out. ♪ ♪ all i wanna hear is get down, get down. ♪ ♪ get down, get down. nbc 10 breaking news. >> that breaking news this morning, a decision that is probably the most significant ruling on abortion law in 25 years. this morning, the u.s. supreme court struck down regulations on texas abortion clinics. it is being called a big victory for abortion rights supporters. this is a live look outside the supreme court building in washington, d.c., where activists on both sides are reacting to the decision. the court found the restrictive texas law known as hb-2 unconstitutionally limited a woman's right to an abortion. nbc news national correspondent brian moore has the details on the decision and what it means. brian? >> reporter: yeah, lauren, this

was the very last decision day of this term, and historic, extraordinary term to begin with. and this is a sweeping victory for abortion rights forces. texas had a very restrictive law that required a couple of things. one of them is that doctors had to have admitting privileges at local hospitals, and the second was that hospitals where abortions were performed had to have very high standards, the same as outpatient surgical centers. well, the court decided today that those were unduly burdensome on women trying to get abortions by a 5-3 ruling. the court struck down that texas law. it's a law that also is in similar form in a dozen other states. so there's no doubt about it, this is a defeat for people who are opposing abortion, a defeat for a new method to try to roll back the roe v. wade supreme court ruling that legalized abortion. so today the court, a big finish

spectacular weekend. and we've got a pretty nice start to the day. had some low clouds, some fog, and a couple of spots. 77 degrees now with a lot of sunshine in philadelphia, and up to 81 degrees in parts of the lehigh valley already. the doppler radar showing things are quiet around the philadelphia area, but we've got a couple of tiny little showers moving into central pennsylvania. that's just the beginning of an increase in moisture around here. temperatures into the mid 80s at least across much of the philadelphia area this afternoon. the shower threat doesn't come generally until this evening. a little bit sooner in the p.a. suburbs. perhaps even by 6:00. lehigh valley, best chance of but much of the afternoon is really nice, and as you can see, most of the south jersey and delaware are dry through 6:00 p.m., and then a chance of showers coming in later tonight. we do see that coming as we go

through the afternoon. here's the future cast. we're not talking about very much. and here we are in the afternoon. there we go. by 4:00 to 5:00, some showers in the lehigh valley and in burkes county, and then more on the way. i'll have the timing on that with the rest of the forecast in a few minutes. >> thanks, glen. police arrested a northeast philadelphia man for allegedly murdering his girlfriend with a crossbow. just before 9:30 last night, police found the victim in the doorway of her home bleeding heavily from the chest. she was rushed to the hospital where she later died. police say the bolt of the crossbow wept through her chest, through a couch, and into the wall. investigators say the suspect had a history of domestic violence. >> police have been out here a couple times before for him. according to the neighbors, things in his life appeared to start to go downhill recently, within the last month or so, but

culminating tonight with this incident here with the crossbow. >> police said it appears children do live at the home, but that they were staying elsewhere at the time of the killing. nbc 10 has learned chris dormand, recovering from being shot seven times just days ago, is expected to get out of the hospital today. we're also learning more about what was happening as colleagues rushed to come to his aid after he was shot. this is a live look at presbyterian hospital in university city where officer dormand is expected to be released from today. police and fire officers will escort dormand to his home. the motorcade will go past the fire house in fulkroft where water jets will be sprayed as he rides past the building. >> i'm shot, i'm shot! >> during the moments where officer dormand was in mortal danger, delaware county confirmed that an emergency dispatcher's computer suddenly began to reboot. that dispatcher moved to another computer and did not lose touch

with those responding to get dormand help, plus track down the sçk]çq). a separate problem involves summer temperature swings interfering with police radios. >> periods of time when the radio frequencies go out, and they don't hit the tower, they don't hit the antenna. there's nothing to trigger this. this is an act of nature. the bad part is it's happening. the good part is that the county is responding. >> in this statement to nbc 10, delaware county council ordered an investigation of all emergency communications systems during the officer dormand shooting and beyond. officer dormand was shot during a drug investigation. the officer suffered multiple gunshot wounds, including to the face, but he is expected to make a full recovery. the suspected shooter, dante island, remains in jail, charged with attempted murder. court records show he served years in prison on federal gun charges. yesterday, officer dormand took a call from country singer kenny

