bill henley this morning with his first alert neighborhood forecast. this is a close look at conditions across our region. good morning, bill. >> good morning, lauren. we're seeing a nice start to the day today, nice and cool, we're in the 60s right now. look at the warmup we're in store for. 80s this afternoon, delaware starting off in the low 60s. 63 degrees now. nice and sunny at 7:00. 66 and into the middle 70s this morning. humidity may be creeping up a little bit. winds out of the south are going to be bringing some humid air. you'll feel a little bit of a different today. look at the warmup, 64 degrees by 6:00. by$ç9:00, 73 degrees. into the 80s today and at the shore, inland it's 80s, 77 degrees at the shore. go through the forecast hour by hour when i'm back in ten minutes. jessica boyington is watching your first alert traffic on a monday morning. >> we're watching the vine street expressway. this is headed through center city around 24th street.

you can see all lanes are open right now. we don't have to deal with the early morning construction. drive times, 95 and the schuylkill expressway into center city looking great. 13-minute drive times at the most. the blue route having no problems, schuylkill to 95, 15 minute there. lower merion on conshohocken state road and millcreek road. lauren? >> thanks, jessica. homicide detectives are investigating a murder in northeast philadelphia this morning and the weapon used was a crossbow. nbc 10's matt delucia is live at the scene. matt, what are you learning about the victim and this murder? >> lauren, philadelphia police say it's not the first time they've been called to this house. i'll step out of the way. we're on the 3100 block of willits road. the woman was shot with a crossbow in that house right now and ran next door to the house on the left looking for help. take a look at video. this happened just before 9:30 last night. police got a call to come out to this location. they found the woman in the

doorway of the neighbor's house bleeding heavily from the chest. the crossbow went through her body, through a couch and into the wall. this woman was rushed to ar ra torresdale, taken into surgery but died a short time later. the suspect was the victim's boyfriend. he was arrested without incident. the man here has been going through some issues in the past month or so, they've learned from neighbors. investigators are trying to piece together what led up to this man pulling out that crossbow, a weapon typically used for hunting. police left the area about a half hour ago. all you see now here is a pile of crimdç scene tape. live in northeast philadelphia, matt delucia, nbc 10 news. nbc 10 has learned folcroft police officer chris dormen recovered from being shot seven times just days ago is expected to get out of the hospital today. we are also learning more about what was happening as colleagues rushed to come to his aid after

he was shot. >> i was shot! i was shot! i was shot! >> during the moments he was in danger, a dispatcher's computer suddenly began to reboot. that dispatcher did not lose touch with those responding after moving to another computer. a separate problem involved summer temperature swings interfering with police radios. >> periods of time when the radio frequencies go out, they don't hit the tower, the antenna, there's nothing to trigger this. this is an act of nature. the bad part is it's happening. the good part is, the county is responding. >> now, in this statement to nbc 10, delaware council ordered an investigation of all communications systems and

beyond. he was shot during a drug investigation. the officer suffered multiple gunshot wounds, including to the face. but he is expected to make a full recovery. the suspected shooter, donti island remains in jail, charged with attempted murder. court records show he served years on prison on federal gun charges. yesterday, officer dormen took a call from country singer kenny chesney. folcroft police posted this photo from the hospital. chesney apologized to dormen for mistakenly saying he had died from his injuries during a tribute at his concert in philadelphia. he mentioned the officer after socialç media just lit up with calls for chesney to give a shoutout to the officer who is a big fan. chesney tweeted about the call, saying of officer dormen, quote, he is doing great. i told him we'd watch an eagles game and have some beers one

the temperatures have cooled off, into the 50s and 60s. a live view looking across the delaware, no sign of any fog here. the view from the adventure aquarium. the temperatures are still cooling at this hour. 50s in interior new jersey and at the shore. while it's in the 60s for philadelphia, delaware, the suburbs, cooler, low 60s in the lehigh valley. 60 degrees. nice and clear this morning. there are some clouds in our future during the day today. most of them coming in this afternoon. right now, chestnut hill, andorra, parkside, 63 degrees. warmer in bustleton and winchester park. society hill is 66 degrees to start with. we'll warm back in the 80s today. a wind out of the south that's going to help to boost our temperatures this afternoon. the forecast wind of 11 miles an hour in philadelphia, just a little bit stronger for wilmington and delaware and wildwood, those are onshore winds. it will be cooler at the shore. instead of 80s, you'll find 70s there. here's your hour by hour

new from overnight, a man is dead after breaking in his exgirlfriend's home. police tell us it was her new boyfriend who shot him. police got the call about the shooting on edgewood street around midnight. a man was found shot in the head. the man was climbing through the window of his exgirlfriend's home when he was shot by her current boyfriend. police say there were two kids inside that home but no one else was hurt. they're still waiting to hear if anyone will be charged. now it a developing story. we're watching the global markets after last week's decision by britain to exit the european union. this morning, asian markets recovered today. stocks on japan's nikkei index gained more than 2% of total value. the british pound is down again today. the dow jones will open later this morning.

more than 600 points lower than before the brexit decision. today secretary of state john kerry will visit london in the wake of the historic brexit vote. kerry huddled with eu leaders in brussels yesterday to try and calm tensions. meanwhile, a revolt is brewing in the uk over the decision to leave. an online petition calling for a do-over vote has more than 3 million signatures so far. scotland's leader says she'll look at all options to honor her people's vote to stay in the eu. our presidential candidates having more to say about the uk's decision. in scotland over the weekend, republican donald trump said the same anger that fueled the brexit vote in england will spill over to the u.s. yesterday in indianapolis, democrat hillary clinton blasted trump for promoting his golf courses. >> bombastic comments and

criminalics, another case involves the corruption conviction of former virginia governor bob mcdonnell. the third case concerns a federal law that keeps guns out of the hands of people convicted of domestic violence. as west virginiaens continue surveying damage, people are bracing for more rain today. 25 people were killed over the weekend after flooding. one woman said her community smelled like death. the national weather service has issued a flash flood watch for 22 counties today. meantime, people are coming to terms with everything that's been lost. >> 23 years of stuff just being thrown out. it's hard. >> we'll work together as a team and try to work something out. i really don't know. the unknown is scarier than the known. >> yesterday president obama declared a major disaster in the state. if you live in bucks county, you can take a deep breath. the bear that's been roaming
