and our team coverage continues now with lauren meg inside council chambers for that vote. >> you just spoke with mayor jim kenny moments ago. it was a bit of a compromise. >> reporter: yeah, it was. he wanted a tax that was double what he ultimately got. but you could tell here today, that he is certainly happy with how things turned out. now, as you just showed, there was a cheer in council chambers today when this happened. let me show you what it was like in there. it was really packed. folks on both sides came out with signs today and packed the chambers. they waited for about five hours for this final vote to happen today. it was 13-4. and as we came out of there, i saw people who are for this smiling, hugging, cheering, and some long faces on the people who are not in favor of r ráy

into cars inside his neighborhood. >> the homeowner went back inside, retrieved the weapon. >> reporter: after the crash, that homeowner pulls out a gun and fires at the suspect who tries to run away. >> the homeowner shot him once in the arm. >> reporter: meantime, shop owners are cleaning up a big mess. >> bounced off of this wall and crushed into that tree and pieces of the car flew all the way right in front of my shop. >> reporter: diane questions why that homeowner would open fire in a busy intersection. >> it's a little surprising this guy jumped in his car with a gun and chased down the person. it seems a little bit extreme to me. >> reporter: by police say no charges have been filed yet. it's still quite early in this investigation. >> nothing yet. we're -- this is very fluid investigation. we're -- a lot to look at first. >> reporter: including multiple angles of surveillance video

president obama traveling to meet with the families of the victims of that mass shooting. the commander in chief arrived earlier this afternoon with vice president biden and senator marco rubio. they planned to meet privately with several families of the 49 victims. this is his tenth trip to a community shattered by a mass shooting during his presidency. 25 remain hospitalized, six in critical condition. doctors warn the death toll could rise. meanwhile, a senate committee is asking facebook to provide information about the orlando gunman. rob johnson sent a letter to facebook ceo mark zuckerberg. johnson says during the attacks at pulse nightclub, mateen made several facebook posts and searches. the fbi is also trying to determine how much mateen's wife may have known about the attack and if charges will be filed against her. >> communities continue to honor

between two men when one of them shot her several times. authorities arrested the accused gunman. cox had been campaigning ahead of next week's vote. both sides have sis pended their campaigns because of today's shooting. a nebraska town is mourning a little boy killed in a gator attack at disney world. lane graves was from elkhorn, nebraska. they remembered the child during a rosary service this morning. his family was vacationing at disney world when an alligator pulled the child into a lagoon tuesday night. officials believe graves drowned. no swimming signs were posted around the lagoon, but there were no alligator warnings. the sheriff says the boy's parents will not face charges. crash investigators have recovered the cockpit voice recorder from that egyptair jet that went down in the

mediterranean sea. egyptian officials say the so-called black box was damaged, by a recovery team was able to salvage the memory unit. the ntsb tells nbc news they are sending two investigators to cairo to help analyze the voice recorder data. it went down on a flight from paris to cairo last month killing ail 66 people on board.e we started off the day with a lot of the area getting rained on. some of that rain on the heavy side. by as expected, it's all quieting down as we go through the late afternoon hours. the last of the rain moving off the shore. the heavy stuff in central pennsylvania, look at this just dying as it was headed in our direction. that's good sign if you're looking for some clearing. nothing more than one or two little blips on the radar, couple sprinkles at the moment. we have cloudy skies everywhere.

69 in philadelphia. 67 pa suburbs. near 70 across most of the area. and of course at the shore, it's been a little bit cooler with the wind coming in off the ocean. but that 65 degrees, that's a fairly warm ocean temperature as we head into this weekend. and that's going to help the temperatures at the beaches because there will be sea breezes over the weekend. you can see it's 68 degrees in mays landing and little egg harbor. not a big temperature difference today partly because of all the cloud cover. we're drying out gradually. first, we've got the rain out of the way. and then the clouds are going to be getting out of the way. that comes next. we have colloilouds moving in r now. southern portions of the area are going to be getting some of the clouds tomorrow morning. and then we clear from north to south. and the weekend, as we've been advertising for days, it's going

to be a beautiful one. tomorrow, it's going to be quite an improvement over today. we could see the temperatures in the upper 70s to near 80 degrees. fox chase at 79. we start with some clouds and then that sunshine comes out in the afternoon. landsville, 79. allen town, 80. easton, we could see a shower in the afternoon in some parts of the lehigh valley. a brief shower. by still relatively warm. 81 in redding. we continue to see the clouds in the morning in new jersey. atlantic city, wilmington, dover, we got the rain drops there. that is for the morning. by afternoon, i would expect the conditions to be improving everywhere across the area. of course you can see your own seven-day forecast at the bottom of your screen at any time. as we head toward the weekend,

you're about to see video of a drunk driver slam into a store in england and plow right into a little boy. he was just picking out candy in the red shirt. it's important to note right away that the boy is doing fine. not before his family frantically dug their son out of the debris. you see that happening right now. happened back in may. police just released this video. the driver pleaded guilty and lost her license for three years. a colorado man says he was drunk when he left a $1,000 tip on a $46 bill.