cheese knee. folcroft police posted this photo from a hospital. chesney apologized for mistakenly saying dormand had died from his injuries during a tribute at his concert friday night. chesney mentioned officer dormand after social media lit up with calls for chesney to give a shoutout to the officer who is a big fan. chesney tweeted about the call, saying of officer dormand, "he's doing great, told him we'd watch an eagles game and have beers one day. here's to a speedy recovery." a man is dead after police say he broke into his ex-girlfriend's home on edgewood street around midnight. police say the man was climbing through his ex's window when her current boyfriend shot him in the head. police say there were two kids inside the home, but they were not harmed. there's no word yet on whether the boyfriend will face charges. a 17-year-old boy is in stable condition after getting

shot in the arm in west philadelphia. detectives say the teen was standing near 54th and vine street when someone opened fire across the street with a semiautomatic weapon, then took off running. so far, police have not made any arrests. police are investigating another shooting in west philadelphia. nbc 10 was on crayton street, and that's where police say a man was shot twice just before 11:00 last night. officers took him to the hospital where he's in critical condition. one person was hurt after an ambulance collided with a car in philadelphia. nbc 10 was on the scene at roosevelt boulevard and front sheet in olney. police say the ambulance also glanced after a building just after 2:30 this morning. we're working to find out about the victim and which vehicle that person was in. police in north jersey are still searching for the person responsible for running down an killing the cousin of 76ers first overall pick pben simmons. 21-year-old zachary simmons was struck and killed early saturday

morning in hoboken. police say the suv that hit him left the scene. the victim's mother says the police told her the suv was going at least 70 miles an hour at the time. the speed limit is 25. simmons tweeted this picture with his cousin, who was with him at thursday's nba draft with the #ripzacharysimmons. today, the pennsylvania budget battle resumes in harrisburg. it appears lawmakers will not have a spending plan before the new fiscal year begins in four days. governor tom wolf and republican leaders have not unveiled a bipartisan package. lawmakers are negotiating behind closed doors. up next, sharing the stage. democratic presidential candidate hillary clinton's joint appearance with the person many call her best weapon, senator elizabeth warren. plus, flood ravaged west virginia braces for more storms, as national guard teams move in to help survivors of the flood

in decision 2016 this morning, presumptive democratic nominee hillary clinton is hitting the campaign trail with a woman who has been mentioned as potential running mate.

this is a live look at cincinnati in the important swing state of ohio. just minutes ago, massachusetts senator elizabeth warren appeared side by side with secretary clinton. senator warren is very popular with members of the party's progressive wing, many of whom supported clinton's opponent, senator bernie sanders. a new nbc news "wall street journal" poll shows both clinton and donald trump remain widely unpopular. 60% of those surveyed had negative views of trump. 55% had negative views of clinton. president obama fared better in the same poll. it found more people had a positive view of him than those who view him negatively. by 48% to 41%. now to the latest on the fallout over britney's vote to exit the yaur peen union. british prime minister david cameron just spoke and said the referendum result is not the

outcome he thinks is best for his nation. he says the uk will not trigger formal talks right now and there will be no immediate change for eu citizens living in the uk. meantime, john kerry is in the capital of the european union. secretary kerry held talks this morning with nato secretary-general in brussels belgium. kerry said the uk's involvement with nato is as important as ever, despite the vote to leave the eu. >> we all anticipate an even stronger nato going forward, because the clarity is going to be important. >> german chancellor angela merkel says eu leaders will meet tomorrow in brussels to discuss how much time britain needs to untangle itself from the group of nations. taking a live look now at the new york stock exchange. stocks open lower on wall street following biggerfs losses in

