16 hours and counting. right now house democrats continue the gun control sit-in. they vow to stay there until a vote happens. new jersey has the cheap egs gas in the tristate area, but for how much longer? today talks will begin about a possible 23-cent gas tax. and right now tracking showers and thunderstorms. some rain expected later this morning and then again this evening. it's 4:00 a.m. good morning. this is "nbc 10 news today." it's thursday. i'm tracy davidson. let's find out about that rain

with meteorologist bill henley. >> tracy, we're starting off clear in our area of any rainfall. there are some clouds around in philadelphia. 71 degrees with a southwesterly wind at 5 miles an hour. 60s now in the lehigh valley. a dry start there. 70 degrees at 7:00, but by 10:00, we could see some showers and a chance of some thunderstorms in the area. that's true of philadelphia as well. 71 right now. a little cooler, just a little bit, at 6:00. by 9:00, clouds will be building. showers and thunderstorms are a possibility. the threat this morning, later this morning and into this afternoon, and then another round later today. that will combine to keep temperatures much cooler this afternoon. upper 70s for new jersey and the lehigh valley. 81 degrees in dover. delaware is going to see some showers and thunderstorms. in fact, a better chance of seeing some wet weather. here come the clouds. they're already starting to move

in. the system we're watching is now in southwestern pennsylvania. the heaviest weather is to the south. this is trending to the southeast. likely to carry across to maryland and into parts of delaware, possibly south jersey as we go into the late morning hours had and again later today. i'll go through the futurecast and look at the threat for our area when i come back in ten minutes. right now, here's a traffic skbrup da update. >> we're watching the vine street expressway right around 24th street. westbound traffic right now is open. if you're headed to the schuylkill expressway, you'll be just fine. our 30th street station that way through center city. the eastbound lanes are closed this morning with that construction. access to 95 will be limited until about the 5:00 hour unless they pick it up a little early. westbound lanes open, eastbound lanes closed in between the schuylkill and broad street over the vine street expressway. take local vine as your

alternate there if you're headed eastbound. also watching for an accident in norristown on stainbridge street and james street. now new jersey roads. there's some jux kruk out there when i come back in the next 10. now to a developing story. just after 4:00 a.m., and historic gun control protests continue on the house of representatives. democrats are staging a sit-in that is about to enter its 17th hour. nbc 10's matt delucia is live in the digital operations center following what's been happening all night long. this is historic, matt. >> absolutely, tracy. it's been quite a morning. almost 17 hours ago this started. it was a little before 11:30 yesterday morning. first i'll tell you what has happened most recently. just before 1:00 this morning, house republicans took back control of the floor and set up a vote to adjourn until july 5th. that vote passed, so the house is in recess now until after the

july 4th holiday. earlier in the night, house speaker paul ryan, he tried to bring the house to order, but the democratic lawmakers continued chanting "no bill, no break." again, you're looking at a live picture. this is from the c-span feed coming from the house. paul ryan said there would be no vote on gun control bills that have already been defeated in the senate. let's go back a little bit and talk about how this all began. yesterday morning, georgia congressman john lewis started this sit-in. he's upset that four gun policy measures failed to move forward on monday. lewis and some of his democratic colleagues say they will not end their sit-in until there's action on gun control. so he spoke about that yesterday. he says he's calling on the leadership of the house to bring common sense gun control legislation to the house floor, saying give us a vote, let us vote.

now, congressman brendan boyle, a democrat from pennsylvania, he stood up just before 11:00, saying in part that there is a stain on the soul of america, we must heal it, and it begins tonight. now, of course, we've been looking at live pictures throughout the night and throughout the morning. one key thing to point out here is that the house controls the cameras that you see there. so in that video that you've been looking at this morning, it might look a little different, a little odd. no professional cameras. that's because the cameras were turned off. so a lot of the democrats that are on the house floor right now, they've been using social media and the app periscope to try to show what is going on, on the house floor and what has been happening throughout the night. so they've been using social media quite a bit. of course, we've also been seeing some of the protests outside the capitol as well. we're working on all these live pictures for you and some new audio that just came in from a news conference that happened about 10, 15 minutes ago. i'll have that coming up in the

