nbc 10 breaking news. that breaking news overnight, new jersey governor chris christie issued an executive order slamming the brakes on transportation projects in new jersey starting tomorrow. this is in response to the senate's refusal to vote on a gas tax. nearly 1,000 employees at the trump taj mahal plan to walk off the job at 6:00 a.m. and the july fourth holiday weekend is officially here as we take a live look at cape may where it's raining, plus, showers and thunderstorms possible for the entire area later today. 4:00 a.m. we've made it to friday. this is "nbc 10 news today." i'm tracy davidson. let's get right to meteorologist sheena parveen with her first alert neighborhood forecast, a

look at communities across pennsylvania, delaware and new jersey. you've issued a first alert. tell us more. >> we have a first alert like we just showed you in the cape may camera. there's already some rain out there. later on this afternoon we expect thunderstorms, pennsylvania, new jersey and delaware all into the first alert today. the severe threat has been extended through the entire area. it is mostly going to be this afternoon and this evening. so if you're starting your fourth of july plans early with today, keep in mine we could see strong to severe storms. what you can expect in any severe thunderstorms, damaging winds, small hail, heavy downpours and lightning. those will be the main threats as we go through this afternoon and this evening. here's a look. i mentioned that severe storm threat has been extended. that's this yellow area here. conditions look fairly favorable for some damaging winds with any of these storms and very heavy rain and lightning. that will be the case later on today. as far as this morning is concerned, we're fairly xwquiet.

if you're at the george w. bush, expect morning hours right now, 69 degrees. through the afternoon, we'll be getting into the upper 70s, expect the clouds around today, scattered showers and thunderstorms at the shore, especially later on this evening as well. we'll take a closer look at the timing of the storms and the rest of your fourth of july weekend. let's check out the roadways on this friday with jessica boyington. >> we're starting through center city on the vine street expressway. right around 24th street. earlier we did deal with some of that construction. it was only on the westbound side. eastbound lanes were open to traffic this morning. you can see we are actually back in business right now. it looks like we have all lanes back open, eastbound and westbound. that construction cleared early through center city. so no problems getting to the schuylkill or 95. we're watching in cheltenham, a road obstruction on parkview

road and north front street. no big problems or delays into center city. southbound from woodhaven road to the vine street expressway, still own i a 13-minute trip. we'll check on new jersey roads when i'm back in ten. breaking news now, new jersey governor chris christie is suspending road projects after the state senate refused to vote on the gas tax increase. about four hours ago, governor christie issued an executive order calling for all work being paid for by the state's transportation fund to stop did i midnight tonight. they get their money from the gas tax. governor christie wanted to raise the gas tax to 37.5 cents per gallon but the plan would cut the sales tax from 7% to 6% and eliminate the tax on retirement income. the assembly approved it on tuesday. last night, steven sweeney said the proposal cost too much money and did not have enough votes. >> i expect we'll come to a

can't collusion. >> no time line on when that deal could happen. the next senate session is scheduled for august 1st. four minutes past 4:00 right now. in two hours, about 950 workers from trump taj mahal will go on strike ahead of one of the biggest holiday weekends. here's one of the pictures outside the casino in atlantic city. at 6:00 a.m., we are told cooks, housekeepers, bellmen and servers from the trump taj mahal will walk off the job. forç tropicana, bally's, sei c and harrah's were able to strike a deal. new from overnight, firefighters are testing the liquid found in a container, found in west oak lane. hazmat crews contained the leak a few hours ago on medary

avenue. when we get word on what the liquid is, we'll let you know. penn's landing will be the place to be for july fourth fun. the wawa welcome america festival kicks into high gear along the water front. matt delucia has a preview of today's patriotic fun. >> the fourth of july weekend is upon us. plenty of events to think about and take advantage of it. all week we've been celebrating wawa welcome america. we now come upon that big fourth of july weekend. another big way to celebrate that is with fireworks. here we are at penn's landing. it's quite right now. out here at the river, very beautiful. hopefully it will stay this beautiful later on tonight. we have fireworks that will be happening here later this evening. that will be the first show here. the philadelphia orchestra, they'll perform at 8:00. that will be followed by the fireworks on the water front wrapping up around 9:30.

tap the nbc 10 app for more information. seven minutes past 4:00 right now. this morning, we're working to find out how two people are doing after being rescued from a house fire in trenton. skyforce 10 flew over the home around 10:30 last night. you can see the fire is out. still a lotç of emergency ligh outside the home. in lehigh county, six homes are destroyed after this fire in whitehall township and this video we got from a viewer on twitter. flames were shooting out of the roof. it was a smoky situation. no one was hurt but two family pets died and two cats are still missing. the red cross is helping those families this morning. pennsylvania's governor has a budge bill on his desk. lawmakers sent governor tom wolf a $31.5 billion spending package which includes a $200 million increase in public school funding. lawmakers have not figured out how to raise a billion dollars to fund that and other programs. governor wolf issued a statement

he would not sign a budget bill without a way to pay for it. governor chris christie has signed the state's $34.5 billion budget for the new fiscal year that starts today. the budget doesn't raise or lower taxes. the governor used his line item veto to cut out about $300 million that was approved by state lawmakers including $25 million to expand preschool education. now your nbc 10 first alert neighborhood weather with meteorologist sheena parveen. >> well, good friday morning. we're fairly dry right now. through most of the area. we have thunderstorms in the forecast. we have a first alert out for today for pennsylvania, new jersey and delaware. if you were watching yesterday afternoon, the severe threat if you saw us show that wasn't for the entire area but today it did, it got extended for the entire evening. we could see strong to severe storms like i mentioned through