europe as investors continue to deal with the fallout of the brexit vote, down now 315 this morning. the u.s. treasury secretary says our economy may see an impact, but there is no sense of a financial crisis developing. today. the pound plunged to its lowest level in three years on friday. this morning, it fell another 2.3% against the dollar today. britain's treasury chief is trying to ease concerns. he's saying the economy is as strong as it could be to face the uncertainty. >> i think the whole country is going to melt down. >> i'm just really sad about it. i can't believe that it went that way. >> we're the sixth largest economy in the world. who wouldn't want to work with us? i'm sure we'll be all right. >> a survey shows many companies are looking to move business out of the country. a break in the weather allowed search and rescue teams in west virginia to finally go door to door to look for people

who had not been heard from since the deadly flooding began there last week. nbc's morgan radford has an update from white sulfur springs, west virginia. >> reporter: 300 national guard troops are already on the ground here in west virginia and they're cleaning up construction like this. you can see the vehicles, they're reaching into this river. that is where a road has completely caved in. 500 homes across the state of west virginia have been damaged or completely destroyed. many people in these hard-hit areas, they're waking up in shelters today. that's because many of them, when those flood waters hit, they fled with only the clothes on their back. today, they can apply for federal assistance from fema, and where the national guard cannot reach in hard-hit areas, neighbors are coming in to fill in the gap. they're setting up relief stations so people can have all the supplies that they need, and that's especially with another flash flood warning in effect. i'm morgan radford reporting from white sulfur springs, west virginia. now your nbc 10 first alert

neighborhood weather with chief meteorologist glenn "hurricane" schwartz. >> there are more thunderstorms in parts of that area right now and additional warnings are being issued. we have a lot of sunshine around here. we had nothing but sunshine over the weekend for much of the area. up to 81 already in lehigh valley. rest of the area generally in the 70s, including at the jersey shore, where the wind is. coming in off the ocean. so it's lower 70s in atlantic city. 71 degrees, while 78 degrees in mays landing and woodbine. so that's the kind of thing that's going to happen for the rest of the day. into the 80s inland and stay in the 70s on the beach. on the doppler radar, nothing close by. we have a couple of tiny showers near harrisburg right now. we only have isolated showers expected during the day today. and we'll show you where they're coming from. there they are. there's 3:00 in the afternoon. and it's really nothing around

our area yet. but as we go into the evening hours, dinnertime, we can start to see some isolated showers, northern and western areas. lehigh valley, burkes county, chester county getting some showers. this particular model has some more showers moving in to south jersey by 8:00 tonight. other models have just one or two little showers in this area. so the chance of rain in any one spot today is still on the low side. but that's a different story. we do expect more in the way of showers and thunderstorms during the day tuesday. even in the morning it's possible. you can see this model has some pretty heavy thunderstorms in the philadelphia area right then, around 10:00. another round at noon. so we could have more significant stormy weather and heavier rain for philadelphia southward tomorrow. today, the bigger threat is up in the lehigh valley. here comes some more tomorrow

afternoon. there are cases where it could rain more than once during the day. temperatures getting into the -- well into the 80s. 86 at bella vista. 86 in reading. but the humidity is going to be higher than it has been over the last several days. hadenfield at 85 degrees. e.r.a. isn't any part of the area that i can count out for any kind of thunderstorms. so there we are, as we go to philadelphia today and tomorrow. look at the jersey shore tomorrow. 73 degrees with a stronger on shore wind. generally dry on wednesday and thursday, and then a chance of showers coming in friday as we

and get tested. dr. rashida kabir is the@lc÷raj director of community-based health services for access matters. thank you for joining us. >> thank you for inviting me. >> i was looking at some of the numbers for our area. let's start off talking about that. i think some people may be surprised about what you have found here. tell me a little bit about that, and then what you are recommending for folks here. >> right. according to the aids activities coordinating office of the philadelphia department of public health, there have been approximately 19,000-plus individuals identified with as being hiv positive. about 10% of them don't know their hiv status because they haven't been tested. we know that there are more than about 40,000 people living in this metropolitan area who have hiv. the concern is that those individuals who don't know their status, one, are not having the benefit of the advances we've