next 30 minutes. for now, i'm live in the digital operations center. >> matt, thank you. it's 4:06. now a developing story from overseas. polls are now open in britain for the so-called brexit referendum. voters are deciding whether the country should leave or stay in the european union. those who want to leave say it's a matter of sovereignty and national identity. the remain campaign led by david cameron contends britain is safer inside the eu. new information now. congressman fattah will meet with lawmakers today to talk about how soon he will step down. he submitted his resignation but said he would stay in office until october 3rd. house speaker paul ryan wants him to leave now. a jury found fattah guilty of taking a loan for a failed mayoral campaign and using taxpayer money to pay it back. despite his conviction, a pastor

who is in fattah's district, still pointed to the good that he did. >> he definitely did a lot for the community. he was present. he was available. he was around for the people. i'm hoping that things work out all the way around and that he's on our prayer list. >> if fattah resigns now rather than later, governor tom wolf would have to call for a special election within ten days of the resignation. that election would take place 60 days later. with a little more than a month to go until the start of the democratic national convention in philadelphia, the city is making a change in how it will deal with protesters. the city has reversed its plans to hold arrested demonstrators at the now closed holmesburg prison. >> i want americans to be able to speak at the convention. it is the core of democracy. there's just been too much -- too many efforts to suppress it.

>> the dnc organizing committee and mayor jim kenny have repeatedly welcomed protesters and asked large groups to take out permits at city hall. convention workers are making room for the 6,000 delegates who will pack the floor during the dnc. crews have removed seats for a stage on the side of the arena, not the end, so the media and delegates will have a better view. dnc officials say excitement is building for the historic event in philadelphia. >> we will see the first african-american president transitioning to the first female nominee. >> crews are also working to convert the suites into several dozen mini tv studios for broadcasts, including one for nbc 10. today new jersey lawmakers will hold a hearing on a proposed gas tax increase to raise money to fix the state's roads and bridges. assembly members will discuss a bill that would raise the wholesale fuel tax by 23 cents a

gallon. governor chris christie said he's open to negotiation on the bill. the money is needed to replenish the state's transportation trust fund, which is due to run out of money at the end of this month. nine minutes after 4:00. a view of boat house row. pretty quiet right now, but clouds are starting to move in overhead. with those clouds will come showers and thunderstorms. there is a potential of strong thunderstorms for parts of the area. a range of temperatures. low 70s in philadelphia. at the shore, 70 degrees. south jersey, delaware, the suburbs, lehigh valley, the ball dropped into the 60s right now. a couple spots in the 60s for philadelphia. center city, northeast philadelphia are in the lower to middle 70s right now. it's a bit muggier this morning. some of that humidity will be

around to fuel showers and thunderstorms. look at the mass of storms we're tracking this morning through west virginia and into virginia. this is the most active portion of this area of storms. it is trending to the southeast. to the north, you can see scattered showers and thunderstorms in southeastern pennsylvania. those are also trending to the southeast. most of the heaviest weather from this area of storms will be staying to our south. we should get some moving into the area, and that's going to happen later this morning. futurecast shows at 9:00 this morning lots of clouds. the first rain drops pulling into delaware, central and southern delaware. potentially strong thunderstorms for washington, d.c., but missing us at that time. at noontime, we'll see those showers move into new jersey with a few scattered showers in the philadelphia area. less likely farther to the north. the lehigh valley could see scattered showers but much lighter than what we're going to see to the south and east.

that's at noontime. there's a potential for heavy downpours moving through cape may county at that time. as we go into the afternoon, there will be some breaks in the precipitation, some scattered light showers. during the evening hours had,, chance we'll see more storms pushing to our southwest, moving through baltimore this time. that area could be impacting parts of delaware as we go into the late night hours overnight tonight. so this is a severe weather outlook. the farther south you go, the greater chance of seeing strong, if not severe thunderstorms, with damaging winds and large hail. greater to the south in southern delaware than it will be in philadelphia and into the lehigh valley. an eye on the sky during the day today. keep an eye out for those storms as they pop up this afternoon. instead of upper 80s, we're in the upper 70s to near 80 degrees this afternoon for philadelphia, the suburbs, and the lehigh valley. to the south, there will be breaks of sunshine, but mostly cloudy skies.