ayes are 13, the nays are 4. >> with that philadelphia city council made history by voting to approve a controversial tax on sugary drinks. the 1.5 cent per ounce tax applies to sugary drinks that are bottled, canned or from the fountain. philadelphia becomes the first major american city with a soda tax. the majority of the money will fund universal pre-k. jurors in the chaka fattah trial just went home after their first full day deliberating.

lawyers met for much of the afternoon. >> we're live outside the courthouse. what can you tell us? >> reporter: what those lawyers were meeting about was not made public. there were two separate long meetings. the jury had lunch from 12:30 to 1:30. lawyers left the courthouse, and when they returned, they met in chambers. later in the afternoon, they met in chambers. after that, the jury was brought in and sent home for the day. we don't know what was being discussed. we don't know if there was any communications from the injury to the judge at this point. there were a lot of meetings behind closed doors. typically what you see when the jury is deliberating is a lot of waiting around. the defendants and the prosecutors waiting for word, waiting for questions. so far, no questions the jury has had have been made public. first thing this morning, lawyers from both sides got all of the exhibits ready. hundreds of exhibits, they were

shown throughout this five-week trial. they are all at the jury's disposal. they can thumb through the bank statements, e-mails, and other documents they were shown. at this point, no word if the jury is close to reaching a verdict or where this process stands. congressman chaka fattah and four others here are charged with a number of crimes. the jury has to sort through all of these crimes and determine the guilty or innocence for each of these defendants. they will all be back here tomorrow morning for another day of deliberations. nbc10 news. in today's nbc10 responds, a local family is frustrated after they were told a faulty water line in their fridge could not be mixed. >> after the family heard from the company, they just weren't happy about it. we have their story. >> when i came down the other morning, i opened it and nothing

the spca received a tip through its cruelty hot line and serve add washt on two separate homes. officials estimate 30 to 50 cats were living together in the apartment on the first and third floors. the residents willingly submitted the animals. a spokesperson says the homes were unfit for the animals. >> the conditions on the first floor are what i would describe as filthy. feces, urine, bugs throughout. >> the cats were taken to a shelter hospital evaluation. >> investigators are trying to figure out what caused this home in gloucester county to go up in flames this morning. no one was hurt. the ride to and from school could soon be a little safer from students. that's what lawmakers want to do. plus, the cost of the summer

>> this is the fifth year of the festival. this is video from last year's event. this year's big acts include mumford and son and florence and the machine. it runs through sunday. from our delaware bureau comes a revamp at a new castle county fairground. campers are getting their first look at a number of upgrades and additions. they include new hookups for water, sewer and electrical service. other improvements include a new bathhouse and five new walk-in tent sites. >> we're thinking it will allow people to stay longer, come more often. it's certainly now built to accommodate campers. >> other recent additions include a zip line course. the opening of a new beer garden along the wilmington river front is being delayed.

washington. that's not coming anywhere near us. and so we're overall in pretty good shape as we see those light showers headed down from redding pretty much falling apart. the other thing that's happening, this massive area of dry air goes from new york state all the way up to canada is going to be moving down this way. and that's why we're going to be seeing such improvement in the weather. cloudy skies everywhere. temperatures mostly in the 60s. let's see how delaware is doing. 60s here. wilmington, 69 degrees. the delaware beaches have been colder than the rest of the state, and they are again today. lewis beach at 65. bethany beach at 66 degrees. but that rain that we saw earlier, moving out. could get a light shower in part of the area, maybe some more

rain later on tonight. we showed you one computer model earlier that had some rain in delaware and south jersey in the middle of the night. this particular model just in, minutes ago, not showing very much. it's showing the drier air coming down pretty early. 7:00 a.m. already starting to get into the philadelphia area. and if we get the sunshine earlier in the day, we'll hit 80 degrees again. areas to the north are likely to hit 80. but you can see how cloudy it still is in delaware and south jersey. it's going to take pretty much all day for that clearing to take place. could be one or two showers up toward the lehigh valley in the afternoon tomorrow, but that would be relatively brief. so let's go flying around the area and see what to expect. we have a mix of clouds and sun in redding at 81 degrees. easton at 82.