made in medical care, and they are spreading the disease unknowingly. >> so what are you doing to reach out to them now to make sure they do get tested? >> well, we at access matters have been fortunate to have been awarded a five-year grant from the centers for disease control in a project we're calling brothers united. it is what's called a high impact prevention project, and a collaboration between the hispanic family center of southern new jersey in camden, and in our partnership, we are looking to target men of color with hiv prevention education and outreach as well as testing, and along with the usual care that we give to those identified as hiv positive, which includes case management and linkage to care, we're also focusing on those who are hiv negative. these individuals, we want to keep negative. and so getting them connected to primary medical care, to assure that they have access to

insurance programs, and to prep, which is a pre-exposure p profilaxis, so they can hopefully reduce their risk. >> you mentioned there are folks out there who don't know that they are hiv positive. >> yes. >> it is scary to get that test. tell me what resource are available if you do come out with a positive result. >> well, certainly immediate access to medical care is all of our primary concerns. we're very fortunate in philadelphia to have a number of centers of excellence to provide medical care to hiv positive individuals. there are support programs like access matters and hfc in southern new jersey who can provide case management support and linkages to a whole host of services, housing, and drug treatment, if that's necessary. so there are plenty of resources. what becomes really critical, especially today, is being able to get tested. the test is very quick, one

the wawa welcome america festival is under way today. it is eight days of free family fun leading up to the fourth of july holiday. nbc 10's tim furlong is live at franklin square this morning with more on this. tim, there is so much i just want to pack it all in. >> i know, i saw the list, i'm like, that is a lot of stuff going on in philly. we're here at franklin square park, which if you've never been here really is one of the great family spots in the entire city of philadelphia. a lot of cool stuff leading up to monday night's fireworks and concert. tonight it's 7:00, the franklin institute is going to bring their interactive pixar exhibit to the square with all sorts of free activities. my son saw the exhibit and absolutely loved it, so come out and do that for free. take a look at this full screen of some other events going on. there's a flag mural dedication along north columbus boulevard. it's free museum day at the ben

square. i'm tim furlong, nbc 10 news. >> now your nbc 10 first alert neighborhood weather. >> another great day at the shore today. plenty of sunshine for these beach goers in cape may as we take a live look right there right now. nbc 10 first alert chief meteorologist glenn schwartz is here with our forecast and some other stuff we've got to be looking out for, right, glenn? >> yeah, we're in pretty good shape for today, but things will be changing over the next 24 hours, so enjoy the sunshine and warm weather, if it's the sort of thing that you like, especially in the lehigh valley where there's nothing but sunshine, and it's already into the 80s in parts of that area. 76 degrees, a lot of sunshine in the pennsylvania suburbs, chester county, buck, montgomery county, and delaware county. the doppler radar showing the nearest activity, central pennsylvania and even that is not very impressive. we just have one or two showers out there approaching potsville. again, that's pretty far away

from just about any part of our area. so, we don't see much of a threat in the philadelphia area by 6:00. later this evening, yeah, we could see a couple of showers. may want to take the umbrella with you this evening. and then tomorrow morning, we have the threat of showers. so it's not just an afternoon shower an thunderstorm kind of thing tomorrow. could have multiple threats. north and west, again, especially in upper bucks, montgomery counties, burkes county, lehigh valley, could see some showers by dinnertime. and then a little better chance later on during the afternoon and then tomorrow is a totally different story. more on the timing of when that heaviest rain is. co-i coming in just a few minutes. in california's capital, investigators are looking into a white supremacist rally that turned violent with people getting stabbed. ten people got hurt at the rally

outside the state capitol in sacramento. police say hundreds of anti-fascist protesters con fronted a smaller group of white supremacists. they were smashing glass at the capitol. two people with critical stab wounds are expected to recover. so far, police have made no arrests. imagine this -- you are two hours into a flight, and you're told you have to turn around to make an emergency landing. the moments after touching down, you see the wing of the aircraft engulfed in flames. nbc's tom costello reports that was the case for more than 200 passengers this morning. >> reporter: a terrifying sight no airline passenger wants to see. the engine, then the wing of a singapore airlines passenger jet on fire monday morning on the tarmac at a singapore airport. the boeing 777 on its way to milan, italy, was forced to turn around, the airline says, following an engine oil warning message.