the area, so damaging winds, hail, lightning, all expected. here's that yellow shaded area. this shows us the best area for the severe storm development. the damaging winds could be higher than 670 miles an hour. heavy downpours, lightning and potentially hail. that yellow shaded area, that shows new jersey, delaware and pennsylvania. we do expect this afternoon for strong to severe storms be developing. we'll be tracking that throughout the entire day. your seven-day forecast is always scrolling at the bottom of the screen. temperatures this morning, fairly warm, 70 degrees for most of the area. we're seeing the most cloud cover in new jersey and along the shore. temperatures mostly the upper 60s, 68 degrees pitmann, 68 medford, 65 piney holly. bridgeton coming in at 69 degrees. hamilton township 66 degrees. here's a look at the radar. most of the area this morning is in fact dry. there are showers right around parts of cape may county, atlantic city, not too long ago,

we did have thunderstorms in atlantic city. right now we're mostly watching these showers around cape may county. they'll be moving into parts of cape may soon. cape may courthouse will be moving up to strathmore. this will continue to approach the area. as far as temperatures with these storms, we'll be3gé in th 80s. it will be a warm, humid day. 87 somerton, malvern 84 degrees with scattered storms. if you're in new jersey or delaware, expect the mid-80s with late-day thunderstorms. >> umbrella required for today. 11 minutes past 4:00. might be getting out of town or you might be going to work, just getting into friday. jessica boyington has a look at the roads, including the schuylkill expressway. jessica? >> that's right, tracy. we have a little bit of a disturbance on the schuylkill expressway. reports of an accident.

15 minutes past 4:00. 72 degrees outside. for the first time we're hearing from the relative of a woman kidnapped for three days and hearing what it took for the victim to stay alive during this ordeal. the victim's gram talked to nbc 10 about the crime captured it on surveillance video. yesterday a judge sentenced the kidnaper, delvin barnes to 35 years in"çprison. you'll remember this. in november of 2014 barnes grabbed a woman in germantown, put her in his trunk and drove to maryland. >> she said she spent a lot of time in his truck thinking about

how am i going to approach this and what am i going to do to remain alive. my granddaughter didn't share the story because everything was basically hush hush until now. >> investigators say while she was held captive, the victim got barnes to feel comfortable around her. even convinced him to use her atm card at a machine with a camera. delaware is intensifying its fight against mosquitos after two more people in new castle county contracted the zika virus. there is concern about an aggressive species of mosquito going through a population explosion in the south bridge section of wilmington. the state mosquito control officials are asking the city for permission to do an aerial spraying. they want help about cracking down on property owners. >> you have to do something

8-foot bull shark along with dolphins nearby, about 100 yards or so from the surf line. >> it started to look like there was thrashing going on, abnormal activity from the dolphins. we decided to pay more attention and eventually they kept coming across and we spotted the shark. >> the life guards walked around and said that you needed to get your feet out of the water and everybody out of the water now. >> the sighting in diehl followed a shark sighting in the early morning hours yesterday in asbury park. today marks the 100th anniversary of the start of the jersey shore shark attacks of 1916 where four people were killed and one person was injured. now your nbc 10 first alert neighborhood weather with meteorologist sheena parveen. >> well, this morning, we're fairly quiet as far as any rain is concerned. later on today, we have a threat for severe storms. we have a first alert for

pennsylvania, new jersey and delaware. expect strong to severe thunderstorms this afternoon and evening. it's mostly going to be the second half of the day. some of these storms again with the strong severity of them, we'll be seeing damaging winds, lightning, heavy rain. it's all in this yellow shaded area, new jersey, pennsylvania and delaware all can expect a threat for severe weather. you're starting your fourth of july weekend early with today, keep an eye to the sky. keep your umbrella with you. we expect lightning and heavy downpours. temperatures this morning if you're about to walk outside, 71 degrees çphiladelphia, 71 in wilmington, near 70 along the shore and we're seeing more clouds around this morning. of course than yesterday because we have rain approaching. 66 degrees, a closer look at your philadelphia neighborhoods. 66 in chestnut hill, 71 philly international. if you're in winchester park, you're waking up, temperatures around 70 degrees. for philadelphia today, around 8:00 a.m., 73 degrees. we could still just see mostly cloudy, can't rule out some

spotty showers, trying to develop. by 10:00 a.m., near 80 degrees. it will be another warm day in the 80s and we still do expect that south wind bringing in quite a bit of humidity. by noon today, around lunch time, 81 degrees. we could already see thunderstorms developing. i don't think it's going to be as widespread around lunch time as well see later on this afternoon. by 2:00 p.m., 83 degrees and by 4:00 p.m., temperatures still about the mid-80s with scattered thunderstorms. if you're in new jersey, temperatures mostly mid to upper 60s. as we go into the morning hours, by 8:00 a.m., 72 degrees. by 10:00 a.m., 77. as we go through the afternoon, expect scattered showers and storms to be developing. temperatures mid-to-low 80s and humid but those storms mostly starting around lunch time and even after. we'll continue to he soot threat for potentially strong to severe thunderstorms as we go through the afternoon and the evening. of course we'll be hear tracking it for you. your seven-day forecast is always scrolling at the bottom

4:25. the holiday weekend celebrations will go on in wildwood even though one of the main events won't be happening. the philly pop show scheduled for saturday have been scrapped. organizers tell us only 85 tickets were sold so she canceled the concert which by the way was free last year. people who bought tickets will get their money back. the rest of the weekend's events will go on as planned, including the tim mcgraw concert in monday. a top pitching prospect for the phillies is recovering from surgery in miami. he lost his right eye in a freak accident. he's staying positive.
