60s right now for atlantic city. the humidity low this morning. be even lower this afternoon. mullica township at 65, woodbine 66 degrees to start with. we'll be clear and comfortable during the day today. northwesterly winds, just like yesterday, going to allow the temperatures to climb but the

humidity to stay low. upper 70s yesterday will be in the very low 80s this afternoon. we're still on track for rain at the end of the week. the chances of showers and possibly some thunderstorms for allentown, atlantic city, philadelphia and dover, all go up for thursday and friday. the first of those rain drops could arrive late tomorrow night. but today and tomorrow during the day, no problem. the clouds that are moving through this morning will keep on going and we'll see sunny skies and a quick warmup this afternoon. but the wet weather that is due in thursday and friday, that's moving into the midwest and still affecting areas farther to the west this morning. but it is going to slowly move our way. for now, high pressure will keep us clear. today no problem, tomorrow's looking nice as well. late in the day tomorrow, after we get a clear start tomorrow morning, that's at 5:00 in the morning, the clouds will start moving in by late in the afternoon. that's 5:00 wednesday evening. you can see clouds starting to move in to our area and then the

how lawmakers plan to vote this week on a bill that would toughen penalties for anyone caught texting and driving. the bill would increase the penalty for first offense from $50 to $100. the fine for drivers caught again would jump as high as $300. the bill must also pass the senate. governor jack markell will says that he will sign it. voters are split down the middle when it comes to bringing the casino industry to north jersey. there's a group of south jersey businesses called no north jersey casinos. they promise to defeat the ballot question in november that allows two new casinos to open near new york city. the pro, north jersey side kicked off its campaign last week. 4:26. a live look at citizens bank park where the championship of the phillies carpenter cup classic will be played next week. today is opening day for the tournament at fdr park in philadelphia. hundreds of local high school