moments after making an mr emergency landing, the right engine caught fire. frightened passengers had to wait inside the plane until firefighters could douse the flames. the woman who took these images writing on facebook, i just escaped death. i thank god i'm alive. i'm going to hug my kids. all 222 passengers and 19 crew members got off the plane safely. singapore airlines says it will cooperate fully with investigators to determine what went wrong. >> that was tom costello reporting. one aviation expert suggests the plane was probably dumping fuel on the way back to the airport. some of that fuel may have clung to the wing, sparking the fire when the plane landed. a day of weekend summer fun at an amusement park turned terrifying in scotland, when a roller coaster went off the rails. the ride dropped at least 20 feet to the ground, injuring ten people, eight of them children. police shut down the park after the accident. there is no word yet on the

victim's conditions or the cause of the crash. and there are also problems on a roller coaster in this country. fire crews rescued three people from a stuck ride in phoenix, arizona. the desert storm coaster got stuck about 40 feet in the air. the crews had to use a 35-foot ladder to get the three people down. no one was hurt there. britain's vote to leave the european union is still generating aftershocks today. secretary of state john kerry traveled to brussels to address the fallout as british leaders are trying to ease concerns. let's get another live look at the new york stock exchange now. stocks opened lower on wall street following big losses in europe as investors continue to deal with the fallout of the brexit vote. you can see there new york stock exchange down 250. nbc's keir simmons now has an update from london. >> reporter: secretary kerry in brussels today for emergency talks.

>> so it is now incumbent on leaders to implement the will of the people and to do so in a way that is responsible, sensitive, thoughtful, and i hope strategic. >> reporter: the man in charge of britain's finances addressing the crisis in an early morning news conference, attempting to calm european markets. >> it will not be plain sailing in the days ahead. but let me be clear, you should not underestimate our resolve. we were prepared for the unexpected and we are equipped for whatever happens. >> reporter: britain will take its time before leaving the european union, he said, but the united kingdom is deeply divided this morning. both main political parties heading for leadership elections. an online petition now 3.6 million signatures calling for a revote on the referendum. the pope yesterday urging unity and understanding. there is something not working in europe's union, he said.

let's not throw the baby out with the bath water. but many of europe's leaders seem in no mood to compromise. the united states had not wanted britain to leave the eu. secretary kerry is now urging other european countries not to follow britain out of the door. one british lawmaker saying today we need to replace hate with hope. back to you. if you typically drive over the walt whitman bridge, you may want to reconsider this week. closures start tonight. crews are painting the bridge. so starting tonight at 9:00 p.m., only two lanes will be open in each direction. and between the hours of 10:00 p.m. and 5:00 a.m., there will be periodic closures for 20-minute intervals. painting should be done by friday morning. the nation's annual lgbt civil rights summit will take place in philadelphia next month. and it just got a big boost from comcast. comcast donated a million and a half dollars worth of free airtime to the equality forum so

it can broadcast public service announcements. comcast is the lead sponsor of the forum and is also the parent company of nbc 10 and our sister station telemundo 62. former philly pete rose remains ban baseball and the baseball hall of fame. but this weekend, the cincinnati reds inducted him into the team's hall of fame. rose spent most of his career with the reds, and the team also ñ during a ceremony yesterday. rose is major league baseball's all-time hits leader, but the league banned him for life in the '80s for betting on his team. the commissioner's office gave permission for rose to take part in that ceremony. up next, making a comeback. a year after taking aspartame from its drinks, pepsi announces it is putting the artificial sweetener back into some of its beverages. the reason behind the change of heart, just ahead. i've got a great summer day, once again, but, of course, changes are.