it is 4:15. 72 degrees outside. we continue to follow developments from washington. an historic event is going on. a live look at the house floor where democrats are staging a sit-in over failed gun control legislation. this has been going on now for about 17 hours. democrats are refusing to leave for their summer recess until a vote is taken. about a half hour ago, republicans ended an all-night session and actually left the chambers. stay with nbc 10 news and the nbc 10 app for updates from washington, including reaction from local democrats. from the nbc 10 south jersey bureau now, atlantic city is auctioning off 120 properties today. a mix of residential and commercial lots will be auctioned. today's auction starts at 11:00 at the atlantic city convention center. if you want to check out the properties being auctioned off, just click on the nbc 10 app and look for this story. we have new information this

morning. the three people arrested heading into the holland tunnel with a car full of guns have pleaded not guilty to weapons charges. john ramsey and dean smith. police stopped their truck on tuesday when they saw a cracked windshield. they found a number of rifles, handguns, and knives. investigators say they said they were on a mission to rescue a kidnapped teenager on heroin in new york. defense attorneys say police unfairly targeted their client. >> they were stopped for what was on the vehicle. there's no doubt in my mind they saw all these people expounding second amendment rights and stopped them because they figured they had guns. >> a judge ordered the three held on $75,000 bail each. the owners of pulse nightclub will hold a fundraising event today to remember the victims of the june 12th shooting massacre.

the event at an orlando park will be latin themed just like the night was of the mass shooting that left 49 dead and more than 50 wounded. money raised will benefit pulse nightclub employees. meantime locally, nbc 10 at franky bradley's in center city last night for the love is love fundraiser. all the money raised here will go to help orlando shooting victims and their families. 72 degrees, 4:18. we're tracking some strong thunderstorms that are possible for parts of our area during the day today. they're not here yet. later this morning, into this afternoon, and again this evening, we could see some wet weather in the area. the clouds are already moving our way. look at the storms now in pennsylvania. they were in chicago last night. they have been on the move since then. these very strong, if not severe, thunderstorms are

heading towards virginia and will likely impact into virginia and maryland. a possibility we'll see some of that activity into delaware and south jersey. but once we get past it today, we're on track for sunny summer weekend and a warm one too. friday and saturday we'll see temperatures in the 80s, warming up to 86 degrees in philadelphia on friday. in the 70s at the shore. a little warmer on saturday. sunday afternoon, 90 degrees for philadelphia. cooler at the shore, 83 degrees. so plenty of sunshine is on the way for the weekend. right now if you're heading out, dry and cooling. 60s for the lehigh valley, the suburbs, and delaware. south jersey is at 64 degrees. 71 degrees in philadelphia. not going to get a lot cooler thanks to the clouds. the suburbs right now with 60s will warm into the upper 70s to low 80s this afternoon. really much cooler than yesterday thanks to the clouds that are already coming in this

center city. westbound lanes are all open with that construction. the eastbound lanes are blocked. if you're headed towards 95 and you typically take the vine street expressway through center city in the eastbound direction, watch for loan closures still there. westbound lanes are all open. there's also police directing traffic in norristown on west main street between dekalb and pike street. in bass river township, there's a downed pole at route 9 and hammondton road. detours in that area because of that. mass transit pretty much running on or close to schedule for the most part with no reported delays. tracy? a baby black bear is still recovering in north jersey this morning after leading police on a chase. police think this is the same bear that's been spotted in a few north jersey neighborhoods. they think it was hit by a car several days ago in bergen

county. yesterday police got a call about the limping bear and chased it through two towns, up into that tree. wildlife officials tranquilized the bear, caught him in a net. it's hard to watch when he falls, but he's okay. they caught him in the net. neighbors stopped their cars, came out of their homes to see what all the commotion was about. >> translato >> i wasn't scared. i really wasn't. >> i get a call from my 80-something mother and she said she sees a bear. okay, ma. i come -- >> running. >> yeah. >> wildlife officials say they will nurse the bear back to health then release him back into the wild. making a difference. if you know an organization that is in our area, we need to help by rewarding them with free money. we are giving away grants, free money, to local nonprofits. we call it 21st century solutions. the goal is to support organizations that are implem t