mice. pepsi zero sugar will hit shelves this fall with aspartame. diet pepsi will continue to be made without it. more americans will be hitting the road this july 4th weekend. that's about five million more than took trips during the memorial day weekend. gas prices are at their lowest level for july 4th holiday in a decade. u.s. drivers have saved about $20 billion on gas so far this year. but you know what, really, no need to travel anywhere. wawa welcome america is right here in philadelphia. the eight-day festival is officially under way today, leading up to the biggest fourth of july celebration anywhere. this is a live look at the ben franklin parkway, the site of the july 4th concert and fireworks. and today the festival is giving out thousands of free tickets to give you tickets. you can also get tickets at liberty place in center city, starting at noon.

and when you're checking out everything that philadelphia has to offer, you know the first stop a lot of people make is the independence visitor center at sixth and market streets. jim is ceo of the independence visitor center. thank you so much for joining us. it was just yesterday, actually, i was over there and i said to somebody, it is so great that we have that there for folks to take a break and kind of recoup for the next place they're going. check stuff out. we are at a really exciting time. we just were talking about wawa welcome america. a lot of people going to be coming into philly. >> yes. >> tell me what you have in place for folks who are going to be coming in to celebrate those eight days. >> well, we have so many things that we can offer visitors. first-time visitors to philadelphia and lowlo caw -- l. we have a number of different ameni amenities. we sell tickets to a number of different attractions in the city.

and with our location right in the heart of independence national historic park, it's a natural first stop for visitors to get information about. not only what's going on in the park, but also in the city and, of course, we are one of the headquarters location and we're thrilled about that. >> and after we wrap up those eight days of celebrations, then the city will be getting ready for the democratic national convention to come to town. >> right. >> and folks who are coming for that, they've got some specific responsibilities. but how are you going to be assisting them in seeing our city? >> right. so there will be a lot of visiting prvisit ing press, visiting journalists from all over the world. we'll be playing our part and showcasing the city what a great place it is to visit. all of the great attractions, the history, the culture, the restaurants. it will all be on display for the media. in addition, besides the delegates to the convention,

their families and a lot of visiting people will be coming, and our job will be to make them feel welcome. and again, to show everything that's great about philadelphia. so we'll be ready. >> and i don't want to let you go, though, without asking you about some new things in the works for the center. i understand you're going to be doing some projects there, some big renovations. tell me what's going on. >> sure. so our visitor center opened in 2001. we're 15 years old. and it is time for an upgrade. what we're going to focus on is our number one goal. our number one mission is always the visitor experience. so we're going to do a complete upgrade, and we're going to focus on the visitor and how they receive their information. so we'll have a lot of new technology, a lot of new digital touch screens that will make it easier for people to get information the way they want. my staff will always be there to help people with one-on-one planning and helping them plan their trips and their itineraries, but for people that want to use the new technology, we're going to make that

79 in sinking springs, reading. it's pretty warm there. it's going to get at least into the mid 80s. we don't have anything on radar too close by, but one or two showers starting to pop up around the harrisburg area, and that's where the weak system is going to be moving in later today and into this evening. future cast shows that as we go through the afternoon, some of those showers may develop into thunderstorms. we're not talking about anything severe during the day today. by the way, you can check out your own seven-day forecast at the bottom of the screen at any time. don't have to wait until the end of the weather forecast, and it's not just for philadelphia anymore with our neighborhood weather. here we are this afternoon, still generally on the dry side. but some showers could move down toward dinnertime, and especially into the evening hours from philadelphia southward a little bit earlier. north and west. so we're not talking about a lot of rain. we're not talking about widespread rain.

>> and again, generally dry on wednesday. much of south jersey has the shower threat and even thunderstorms for tomorrow. there's the ten-day forecast. there's tomorrow. thunderstorms. generally dry wednesday and thursday. we have a cold front coming through on friday. looks like it's going to be kind of hot and humid with some afternoon showers that may let us dry out for saturday. but there is a chance that that front that comes through is going to stall on sunday and bring us some showers and
